Speaking at a ceremony for graduating accounting students on Koh Pich, the prime minister said the CNRP and CPP had been holding secret talks since the opposition backed out of a joint election reform committee last month, calling for a meeting of top leaders instead. THE Royal Palace yesterday said the letter sent by opposition leader Sam Rainsy to King Norodom Sihamoni last week that elicited a furious response from the government for insulting the King, did not, in fact, disrespect the monarchs honour and name. A statement signed by the Kings cabinet chief Oum Daravuth, while disagreeing with Rainsys characterisation of the National Assembly as a one-party legislature, brushes aside the idea that Rainsys letter had insulted the King. Your statement, The present parliament which was established on September 23, 2013, is a single party parliament, is not true, because 123 parliamentarians had been announced, including the parliamentarians of the CNRP. However, only 68 CPP parliamentarians took the oath in the Royal Palace, the statement says. As to the wording used in your letter, I believe that it does not cause any serious impact on the honour and name of the King. Daravuth declined to comment further when reached yesterday. The palace statement came after Prime Minister Hun Sen announced yesterday morning that the government could push forward before Khmer New Year with plans to sue Rainsy for disrespecting a 2003 Constitutional Council decision, which it said stipulated that 120 lawmakers did not need to swear-in for a new parliament to be formed. The Law on the Organisation and Functioning of the Constitutional Council states that any person who fails to respect the decision of the Constitutional Council could face up to a year in prison. In Rainsys letter, he contested that interpretation, saying that as his party was boycotting its 55 seats in parliament, leaving only 68 CPP lawmakers present, the assembly was not representative of all Cambodians. The much maligned election body has been long accused of being politically subservient to the CPP and stacked with members loyal to it. The CNRP , which has boycotted its 55 seats in the National Assembly since the July election in protest of alleged widespread election irregularities, has also repeatedly called for an early election, which the CPP has said would be unconstitutional. So far, there is nothing ofcial yet. [But] there are hopes in the air or in the pipeline, he said. You must understand me, that at this stage, I cannot expose, I cannot elaborate, or it will jeopardise the whole process. Sometimes we have to do things in a certain order before we make it public. He declined to say what

the remaining point of disagreement mentioned by Hun Sen was. It would be premature to say that we are going to conclude. All I want to say is that we are in the process. Hopefully, the remaining issues would be addressed and resolved and the detail will be specied. This is a complex process, but I am hopeful. In his speech yesterday, to illustrate the ability of he and Rainsy to work together, Hun Sen revealed that the pair had cooperated in the lead-up to a 2006 constitutional amendment to reduce the amount of elected lawmakers needed to form a government from twothirds to a 50 per-cent-plus-one formula. At the time, Rainsy said the amendment would allow Cambodia to avoid political deadlock after elections and not allow the party that comes second to cause a stalemate. Its not a problem with Excellency Sam Rainsy [and I], because we used to work together, and today I have leaked a story about cooperation between [us] [to change the constitution], Hun Sen said. [This means that] political issues can be [resolved] immediately if Sam Rainsy has a good sleep, [a good] dream, a good feeling and wants to meet with [me].

Factories not monitoring chemicals, says ministry

ALL but two of what had been 40 striking workers employed by Phnom Penh Sorya Transportation bus service in the capitals Russey Keo district are back on the job, workers and a company representative said yesterday. Workers began striking on Thursday with a litany of demands, including a $60 monthly wage increase and an end to a company policy requiring employees to shoulder a fine of about $750 if caught transporting people or goods without a ticket. During a three-hour negotiation session on Thursday, company manager Chan Sophanna agreed to end the $750 fine policy, leading all but two drivers to return to work on Saturday, said Sambath Vorn, one of the two remaining drivers on strike.

Everyone went back to work on Saturday after the company promised to review our base salary every year, said Vorn, adding that he and one other driver had yet to return because they were preparing documents to form a bus union. Sophanna confirmed yesterday that an agreement had been reached between the transport company and the workers. The striking drivers had originally also pushed for overtime pay and a $6 tip for each shift, benefits that the companys management maintained they already had. The strike breaks just as Phnom Penh Sorya Transportation along with the countrys other nationwide transportation companies gear up for increased business over Khmer New Year, which finds many travelling between provinces to visit family.

ARD and soft sciences dont mix, or at least wont on this years upcoming grade 12 national examinations, for which students will have to choose: history buff or lab rat? This August, students hoping to qualify for a diploma will sit for either a science or a social science-oriented test, according to a Ministry of Education directive. The latest national exam alteration is part of a series of reforms meant to stamp out rampant cheating. By dividing the test into two tracks, the ministry intends for students to feel less overwhelmed as they will only have to prepare for seven subjects, down from the previous 10. It was too many subjects for the students to study, and we want to encourage studying hard rather than cheating out of desperation, Minister of Education Hang Chuon Naron said. Both test tracks will include Khmer literature, mathematics and a foreign language. The social science test will also contain history, geography and civics, while the science test will have chemistry, biology and physics. The grade 12 students will still be expected to take classes and pass end-ofsemester examinations in all 10 subjects, and in order to make sure exam sitters dont only focus on the material in their chosen test track, the ministry is adding a seventh subject, which it will reveal just 30 days before the two-day national test.

I am good at math, so I picked the science track, but I will have to work hard in every social science subject too, because ... we wont know which subject out of the school year [will be chosen for the seventh test], said a 17-year-old from Balang Hun Sen High School in Kampong Thom who declined to give his name. Education experts worry the mystery test subject, which is worth up to 50 out of the combined 525 points, wont carry enough weight and will keep students from paying attention in some classes. Cambodian students mainly focus on the sciences, and so [this test reform] could mean social sciences will not be

Police there have intimidated workers from joining strikes in the past, he said. Thorns union is also under legal re today, he said. Despite an agreement on December 3 to drop all lawsuits related to a four-month strike, SL Garment is moving forward with suits against more than 20 C.CAWDU members on incitement, property destruction and other charges, Thorn said. Three separate cases against C.CAWDU members will be heard in Phnom Penh Municipal Court this morning.

HNOM Penh Municipal Court yesterday dropped all charges against the owner of a nine-storey building in the capital who was accused of breaking a rental contract with the president of International Standard School (ISS) and unlawfully confiscating school property in 2012. Investigating judge Ly Lip Meng said all charges filed by Run Rathveasna, 47, president of Panha Cheat University and ISS, against landlord and military police Colonel Hoy Heang, 58, were dropped for lack of evidence. Rathveasna will appeal, his lawyer said. Rathveasna claims he signed a 10-year contract in early 2012 to rent part of Heangs building in Tuol Kork district, when he opened ISS. He paid Heang the requested deposit and nine months rent before the schools finances dried up in late 2012, leaving rent unpaid for two months. Heangs defence lawyer said his client ended the contract and seized school property to make up for the discontinued payment, as ISS was bankrupt.

N ITS order outlining the second phase of Case 002 last week, the Khmer Rouge tribunal left open the fate of leftover crimes that wont be heard in the coming sub-trial. The order comes just weeks after prosecutors proposed a rule change that would allow the court to withdraw crime sites entirely. HILe handing down their 2014 Cambodia growth forecast of 7.2 per cent yesterday, the World Bank expressed concerns over the governments $42 million public sector wage increase, saying the money could defer necessary funds from education, health, roads and infrastructure. At yesterdays release of the banks biannual East Asia Pacic Economic Update in Phnom Penh, Senior Country Economist for the World Bank in Cambodia, Enrique AldazCarroll, cautioned that more was needed to strengthen tax collection in order to fund civil servants pay increases without other areas of social spending losing out. The government identies education, health and connectivity as major factors in increasing human capital, Aldaz-Carroll said presenting the Cambodia Economic Update. These are important pillars in supporting growth. [But] if you spend the revenue acquired from growth on wages that means you cannot spend it on education, health or maintaining roads. In 2014, the governments wage bill is estimated to be 45 per cent of total spending, with all civil servants said to receive pay increases ranging between 40,000 riel ($10) and 80,000 riel ($20) per month. cilitate such a wage increase without compromising other areas of spending. Going forward, it will depend very much on how successful the government is in terms of mobilising revenue and how successful they are in using that revenue. Revenue from taxes has seen gradual improvements over the past ve years, from $436 million in 2009 to $881 million in 2013, according to gures from the General Department of Tax. But a blanket approach to wage increases does not mean improved public services. The World Bank report calls for robust internal controls to rationalise public sector remuneration. International experiences of across the board salary increases with limited improvements to human resource development do not appear to have improved public service delivery, said the World Bank report. The average basic pay for a low category government employee in Cambodia is less than in Laos, Myanmar and Thailand with a wage of about $86 per month. The World Bank yesterday downgraded Cambodias projected economic growth to 7.2 from 7.4 per cent last year. The report cited political uncertainty and potential labour unrest, Chinas economic slowdown and an increase in agricultural commodity prices as reasons for the downgraded figure.

He also thanked his stewardesses for their alertness leading to the man being blocked from taking the ight. The problem was exposed by a member of Pantip, a Thailanguage website, named Puanholy, who recounted the experience of a friend on the ight, which was delayed for an hour due to an additional passenger showing up in the cabin. Puanholy wrote in the online forum on Saturday night but did not give details on when it happened, only saying that the ight was scheduled to depart at 11:15am. It was believed to have happened on Saturday. A check of the passenger list found that he was not booked to y and the staff asked all passengers to return to the airport to repeat the boarding process with a security ofcial taking the man away, it said. But about 20 passengers demanded to go with other ights, citing security concerns, it added. The post was shared extensively in social media soon after it was put up on Pantip. A passenger contacted the security unit at the airport and it turned out that no ofcials were aware of the problem. After the incident, Nok Air also wrote on its Facebook page offering an apology. Japan, Australia to ink free trade pact


JaPaN and Australia announced a free trade deal yesterday, reports said, in a rare opening of Japans protected markets, even as talks to ink a huge Asia-Pacic agreement run into trouble. Japanese Prime Minister Shinzo Abe and visiting Australian Prime Minister Tony Abbott announced a basic agreement on the long-awaited trade pact at a press brieng. A Japanese foreign ministry ofcial declined to comment. The reported deal comes with Canberra also set to sign a free trade pact with Seoul today after four years of negotiations. Abbott will head to China after South Korea as part of an East Asian tour. Under Abe, Tokyo has entered into talks on the massive TransPacic Partnership, a proposed free-trade deal that would encompass 12 nations including the United States and Japan. But there are major sticking points among various nations, including the opening of protected domestic markets such as agriculture and automobiles. Japan has long been accused of protecting its domestic industries including the politically powerful agricultural sector with high trade barriers, while many of its own exports, including vehicles and electronics, enjoy big sales overseas. The US has expressed frustration with Japan over its stance on keeping certain sectors out of the Trans-Pacic Partnership, as talks continue. Tokyo is also in separate free-trade negotiations with the European Union. On Sunday, Abbott said he was optimistic about the negotiations with Japan, but added that they had been difcult. He government-backed Rural Development Bank (RDB) will lend $64 million to Cambodias agriculture sector in 2014, the banks top ofcial said yesterday. Sun Kunthor, president of RDB, said most of the funding would be used to support growth in Cambodias rice sector as it strives to meet the governments export target of one million tonnes by 2015. The rice sector needs more than $300 million to reach its full potential, Kunthor said. Kunthor added that credit from Cambodias commercial-banking sector would also help to fund the remaining investment needed in the industry. More funding is welcomed by local millers who say it will help stem the ow of paddy lost to neighbouring Thailand and Vietnam. But the RDB will need to make loans more accessible if the industry is to take full advantage of the credit injection, millers say. I used to get a loan from the RDB for two years, said Lim Bun Heng, the president of Loran Company, one of Cambodias biggest rice exporters. Last year, I sent a loan request to RDB again, but I never heard anything back, so now I only get loans from the commercial bank. Independence proclaimed in Donetsk
RO-RUSSIAN activists occupying a government building in the eastern Ukrainian city of Donetsk have proclaimed the creation of a sovereign peoples republic independent of the capital, Kiev. The announcement posted on YouTube was delivered by a protest spokesperson outside a building currently occupied by several thousand Russia supporters, some of them armed. Seeking to create a popular, legitimate, sovereign state, I proclaim the creation for the sovereign state of the Peoples Republic of Donetsk, he said to cheers from the crowd. The Interfax news agency reported that the self-proclaimed leaders of Donetsk had vowed to hold a referendum on regional sovereignty no later than May 11. Ukrainian presidential elections have been set for May 25. The regional news website Ostrov said the activists wanted to join the Russian Federation in a similar way to the Crimean peninsula. Ukraines acting president, Olexander Turchynov, said the separatist call in Donetsk and pro-Russian protests in two other cities in the east of the country was evidence of a second stage of Russian operations playing out the Crimean scenario. Police in Luhansk say they had been put on alert and had blocked all entrances to the city. A crowd of pro-Russian activists stormed the building on Sunday. Local media reported that demonstrators pelted the building with eggs, and then stones, a smoke grenade and nally a rebomb. The ames were reportedly quickly extinguished. Police said nine people were injured during the assault on the building. Eastern Ukraine was the heartland of support for Viktor Yanukovych, the president who ed to Russia in February after months of protests. About half of the regions residents are ethnic Russians, many of whom believe Ukraines acting authorities are Ukrainian nationalists who will oppress Russians. Ukraines interim authorities deny they are infringing the rights of the ethnic Russian population. Russia has moved large contingents of troops near the Ukrainian border, amid speculation that unrest in eastern Ukraine could be used as a pretext for a Russian incursion. Hezbollah claims it has helped Assad win


SyRIAS regime is no longer in danger of being toppled and the risk of the country being divided has passed, according to the head of Hezbollah. Hassan Nasrallahs comments to the Al-Safir newspaper come as his Shia movement in Lebanon is increasingly involved in the conflict in neighbouring Syria, where they are fighting alongside President Bashar al-Assads forces. Nasrallah denied Hezbollahs role in Syria was unpopular in Lebanon, and said the groups recent battle in Syrias Qalamun had lessened the risks of bomb blasts back home. In my opinion, the phase of bringing down the regime or bringing down the state is over, he said. I think we have passed the danger of division. They cannot overthrow the regime, but they can wage a war of attrition. Nasrallah also said he believed supporters of the uprising were tempering their expectations for an opposition defeat of the regime. The situation has changed. In my view, the pressure on the regime in the coming phase will be less than in the past three years. He dismissed recent rebel operations in Latakia province, where the opposition has gained ground, and said talk of a major offensive by rebels was exaggeration. The Latakia front is a limited operation but it created a big fuss in the media, he said. For all the talk about the big battle to come, weve seen nothing of it so far. Hezbollahs involvement in Syrias conflict has raised tension in Lebanon, where many Sunnis support the uprising against Assad, while others fear the groups role will bring the fighting into their country. Lebanons opposition March 14 movement has been particularly vocal in calling for Hezbollah to withdraw its forces from the fight. But Nasrallah denied public sentiment was opposed to the group fighting in Syria. There is large public feeling that supports the step of Hezbollahs intervention in Syria, he said. The Shia group and its supporters have paid a heavy price for their involvement, with radical Sunni groups targeting parts of Lebanon where the movement holds sway with multiple deadly bombings. But Nasrallah said a recent victory by the Syrian regime in the Qalamun region adjacent to Lebanon, in which Hezbollah played a key role, had helped decrease the threat of such attacks. INdIANS began voting in the worlds biggest election yesterday, which is set to sweep the Hindu nationalist opposition to power at a time of low growth, anger about corruption and warnings about religious unrest. Indias 814 million-strong electorate are forecast to inflict a heavy defeat on the ruling Congress Party, in power for 10 years, and elect hardliner Narendra Modi from the Bharatiya Janata Party (BJP). Voting began at 7am n six constituencies in tea-growing and insurgency-hit areas of the northeast, an often neglected part of the country wedged between Bangladesh, China and Myanmar. I want the government to reduce poverty and do something for the future of my children, said 30-year-old tea plantation worker Santoshi Bhumej at a polling station in the state of Assam. I believe Modi will give us a corruption-free government, local voter Deepa Borgohain said as she complained bitterly about price rises during Congresss rule. Coupled with a widespread perception that Prime Minister Manmohan Singhs second term since 2009 was largely lost to indecision and scandal, Modi has been able to tap into a groundswell of discontent. Two UN foreign staff shot dead in Somalia


TWO foreign UN workers, one of them a Briton, were shot dead yesterday at an airport in Galkayo, central Somalia, ofcials and witnesses said. A United Nations source conrmed that the two men were international staff members with the United Nations Ofce on Drugs and Crime (UNODC). Two white men have been shot inside the airport as they got off a plane, local security ofcial Mohamed Mire said. An airport ofcial said the attacker was dressed in a police uniform. One of them died inside the airport and the other one was rushed to hospital where he later died of the injuries. Both of them were white men, said a witness, Hassan Ahmed. Britains Foreign and Commonwealth Ofce has conrmed that one of the two victims was a Briton. We are aware of the death of a British national in Somalia on April 7. We stand ready to provide consular assistance to the family at this difcult time, a spokesman said. The two staffers had reportedly own into Galkayo to meet with Somali ofcials on the issue of regulating the money transfer services that replace a formal banking system in Somalia. Some accounts from the airport said the two had been shot close to the immigration ofce and the killing seemed to be a targeted assassination carried out by two assailants. Other accounts said the two were shot by one policeman who appeared to be mentally disturbed. It was not clear whether anyone has been apprehended and the Puntland authorities are yet to comment. Galkayo is situated 575 kilometres (370 miles) north of the capital Mogadishu and lies on the border with the northern breakaway state of Puntland. UN security in Galkayo, which is outside of effective central government control, is normally extremely tight. In Puntland UNODC efforts to combat piracy have included the construction of a new prison in the state capital Garowe. The prison takes in pirates who have been sentenced in other countries in the region, notably the Seychelles. AFP

Terms upheld for protest leaders


n EgYPtIan appeals court yesterday upheld three-year prison sentences for three prominent activists charged with violating a controversial law restricting protests. The three, including the founder of the April 6 movement Ahmed Maher, rose to prominence in the 2011 uprising that toppled veteran strongman Hosni Mubarak. The interim government in place after the army overthrew Islamist president Mohamed Morsi in July jailed them for violating a law it had passed banning all but police-sanctioned protests. Maher, Mohamed Adel and Ahmed Douma were charged with organising an unauthorised and violent protest in November, days after the passage of the law. The sentencing in December of the activists, members of a broad coalition of groups that supported Morsis ouster, had raised concerns of a return to Mubarakera practices under the new military-installed regime. The former army chief who overthrew Morsi, Abdel Fattah al-Sisi, is running in elections next month. He has promised there would be no return to Mubaraks era.

But secular-leaning activists have increasingly been targeted in an extensive crackdown on the opposition, mainly Islamists, that has seen an estimated 15,000 people jailed. Another prominent leftwing activist, Alaa Abdel Fattah, is standing trial on similar charges to those the trio faced. Ahmed Seif, lawyer for Maher and his co-defendants,

said they will appeal the ruling before the Court of Cassation and if that fails will take the case to the African Court of Human and Peoples Rights. There are no indications that the state is willing to loosen its grip, Seif said. Critics say the government has given police a free hand to clamp down on dissent, amid a crackdown that has killed more than 1,400 people in street clashes since Morsis overthrow. tencing 529 to death for allegedly participating in a deadly riot. That sentencing is likely to be overturned on appeal. ROTESTERS yesterday said they were considering ending a three-week occupation of Taiwans parliament, after its speaker intervened to try to end the standoff over a contentious trade pact with China. Discussions about the direction of the movement are now under way, said Shih Yen-ting, a spokesman for the Sunflower movement, which is staging the first parliamentary occupation in the islands history. Hopefully, there will be a conclusion by early this evening. Parliamentary speaker Wang Jin-pyng of the ruling Kuomintang party entered the chamber on Sunday to meet students. He pledged not to preside over further parliamentary debate about the pact until a law has been introduced to monitor such agreements with China. Protesters described his promise as a goodwill gesture. Calls for the demonstrators to quit parliament have been rising even among some of their sympathisers. Local media speculated that the protesters would leave following Wangs concession. But unconrmed reports said some radical student groups had refused to back down. AFP

Wuer who spoke after two high-prole incidents outside Xinjiang, the vast, nominally autonomous western region that is home to the Muslim ethnic minority pointed the nger of blame for the unrest squarely at Beijing. If you call Uighur people terrorists, did they have any other options? Who started terror and who pushed them to this place? Wuer, a former prominent student leader who ed China after the 1989 crackdown, said. The Chinese Communist Party should be blamed ... they have been conducting terrorist colonisation in my region, to my people. Where is the justice? The resource-rich region of Xinjiang has for years been hit by occasional unrest which Chinese authorities routinely attribute to terrorists seeking independence. It has to be extreme depair. Rights groups say tensions in Xinjiang are driven by cultural oppression, intrusive security measures, and immi-

gration by majority Han Chinese factors which have led to decades of discrimination and economic inequality. The annual US Human Rights Report said China carries out severe ofcial repression of Uighurs in Xinjiang, including over their freedom of speech and religion. The region, Chinas largest, also has national security implications for Beijing as it borders eight countries. But, as in Tibet, resentment has been stirred by an inux in recent decades of millions of ethnic Han, who account for 92 per cent of Chinas population. Riots between Uighurs and ethnic majority Han left 200 people dead in the regional capital of Urumqi in 2009. The Han Chinese supported past military crackdowns in ethnic regions, Wuer said. As a result, Uighurs tend to see all Han Chinese as guilty. Tibetans so far have had over 100 self-immolations, you can also see that as over 100 suicides . . . we Uighurs are not Buddhists, we probably see in a different way. When we decide the life we had is enough . . . some Uighurs decide to take a few Hans down together. The resentment, however, is not entirely one-sided. Some Chinese view Uighurs

with growing suspicion, especially after the Kunming and Tiananmen attacks. I wont let them into my taxi. They are all drug addicts and everyone outside Xinjiang distrusts them, a taxi driver in Kunming said last month after the mass stabbing. They are trouble. Most people thought like this before, so you can imagine what people think now. The mutual distrust dividing Uighurs from the rest of China leaves no room for common ground, Wuer said. We have to dene in our own terms about what is terrorism and what is not, what is innocent and what is guilty. And the international community, he said, must take its share of the blame for perpetuating the situation by prioritising good business relations with Beijing rather than human rights. [Uighurs] have tried everything . . . They have tried to raise this issue in the international arena. But whenever it involves the Chinese Communist Party, the Western world . . . decides that business interests come rst, its called national interest. So listening to a few Uighurs talk about their human rights issues is inconvenient. AFP

SENIOR Democrat has fuelled an acrimonious row over a Senate report into torture by the Central Intelligence Agency, by blaming the abuses on former vice-president Dick Cheney. Nancy Pelosi on Sunday raised the stakes over the landmark study by shifting responsibility from the agency to Cheney, who steered much of the Bush administrations response to the September 11, 2001 attacks. The House minority leader said Cheney, a Republican, set the tone of CIA actions during an era of harsh interrogation methods, a controversy which has ared anew in the run-up to congressional elections in November. I do believe that during the Bush-Cheney administration, that Vice-President Cheney set a tone and an attitude for the CIA, Pelosi told CNNs State of the Nation. Many people in the CIA are so patriotic, they protect our country in a way to avoid conict and violence. But the attitude that was there was very I think it came from Dick Cheney. Thats what I believe. I think hes proud of it.

The attack on one of the most polarising gures in US politics drew an immediate rebuke from the House intelligence committee chairman, Mike Rogers, who accused Pelosi of dunking an already fraught issue into the midterm election campaign. Also appearing on CNN, Rogers said: What worries me most about that more than any other statement is that it politicises this in a way that I think is horribly counterproductive and is likely to leap to the wrong conclusion.

The Senate intelligence committee voted last Thursday to declassify portions of a study into CIA use of torture on terrorist suspects following years of inquiry, $40 million in expenses and an unprecedented clash with Langley. The landmark 11-3 vote put the Obama administration back at the centre of an inherited controversy and had implications for the military tribunals of the 9/11 defendants at Guantanamo Bay, several of whom were subjected to such abuse. The Senate intelligence

committee chairwoman, Dianne Feinstein of California, a public champion of the investigation, called its ndings shocking and said the CIAs behaviour was in stark contrast to our values as a nation. Rogers, a national security hawk, said he was concerned not just by Pelosis jab at a GOP grandee but by the methodology and timing of the Senate report. This is not the holy grail, he said, it doesnt answer all the questions, and again, why now, in an election year bring this up and say this is all about Cheney. Clearly when you say things like that it becomes highly charged politically. The Bush administration moved away from enhanced interrogation in 2006, said Rogers, and the CIA now needed to focus on todays security priorities, not least Russian intelligence services who were cutting peoples ears off and holding knives to throats of 85-year-old men. The agency now has all sorts of challenges all over the world, he added, from al-Qaeda to Russia. The agency, amid a public ght with the authors of the report that has featured accusations of criminal misconduct and even constitutional usurpation, has branded the report misleading and factually inaccurate. With a tough battle to keep control of the Senate looming in November, Democrats may hope recent reminders of the Bush era will help rally their base. INCE last November, the people of Ukraine have been striving to define their own future. In the process, they have become a symbol of courage and peaceful change for the whole world. The international community remains united for Ukraine, respecting Ukraines sovereignty and territorial integrity, and giving its citizens the space and the support to help them determine how their country will be run and what their choices will be. Last November in Kiev, a small group gathered to tell their president that they wanted their voices heard. He had made a political decision not to sign an Association Agreement with the European Union. They disagreed, and they told him so publicly. That public protest swelled to the tens of thousands. Their voices rose up to protest more than a political decision. Through the cold winter, citizens from the entire country stood together on the Maidan to urge an end to corruption in their country, more economic participation by hardworking citizens instead of shadowy secret business dealings, and true constitutional protections.

This is not just about Ukraine. It is about basic principles that govern relations among nations in the 21st century. As President Obama stated in Belgium on March 26, this is a moment of testing for Europe and the United States, and for the international order that we have worked for generations to build. This order is based on a set of core principles that includes respect for sovereignty and territorial integrity. Just because Russia has a deep history with Ukraine does not mean it should be able to dictate Ukraines future. On March 27, one hundred countries aligned in the UN General Assembly in support of the fundamental principles of the UN Charter, in support of Ukraines sovereignty and territorial integrity, and against Russias illegal actions. Another important point: Political activism in Ukraine today, as on the Maidan through the winter, includes all nationalities and all religions that make up multi-ethnic Ukraine. The people of Ukraine Ukrainian, Russian, and Tartar speakers alike have the right to determine their future as a sovereign and democratic nation. Social media gives us access to understand these opinions firsthand.

We need only to watch their videos, view their photographs or read their blogs, circulating the globe via a vibrant and open social media. A free and unfettered internet has given these Ukrainian voices a global reach, so that even here in Cambodia we can see and hear and read for ourselves what the citizens of Ukraine have been striving to achieve. The president, against whom the first small protest was organised, disappeared for seven days and eventually left his country. The democratically elected representatives of the people of Ukraine responded to fill the leadership vacuum created by Yanukovichs cowardice, organising a temporary, technocratic interim government and early, responsibly-organised elections. In April that interim government will propose economic and political reforms that ensure a voice to each citizen of Ukraine. In May, the population of Ukraine will elect a new president with a mandate to build the future Ukraine that all of its people want. Meanwhile, in Crimea, Russia has torn down and discarded the international legal order and thrown away the very notion of the rule of law. A forced, rushed, and illegal referen-

dum, against the backdrop of a foreign military intervention, was used to justify a blatant land grab by a neighbouring country. That precedent cannot stand. Crimea is Ukraine. The border recognised in the Ukrainian constitution is the border of sovereign Ukraine. The world has not been fooled into belief that a referendum engineered by Russia somehow justifies what is simply a land grab by force. We do so not to keep Russia down, but because the principles that have meant so much to Europe and the world must be lifted up. The United States, Cambodia and the world have an interest in a strong and responsible Russia, not a weak one. In the coming weeks and months, from Kiev to Washington to Phnom Penh, the world must continue to stand up for the rights of brave people everywhere who stand up to a corrupt and authoritarian leader. The citizens of Ukraine have asked for our support as they come together to define their reforms and run their elections. For the sake of a Europe whole, free and at peace, we all need to stand together, united for Ukraine.

MAGES of war, poverty and unrest have come to dene the tumultuous years that followed the overthrow of the Khmer Rouge regime. So when British photographer Charles Fox stumbled upon a treasure trove of joyful pictures from 1980s and 1990s Cambodia, he had an idea. Over the past six months, Fox has collected hundreds of photos from some 30 families who have opened their photo albums to him. The earliest photos, which date to the early 1980s, were taken just a few years after the Khmer Rouge had attempted to abolish traditional family units. Fox tweets a new photo every day, while his Found Cambodian Family Portraits Tumblr account, which was launched yesterday, will feature weekly updates on his project. These images give snippets of how life and culture has changed through the time, said Fox, adding that he eventually aims to collect a range of photographs representing Cambodian family life from 1979 to the present. You see trends in photography, style of clothing, how people form relationships and bonds, best friends being photographed together, families wanting to show how cohesive they are. Just quirks of family photography. Youk Chhang, director of the Documentation Centre of Cambodia, said that the project was a good way to examine the rebirth of a crucial institution in the aftermath of the Khmer Rouge regime. MICKEY Rooney, whose long Hollywood career began as a child star in the 1930s, has died at the age of 93, US media reported late on Sunday. Rooney had been ill for some time, US entertainment media reported. The celebrity website TMZ said that Rooney died of natural causes. Rooney rose to fame as the plucky diminutive lad in the successful Andy Hardy film series of the late 1930s and early 1940s. to reconstruct. We had lost it to civil war and genocide. The photos range in subject matter from friends swimming in Boeung Kak lake to a family posing with their new motorbike. Others were shot professionally in Phnom Penhs photo studios. All of them, said Fox, show moments of tranquility. Im always asking [families] the question: what was it like at this time? And they talk about issues and concerns, but they always seem serene in the pictures all the way through. Fox said the idea came to him after returning to the UK following a photojournalism stint in Cambodia. As he found himself miss-

ing the Kingdom, he sought out members of Britains miniscule Cambodian community. After befriending a Khmer family at a Khmer New Year festival, Fox began looking through their old family photo albums and decided to collect more from Cambodia. When I came back to Cambodia last year, instead of just looking at [friends] pictures, I wanted to see how far I could take it, Fox said. To obtain photos, Fox said he brings up his project with clients while working on professional photography. As my work as a photographer, I meet people all the time and if I can engage with them and talk about photog-

raphy, then I will, and I will ask to see their photographs. But people have to be into it. While some express ambivalence, said Fox, many are keen to share their personal family moments. He asks the story behind every photograph that catches his attention. Sometimes I will be ipping through, and they will stop me. Theyll say, I want to talk about this picture, and visually it may not be the most compelling picture, but the story is so good, that you will then have to document that. Fox said the transition of the country is made obvious in the photos, with relatively conservative black and white portraits taken in the 1980s su-

perseded by glam style in the 1990s. Style is denitely changing, and thats one thing I wanted to see. Particularly in the women the early hairstyles are quite 60s inuenced, and as it goes through they become more modern. Although all the photos thus far have been collected from Phnom Penh, Fox said that he would like to start looking all around the Kingdom for more material. The projects openended nature allows him to take a steady approach. I dont have a deadline . . . I can let it evolve, and thats a bit of a release in a way. I dont have to force anything I can just let it happen.

INDIAS upwardly mobile, educated, white-collar elite represent the tiny minority of Indians less than three per cent, according to the finance ministry who pay their income tax. Yet they often complain they get little in return: no clean water, no regular electricity nor decent schools for their children. They rely increasingly on the private sector to provide back-up power, personal security, drinking water and international standards of education for their children. And when they need a break from the frenetic pace of life in the megacity of Mumbai, they head for the picturesque privately run vineyards a few hours drive north. Sula the most successful of the 35 Indian wineries nestled here offers an infinity pool with a sunken bar, wine tours, tastings

and world-class cuisine. My first ever glass of wine was an Argentinian merlot in London, said Rinki, 31, the sole woman in a group of 10 office workers visiting from Mumbai. Along with shifts in Indias tradition and culture, these aspirational Indians also seek more accountable governance and social progress. During 21 years of economic reform, they have seen big changes in the private sector, but little in public infrastructure. How can I vote for Rahul Gandhi, asks one man, referring to the scion of the Nehru-Gandhi dynasty and the vice-president of the Congress party. This Congress government is so inept, its unbelievable. If this group is indicative, 2014 may be the year Indias elites turn out in large numbers at the polling booths. Not far from Sulas vineyards and spa lies a landscape that has hardly

changed for centuries. Much of rural Maharashtra is still home to farmers with tiny landholdings who struggle to grow enough to make ends meet. In March, two heavily indebted farmers killed themselves after unseasonable rains destroyed their crops, a reminder of the desperate conditions at the other end of the social scale. NE by one, balls of ame shot up from the towers like mini-infernos, lighting up the city skyline and casting a warm orange glow across the water below. The nightly reball display in front of the Crown Casino has become a key feature of Melbournes night scene, and we had the best seats in the house. Only thing was, we couldnt keep them still. Thats the trouble with kayaks. We were seeing Melbournes hub on a Moonlight Kayak tour, one of the citys more unusual sightseeing experiences. Under cover of darkness, we paddled silently up the Yarra like secret agents, passing under the bridges unseen. It was magical. We had met at 7pm in the citys Docklands, like a smaller version of Londons Docklands but catching up fast. Kent, our forever smiling (and ridiculously handsome) guide had introduced us to our ride, a two-seater breglass SeaBear sea kayak, and given us a quick but thorough brieng life jackets, steering, paddling. It was still light as we paddled off, and the low sun was glinting off the brilliant white super yachts lined up along the pontoons. At rst, we stuck to the edge of the marina, getting used to our paddles and synchronising our strokes. The going was every bit as easy as Kent had promised. But then we changed direction and suddenly felt the force of the wind whipping across the water. We had to use our paddles to help make the turn, really putting our backs into it to keep our distance from a jetty. That was our only hairy moment, though, and we soon caught up with the others, in a sheltered corner of the marina.

Kent tied our kayaks to the jetty and left us chatting with our fellow urban adventurers. He returned a few minutes later with ve portions of sh and chips, which we ate bobbing about in our kayaks. Energy levels up, we headed off again, out into the mouth of the marina and past the Star Observation Wheel, Melbournes answer to the London Eye. As the sun set, we passed under the enormous Bolte Bridge, then made a sharp left turn to head up the Yarra and into the heart of the city. The wind was in our favour now, so the paddling was easy and at times we let our blades rest and drifted along peacefully, taking it all in. Dusk turned to night and lights on the skyscrapers started to twinkle. As we cruised, Kent pointed out the landmarks, including the Eureka Skydeck, Melbournes tallest highrise. Next came the Webb Bridge, with its distinctive futuristic web tunnel for cyclists and pedestrians; and the Sandridge Bridge, with its large metal sculptures entitled The Travellers, representing the immigrants who arrived by train over the bridge from Station Pier. I had expected that we would be dodging pleasure cruisers and restaurant boats, waving to people in other boats (like you do when youre a tourist on water), but we had the river completely to ourselves. On either side of us the city night scene was hotting up, restaurants and bars buzzing, and here we were, on our moonlight urban kayak adventure, oating gently through the middle of it, trailing our ngers in the warm water, seeing it all, but unseen, from a vantage point like no other. HIS lifes burning ambition has been to coach kids and at last Cambodias tennis legend Yi Sarun has that wish granted. The 69-year-old inveterate veteran, and one of only three tennis players to survive the Khmer Rouge reign of terror during which 40 of his batchmates were slain, has now joined the Tennis Cambodia coaching staff as a senior member assigned to help nearly 80 kids in the coastal town of Kep. In his passion for tennis he is still like a teenager, ever ready to get on to the court at a moments notice. He is such a natural teacher, Tennis Cambodia secretary-general Tep Rithivit told the Post as Sarun efficiently got down to the business of coaching last weekend. Yi Sarun is a potent symbol of our great transition from those dark days to the glory days of the 60s we are striving to re-create and his participation in this grassroots project is the best way moving forward. We know how the kids feel to be in the company of a man who has sacrificed and suffered so much for tennis and there is such a lot for them to learn from his fascinating life story and his vast experience

and tennis skills. It is never too late to seek the services of a great achiever like Yi Sarun, added the secretary. Sarun will be working in Kep during the weekends with Sok Ngo, who has been coaching the kids since the program began nearly two years ago. My greatest ambition in life was to coach youngsters. Now I have a chance to do that thanks to Tennis Cambodia and its secretary-general Tep Rithivit, Yi Sarun told the Post. I will be making up and down trips every week to Kep. It is physically demanding but that is something I can easily handle.

The kids were obviously thrilled at the prospect of Yi Sarun helping them out with their tennis careers and during the first session they were completely charmed by the grand old man of Cambodian tennis. He was at his peak during the early 60s after the late Tep Khunnah, the then captain of the national team and regarded even today as the father of Cambodian tennis, gave Yi Sarun his first major break to be part of the Kingdoms squad. Yi Saruns weekly routines will involve an evening session on Saturdays followed by morning workouts on Sundays.

n A thrilling climax, Scherini FC edged out Kew Park Rangers 6-5 in the nal to take top honours in the Boys U14 Premier section of the Barclays ISF Youth Football League, which concluded at the National Institute of Physical Education and Sports on Sunday. The game was driven to extra time after Scherini, an offshoot of ASPECA orphanage, and Rangers shared an amazing eight goals at the end of the nal whistle. Chelsea will hope to draw inspiration from their 2012 Champions League triumph when they attempt to overturn a 3-1 decit in their quarter-nal against Paris Saint-Germain tonight.
