Almost clean
The Sekhukhune District Municipality has for the first time since the establishment of municipalities in 2000 recieved a Qualified Audit Opinion from the Auditor General (AG). This announcement was made by the provincial office of the AG during an ordinary meeting of Council held in Jane Furse. The Qualified Audit Opinion is for the financial year 2012-2013. This is in stark contrast of the 2011-2012 financial year when the municipality received an audit disclaimer (see end of article). Speaking shortly after the presentation of the Qualified Audit Opinion by representatives of the Limpopo Provincial AG, Executive Mayor of Sekhukhune District Municipality, Councillor Mogobo David Magabe said we welcome this audit opinion by the AG with both hands. And certainly it was long overdue taking into consideration the hard work which was put into the presentation of our Annual Financial Statements on 31 August last year. This historic achievement is directly credited to management and staff of the District Municipality, all councillors and the community of Sekhukhune at large. We believe that we achieved this because of all contributions of each and every one of the above-mentioned individuals. The audit opinion was awarded four months after the expected period which is November each year. Regarding that Mayor Magabe said the municipality has prepared and submitted the Annual Financial Statement on 31 August 2013 as legislatively prescribed by section 122 of the MFMA 2003. The audit process started officially on 1 September 2013 and was due to be completed three months from the date of submission as legislated which should have been the 30 November 2013. However, we are pleased that finally we have recieved the outcome which will enable us to move forward. Regarding the way forward, the Executive Mayor said We will make sure that we sustain this good audit outcome. For us this historic achievement is the continuation of our long journey towards Operation Clean Audit 2014. That will be done through strengthening the Audit Steering Committee which comprises of Councillors, Senior Management Team and representatives from the AG office. This committee was established two years ago and it has proven its capacity to yield positive results. The AG said the Qualified Audit Opinion was based on satisfactory financial statements, statements on assets control and the statement on the cash flow which complied with the MFMA. Few issues were raised that needed urgent attention which when dealt with, will result into clean (unqualified) clean audit opinion for the Sekhukhune District Municipality. The delay from the AGSA has affected some of the annexures to the Annual Report namely the Audited AFS and the Audit Report. We are now pleased that this matter has finally been resolved and we can now move forward concluded Executive Mayor Magabe Wikipedia: An opinion is said to be unqualified when the Auditor concludes that the Financial Statements give a true and fair view in accordance with the financial reporting framework used for the preparation and presentation of the Financial Statements. An Auditor gives a Clean opinion or Unqualified Opinion when he or she does not have any significant reservation in respect of matters contained in the Financial Statements A Qualified Opinion report is issued when the auditor encountered one of two types of situations which do not comply with generally accepted accounting principles, however the rest of the financial statements are fairly presented. This type of opinion is very similar to an unqualified or clean opinion, but the report states that the financial statements are fairly presented with a certain exception which is otherwise misstated A Disclaimer of Opinion, commonly referred to simply as a Disclaimer, is issued when the auditor could not form and consequently refuses to present an opinion on the financial statements. This type of report is issued when the auditor tried to audit an entity but could not complete the work due to various reasons and does not issue an opinion. (All this means that Sekhukhune District Municipality is much better than in the past, but can still be better Editor)

Mokutung house torched

On Thursday last week, the community burned the house of the Morowane family at Mokutung village next to Echo Caves. According to Leboeng Police, the community turned violent after they accused the Morowane family to be involved in the death of a 17 year old girl that was found dead near the river thats runs through the village earlier in the week. The Police are investigating a case of arson against a number of villager and has warned that community members should cease taking the law into their own hands. Information should be reported to the Police. No arrests had yet been made and the Police request any person with information to contact Warrant Officer Hans Mnisi on 082 414 3084.

SAPS visits school after spate of burglaries


Parents should take care of the schools property
The Leboeng SAPS management in collaboration with the Department of Education and teh Swranang Clinic visited Mohlakeng Secondary School at Tswenyane Village. The visit took place on 27 March 2014. The campaign was initiated after the school fell victim to burglaries. The group addressed the parents of the school. Captain Solomon Moholane told them that the SAPS would like to work hand in hand with the community to root these crimes out. He also appealed to them to report any information they might have to assit in bringing the perpetrators to book (e.g. reporting any school property found at homes). Moholane encouraged them to take care of the school as if it was their own property as it is the only tool that can provide for a better future generation. Const. Joel Lebyane will serve on the schools safety committee. Anyone with information about the burglaries can contact WO Hans Mnisi on 082 414 3084.

Womans body found at Makopung Village


A 21-year old womans body was discovered in her house in Makopung Village near Leboeng. A neighbour found the woman after they noticed a bad smell coming from the house. Upon investigation they found the womans decomposing body on her bed. The deceased shared the house with her 30-year old husband. It is suspected that the woman was strangled and assaulted. Die husband did not report his wifes death to the police. He was arrested and will appear in the Leboeng Periodical court on a charge of murder. Unrelated, but nevertheless reason to make anybody cry. Electricity infrastructure at the Motaganeng light industrial area has been totally vandalised by cable and switch thieves. Eskom is responsible for this infrastructure, but nobody seems to care. In the meantime residents at Apiesdoorn complained to the newspaper that water supply is nonexistent, yet the reservoir at the nearby firestation is overflowing continuously for months now, supplying cattle with a nice drinking hole.

Bauba signs chrome ore supply agreement


Bauba Platinum has entered into a two-year chrome ore supply agreement with ASA Metals, with a provision for a prepayment of up to R5.6-million over the next seven months until the mining operations kicked off. Following the platinum miners R150-million acquisition of a 60% stake in the prospecting rights over the farms Moeijelik 412KS and Waterkop 113KT earlier this month, Bauba subsidiary Bauba A Hlabirwa Mining Investments applied for both a bulk sample authorisation and a mining permit over Moeijelik. The company has been advised that the issuance of the bulk sample authorisation is now imminent and, furthermore, anticipates the mining permit to be awarded by the Department of Mineral Resources during June 2014, Bauba CEO Syd Caddy said in a statement. Site establishment would start in July 2014, with cash flow from the supply of 480 000 t run-of-mine chrome ore to ASA Metals expected to emerge mid-August. Bauba that ASA, which had a chrome mine, an extensive on-site smelter and other processing facilities located about 30 km from Moeijelik, had expressed an interest to materially increase the quantity. ASAs location and local beneficiation plant fits well with Baubas future strategy of sustainable development in the area, Caddy commented. The acquisition of the beneficial rights over the chrome assets, which boasted low-cost opencast exploitation potential, and the offtake agreement with ASA secured the potential of a steady cash flow stream, which could satisfy all Baubas financial requirements to advance future projects. Hlabirwa also entered into a lease and option agreement with Jibeng Investment, the landowners of the farm Moeijelik, to facilitate access to the chrome mining area. The agreement also provided for an option to acquire the portion of the farm where the mining operations would be established.

Not so glittering. After the glittering function at Ga Malekane during the opening of the De Hoop Dam on Monday last week, the area next to the steel bridge resembled a pigsty last Sunday when the newspaper visited Ngwaabe to attend a soccer tournament.

Developing skills while fixing up school desks


Samancor ECM has expanded its mission in conjunction with the communities to repair, rebuild and paint school desks that were found to be in a state of disrepair. As part of Samancors training and development strategy community members were employed on short term contracts to attend the Generic Engineering skills programme. Once training had been completed the community learners were able to flaunt their newly acquired skills by designing the new desk tops and securing them to the repainted desk frames. Samancors vision with this gesture is to influence the community in a positive way, helping the schools and the community enjoy a stronger connection and the learners feeling more connected to their community creating a positive experience for everyone.

Prevention is better than cure


Samancor Eastern Chrome mines in collaboration with Aboir and Medshield hosted a flu vaccination campaign at the various ECM sites. The campaign ran from 10 - 14 March and was well supported by Medshield members. ECM believes the health and safety of their employees are key to a successful business and encourage employees to participate in campaigns such as this.

Colourful for Cansa


Samancor Eastern Chrome Mines participated in the Cansa Shavathon 2014. On 28 March employees either shaved their hair or sprayed it colourful patterns in support of the fight against cancer. Funds are annually raised for the Cancer Association of South Africa through the country wide Shavathon campaigns. ECM has been a regular supporter of this worthy cause, while having fun is always part of the deal.

Back to School gifts handed out


The Samancor ECM annual Golf Day raise funds for community projects. The 2013 days funds was used to distribute Back to School gifts amongst grade 7 children at Mangabane Primary, Boerboomkraal Primary, Dithamaga Primary and Steelpoort Academy. ECM would like to thank everyone who made this project possible.

Potholes is nothing new in this area, but navigating pothole repairs may be a different story. These repairs were done on Oorbietjie Street over the past two weeks. As far as could be determined no other roads in town are being repaired on this scale.

All textbooks delivered


Delivering of textbooks in Limpopo is still a sensitive issue. Various schools in the Greater Tubatse Municipal area have complained during the first term that theyve not received all their textbooks. Some did receive books, but for subjects and languages not catered for in those schools. Platinum Gazette knows of schools that bought their own textbooks to ensure that theyll be able to provide scheduled lessons for the learners still waiting for textbooks from the Department of Education. This week the Department of Education issued the following statement: Education department disputes reports that Limpopo schools have not received textbooks The Department of Basic Education is disputing insinuations that there are schools which have not received textbooks. It is untrue that schools have not received textbooks. More than 6,5million have been delivered in 2014 and an additional 306,000 have been ordered to address reported shortages. The majority of the 18,000 books alleged to be shortages are actually books from previous years which schools were supposed to retrieve from learners at the end of the school year. We acknowledge that there are schools that have reported shortages in February and orders have been made and delivered. We are taken aback by the alleged shortages as it is unusual to have shortages once deliveries have been made on appropriately reported shortages of textbooks. It is surprising to learn that the same organisation that applauded the Limpopo Education Department and DBE for the successful procurement and delivery of books is the same organisation that has now turned to the courts. This same NGO even undertook earlier this year to inform the public that they would work with the Departments in resolving all issues regarding textbooks. This NGO has now elected to work with some School Governing Bodies to approach the courts on the same matters they said they would cooperate with the department on. For the record some of the SGBs have not even reported these shortages to the authorities in Limpopo or DBE. The evidence at our disposal has revealed that the shortages reported are not even books that are in the catalogue. It appears that the majority of the 39 schools listed in the court appears did not check or verify the deliveries of textbooks against the orders placed. They belatedly only did so after the advent of the 2014 school year during 2014. There is no excuse for these schools not to have reported the shortages to the LDoE, keeping in mind that workshops were held and attended by the representatives of the schools where they were informed about the process to be followed in the event of shortages. The Department has taken extra ordinary steps to ensure that books are delivered on time and that any reported shortages are addressed. This includes holding a series of meetings with school principals in November and December 2013. The meetings were called to engage school principals to deal with textbooks procurement, shortages and all other matters regarding textbooks. In those meetings nothing came up on the issues raised in the court papers that we have received. It should be remembered that the entity to whom the shortages should have been reported is the LDoE to have enabled the LDoE to have timeously placed additional orders with the publishers. It is disingenuous for schools to report shortages to a nongovernmental organisation even when a clear process of delivering books has been agreed upon. It is indeed a sorry state of affairs that these schools did not comply with their obligations to ensure that adequate quantities of textbooks were delivered to these schools to ensure that each and every learner had his or her own textbook in the subjects required to have. We are left with no option but to suspect that there is a nefarious agenda at play. The Department continues to welcome reports of shortages from anybody and these are attended to as a matter of urgency. Why are we losing the war on HIV/Aids?


The Human Sciences Research Council this week released statistics showing that South Africa is not winning the war on HIV infections. About 12.2% of the population is living with HIV. This percentage has increased from 10% in 2008 because more people are on antiretrovirals and were surviving, statistics indicated. Some key statistics include: Approximately 36% of all women between the ages of 30 and 34 are HIV-positive. About 63% of HIV-positive men dont know their status. KwaZulu-Natal has the highest rate of HIV infections with 28% of adults being infected. Only 27% of South Africans have the correct knowledge about HIV. Black females have a 4.5% higher chance of getting HIV than men. People in informal settlements have double the chance of contracting HIV compared to those living in suburbs. The use of condoms is lowest among black females between the ages of 20 and 34. In an attempt to make the use of condoms as a means of protection against HIV more attractive, government will start issueing colourful and flavoured condoms to tertiary institutions. Platinum Gazette asked readers why they think South Africa is losing the war on HIV?

Mr Johannes Bojane Mashaba said: Ignorance is the problem. We also have a lack of communication. Campaigns are there, but people are still doing unsafe sex. Due to the lack of jobs many women are using their bodies to make money and that spread HIV. Government cannot do anything about this. We should take responsibility for our lives.

Ms Nonjabulo Mbiza said: We take things for granted. We are not serious about life and dont care whether we get infected. People say they just want to have fun through not protecting themselves.

Mr Moses Mankge said: It is satanic. It is a demonic thing. We must pray to fix it. Only Christ can heal the HIV pandemic.

Ms Sbongile Mnisi said: It could be poverty that causes the rise. Especially people in rural areas dont have entertainment, so they entertain themselves by having unprotected sex. It leads to getting babies, STDs and Aids. Grants are also a problem. People with a lot of children get lots of grants and it seems like easy money.

Mr Simon Makola, Mr Ludwig Waterson and Mr Adam Mafane said: It is negligence. People get grants and that is why they dont care about protection. Some also dont know how you get HIV infected. People work on wounds without protective gloves.

Ms Irene Lesese said: Most people in South Africa dont use protection for sex. They just dont care.

Corsa Essentia 1.4 - we drive the small Opel


Non-turbo naturally aspirated engines is certainly fast becoming a thing of the past, and for the Platinum Gazette team and crew taking a spin in a normally aspirated 1.4 Opel Corsa Essentia from Westvaal Steelpoort proved to be an interesting outing. First surprise came when two lanky teenagers eased themselves into the back of the car with no problem. Enough space for the school run then, with the comment very upright, but comfortable. No knees knocking against the front seat, although with bigger adults in the front seats, it may just be a problem. The fit and finish on the car is excellent and reeks of quality. Not too much bling, but everything you want is there. The ride is very comfortable and the 15 inch wheels and tyres soak up bumps nicely, without being too spongy or soft. A gravel road with soft red sand proved to be no problem for the little Opel and the aircon worked very well. We were also impressed by the new info screen on the dash and the easy use of the controls. Although the steering felt a little bit vague, the car sits in corners and overall stability is good at speed. It also feels much faster when it eventually reaches cruising speed, but a quick glance to the speedo showed that the driver was still on the safe side of the law. This is certainly not a long distance cruiser and the little powerplant is all but not up to it under 1500 rpm (the weight of four adults also played its part). Above that the manual gearbox helps to keep things lively, but we feel the more expensive turbo model will be more suited to open road cruising and mountain passes. There was really not much to criticise in this car (road noise commented from the back seat was normal for this market segment etc). All-in-all the Corsa 1.4 Essentia is a very solid car with refinement and very good perceived build quality. Suited for a small family or daily runabout in town, the car makes a good choice, with an occasional long distance flip not out of the question. (O yes, a split rear seat instead of a solid folding one will be more practical, please GM).

Last chance to enter the Comrades Marathon 2014


Comrades Marathon runners who were unable to enter the 2014 race during the official entry period (1 September 30 November 2013) now have an opportunity to still be part of the worlds biggest and oldest ultra-marathon through the official 2014 Substitution process over the month of April. The Comrades Marathon Associations (CMA) Substitution Rule allows for a runner who has not entered to substitute an entrant who has withdrawn, or intends to withdraw from the 2014 edition of The Ultimate Human Race. The Comrades Marathon Substitution Rule was introduced for the very first time in 2012 and now forms part of the CMAs official race rules. The Substitution process officially opened on 1 April and closes on 30 April 2014. The completed application forms as specified in the Substitution Rule must reach the CMA office by 30 April 2014. There will be no extension of this deadline. Athletes still intending to submit Substitution application forms are advised to visit the official Comrades Marathon website at www.comrades.com for the downloadable forms and the comprehensive list of rules and regulations which govern the Substitution process. Phasha Makgalanoto Masters win with good defence


On Sunday 23 March the Tubatse Masters visited Phasha Makgalanoto Masters in Ga Phasha Village. The two teams both made the best of their opportunities, but both failed to score during the first half. In the second half the hosts were first to score. Samuel Komosasa Makgopa scored their goal after a mistake by the Tubatse Masters defenders. Tubatse Masters then tried very hard to level the score but failed to convert their chances. The Phasha Makgalanoto Masters were excellent in defending until the final whistle. The final score was 1-0 in favour of the Phasha Makgalanoto Masters. Andrew shines against Doringkop Masters


On Sunday 30 March the Tubatse Masters visited Doringkop Masters n Bothashoek to play a friendly soccer game. The hosts dominated the game and created opportunities to score, but the Tubatse Masters keeper, Forward Mabaso denied them access to the back of the net. As the first half progressed Andrew Skhosana from Tubatse Masters managed to score a goal. In the second half both teams played very well and Andrew Skhosana became the teams golden boy when he scored three more goals. Doringkop Masters Mbazo Buti Ngele scored a goal but this was not enough to give them the game. The final score was 4-1 in favour of Tubatse Masters. Platinum City shines at Dwarsrivier Community Soccer Tournament
Top 8 down to 1 Champion team for 2014
On Saturday and Sunday 29 & 30 March, the annual Dwarsrivier Community Soccer Tournament took place at Las Vegas Stadium in Ngwaabe. On Saturday play started at 08:00 with Golden Arrows facing off with Juventus. Juventus won 1-0. Next was City Rock vs. Platinum City. Platinum City walked away the winners with 2 goals. Shining took on Golden Arrows and won on penalties. Ngwaabe Celtic played against Flying Swallows with the Swallows making the most of every opportunity to win the game 1-0. The last game for the day was the Ngwaabe Zonal League Squad taking on the Dwarsrivier team. This game was played for a trophy and medals. Dwarsrivier emerged as the champions. On Sunday play started with Shining against the Flying Swallows. Shining won 1-0. Juventus took on Platinum City and lost 0-1. The Dwarsrivier Masters played against the Ngwaabe Masters and the mines team showed theyve got what it takes when they won 2-1 despite rainy conditions. Juventus and Flying Swallows played out for the third place. Juventus won 3-0. The final of the weekend was between Shining and Platinum City. The first round losing teams each received a soccer ball. The Dwarsrivier Mine team that played against the Zonal League Squad received gold medals and a trophy. The Zonal League Squad received silver medals. The final between Platinum City and Shining ended 1-0 in favour of Platinum City. They received soccer kit, R2000s worth voucher, soccer balls and net, gold medals and a trophy. The second place team received silver medals, a R1500s worth voucher, soccer balls and net. The third place received soccer balls and a net as well as a R1000s worth voucher. The fourth place team received 4 soccer balls, a set of nets and bronze medals. This tournament highlights Dwarsriviers investment in communities surrounding their operations and it is becoming more and more popular every year.

Full field for course opening
A full field of 64 players entered the opening golf day of the newly upgraded Chrome Golf Course on Saturday 29 March 2014. The stakes were high as a hole in one on the 9th hole would have won the lucky player a golf cart sponsored by Merchant West. Unfortunately nobody was able to hit a hole in one. The strict rules of the event was read out by Club Captain Rudi Conrad in his welcoming of the players. Players were treated with a half-way house sponsored by Tyre Corporation at the fifth green. This was a welcome relief in the hot sun and all enjoyed the hospitality shown by Jaco van der Merwe and his team. Rudi Conrad also thanked the sponsors that made the day possible. They were: Interstate Clearing. Louw du Plessis (Fever Tree), Tubatse Chrome and Westvaal Steelpoort. The winners of the day were Tim Marobane and Austin Mashego. The longest drive competition was won by Embrich Cilliers and the nearest to the pin was won by Charl Volschenk. Players are reminded to keep watching the press for upcoming events. Development is another key to the growth of the club.
