TACLOBAN CITYThe regional office of the Bureau of Jail Management and Penology (BJMP) said that several jail facilities in the region would undergo repair. This was revealed by Jail Senior Superintendent Hernan Grande, BJMP regional director, who added that two more jail facilities would be constructed to address decongestion among inmates. According to Grande, their national office has allocated P13.32 million for the repair of various jail facilities in the region and another P9 million for the construction of additional jails. The BJMP regional director admitted that the repair or upgrading of these facilities came in the wake of the April 2 jail break in Calbayog City that resulted for the escape of 16 inmates. He said that the jail facilities in Tacloban and eight others would undergo repair works. For the Tacloban City prison jail, the government has allocated P6 million for the repair. Other similar facilities would undergo repair: Alangalang with a budget of P250,000;Baybay C i t y, P 2 5 0 , 0 0 0 ; C a r i g a r a , P500,000; Dulag, P60,000; Ormoc City,P600,000; Palo,P200,00 and Tanauan,P60,000. was given an allocation of P200,000 for repair. He also said that to decongest some of the jails, his office is constructing two additional jails. One is in Guiuan, Eastern Samar with a budget of P7 million while another is in Burauen, Leyte at P2 million. Grande said that the jailbreak in Calbayog has caught the attention of their national office reason why these jail facilities were given allocation for repair. insurance program this year. Crop insurance is really important because it will protect us if natural calamities happen again, Bernabe said during the launching of the premium subsidy scheme. Usually, a farmer pays P890 for every P10, 000 worth of insurance coverage for both rice and corn. The state-owned crop insurance firm also offers 46 types of insurance packages for high value commercial crops. The P50 million aid for Leyte, Southern Leyte and Biliran farmers and fishermen is part of the P80 million subsidy for Yolanda-affected areas not classified areas in the 20 poorest provinces. The PCICs principal mandate is to provide insurance protection to farmers against losses arising from natural calamities, plant diseases and pest infestations of their rice and corn crops as well as other crops. he news never fails to surprise. Months ago, news erupted of how five of our senators and several of our congressmen allegedly allowed bogus nongovernment organizations to use their priority development assistance fund (PDAF), more popularly known to everyone as the pork barrel, to fund non-existent projects. Among the five identified senators, Revilla immediately cried foul and blamed Pnoy for the revelation. It is uncertain from the news whether or not the said solons, should it be supposed that the allegations are true, wittingly allowed the said use of their pork barrel or they were merely duped into believing that the projects they intend to fund were genuine. Just the same, Revilla claims that it was foul to leak that news without first ascertaining its veracity. In discounting the truth of the news, Revilla relied on dirty politicking as the culprit, attributed the disclosure to Malacanang and regarded it a demolition job in its effort to discredit potential Presidential candidates which he claims includes him. Another senator subject of the attack, Marcos, addressed the issue not very differently, vouching to explore the possibility that there may be a political angle to all this in the light of the upcoming presidential elec-

tive Director Leonardo Sibbaluca said the MOA covers the protection and conservation of the Ulot Watershed Model Forest biodiversity and forest resources as well as development and management of ecotourism and other sustainable development activities in the area. RED Sibbaluca said the UWMF located in the municipalities of Taft and Can-avid in Eastern Samar; Paranas, San Jose de Buan, and Hinabangan in Samar comprises an aggregate area of 86,514 hectares. This is one of the eight watersheds covered by the Samar Island Natural Park (SINP), he said. The SINP where the UWMF is located, is said to be the remaining forest frontier of Region 8, which is harboring a rich and mega diverse plant and animal species that are globally significant. This biological richness however is subject to enormous threat, due to population pressure, natural processes and other factors affecting the governance and utilization of the resources therein. Protecting and conserving the remaining resources of the Samar Island Natural Park and the Ulot Watershed Model Forest is a big challenge for us. We, at the DENR cannot do it alone, that is why we are seeking the help of the different stakeholders to help us protect and conserve this biologically and globally significant natural heritage, RED Sibbaluca said speaking before the different peoples organization, police, military and other stakeholders who attended the MOA signing at the Paranas Municipal Hall on March 27, 2014. For his part, Mayor Felix Babalcon of Paranas, Samar welcomed the opportunity given the LGU particularly its participation in the improved management of the UWMF. He committed to work with the DENR for an extensive campaign on forest protection and law enforcement to deter illegal loggers and charcoal makers from their destructive activities. We are looking at the implementation of livelihood projects as part of the solution to forest destruction. We will also tie up with schools offering Forestry Courses for our scholarship program. We encourage our constituents to let their children take Forestry Course so that in the future they will help in the management of their own forest, Mayor Babalcon stressed. SINP Protected Area Superintendent Angelito Villanueva disclosed that lots of projects are being implemented and are coming along the way for UWMF. These include among others the ongoing ecotourism development projects;
In a statement, Castaares, the regional governor of the Eastern Visayas Chamber of Commerce and Industry (EVCCI) said he quit his post so he could focus on their hotel business expansion. He owns Optimus Assets Inc., the operator of Kuting Reef and other tourism-related ventures in Southern Leyte. I just assisted PARR in the initial coordination and preparation of rehabilitation framework. My engagement with PARR is only on an interim basis while they were looking for a full time coordinator, said Castaares, a former transportation and communication assistant secretary. In the case of Cam, the volunteer city PARR coordinator, told Leyte Samar Daily Express that he also decided to follow Castanares by tendering his own resignation. (My) main reason for disengaging from PARR was the lack of clear direction and action. We felt we could do more helping out within the private sector under the local business chambers, said Cam, who owns the Welcome Home Pensionne in Tacloban. Cam criticized the government for the slow pace in the implementation of Reconstruction Assistance on Yolanda (RAY) in Tacloban City. The government is very slow, even responding to our request for policy issues that would benefit the business sector, he added. Lacson said that RAY implementation is still on track, but not in full swing since PARR has to wait for the final post disaster needs assessment (PDNA) on April 21 before coming up with a master rehabilitation plan. He added that under Republic Act 10121 (Philippine Disaster Risk Reduction and Management Act of 2010, the submission of the PDNA is mandated. The PDNA outlines priorities based on urgency, impact on the community and importance. The report is the governments final blueprint for damage, loss and recovery plans. I first thought of appealing to the private sector knowing that the national government would not be ready to plan, much less implement reconstruction and rehabilitation of the devastated areas because of some international protocols that we must adhere to, Lacson said. The former senator urged local government units to be proactive while waiting for the full implementation of RAY by forging partnerships with the private sector in some reconstruction projects. (1 Cor 13,7) The discursive way is also very important in our life since this the more natural way of understanding, knowing and communicatthe International Model Forest Network Funded Project dubbed as Forest Landscape Restoration, reforestation and establishment of tree plantations using the funds generated from the trees cut by the Millennium Challenge Corporation road development project, forest development project funded by the German International Cooperation which is already approved in principle and Community Based Forest Management Project activities regularly funded by the DENR.
