Public Higher Education Institutions in Malaysia Malaysia has, in reality, has succeeded in its efforts to democratize higher education and produce graduates to meet the needs of human resource capital for its economic growth for the last three decades. As a source of knowledge, Higher Education Institutions have contributed significantly towards the progress of the national socio-economy and development of human capital. Presently, both the Public of Higher Education Institutions and Private of Higher Education Institutions have rapidly expanded with the increase in the number of students and various programmes of study. In tandem with the growth of globalization, Higher Education Institutions must have competitiveness and sustainability to ensure their position amongst the best universities in the world. Efforts to increase the capacity of the Higher Education Institutions will continue to enable them to carry out their functions and responsibilities in a more efficient, transparent and effective manner towards the creation of a system of higher education of excellence. The establishment of higher education in Malaysia began as follows: University of Malaya [1961] University of Science Malaysia [1969] Tunku Abdul Rahman College [1969] Higher Education Institutions in Malaysia have carried out various efforts to increase and upgrade their status as a centre of excellence in education not only in Malaysia but also internationally. Public Universities in Malaysia are presently categorized into three groups, being research universities, focused universities and comprehensive universities. Centres of Excellences at Public of Higher Education Institutions will be strengthened to achieve the desired standard. To date, 20 Public of Higher Education Institutions have been established, four research, four comprehensive and twelve focused universities.

Alongside the growth of Public of Higher Education Institutions, Private of Higher Education Institutions have also played a big role in offering tertiary education (post secondary) opportunities to the people. This has managed to reduce the Governments financial burden and the outflow of funds overseas. The role of Private of Higher Education Institutions began since 1950s with the setting up of several institutes, for example, Goon Institute, Stamford College and Maktab Kadir Adabi. This rapid growth continued and by June 2007 there were 521 Private of Higher Education Institutions, which 17 were given university status, 15 college universities, and 4 branch campuses of foreign universities, with the remaining as private colleges. The role that Private of Higher Education Institutions play have substantially changed from accepting students who did not obtain a place in the Public of Higher Education Institutions to being the provider of tertiary education of quality. Courses offered at the certificate, diploma or degree level in various fields are in line with the current needs required to produce graduates to fulfill the aims of the National Philosophy of Education.
