2014 RESOLUTION NUMBER 1: OPPOSITION TO NAIS (NAT'L. ANIMAL ID SYSTEM)
WHEREAS: The State of North Dakota has numerous livestock producers; and WHEREAS: Those said producers are committed to representing the industry's needs in regard to animal health, trade, marketing and land use issues; and WHEREAS: We do not believe it is the role of the federal government to mandate or encourage producers to "sign up" their ranch or farm with a government program (premise registration/NAIS). THEREFORE, BE IT RESOLVED: The Republican Party of North Dakota strongly supports individual property rights, and therefore encourages individual livestock owners to make independent decisions about the identification of their livestock. The Republican Party of North Dakota opposes any mandatory registration of premises and animal identification system as it pertains to the national ID system.
2014 Resolution Number 2: OPPOSITION TO THE CLEAN WATER, WILDLIFE, AND PARKS FUND CONSTITUTIONAL MEASURE
WHEREAS, the state of North Dakota, in partnership with local and tribal governments and private sector partners, have effectively collaborated on the protection of natural, historical, and environmental resources; and WHEREAS, the growth and success of the oil industry in the state has been in large part due to the aforementioned effective partnerships that have balanced development needs of the industry with the stewardship of our state's natural, historical, and environmental resources; and WHEREAS, the proposed Constitutional Measure to amend article X to require 5% of revenues from the State's share of oil extraction taxes to be diverted into a trust and fund which ultimately could be used by those opposed to fossil fuel development against oil development in the state; potentially undermining the success of that industry using proceeds from that industry to do so; and WHEREAS, the proposed measure is promoted in large part by out of state interests who are opposed to fossil fuel development as a whole, despite the state and industry's successful stewardship efforts WHEREAS, non-profit conservation groups and government agencies already have millions of acres of North Dakota land set aside for wildlife production and hunting, this measure would funnel North Dakota tax dollars to non-profit groups to buy land, essentially creating government-subsidized competition for private lands which will drive up rural land prices, take agricultural land out of production and have a major impact on private property and property rights; if approved, private property that is now being taxed would be purchased by the non-profit groups driving this measure, along with various state and federal agencies, resulting in a reduction in the property tax base and an increase in property taxes; and

WHEREAS, this measure empowers the non-elected board of the trust to spend an unprecedented amount of money estimated at $300 - $400 Million per biennium, or the equivalent of $3 million per week, with no oversights or limits from the Legislature, which could otherwise be diverted that should and could be used for other needs now and in the future, including schools, infrastructure, tax relief, etc., and WHEREAS, the proposed measure creates a lack of flexibility regarding the use of state funds; it is driven by out-of-state special interest groups; creates a biased advisory board; it mandates $4.8 Billion in conservation spending over the next 25 years, does not provide clear details how the money will be spent; and would be the first ever spending measure enshrined in our constitution; THEREFORE BE IT RESOLVED THAT The North Dakota Republican Party opposes the proposed Clean Water, Wildlife, and Parks Trust and the Clean Water, Wildlife, and Parks Fund Constitutional Measure currently being circulated, and shall encourage its membership not to support the measure during circulation or if it is placed on the ballot for a vote, and THEREFOR BE IT FURTHER RESOLVED THAT The North Dakota Republican Party shall endeavor to educate its membership and the public on the ramifications of the proposed measure on the success of the oil industry and economic vitality of the state, and shall encourage its members to educate other North Dakotans in the same manner.

WHEREAS: We trust individual physicians and hospitals to discern what constitutes a life-threatening medical emergency and to compassionately act to preserve all human life by providing basic necessary treatment for immediately life-threatening emergency conditions, irrespective of immigration status, without the Federal government necessitating this by an unfunded entitlement mandate. THEREFORE, BE IT RESOLVED: That the Republican Party of North Dakota reaffirms its continued opposition to illegal immigration; and BE IT FURTHER RESOLVED: That the Republican Party of North Dakota calls upon the North Dakota Legislature and the United States Congress to implement legislation to effectively stem the tide of illegal aliens into this country, including legislation that will: Physically secure our borders and coastlines, via a return of our border patrol agents from overseas, increased patrols, and other measures as necessary to control entry into our country; and Enforce visa rules, requiring immigration officials to track visa holders and deport those who overstay their visas or otherwise violate United States law; and Deny amnesty, so that illegal aliens are not rewarded for breaking our laws; and Deny welfare and entitlements to illegal aliens, so that taxpayers are not saddled with the financial burden of illegal aliens who use our hospitals, schools, and social services; and Clarify that, since illegal aliens are not "subject to the jurisdiction [of the United States]" as required in Section 1 of the 14th Amendment of the United States Constitution, merely giving birth on United States soil does not grant citizenship to those born to illegal aliens present in the United States; and
BE IT FURTHER RESOLVED: That the Republican Party of North Dakota calls upon the North Dakota Legislature and the United States Congress pass immigration reform to create an efficient and fair system for those who are willing to enter our country legally and work for the American dream.
Civil Liberties
2014 RESOLUTION NUMBER 5: FREEDOM OF SPEECH, FAITH, AND RELIGION
WHEREAS: North Dakota Republicans understand that one of the reasons freedom is disappearing from North Dakota is because in many instances freedom has been inadequately defended philosophically and theologically; THEREFORE, BE IT RESOLVED: That North Dakota Republicans party strongly supports the right of North Dakota citizens to speak freely and to practice religious freedoms as guaranteed to all citizens under the First Amendment to the United States Constitution, and Article 1 of the North Dakota Constitution. AND THEREFORE BE IT FURTHER RESOLVED: That the North Dakota Republican party support that no business owner shall be forced to give up their religious freedom in order to comply with local, state, or federal laws that mandate otherwise.

WHEREAS: Revelations about the National Security Agencys programs have been collecting huge amounts of data from major internet companies such as Apple, Google, Microsoft and Facebook, pertaining to personal computers, computer software hacks, e-mails, texts, phone, etc. from ordinary Americans intrusively and illegally, and further illegally passing that raw data along to other countries intelligence services, all outside of the legitimate privacy guaranteed by the 4th Amendment; THEREFORE, BE IT RESOLVED: By the Republican Party of North Dakota that the Patriot Act and other Executive orders and federal legislation that enhance the power of the federal government and diminish the privacy and liberty of United States citizens be repealed, and the national ID card movement in any form be rejected. THEREFORE, BE IT RESOLVED: By the Republican Party of North Dakota to rein in unlawful data collection and return to warrants procured in open courts only, in accordance to the Constitution.

2nd Amendment
2014 RESOLUTION NUMBER 10: RIGHT TO BEAR ARMS
WHEREAS: The United States Constitution is the Supreme Law of the Land; and the Constitution of the State of North Dakota is the supreme law of the state; and WHEREAS: Our forefathers, the drafters of the United States Constitution, placed full faith and confidence in the citizenry to accept full responsibility for their actions commensurate with their freedom; and WHEREAS: The Second Amendment to the United States Constitution guarantees, without reservation, the right of people to keep and bear arms; and WHEREAS: Our forefathers, the drafters of the United States Constitution, placed full faith and confidence in the citizenry to accept full responsibility for their actions commensurate with their freedom; and The Constitution of the State of North Dakota, Article 1, Section 1, guarantees the right to keep and bear arms for the defense of their person, family, property, and the state, and for lawful hunting, recreational and other lawful purposes, which shall not be infringed; and WHEREAS: citizens of North Dakota demand a stop to more restrictive federal gun control laws within the borders of North Dakota; and WHEREAS: uniformity of laws throughout the state of North Dakota is necessary to protect against further restriction of our 2nd amendment freedoms and to prevent having a patchwork of local ordinances throughout the state that would result in inadvertent breaking of these laws by residents of North Dakota and an unreasonable infringement on the right to bear arms in this state; and WHEREAS: neither the Constitution of the United States nor the Constitution of the State of North Dakota require licensing, permits, taxation, registration or other form of infringement on the inalienable right to keep and bear arms; THEREFORE, BE IT RESOLVED: That North Dakota Republicans support, in spirit and deed, that in a free society, each citizen must have the right to keep and bear arms, and that right shall not be infringed. Each individual must have the right to protect their life, liberty, and property by keeping and bearing arms without licensing, permits, taxation, registration or other form of infringement or permission from the state; and

THEREFORE, BE IT FURTHER RESOLVED: That the North Dakota Republican Party supports having state law preempt and nullify any and all local firearm ordinances that are more restrictive than state law; thus providing uniformity of law and protection of the peoples constitutional right to keep and bear arms; and THEREFORE, BE IT FURTHER RESOLVED: That the North Dakota Republican Party urges the Governor and State Legislature to pass laws to reject and nullify any Federal attempts at further infringement on the 2nd Amendment to the U.S. Constitution and to make it illegal for any state or local government officials to enforce such while appropriately addressing the concerns of law enforcement officers engaged in joint investigations with Federal agencies.
Education
2014 RESOLUTION NUMBER:11 SUPPORT OF EDUCATION
WHEREAS: Quality education and local government services are critically important for the future of our state; and WHEREAS: Republicans in the State Legislature have significantly increased primary and secondary educational funding; and WHEREAS: Governor Dalrymple and the Republican Majority in the 2013 Legislature gave unprecedented support to all levels of public education; THEREFORE, BE IT RESOLVED: That: 1. The Legislature continue its strong support of the Foundation Aid Program for primary and secondary education and revenue-sharing with local government entities; and 2. The North Dakota Republican Party supports the proposition that school curriculum content of local districts in the State of North Dakota should remain under the control of the local school boards, and that accreditation or funding should not be denied or withheld from districts on the basis of national goals and standards established under the Educate America Act, or as adopted by the state in compliance with the national goals and standards; and 3. The North Dakota Republican Party urges Congress to eliminate federal mandates, regulations, and restrictions on education, and abolish the Federal Department of Education.

2014 Resolution Number 16: RESOLUTION CONCERNING COMMON CORE EDUCATION STANDARDS
WHEREAS, even though Federal Law prohibits the federalizing of curriculum, the Obama Administration accepted the Common Core plan and used 2009 Stimulus Bill money to reward the states that were most committed to the president's Common Core agenda; but, they failed to give states, their legislatures and their citizens time to evaluate the Common Core before having to commit to them, and WHEREAS, Common Core proponents have received tens of millions of dollars from private third parties to advocate for and develop the Common Core strategy, and WHEREAS, centralized control of what is taught to children unduly enables and promulgates the biases and agendas of those having the money and power to manipulate that control center, disempowers parents who have primary interest in the education of their children, eliminates choice and diversity, and invites the degradation of education systems to propaganda systems serving narrow interests; WHEREAS, even though Federal Law prohibits the federalizing of curriculum, the Obama Administration accepted the Common Core plan and used 2009 Stimulus Bill money to reward the states that were most committed to the president's Common Core agenda; but, they failed to give states, their legislatures and their citizens time to evaluate the Common Core before having to commit to them, and WHEREAS, Common Core proponents, in concert with the same corporations developing the Common Core 'assessments' have created new textbooks, digital media and other teaching materials aligned to the standards which must be purchased and adopted by local school districts in order that students may effectively compete as Common Core State Standards assessments (tests), and adding significantly to local and state budgets and thereby raising taxes, and WHEREAS, the Republican National Committee, as stated in the 2012 Republican Party Platform, do not believe in a one size fits all approach to education and support providing broad education choices to parents and children at the State and local level, which is best based on a free market approach to education for students to achieve individual excellence; adopted a resolution in 2014 rejecting Common Core State Standards; and WHEREAS, 33 states have opposed or outright rejected Common Core State Standards, and WHEREAS, in other states, the Common Core State Standards were changed to another name with the same benchmarks and with the same outcome, WHEREAS, we oppose the guidelines and implementation regardless of name or attempted brand changing, and \WHEREAS, the Common Core program includes federally funded testing and the collection and sharing of massive amounts of personal student and teacher data; and data acquisition components represent a severe threat to the legitimate privacy of students and invite invasive social engineering detrimental to the formation of free and dignified well-educated adults. WHEREAS, adequate standards currently exist and have long existed for almost all areas and levels of core curriculum, and current problems in education relate not to missing standards, but to social problems, such family disintegration, that will not be solved by standards; WHEREAS, the Common Core effectively removes educational choice and competition since all schools and all districts must use Common Core 'assessments' based on the Common Core standards to allow all students to advance in the school system and to advance to higher education pursuits,

THEREFORE BE IT RESOLVED THAT: The North Dakota Republican Party opposes the guidelines and implementations regardless of name or attempted brand changing, and BE IT FURTHER RESOLVED, that the North Dakota Republican Party rejects the collection of personal student data for any non-educational purpose and the sharing of such personal data without the prior written consent of an adult student or a child students parent and that it rejects the sharing of such personal data without the prior written consent of an adult student or a child students parent, with any person or entity other than schools or education agencies within the state, and BE IT FINALLY RESOLVED, the North Dakota Republican Party urges the rejection of Common Core State Standards for North Dakota.
Elections
2014 RESOLUTION NUMBER 18: ELECTIONS
WHEREAS: North Dakota Republicans recognize that it is imperative to have a verifiable voting process and high local voting participation in this country with paper audited compatible electronic voting machines to ensure the integrity of the election process; and WHEREAS: electronic voter machine integrity has been questionable throughout the U.S. and during multiple election cycles, and WHEREAS: electronic voter machines alone have no simple reliable way to verity the vote by the voter immediately, and later by local voting officials in the event of a recount; and WHEREAS: voter recounts done thru electronic voting machines are in essence just rechecking original unverifiable data; and WHEREAS: North Dakota Republicans recognize that local participation in voting increases interest in local politics; and WHEREAS: North Dakota Republicans recognize that local voting boards in local precincts are very efficient at verifying voters, making voter fraud nearly impossible; THEREFORE, BE IT RESOLVED: That North Dakota Republicans support in-person, precinct voting, with a verified paper ballot, supplemented by absentee ballots.

2014 RESOLUTION NUMBER 19: Elected Officials Must Live in their District
WHEREAS, our country was founded on no taxation without representation, it is unethical and should be illegal for our elected representatives not to live in the district they were elected to, THEREFORE, BE IT RESOLVED that the NDGOP calls upon the ND State legislature to make it illegal for an elected representative not to maintain permanent residence in the district they were elected during the term in which they were elected.
Energy
2014 RESOLUTION NUMBER 20: ENERGY INDUSTRY
WHEREAS: The lignite industry is fifth largest industry in North Dakota; and WHEREAS: North Dakota has more than an 800-year supply of lignite at current production rates; and WHEREAS: The lignite industry has provided reliable, affordable, and clean electricity for more than two million people in the region; and WHEREAS: The lignite industry directly and indirectly employs over 22,000 people in North Dakota; and WHEREAS: The lignite industry generates $700 million of personal income and over $2.2 billion of business volume annually; and WHEREAS: The lignite industry generates over $83 million in state tax revenue each year; and WHEREAS: A carbon cap and trade regulatory program will increase the electricity rates to all consumers, businesses and farmers in North Dakota; and WHEREAS: A carbon cap and trade regulatory program will increase the cost of natural gas and increase the cost of home heating in North Dakota; and WHEREAS: A carbon cap and trade legislation that does not balance the needs of the environment with the needs of the economy will have a large direct negative impact on the North Dakota economy; and WHEREAS: The lignite industry is already taking aggressive voluntary action to reduce emissions in a number of ways, using currently available technology, participating in research and testing of new emission reduction technologies. THEREFORE, BE IT RESOLVED: The North Dakota Republican Party supports a comprehensive energy policy that leads to increased production of domestic energy. Energy policy should encourage economically viable energy development without government subsidy and, as such, specific policy should be based on rational cost/benefit analyses. Environmental issues are best addressed by state and local government which can tailor desired regulation to our state. BE IT FURTHER RESOLVED: The North Dakota Republican Party does not support renewable energy mandates, nor federal regulations and interpretations that effectively ban new coal-fired power plants, put existing coal fired power plants at unwarranted economic disadvantage and lead to an increase in consumer electricity costs with dubious environmental benefit.

BE IT FURTHER RESOLVED: The North Dakota Republican Party supports efforts by the State of North Dakota to defend our sovereign rights to develop our natural resources against regulatory overreach by the federal government and its agencies. BE IT FURTHER RESOLVED: The North Dakota Republican Party opposes efforts to impose a cap and trade program.
WHEREAS: The United States will benefit from the development of all domestic sources of energy to continue this nation's security; and WHEREAS: North Dakota's Williston Basin has billions of barrels of oil in probable oil reserves with billions of barrels all in possible reserves, and WHEREAS: While recognizing the benefits of energy development, the influx of approximately 200 drilling rigs has caused severe detrimental impacts to western county roads, trails and bridges; THEREFORE, BE IT RESOLVED: The Republican Party of North Dakota, while recognizing the improvements made in infrastructure funding in the 2013 Legislative Session, supports the continued proper planning and state funding to adequately cover the infrastructure needs in political subdivisions during the energy development phase in the state.
Keystone Pipeline
2014 RESOLUTION NUMBER 23: PIPELINE NATIONAL ENERGY SUPPLY STABLITY/KEYSTONE
WHEREAS: Fossil fuels will remain the largest energy source at least for the for-seeable future; and WHEREAS: Expanded fossil fuel use is critical for the economic development of our state and our country; and WHEREAS: Fossil fuels continue to be among the least costly ways of providing energy; and WHEREAS: Fossil fuel exploration and development can be done in an environmentally responsible manner; and WHEREAS: The increased exploration and production of domestic fossil fuel will contribute to the national security of the United States;

THEREFOR BE IT RESOLVED that the North Dakota Republican Party supports the ongoing exploration and production of fossil fuels, and supports building the Keystone pipeline and other necessary infrastructure projects BE IT FURTHER RESOLVED that the North Dakota Republican Party opposes international agreements or domestic laws designed to curtail the use of fossil fuels.
Social Issues
2014 RESOLUTION NUMBER 24: RIGHT TO LIFE
WHEREAS: The founding fathers of our great nation dealt thoughtfully with the issue of life when they included the following statements in our country's Declaration of Independence: "We are endowed by our Creator with certain unalienable rights, among these are the right to life, liberty and the pursuit of happiness;" and WHEREAS: Our constitution, in the Fifth and Fourteenth Amendments, reaffirms these rights with the following guarantee: "Nor shall any person be deprived of life, liberty, or property, without due process of law;" and WHEREAS: The National Republican Platforms of 1984, 1988, 1992, 1996, 2000, 2004, 2008, and 2012 stated, in part: "The unborn child has a fundamental right to life which cannot be infringed." WHEREAS: The North Dakota Republican Party supports a ban on abortion. THEREFORE, BE IT RESOLVED: That the North Dakota Republican Party reaffirms its long-standing support of the Declaration of Independence, the Constitution of the United States in the Fifth and Fourteenth Amendments, and the National Republican Party Platforms, with respect to human rights and reaffirms its historic support for the sanctity of human life, from conception to natural death.

Economy/Property Rights
2014 RESOLUTION NUMBER 29: SUPPORT OF FREE ENTERPRISE
WHEREAS: The Republican Party believes that the State of North Dakota should not compete with private industry; and WHEREAS: Government should work to encourage, promote, motivate and facilitate the growth of private business opportunities throughout the state and all sectors of industry. THEREFORE, BE IT RESOLVED: That the North Dakota Republican Party supports free enterprise. The North Dakota Republican Party does not support the creation of new, state-owned businesses directly competing in the marketplace, and BE IT FURTHER RESOLVED: That the North Dakota Republican Party is confident that the North Dakota entrepreneurial spirit will stand up in all situations and create competition where economical, producing a more efficient and effective product for the people of North Dakota than government, under any circumstance.

WHEREAS: Lands permanently removed or restricted from private ownership, and controlled by federal purchases or easements limit and impair future economic opportunities, may restrict the tax base of the political subdivisions, and may be used to leverage, impair, or otherwise limit future land development opportunities of neighboring lands not under federal title or easement; and WHEREAS: Wildlife in North Dakota has thrived on, and often benefited from privately-owned land, and the abundant and diverse supply of wildlife is largely attributed to the wise conservation practices of private land owners. THEREFORE, BE IT RESOLVED: The North Dakota Republican Party supports the private ownership and control of land, and opposes large-scale purchase of lands, permanent easements, or excessively long-term easements that impair or remove control of land from private owners. The North Dakota Republican Party supports the principle that federal ownership of lands or easements should not be used to unduly impair the rights of landowners to use or develop their property. THEREFORE, BE IT FURTHER RESOLVED: The North Dakota Republican Party supports the full payment of normal property taxes for all federal lands instead of the so-called in lieu of taxes currently being paid.
2014 RESOLUTION NUMBER 32: OPPOSING THE EXPANSION OF FEDERAL CONTROL OVER WATER
WHEREAS: The federalized control of all waters in the United States means centralized control of the most critical requirement for the sustenance of all life and all enterprises necessary for prosperity; WHEREAS: Whereas the appropriation of water for the beneficial use of citizens has throughout the history of the west been under state jurisdiction and were affirmed in the 1944 Flood Control Act authorizing the reservoirs on the Missouri River; WHEREAS: The U.S. Army Corps of Engineers is encroaching on State jurisdiction by prohibiting access to State permitted water from the Missouri River along the boundaries of the reservoirs, which comprise most of the length of the Missouri River in North Dakota and South Dakota; WHEREAS: the EPA and the Corps are currently promulgating rules which have been developed without State collaboration which vastly expand the definition of EPA and possibly Corps and other federal jurisdictions to include virtually all water, with the narrow exception of some ground water; WHEREAS: The management of land and non-navigable waters is fully integrated and cannot be separated, so that federalized control of all waters virtually constitutes total control of all agriculture, and all management or development of private land; THEREFORE BE IT RESOLVED: that the North Dakota Republican Party opposes the encroachment of federal agencies on State jurisdiction over State waters through the arbitrary employment of their internal federal rule making process, and federal use of control of adjoining lands to nullify State appropriations of water use.

WHEREAS: The U.S. Congress was misled into thinking that there was widespread public support for the designation when virtually no one knew that the designation was being considered; THEREFORE, The North Dakota Republican Party opposes the implementation; and requests that our U.S. Legislators move forward with the removal of the Northern Plains National Heritage Area Designation.
2014 Resolution Number 34: Opposition to the Uncompensated Taking of Private Property by Government Entities
Whereas, the Fifth Amendment of the Bill of Rights protects private property from Public use without just compensation, Now therefore be it resolved that the North Dakota Republican Party strongly supports the constitution of the United States of America, And be it further resolved that no North Dakota State Office Holder has any authority to transfer the power to any state or federal agencies or special interest groups to infringe on private property rights without North Dakota Legislative approval and just compensation.
Foreign Policy
2014 RESOLUTION NUMBER 36: THE UNITED NATIONS AND AMERICAN SOVEREIGNTY
WHEREAS: Certain efforts within the United Nations represent threats to national sovereignty; and WHEREAS: These efforts include the pursuance of an expanded international judiciary, including the International Criminal Court, and the International Court of Justice, legal entities that do not include the safeguards required by the United States Constitution; and WHEREAS: Additional threats to sovereignty exist in the form of new agreements on children, the environment, and World Heritage sites; and

WHEREAS: Despite these concerns, the continued presence of the United States in the United Nations, especially as a member of the Security Council, remains important to several national interests; WHEREAS: The United States' sovereignty is increasingly threatened by a never-ending supply of United Nations' treaties and conventions; and WHEREAS: Our federal government has limited its rights of sovereignty over many of the United States' revered heritage sites which have become world heritage sites under the United Nations; and WHEREAS: The United Nations is striving to gain control over all of the United States' land, to tax many areas of commerce, to control all natural resources, environmental and election laws, to outlaw guns, to educate and control our children, and decide how many you can have; and WHEREAS: United States armed forces are fighting wars or standing guard in over 70 nations, all under the control and command of the United Nations; and WHEREAS: The Constitution of the United States specifies that no law or treaty can properly be made unless it is "in pursuance thereof" and "under the authority of the Constitution," and which has been supported by five supreme court rulings that treaties cannot authorize what the Constitution forbids; THEREFORE, BE IT RESOLVED: That the North Dakota Republican Party believes that American soldiers and citizens should be subject only to domestic legal entities, and urges all public officials to ensure United States' sovereignty over people, property, and policy during any interaction with the United Nations. THEREFORE, BE IT FURTHER RESOLVED: The North Dakota Republican Party respectfully, but firmly requests all members of the North Dakota Congressional Delegation, and all candidates seeking public office to: Diligently work to eliminate United States' financial support for the United Nations; and Work with the United Nations only in a manner which seeks to preserve the United States' sovereignty and interests; and Ensure that United States military service members shall serve only under the authority of United States civil, military command and law. WHEREAS: North Dakotans on active duty, in the National Guard and the Armed Forces Reserves have joined the active duty military in defending those freedoms; and WHEREAS: North Dakotans have served, and are serving with great honor and pride in our Nation's military. THEREFORE, BE IT RESOLVED: That the North Dakota Republican Party stands in full support of the men and women of our National Guard, Armed Forces Reserves, and active duty military and their families, both at home and abroad.
Whereas: The recent National Defense Authorization Act now includes authorization for members of the US Armed Forces to arrest and detain US citizens for suspected criminal activities without probable cause, and Whereas: The fourth and fourteenth amendments to the Constitution of the United States clearly state that no person shall be deprived of liberty without due process of law and that no arrest warrants shall be issued but upon probable cause supported by oath of affirmation, Therefore, be it resolved: That the Republican Party of North Dakota opposes the usurpation of civilian law enforcement authority to make arrests and the unconstitutional use of military personnel to arrest US citizens without probable cause, or to detain them indefinitely unless the privilege of a writ of habeas corpus has been suspended as provided by the US Constitution.
Government
2014 Resolution Number 40: Limited Government
WHEREAS: The Republican Party stands for limiting the growth of government to its peoples needs as defined in our State and US Constitutions. We believe in limiting the growth of government based on these needs & in proportion to the growth in ND population. We do not believe that government growth or government spending should be in any way related to its growth in revenues other than their effect on needs and population. THEREFORE, BE IT RESOLVED: That the Republican Party of North Dakota calls for the abolishment of agencies and offices not authorized by the North Dakota State Constitution or the United States by the Constitution and a return of these duties to the several states and to the people. THEREFORE, BE IT FURTHER RESOLVED: that the North Dakota State Government and local taxing entities will only provide for the people those critical functions that cannot be performed by the people or private organizations.

AND WHEREAS: The right to keep and bear arms is guaranteed in the United States Constitution and the North Dakota Constitution. AND WHEREAS: The right of secret ballot should never be infringed. AND WHEREAS: Any form of carbon tax would devastate North Dakota business and industry. AND WHEREAS: No North Dakota resident should be required by the Federal Government to purchase health insurance. NOW, THEREFORE BE IT RESOLVED: That the North Dakota Republican Party reaffirms that the protections all citizens have, which are guaranteed in the United States Constitution and particularly under the 10th Amendment to the United States Constitution, shall not be infringed upon by the Legislative, Executive or Judicial branches of the Federal Government. THEREFORE BE IT FURTHER RESOLVED: That the North Dakota Republican Party encourages the state executive, legislative, and judicial branches to exercise its authorities under the 10th Amendment to protect the people of the state from unreasonable infringement of their rights by the federal government, and to take the actions necessary to nullify those federal government infringements on the natural rights of the people of this state.
BE IT RESOLVED: the North Dakota Republican Party encourages the North Dakota State Legislature to consider nullifying mandates of the Federal government which exceed the enumerated powers granted in the Constitution.

2014 RESOLUTION NUMBER 42: FEDERAL BUDGET REDUCTION
WHEREAS: The federal governments debt has surpassed $17.5 trillion. WHEREAS: The Republican Party and its officials and spokes-people have always advocated for a balanced budget without raising taxes. WHEREAS: The only way our debt can be brought under control is for our leaders in Washington, DC to get serious. WHEREAS: We understand that many people are dependent on government entitlement programs. THEREFORE, BE IT RESOLVED: That the North Dakota Republican Party supports cutting $1 trillion from the federal budget next year. Furthermore, we do not recognize cuts to increases in the baseline budget as actual cuts. BE FURTHER IT RESOLVED: That the North Dakota Republican Party urges the entire North Dakota federal delegation to the US Congress to co-sponsor a bill to balance the budget in five years.

WHEREAS: Transportation security is too important to be left to the government; and WHEREAS: Private companies, working with transportation providers and port owners and managers, would be much better equipped to handle security details and would be much more responsive to consumer demands. THEREFORE, BE IT RESOLVED: That the North Dakota Republican Party supports privatizing the TSA.
2014 Resolution Number 48: Ending Pensions for new and future employees in the ND PERS
WHEREAS, the future pension payouts for employees involved in the State of North Dakota pension are unsustainable;

RESOLVED, That Republican Party North Dakota does hereby realize that the time is now to reform the pension system as it continues in to the future by continuing the pension system into perpetuity for the present employees qualified to be part of the current pension plan as of the date of the reforming legislation; and be it further RESOLVED, That the Republican Party of North Dakota does hereby request the North Dakota State Legislature to pass legislation to reform the North Dakota Pension system in order to allow new and future employees in the North Dakota PERS program to have access only to a 401K type retirement plan and having the legislation passed at the next legislative session.

Flood Control
2014 RESOLUTION NUMBER 53: SOLVING NORTH DAKOTA FLOODING PROBLEM
WHEREAS: North Dakota Rivers have once again waged battle against the land, cities and people of North Dakota; and

WHEREAS: To solve long term flooding problems for all rivers and tributaries in the state will require a collaborative partnership of Federal, State and local entities and governments; and WHEREAS: It is high time to finalize decisions and implement long term practical solutions to river flooding problems in North Dakota; and WHEREAS: The cities and elected officials of North Dakota are ready to get to work to solve the flooding problems in our State; THEREFORE, BE IT RESOLVED: That the North Dakota Republican Party urges all involved parties and entities to work together to select and expeditiously implement long term affordable solutions to the flooding problems in North Dakota.
2014 Resolution Number 54: Support for a Basin-wide Approach to Address Red River Valley Flooding
Whereas: There may be other ways to protect the city of Fargo and Moorhead and Cass County other than the efforts brought by the Diversion Authority, Fargo, Cass County, and the United States Army Corps of Engineers, and Whereas: The research completed by many other organizations including Red River Basin Commission (RRBC), Red River Retention Authority (RRRA), The International Water Institute (IWI), the Energy and Environmental Research Center (EERC) and others have proven that basin water retention and other water management practices can benefit other communities other than just Fargo, Therefore, be it resolved: That a more basin wide approach be considered that benefits more communities and property with a lesser cost and ill repercussions to others. Therefore be it resolved, that inclusive of this basin-wide approach both structural and non-structural solutions be considered.

2014 Resolution Number 55: MOVING REPUBLICAN PRINCIPLES FORWARD
Whereas it is incumbent that the North Dakota Republican Party develop a platform on which we elect representatives to implement the principles we espouse; and Whereas what makes our Party vibrant and definable is how our elected Republican representatives introduce and pass and object to and reject legislation that truly speak to our principles; and Whereas in order to attract to our Party and retain active and vibrant leadership it is incumbent that our State Executive Committee actively work to see those we elect to office as Republicans actively move our principles into law and guide our spending and governance; and Whereas in order to encourage and obtain financial support our Party must be seen as a Party of action, a Party that takes its Principles seriously and Party that moves its ideal to action;

Therefore we request our State Executive Committee to form a voluntary committee from among Resolutions Committee members to: 1. Following adoption of the Resolutions, to review each and every Resolution that has been adopted and where it is appropriate develop a Bill that will, to the extent possible, implement said resolutions into law 2. Identify a Sponsor in both the House and Senate that will be the lead sponsor of each bill that has been drafted see that it is drafted into bill form and is given a Bill Number and 3. Will notify all members of the Republican Party of each Bill that has been so drafted and given a Bill Number and, 4. Will notify each member of the Republican Party the status of each Bill so our Party Members can encourage their elected Republican representatives to support and vote for each Bill referenced above.
