INTERNATIONAL COOPERATION

1.Cooperation with Power Utilities of ASEAN Countries


Cooperation with Power utilities in ASEAN Countries is to hold seminar for power utilities of several ASEAN countries bilaterally or multilaterally aiming at development of human resources for electric power utilities. JEPIC-ICC, in association with the said ASEAN power utilities, has been conducting the seminars both in Japan and in each partners country every year with the cooperation of Japans electric power companies. The following shows the transition of the Seminars; FY 1991 Commencement of bilateral seminars in Japan for Indonesia, Malaysia, the Philippines and Thailand FY 1992~1995 Commencement of seminars in Indonesia, the Philippines, Thailand, and Malaysia FY 1998 Commencement of seminar in Vietnam FY 1999 Commencement of seminar in Japan for Vietnam FY 2001 Commencement of group training seminars in Japan for four countries (Indonesia, Malaysia, the Philippines and Thailand), instead of individual trainings FY 2005 Commencement of seminars for Myanmar (both in Japan and Myanmar) FY 2006 Commencement of group training seminar in Japan for three countries (Indonesia, the Philippines and Vietnam), and seminar for Cambodia and Laos in their countries alternately in association with Malaysia and Thailand FY 2011 Commencement of seminars for Cambodia and Laos (both in Japan and their countries respectively)

JEPIC-ICC has organized a total of 86 seminars in Japan with 495 participants from these countries. As for the Seminars in partners countries, 96 seminars have been held with 4,134 participants from these countries, and 341 experts were sent as lecturers from Japans power companies, as of the end of fiscal 2012.Please see the chart on the following page) In addition, JEPIC-ICC conducts an individual training in Japan by request of the partners. As one of this, JEPIC-ICC launched OJT program that is to receive trainees from PT. PLN (Persero) (Indonesian State owned electric power company) in FY 2012.

2. Technical Cooperation under JICA Program


JEPIC-ICC has been undertaking the implementation of the following technical cooperation that is one of JICAs programs under official development assistance. 1. Technical Training Program JEPIC-ICC conducts two courses of technical training (International Training and CountryFocused Training) for participants from developing countries aiming at transfer of technologies in the electric power field, under the contracts with JICA. International course is for participants from several countries of the world. JICA prepares subject and program independently for training course. Country-Focused course is for specific countries. The subject and program of the training course is created cooperatively between JICA and a country who wishes to take the training course. In FY2012, the following training programs were implemented; International Training (a) Promotion of Hydropower Development (b) Thermal Power Engineering for Gas Turbine and Coal Fired Steam Turbine (c) Improvement for Electric Power Distribution Grid (d) Electric System Engineering (Except Distribution) JICA Technical Training in Japan (e) Nuclear Power Generation Infrastructure Country-Focused Training (a) Design Technology of Transmission Line for Iraq JEPIC-ICC received total 69 participants in FY 2012, 60 for the above 5 courses of International Training and 9 for Country-Focused Training. Including this, total number of participants is 2,691 since JEPICs establishment. Number of participants by country is shown on the following page.

2. Recruitment of JICA Experts and other cooperation JEPIC-ICC recruits JICA Experts from among Japans electric power companies, who are to be dispatched by JICA to government agencies of developing countries aimed at technical cooperation and policy advice. JEPIC-ICC has recruited total 180 JICA Experts from FY 1989 to FY 2012. Three JICA Experts had been dispatched in FY 2012 to Laos, Myanmar and Nepal respectively. In addition, JEPIC-ICC sent an expert as a lecturer for TCTP Harmonization of Power Distribution System in ASEAN Countries, in FY 2012.

3. Technical Cooperation in Nuclear Power Based on the understanding that securing nuclear safety is a global task, Japanese Government carries out activities to secure and improve nuclear safety worldwide through international organizations, bilateral agreements, etc. In line with such policy, JEPIC has implemented the under mentioned cooperation programs on nuclear power generation since FY 1985 under the contracts with or subsidy from government / agency. Technical Cooperation on Safety (with subsidy from Japan Keirin Association) {from FY 1985 to FY 2002} International Invitation Program for Safety Management at NPPs (under contract with METI) {from FY 1992 to FY 2001} International Cooperation Program for Safety Management at NPPs(under contract with METI) {from FY 2002 to FY 2006} International Training Program for Safety Management at NPPs(under contract with METI {from FY 2006 to date} Acceptance of delegations from foreign counterparts {since FY 1985} International Training Program for Safety Management at NPPs provides training courses for China and Vietnam respectively both in Japan and in these countries. For FY2012, training courses in Japan are categorized as follow; (1) Specific Subject Courses for China ( 4courses) (2) Training Course and Advanced Training Courses for Vietnam (4 courses) (3) Instructor training course(1 course) The chart on the following page show cumulative number of participants (2,298) from overseas in the training courses held in Japan, and of experts (546) dispatched from Japan to the training courses held in overseas, by countries/region from FY 1985 to FY 2012. In addition, ICC has dispatched total 276 personnel to 17 countries for coordination meeting and project assessment from FY 1985 to FY 2012.

4. Exchange of Information with Foreign Power Utilities


JEPIC-ICC has been conducting the periodical meeting with foreign organizations mentioned below for extensive exchanges of information in the electric power field. State Grid Information & Telecommunication Company Ltd. (SGIT), China. (Total 29 times of the annual meetings was held as of FY2012). Besides the meeting, exchange of trainees has been conducting in line with information exchange, and JEPIC-ICC sent 7 trainees to and received 19 trainees from SGIT. ROSENERGOATOM, Russia ENERGOATOM, Ukraine Electricity Generating Authority of Thailand (EGAT) In addition, JEPIC-ICC has been holding the symposium jointly with HAPUA (The Heads of ASEAN Power Utilities and Authorities) from FY 2007.

5. Study of Electric Power Situation in Foreign Countries


JEPIC-ICC has been conducting the comprehensive and specific study by dispatching study teams to foreign countries including Asia, Middle East and Africa. The aim of the study is analysis of power sector reform, power demand and supply forecast, power development plans, development of renewable energy, rural electrification, and other subjects. JEPIC-ICC has sent study teams to 34 foreign countries since its establishment. Those findings are used for Japan's international cooperation activities in the field of electric power industry.
