the subsidies received #rom various #oundations connected to the government& $M% achieves as many legal re#orms as it does a reduction in the discrimination and violence in all areas o# its )or'* The organi/ation also maintains international relationshi s& artici ating in acts and treaties that mobili/e their ob"ectives to a global level* It has t)o centres abroad 1 one )hich is based in %licante& 0 ain& and another based in 4ienna& %ustria 1 in order to be able to treat the social and olitical reality o# immigration and o# incarcerated eo le not only in %rgentina& but also in other arts o# the )orld* In re#erence to se!ual minorities& $ru o de Mu"eres de la %rgentina is the only organi/ation in the country that )or's on L$(T issues )ithin rison* The organi/ation )as born o# the 2omunidad de 5omose!uales %rgentinas 1 2ommunity o# %rgentine 5omose!uals , -25%.& the #irst organi/ation #or gays and lesbians in %rgentina& )ith )hich the organi/ation collaborated bet)een 1667 and 2000 as $ru o de Mu"eres de la 25%* %t that time& as the 25% didn8t )or' on the issue o# 5I4,%I90 revention& $M% decided to se arate* From there& a s ace as created to address the issue o# 5I4,%I90 and rison& #orming the organi/ation is it today& )hich in 2001 )as #ormally named $ru o de Mu"eres de la %rgentina 1 5I4 #orum& )omen and #amily* The ob"ective o# the organi/ation since the start has been to raise a)areness o# the sectors o# greater vulnerability and to e! and the language that is understood* These days& one ta'es the )ord : risons; to mean laces )here one is de rived o# #reedom& but i# it )ere not #or the organi/ation& the )ords : risons; and :con#inement; )ould also re#er to sychiatrists& mental health hos itals& or rehabilitation centres* %s Martha Miravete 2icero& the director o# $M%& :The system )as al)ays concerned )ith risons& but : rison; is also to be in a sychiatrist8s& a mental hos ital or a health centre* Then& in the Inter,%merican 2ommission on 5uman Rights& )hen the ro"ect o# good rison ractices )as com leted& )e managed to broaden the )ords : risons; and :containment; -2icero.* In the same )ay& $M% ensured that not only the heterose!ual reality in the rison conte!t is discussed& but also the se!ual diversity that e!ists in such s aces& ta'ing into account the various e! eriences o# the gay& lesbian& transvestite and bise!ual communities* In each lace& )hether it is a rison or a sychiatrist8s& the organi/ation #ocuses on the s ecial needs o# the vulnerable communities 1 including& #or e!am le&

cases& the :interse!ual child FisG surgically o erated on in their #irst years o# li#e by medical science )ithout their o)n consent& leading to a se!ual silence; -3ayar A.* ?ven i# there is not surgical intervention& transvestism :is assumed bet)een the age o# 7 and 1A; -0ousa 9ias.& so transvestites o#ten #ace e!clusion #rom their o)n #amily #rom a very early age* This e!clusion is a result o# the de#initions o# )hat is :normal; and :abnormal; er etuated by hetero,normality and by the man,)oman binary resent in society today* In #act& according to the $lobal 5ealth <rgani/ation transvestism is still considered an illness& although homose!uality )as removed as such -9ia/.* Ta'ing into account this social vie)& many #amilies )ith transvestite children consider the social and emotional e##ects o# transvestism and try to hide it& #ailing to ta'e their children to school and& in many cases& 'ic'ing them out o# the house* There#ore& 9ia/ e! lains& transvestites :ended u )or'ing on the streets& )ithout #inishing their secondary educationKgiving them no choice but to rostitute themselves*; $iven that the ma"ority o# eo le begin to gro) into their se!uality bet)een the age o# 7 and 1A& the lac' o# #amily su ort mar's a de rivation in the lives o# these transvestites #rom a very early age& meaning that they understand the reality o# rostitution and destitution as young eo le* %s the legal identity o# a transvestite is not recognised -even )ith the $ender Identity La)& the conce t o# transvestism as its o)n gender does not e!ist.& #or many transvestites it is im ossible :to access K the )or' mar'et&; )hich :leaves rostitution as the only o tion; -9uranti 12A.* Prostitution& then& results in health roblems that are overloo'ed& due to sel#,e!clusion or a lac' o# in#ormation* In order to )or' in this sector& transvestites :need hi s& need to have breastsKand a ly oil& silicones to themselves; -9ia/.* %lso& a lac' o# )or'ing o ortunities means that many live :in a state o# economic rotect them recariousness that uts them at the mercy o# the demands o# their clients; -9uranti L7.& entailing se!ual acts that could be called :irres onsible&; and above all the lac' o# contrace tion to hel against se!ually transmitted diseases* (oth the sel#,modi#ication o# the body and the revalence o# se!ual relations )ithout rotection create an abundance o# health roblems* In #act& according to Homos and transvestites& :0ome AM er cent o# the transvestite o ulation live )ith 5I4& )hilst in the general o ulation& this #igure lies at 0*MN; -17,16.* 5o)ever& it is di##icult to #ully understand the signi#icance o# these statistics& given that in some studies :transvestites are ractically not ta'en into account as a distinct o ulation; -9uranti M2.* Transvestites are considered as a art o# the M0M o ulation -men )ho have se! )ith men. or& sometimes& are e!cluded com leted& resulting in an ambiguity that contributes to the high level o# 5I4

amongst them* In s ite o# the high o ulation o# transvestites in %rgentina& :they are& in reality& greatly un'no)n* There are #e) s eci#ic studies related to them ; -9uranti LA.* The lac' o# concrete in#ormation clearly indicates the level o# social ignorance concerning the o ulation and their claims& )hich comes #rom a binary 1and closed 1 understanding o# the terms :se!; and :gender;* <#ten& transvestites cannot maintain good health because the ublic hos itals re"ect them #or not identi#ying themselves as one gender or another* %lso& due to their "obs& they have abnormal )or'ing hours 1 that is& out o# sync )ith the ublic hos ital )or'ing hours 1 )hich means that they cannot receive medical attention )hen they really need it* I# they someho) manage to receive it& they don8t )ant to be submitted through #ear or sel#,discrimination -9ia/.* 0o& many sel#,medicate or in"ect themselves )ith silicone or oil instead o# trying to receive ro#essional hormone treatment& )hich re+uires #acing a medical team* 9ue to this reality& the li#e e! ectancy o# a transvestite is bet)een AL and M0 years -9ia/.* Adems de las dificultades de salud con las que se enfrenta esta poblacin, tambin vive una realidad que siempre ha tenido que ver con la violencia& ya sea or la sociedad en general o or la estructura +ue la controla* >o e!iste solamente violencia social 1 aun+ue el orcenta"e de travestis +ue han e! erimentado un acto de violencia social& :desde insultos a agresiones directas&; es 61N& una #igura asombrosa 1 sino tambiOn un alto orcenta"e de :agresiPn olicial= el 7JN su#riP abusos or arte de la olicQa; -9uranti LJ,L7.* ?sa estadQstica signi#ica +ue los sistemas +ue deben controlar la sociedad y mantener la orden social& como la olicQa& tambiOn son cul ables de la violencia y la discriminaciPn llevadas a cabo contra esta oblaciPn& un descubrimiento realmente in+uietante* 9e hecho& escribe 9iana 0acayRn en :?l crimen de RubQ; +ue en un caso& una travesti con una herida de bala ermaneciP tirada en el suelo durante una hora y media& es erando a +ue la olicQa solicitara la asistencia mOdica& lo cual no hi/o hasta interrogarla rigurosamente -0acayRn J.* 2omo el travestismo interrum e directamente el binario +ue determina cPmo ser varPn o mu"er en las sociedades occidentales& estas mismas sociedades res onden a la se araciPn ideolPgica del travestismo de una manera violenta e ignorante& er etuando varias #ormas de travesto#obia e ignorancia general con res ecto a la diversidad se!ual y a lo +ue signi#ica ser travesti* 2omo escribe Lohana (er'ins& :Por un lado& el ?stado es el rinci al violador de los derechos de las travestis& or acciPn u omisiPn* Por otro lado& la desvalori/aciPn social se e! resa a travOs de los insultos y estereoti os; -:Travestis= una identidad olQtica;.* 2on la artici aciPn histPrica del ?stado en la su resiPn de los derechos de las travestis& se ve +ue la discriminaciPn contra las travestis no es solamente un sentimiento

individuo& sino tambiOn una arte de la estructura social y de los mOtodos de control del ?stado* ?n ese as ecto& no resulta sor rendente +ue hay tantos actos de violencia contra ellas* La colaboraciPn de la olicQa en esta brutalidad contribuye al maltrato de las mismas& resultando en un gru o de ersonas :amedrentadas& hostigadas& robadas y gol eadas Fsim lementeG or ser travestis y encontrarse en situaciPn de rostituciPn; -3ayar A.* Incluso hay gru os de motores +ue asan or la ciudad& buscando a las travestis ara egarles un tiro& un acto +ue se ermite indirectamente or la com licidad olicial* ?sta violencia& como la marginalidad y la e! lotaciPn laboral de la oblaciPn travesti& vienen de :su carencia de derechos&; una vulnerabilidad :instituida or la travesto#obia; -9uranti 12A.* 2omo e! lica 9uranti& la travesto#obia se basa :en la elecciPn de gOnero y sus identidades consecuentes; -76.& ilustrando el binarismo varPn,mu"er +ue estructura #uertemente la cuestiPn de los roles de gOnero ace tables en nuestra sociedad y +ue in#luye la erce ciPn del travestismo como una se!ualidad :ambigua; -L7.* ?s evidente +ue esta travesto#obia tambiOn se in#luye or las re resentaciones de la oblaciPn travesti en los medios de comunicaciPn 1 mRs +ue nada en lo +ue se ve en la televisiPn* 9ice 3ayar en Teor a de las tres T& :La tele sPlo nos muestra una chica +ue hoy se estR drogando& ero nunca hace el e"ercicio de ensar +ue esa chica travesti de 2L aSos #ue una niSa abandonada a los 12 y tuvo +ue cambiar el sRnduche o el o!irrRn or se!o; -%rnol#i.* ?n los rogramas de televisiPn& la identidad travesti se re resenta en la #igura de la rostituta drogada +ue le roba el dinero a cual+uier ersona& una royecciPn de los re"uicios de la sociedad en general* ?n algHn sentido& la sim le alabra :travesti; evoca toda una gama de asociaciones y sigue siendo utili/ada :como sinPnimo de sidosa& ladrona& escandalosa& in#ectada& marginal; -(er'ins :Travestis= una identidad olQtica;.* %un+ue estas imRgenes surgen de una #alta de conocimiento& tambiOn er etHan esta misma #alta& resultando asQ en un ciclo irrom ible en donde los estereoti os llegan a ocu ar el lugar de la ro ia ersona* ?n lo +ue concierne el trato de la oblaciPn travesti dentro del sistema enitenciario argentino& las condiciones son aun eores& magni#icando sus rivaciones cien veces* 0e anali/a este tema en :La 2Rrcel de 2oco&; un artQculo de la revista travesti& el Te!e& sobre la situaciPn de 2oco& una travesti de 27 aSos encarcelada en el PabellPn 1T del Penal 0an MartQn& un abellPn de varones& lo cual es tQ ico ara las travestis rivadas de libertad en el sistema enitenciario argentino* Las condiciones de salud dentro de la cRrcel en general son inconcebibles@ es comHn :la Ordida de la visiPn& el deterioro de las articulaciones& la ba"a de eso debido al hambre* % arecen lesiones mal curadas& roblemas res iratorios

or la humedad y el #rQo; -%maya.* 0in embargo& estas consecuencias se e!ageran en una ersona :inmuno de rimida; 1 es decir& una ersona viviendo con 4I5 1 como 2oco& lo cual conlleva una necesidad tanto de atenciPn mOdica como de medicaciPn y comida es eciales* Para las detenidas viviendo con 4I5& el encierro :acarrea riesgo mortal* FPor e"em lo&G 2oco estuvo internada& sin oder caminar* 2on #iebre e!cesiva& varias en#ermedades al mismo tiem o* 9ice +ue tomP medicaciPn vencida com rada de emergencia or el ?stado a (rasil& achicando costos ero sin control sanitario* Reclamar atenciPn mOdica adentro de la cRrcel le su uso una nueva situaciPn de tortura ya +ue era amarrada de ies y manos a la camilla y a veces le ataban el mentPn ara +ue udiera comer con la boca& como los erros; -%maya.* ?ste trato deshumani/a a la detenida y roduce una situaciPn de salud grave& la cual muchas veces termina en la muerte* Tanto su#rimiento causaba la condiciPn #Qsica de 2oco +ue ella intentP ahorcarse* :2ansada ya de las romesas del 0ervicio Penitenciario&; dice ella en la entrevista& :hice valer mis derechos *** use mi vida en "uego* Me auto agredQ& cortRndome* Me intentO ahorcar y se cortP la soga y rendQ #uego la celda ara +uemarme viva* Por+ue ya no aguantaba mRs; -%maya.* %demRs& la comida nunca viene a la misma hora y siem re estR en malas condiciones& con verduras tan odridas +ue se tienen +ue devolver mientras +ue en la hos ital no hay :una asistencia regular y no hay medicaciPn K cuando entra medicaciPn K es or+ue la traen los #amiliares; -%maya.* La carencia de ayuda adecuada 1 en la #orma de medicina& comida& o camaraderQa 1 hace +ue la gente no solamente tenga roblemas #Qsicos sino tambiOn roblemas sicolPgicos& surgiendo de la soledad y la deses eraciPn del maltrato* 2omo con#irma 2oco& el hecho de ser travesti tambiOn im lica una gran cantidad de obstRculos* %un+ue la cRrcel sea un lugar hostil ara toda la gente rivada de libertad& la hostilidad hacia la oblaciPn travesti se am lia de tal manera +ue :el abuso y la violaciPn de FsusG cuer os es sistemRtica en comisarQas y cRrceles; -%maya.* ?! lica 0ebastian 9ia/ +ue las travestis encarceladas no llegan a cum lir mRs de AL aSos* 9ice Ol +ue no es una gran oblaciPn& ero la oca oblaciPn +ue hay es muy vulnerada* :0on violentadas& son abusadas& tanto institucionalmente como or sus ro ios com aSeros* Por ende el rango de vida tambiOn ba"a mRs* >osotros estamos hablando de +ue #uera de la cRrcel es entre los AL y los M0 aSos@ ellas Flas travestis encarceladasG no llegan a los AJ aSos; -9ia/.* %demRs& en el aSo 2010 hubo una denuncia de acciones de violencia se!ual y sicolPgica en la cRrcel de Florencia 4arela& donde seis travestis :#ueron trasladadas arbitrariamente a la de 0ierra 2hica como re resalia; or no haber cum lido con las ordenes irracionales del Je#e del Penal* ?n este caso& Ol
