FOREWORD
DET NORSKE VERITAS (DNV) is an autonomous and independent Foundation with the object of safeguarding life, property and the environment at sea and ashore. DET NORSKE VERITAS AS (DNV AS), a fully owned subsidiary Society of the Foundation, undertakes classification and certification and ensures the quality of ships, mobile offshore units, fixed offshore structures, facilities and systems, and carries out research in connection with these functions. The Society operates a world-wide network of survey stations and is authorised by more than 120 national administrations to carry out surveys and, in most cases, issue certificates on their behalf. Certification Notes Certification Notes are publications which contain principles, acceptance criteria and practical information related to the Society's consideration of objects, personnel, organizations, services andoperations, in connection with issuance of certificates or declarations, which are not necessarily related to classification. An updated list of Certification Notes is available on request. The list is also given in the latest edition of the Introductionbooklets to the Rules for Classification of Ships, the Rules for Classification of Mobile Offshore Units and the Rules for Classification of High Speed and Light Craft. In Rules for Classification of Fixed Offshore Installations, only those Certification Notes which are relevant for this type of structure have been listed.

It is agreed that save as provided below Det Norske Veritas, its subsidiaries, bodies, officers, directors, employees and agents shall have no liability for any loss, damage or expense allegedly caused directly or indirectly by their mistake or negligence, breach of warranty, or any other act, omission or error by them, including gross negligence or wilful misconduct by any such person with the exception of gross negligence or wilful misconduct by the governing bodies or senior executive officers of Det Norske Veritas. This applies regardless of whether the loss, damage or expense has affected anyone with whom Det Norske Veritas has a contract or a third party who has acted or relied on decisions made or information given by or on behalf of Det Norske Veritas. * However, if any person uses the services of Det Norske Veritas or its subsidiaries or relies on any decision made or information given by or on behalf of them and in consequence suffers a loss, damage or expense proved to be due to their negligence, omission or default, then Det Norske Veritas will pay by way of compensation to such person a sum representing his proved loss. * In the event Det Norske Veritas or its subsidiaries may be held liable in accordance with the sections above, the amount of compensation shall under no circumstances exceed the amount of the fee, if any, charged for that particular service, decision, advice or information. * Under no circumstances whatsoever shall the individual or individuals who have personally caused the loss, damage or expense be held liable. * In the event that any provision in this section shall be invalid under the law of any jurisdiction, the validity of the remaining provisions shall not in any way be affected.

1. Introduction
This annex outlines the procedure and conditions for obtaining Det Norske Veritas Type Approval for lifting sets and lifting set components for offshore containers. It also specifies the conditions for manufacturing and certifying type approved equipment. Type Approval certificates are issued to manufacturers of lifting sets or to manufacturers of components for lifting sets. Such type approval is applicable for lifting sets and components that are to be certified according to Det Norske Veritas Certification Note 2.7-1 - Offshore Containers and Certification Note 2.7-2 - Offshore Service Containers. Type approved lifting sets may also be suitable for use in other applications not covered by Certification Notes 2.7-1 or 2.7-2. For such applications, the safety factors, documentation and marking should be modified as appropriate.

d) A description of the manufacturing procedures (forming, welding, heat treatment, surface treatment, etc.) Capacities (e.g. of furnaces), heat treatment temperatures and tolerances, heating and cooling rates and other relevant information to be included e) Details of marking on components and on identification tag (if applicable) f) A description of the test methods and procedures for all relevant prototype and production tests g) Information on subcontractors (e.g. materials suppliers, forges etc.) At least 3 copies should be submitted of items a), b) and c), 1 copy is sufficient for the other documents. 3.1.2 Documentation on the manufacturer h) A brief description of the works i) Laboratory and testing facilities j) A brief description of the Quality Assurance system, including a copy of any certificates held for the QA system. At least 1 copy of these documents should be submitted. If the manufacturer wishes to obtain a Manufacturing Survey Arrangement (ref. clause 8), additional information may be required. See also DNV's Certification Note 1.1 Certification Services - General Description. All product information received by the Society remains the property of the client and will be treated with full confidentiality.

2. Scope
This programme applies to all parts of the lifting sets for offshore containers. A type approval may cover any of the following items: Assembled single or multi leg chain slings Assembled single or multi leg wire rope slings Components for lifting sets (chains, wire ropes, master links, shackles, couplings, etc.) A type approval certificate may cover a range of products (e.g. different sizes). The programme is based on the following rules and standards: Det Norske Veritas Certification Note no. 2.7-1 Offshore Containers, Chapter 7. The requirements in Certification Note 2.7-1 also cover all requirements in the draft European Standard for Offshore Containers (prEN 12079). European standards for slings and components for lifting purposes (under preparation by CEN/TC168). Other standards for slings or components may also be accepted after special consideration.

3.2 Validity
The validity of a type approval is limited to a period of four (4) years. Application for renewal should be made not later than 3 months before the end of the approval period. Any significant change of the type approved product or the production process should be reported. If necessary, a new type approval certificate will be issued. Renewed testing may be required if the changes affect the properties of the product.

3. General
3.1 Documentation to be Submitted
When applying for type approval, the applicant should inform which standard(s) the products are to be approved to, and submit the documentation listed in 3.1.1. and 3.1.2. 3.1.1 Documentation on the Product a) Assembly drawing of the lifting set (if applicable) b) Detail drawing of each component and a list of the range of sizes to be covered by the approval c) Material specification for each component

Terminations should be of the ferule secured type with thimbles.

Each separate component of the lifting set (chains, bows and bolts for shackles, links. couplings and wire ropes) should be supplied with traceable material certificates according to EN 10 204, inspection certificate, type 3.1B. Other items such as thimbles and ferrules should be supplied with a material certificate to EN 10204, test report, type 2.2 .

4. Design requirements
The lifting set and its components should comply with the requirements given in Certification Note 2.7-1, Ch. 7, and should be designed in accordance with the recognised standards for lifting slings and components.

6. Prototype Testing
Prototype tests of components and assembled slings should be carried out at the manufacturer or at a recognised laboratory and witnessed by a DNV surveyor. Reports with test results should also describe the tests carried out. Material certificates should be enclosed. These should include results of impact strength tests. Test reports should be either prepared or endorsed by the surveyor, Components and assembled slings should be subjected to all tests specified in the applicable standard.
Note: Due to the high dynamic loads in offshore handling of containers, the safety factors for lifting sets for offshore containers are higher than for ordinary lifting sets, and consequently the allowable working loads are lower. However, all tests should be carried out at the loads specified in the standard for the dimension tested.

5. Materials and Material Testing


Steels should comply with the material requirements of Certification Note 2.7-1, Ch. 7. Chemical composition, materials testing and mechanical properties should be according to the relevant recognised standard. Steels should have good ductility at low temperatures and be able to withstand dynamic loads. Steels in chains, links, rings, shackles and couplings should be impact tested by the Charpy impact (V-notch) method. For the finished product, the minimum average impact energy in base material should be 42 J. However, for welded components (chains, links, rings) it is sufficient only to take impact test samples in the weld with the notch centred in the fusion line. The position of the weld should be accurately identified by etching with a suitable reagent before cutting the notches. The minimum average impact energy should be 27 J. The impact test temperature should be equal to the design temperature, TD as defined in Certification Note 2.7-1, clause 3.1. TD is not to be taken higher than - 20C. Impact tests should be carried out according to the ship rules Pt.2, Ch.1 or EN 10045. The average energy absorption should be based on 3 specimens. No single value should be less than 70% of the required average values. If standard specimens cannot be made, the required energy values are reduced as follows: 10 x 7.5 mm 10 x 5.0 mm 5/6 of above values 2/3 of above values

7. Marking and Traceability


Slings and components for lifting sets should be marked according to the applicable standards. The identification tag on slings should be in accordance with Certification Note 2.7-1, section 7.6. Each component of the lifting set should be marked such that it is traceable through the production process.

8. Requirements Related to Manufacturers


The manufacturer should ensure the quality of his products by implementing a Quality System at least in accordance with EN ISO 9002. The Quality System should be to the Societys satisfaction. It is also advisable for a manufacturer to apply for a Manufacturing Survey Arrangement (MSA) with DNV, ref. clause 10.2. An MSA is a signed survey arrangement stating the role of DNV and the manufacturer in connection with manufacturing survey and certification. See also DNVs Certification Note 1.1 - Det Norske Veritas Certification Services - General Description. Such an MSA agreement is based on the following elements.

Steel bars with diameter less than 13 mm (e.g. chain links) need not be impact tested. However, sufficient impact strength should be ensured by the choice of materials and by using the proper production process. If the length of the finished product (after welding, heat treatment) is too small to allow preparation of specimens, special specimens of sufficient length should be made from the same materials and with the welding and heat treatment.

An implemented Quality System certified by DNV or another accredited certification body. If the MSA is to be based on a Quality System certificate which was not issued by DNV, the Society will perform an audit of the Quality System. The required tests and inspections should be standard procedures either included in the manufacturers Quality System procedures or stated in the MSA. The manufacturer must be experienced in the manufacturing of the products in question. DNV must be familiar with the manufacturer. Certificate retention surveys. If sufficiently comprehensive in scope, such an MSA may include provisions that allow the manufacturer to issue all product certificates. Certificate retention surveys are to be carried out by DNV at prescribed intervals. In the first year of validity, 3 surveys are foreseen. The frequency of surveys will be reconsidered annually, but intervals are not to exceed 12 months.

10.2 Lifting Set Certificate


Each type approved lifting set should be delivered with a product certificate, on DNV form 40.91a, or the manufacturers own certificate form, containing at least the following information: Certificate number Information required by the relevant standard, including test results References to individual product certificates for components (where applicable) References to all relevant material certificates The maximum mass which the component or sling is authorised to sustain (at a given angle) according to DNV Certification Note 2.7-1 A reference to the type approval certificate. The documents referred to on the product certificate should be retained by the manufacturer. Provided the manufacturer has a full MSA agreement with DNV, the certificate may be issued by the manufacturer. Copies of each certificate should be sent to the local DNV office. If there is no such MSA, the Society will issue certificates for each lifting set. Certificates issued by the manufacturer should include the following text: This certificate is based on DNV type approval no. S....... and is issued in accordance with Manufacturing Survey Arrangement no. ........
Note: If national certificates for lifting equipment (based on ILOs form 3 certificates for loose gear) are issued by agents for a manufacturer, these certificates should contain references to the manufactures certificate and to DNVs type approval.

9. Type Approval Certificate


Type Approval Certificates for lifting sets or components for lifting sets will be issued by DNV/DTP when the prototype test report has been found satisfactory. The Type Approval Certificate will at least contain the following information: Product designation and description Name and address of the manufacturer Basis for approval (rules and standards) Fields of application and operational limitations Approval conditions List of documentation Type tests carried out Validity period Requirements for certificate retention surveys.

10.3 Certificates for Lifting Set Components


Each type approved component should be delivered with a product certificate (form 40.91a) containing the information required by DNVs Certification Note 2.7-1 and the relevant standards.

The main data from each type approval certificate will be published in the DNV Register of Type Approved Products no. 3. Information relating to requirements or tests outside the scope of this annex may be added if agreed with the manufacturer.

10. Production and Certification


10.1 Production Testing
Testing during production should be based on sampling in accordance with the relevant standards. When slings are assembled from type approved components (e.g. chain slings with couplings), the assembled slings are to be tested. See also the note on test loads in chapter 6. Impact testing of materials in accordance with Chapter 5 should be performed on every production lot.
