NEGOTIATIONS WITH TTP BEATING THE AIR.

The Islamic Republic of Pakistan has been a victim of terrorism for more than a decade. Terrorism is a great threat to the socio-economic-politico fabrics of Pakistan. The banned militant group Tehrik-eTaliban Pakistan is considered to be one of the important factors behind the deteriorating law and order. The state has realized the strength and importance of the TTP in society of Pakistan. In order to save the state from further deterioration, the government of Pakistan has started negotiations with the said group, on give and take policy. Keeping in view the credo of Taliban and its anti-state activities, it is believed that these negotiations will not be successful one, rather negations will be in large benefit of the terrorists. By doing so state will lose a lot and terrorists will gain a lot. In a nutshell negotiation with TTP is just beating the air and nothing else. . The incident of the 9/11 has been a bolt from blue to Pakistan. The terrorists attack on Twin Towers on September 11, 2001, was the beginning of the un-unending war. United States of America blamed the Al-Qaida leadership for the said attack and demanded the Taliban government to hand over the AlQaida leadership to USA or oust them out of the Afghanistan which was blatantly denied by then Taliban-leadership. Ostensibly USA shown that it was going to attack Afghanistan in order to destroy the terrorist network of Al-Qaida whose branches were spread around the world with its Headquarters in Afghanistan. Thus United States re-oriented its foreign policy USA declared openly that even she would invade Afghanistan unilaterally. Pakistan was asked for providing the necessary assistance to US and its allies at that time then ruler of Pakistan Pervez Musharraf was in a horns dilemma as Bush asked him to decide whether he was with US and allies or with Taliban. Keeping in view the national interest and prevailing circumstances it was decided to be with United States in War Against Terrorism. . The decision taken by Musharraf regime was unpalatable to the Taliban who turned against Pakistan thus after defeat in Afghanistan Taliban took refuge in Tribal Areas of Pakistan, specially in North and South Waziristan these being contagious to Afghanistan. Prior to American invasion Afghanistan was never considered as strategic threat, rather it was considered to be the strategic depth to Pakistan. Circumstances demanded Musharraf administration to deploy military in Tribal Areas in 2003/04 which became a hub of terrorism. A covert agreement in this connection was done with America to carry surgical strikes using Drone Technology in Tribal Areas, the well-known Taliban commander Naik Mohammad was killed in a Drone-strike in North-Waziristan in 2004. Skirmishes also took place between the armed forces of Pakistan and Taliban causing casualities on both sides. Pakistan has caused a great loss to Taliban by supporting US in 2001, by concluding a covert agreement for Drone-strikes and by deploying its military in Tribal Areas. .

The Tehrik-e-Taliban (TTP) was started inside the Pakistan in order to take avenge from state and society of Pakistan on the cause of supporting the Westerns. Thus a contingent led by Mollah Fazullah stared harassing the inhabitants of Swat valley an FM Channel in this connection was active therein Swat which was used for preaching purposes. A wide-range suicide attacks were carried out through out Pakistan from a common man to a big-wig and a mosque to sensitive installations had been the target of the TTP. Violence had been in the last resort since the inception of the moment (TTP). The leadership and the left over the TTP were ousted from Swat and other settled district through a military operation in 2007. . Under the cover of Shariah another attempt was made by Taliban, spearheaded by so called religiousscholar Sofi Muhammad. The government of Pakistan was compelled to convene an agreement regarding the imposition of Shariah in Malakand in 2009. According to the agreement the group was not allowed to expand beyond the boundary which was mentioned therein the agreement. In-spite of abiding by the agreement Taliban advanced towards Shangla and Bunair which they were not supposed to do which compelled the government to vacate the terrorist infested belt by military operation. . Both Afghan Taliban and Tehrik-e-Taliban Pakistan are two arms of the same body their agenda is same. Those days are gone when Taliban were considered to be the asset of Pakistan in current scenario Taliban are the biggest security to Pakistan even more horrible than India. The security forces of Pakistan are trained enough in dealing with external threats posed by any belligerent state like India, but inside security threat is so complex that it is still out of the understanding of the authorities concerned. . In order to give peace a chance, the Nawaz administration has decided (in 2014) to settle the matter with negotiations with Taliban and negotiations are considered to be the best option to combat threat of terrorism. It is no doubt that negotiations are the best tool, but it is not favorable in current scenario of Pakistan because it is the principle of negotiations that negotiations are successful only when give and take policy is the centerpiece of negotiations while all the demands of Taliban are not acceptable at all. Is it believable that some of the Taliban which were in captivity of security forces and released were non-combatants?? Taliban?? And Non-combatant?? It is same like calling night a day. . The logic behind release of Taliban is there in the $ 1.5 billion, which have landed in territory of Pakistan from an unknown lender. An amount of $ 1.5 billion non-returnable?? And above all without any conditions?? Can anybody believe? It is not the fact that the said amount has been given by Saudi Arabia and on non-conditional basis. There is possibility that the amount has been given by Saudia but it is

impossible the amount has been granted on non-conditional basis. Basically it is the power of that amount which is declaring few of the Taliban non-combatants. . These non-combatant Taliban will now turn towards Syria in order to assist the rebels. The Saudi government is doing its level best in order to overthrow the Bashar-ul-Asad regime. Already many Taliban are fighting against the Syrian government. Even females from neighboring countries went to participate in sexual Jihad in Syria offered themselves to 30 to 40 rebels and returned home pregnant. . Sending Taliban out of Pakistan never means that the number of terrorists will decrease in Pakistan which may lead towards peace. It is a false illusion. Can you imagine what will happen once when these terrorists will return home after the end of civil war in Syria in future?? Their spirit of the so called Jihad will once again create troubles for Pakistan in a more robust way. As you sow, so shall you reap. . It is high time that the matter regarding the release of Taliban and the $ 1.5 billion received from Saudia is reviewed. Supporting any group in Syrian conflict is not in favor of Pakistan. It may air the sensitive sectarian conflict in Pakistan and Pakistan is not is a position to survive any sectarian rift. . In essence, negotiations with Taliban will never be successful, it is because the aim of Taliban is not to impose Sharia in Pakistan rather their main purpose is the destabilization of Pakistan. There is the involvement of foreign hand in promoting Talibanization. Sooner or later the negotiation committees will declare the failure of the talks which were incepted knowing its conclusion and consequences. . (Criticism and Correction/comments will be highly appreciated but witch-hunting may be avoided, please, thanks!) (GHULAM ABBAS)
