Thirty farmers from Brgy. Tadlac, aged 24 to 67, are now on their seventh week of study under the Farmers Field School (FFS) program of the Agricultural Training Institute (ATI) and the Municipal Agriculture Office (MAO). Launched on December 13, 2012, FFS is a 16-week agricultural program that aims to educate the farmer residents of Brgy. Tadlac on sustainable farming and proper use of organic fertilizers through lectures and on-site trainings.
Almost all of the participants are members of Organic Agriculture (OA), a farmers organization in Tadlac. Currently headed by Edgar Leano, OA is composed of 25 members and was organized in December 2011. The organization partnered with the DA FFS through a Laguna-wide farming seminar that was spearheaded by ATI last year. The FSS curriculum include environment related topics like climate change, nature farming, seed health, and organic vegetable production among others. Mely Mantuano from the Municipal Agriculture Office (MAO) and program coordinator-lecturer explained that FFS aims to educate Brgy. Tadlac farmers on organic farming. With the 16-week program, she said that DA hopes to encourage the participants to plant vegetables in their own backyard. The Sangguniang Bayan (SB) of Los Baos indefinitely suspends three municipal ordinances related to the town-wide curfew and selling of alcoholic beverages effective on January 14. The new resolution is supposed to cover when the suspension of the three municipal ordinances can be lifted. The municipal ordinances (MO) on anti-loitering or vagrancy (MO 2012-1120), regulation on dispensing of alcoholic beverages and closure of restobars, videoke bars, and similar establishments (MO 2012-1150), and the municipal wide curfew hours (MO 2010-936) were officially suspended in the first resolution during the 43rd regular SB session on December 2012. by Mary Joie Cruz Almost a month after PNoy signed the Reproductive Health Bill into law, the Los Baos Municipal Health Office (MHO) hopes that the residents of the town would give the new law a chance. According to Cristeta De Villa, Public Health Midwife of Los Baos, while the health sector is celebrating, many residents are still hesitant about its possible effects. The one-stop shop opened by the Los Baos municipality at the New Municipal Hall last January 7 is extended until January 31 to accommodate more registrants.
Organized by the Department of Labor and Employment (DOLE) in partnership with the local government of Los Baos, the one stop shop cuts down the usual four-day processing time of business permits into one day to provide faster and more convenient business permit and license processing.

Kin of Flat Rocks case victims unconvinced of no foul play PNP report

Two months after the bodies of two junior students of the University of the Philippines Los Baos (UPLB) were found at Flat Rocks in Mt. Makiling. While the PNP investigators declared that there was no foul play involved in the death of Mark Lorenzo Enzo Valdez and Kevin Lagadon, the Lagadons believe otherwise.
Roy Lagadon, father of Kevin, told LB Times through a phone interview, that he went to UPLB on December 21 to appeal for the reopening of the case. He expressed his discontentment on the results of the reinvestigation. The case will be handed over the investigation to the National Bureau of Investigation (NBI) Enzos family also has the same sentiments over the case. When LB Times interviewed Mr. Vergilio Sagum, Mark Lorenzs uncle and a retired Muntinlupa police, he said that the UPLB police should have conducted a mandatory search when they realized that two people were not able to log out from the Makiling Trail log book. Mr. Sagum added, kahit pa weekend yan e, basta nasa loob ka ng campus dapat responsable ang pulis sa yo. The bodies of Enzo and Kevin were found on Dec.6, four days after they logged in at the monitoring station. Autopsy result show that the cause of their death to be asphyxiation or lack of air caused by drowning. Los Baos Police Chief Inspector Conrado Masongsong ruled the case as closed with no foul play involved. Ten days after the bodies were found, Mr. Lagadon posted pictures and videos in his Facebook account showing the bodies of the victims before they were retrieved. Along with the album, Mr. Lagadon stated that their family will fight for justice on the case. While the autopsy reports yielded no possible foul play, speculations remain as to why a trip to Flat Rocks ended in two deaths. Now that the UPLB administration ordered the case to reopen, more questions surfaced earning no answers. Robbery. Mr. Lagadon mentioned that his wife sent Kevin a weeks allowance amounting to P2,500 on Saturday. The money was not found in any of Kevins belongings. They were also looking for Kevins small backpack, which he could have carried during the hike. None of these things have been turned over to their family. On the other hand, Enzos father, Marlon
Valdez said that they also werent able to recover Enzos belongings. The things that the police turned over were Enzos two towels, which were found near their bodies. Wala na kaming nakuhang bag, at cellphone ni Enzo, he added. Mr. Valdez also said that his sons phone was still ringing on Monday morning, a day after the trek. Conflict. Mr. Lagadon mentioned that he personally visited the site when he went to UPLB. He was wondering how his son could have drowned when the water is too shallow that anyone drowning could easily survive. Isa pa, marunong siyang [Kevin] lumangoy, he added. Kevins body was also found lying faced up while Enzos body was facing the water. Mr. Lagadon suspects that Kevin might either be dead before he was thrown in the water or he was submerged to death. On Saturday night before the trek, Enzo also posted Facebook statuses suggesting a conflict with another person. His family and friends are clueless towards whom his last statuses were referring to. Kevins only conflict issue was a Facebook message to her sister more than a year ago. Kevin mentioned about not wanting to go out of the dorm because a fraternity was trying to recruit him and he did not want to join them. Enzos uncle, Mr. Sagum also suspects another angle in the case. He was wondering where the official logbook of the entrypoint was. May nagsasabi na may pitong tao daw na naglog-in pagkatapos nila Enzo. The log book remains in the custody of the Los Baos police. Actions. Mr. Lagadon said that he still has not received any update from UPLB regarding the reopening of the case. He said that he is yet to talk with the Valdez family so that they could work together in seeking justice for the death of their sons. Many residents believe that the safety of the people must come first. With the suspension of the municipal ordinances, business establishments like restobars, videoke bars, and the like can now operate beyond one oclock in the morning. However, the suspension of the municipal ordinances does not mean that minors can stay out late. According to Councilor Alborida, the curfew for minors still remains at 10 in the evening. Provisions of the resolution will be provided in a later date. Batong Malake, ay isa sa mga tindero na nagpataw ng pinakamababang tubo sa mga sigarilyo. Nagtataka siya sa mabilis na pagtataas ng presyo ng maraming tindahan sa Los Baos. Siya ay umuorder ng sigarilyo diretso mula sa mga ahente ng kompanya ng sigarilyo at kung minsan namay sa palengke kapag siyay nauubusan. Aniya, ika-7 ng Enero nang magtaas ng presyo ang ahente ng Fortune, samantalang ilang araw pa lamang bago nito ay mataas na ang presyo ng Fortune sa palengke at ilang mga sari-sari store. Reaksyon ng mga naninigarilyo Sa Los Baos, ilan sa mga residente ay nagbawas na ng bilang ng kinukunsumong sigarilyo sa isang araw. Isa sa mga ito ay si Allan delos Reyes, tricycle driver sa Brgy. MHO invites interested women to come to the Municipal Health Center for free ligation activity on February 8. According to Dr. Alvin Isidoro, the Los Baos Municipal Health Officer, participants should be in good health condition and must not be pregnant. Medical experts from non-government organizations will conduct the ligation operations. Ligation is the tying or cutting of fallopian tubes to prevent women from pregnancy. The free ligation activity is part of the RH Law program of MHO. For the Heart Month and the Oral Health Month activities, which will happen on February 12 or 13, MHO will focus on providing health services to municipal office employees. A 14-year old resident of Batong Malake who is pregnant for five months now said she is against RH Bill. She believes that the use of artificial family planning methods like contraceptives can cause diseases related to the reproductive organs. Abby de Una, seven months pregant, said the legalization of the use of contraceptives may only encourage teeanagers to engage in risky sexual behavior. De Villa suggests that in order to prevent the occurrence of teenage pregnancies in the town, some of the provisions in the RH Bill should be given attention. She said there should be proper sex education and seminars on responsible parenthood and family planning methods. In terms of maternal mortality rate, MHO said they are hoping to maintain their good rating after the implementation of the RH law. According to De Villa, Los Baos has zero incidence of maternal mortality for two years now. Tinuturing namin ang maternal death as a mortal sin dito sa center, said De Villa. LBs current maternal mortality rate can be considered as an improvement compared to the increasing trend of maternal death recorded from 2007 to 2009. Marilou Maligaya, a 34-year old mother, expressed her support over the law. Mas maganda ang may ganitong batas para maprotektahan ang mga nanay at hindi na umabot sa maternal death, she said. Matilde Erasga, head of the Los Baos Gender and Development Office (GAD), also believes that the RH Bill is a pro-women law. The law may be applicable in preventing maternal deaths and complications which are common among teenage pregnancy cases and mothers who have many children. Mas maayos sana ang takbo ng trapiko sa tulong ng traffic lights. Isa pang dahilan ng trapiko ay ang pagdaan ng mga malalaking truck sa national highway ng Los Baos. Makitid ang kalsada at kapag dumadaan sila, halos nasasakop na nito ang dalawang lanes. Madalas raw gawing shortcut ng mga truck drivers ang Los Baos dahil sa truck ban na ipinapatupad sa mga kalapit na bayan. May kontribusyon rin sa hindi magandang daloy ng trapiko ang mga pasaway na pasahero. Kahit saan pumapara. Napipilitan tuloy ang mga driver na isakay sila para may maidagdag sa kita. Gayunpaman, hindi pa rin matatawaran ang mga mabubuting driver ng mga pampublikong sasakyan. Sila yoong mga walang pakialam kung mapagalitan ng pasahero bastat sa tamang lugar lamang sila magsasakay at magbababa. Sa pagdami ng mga establisimyento sa Los Baos at bilang ng mga taong dumadayo, tila marami pa ang kailangang gawin para mapaganda ang daloy ng trapiko rito. Kailangan may maayos na pagpaplano at pagpapatupad ng mga sistemang pantrapiko. Kailangan rin ng disiplina sa pagsunod at taos pusong pagtutulungan ng bawat isa para maiwasan ang teribleng trapiko. Kapag nangyari iyon, mawawala na ang mahabang prusisyon at mga usad-pagong sa kalsada ng Los Baos

Ayon sa mga taga Los Baos Traffic Management Office o LBTMO, tuwing rush hour o tuwing pasukan at uwian lang naman ng mga mag-aaral at mga empleyado mula sa paaralan at trabaho nagiging mabigat ang trapiko. Napapalibutan kasi nang mga eskwelahan at maraming commercial establishments ang lugar. Nahihirapang maglabas-masok ang mga sasakyan dahil na rin sa kakitiran ng national highway rito. Tila two lanes lamang ang dapat ay four lanes na highway dahil sa dikit-dikit na mga establisyimento, at pagtigil-tigil ng mga jeep para magsakay at magbaba. Parang terminal tuloy ang kahabaan ng Junction. Tila kahit saan pwede kang sumakay at bumaba hanggang sa magkabuhol-buhol na nga ang mga sasakyan. Madalas rin na hindi gumagana ang traffic light sa Junction. Ayon sa isang traffic enforcer na nakausap ng LB Times, lampas isang taon na raw na sira ang nasabing ilaw kaya minamanu-mano nila ang pagkontrol sa trapiko. Mas lalo tuloy bumabagal ang takbo ng mga sasakyan. Maliban kasi sa hindi agad napapansin ng mga
iyon at hindi ko gagawin iyon hanggang sa ako ay magretire. Pwede naman akong humarap sa mga partido ng nagrereklamo. Kung may nagrereklamo, maguusap kami at tutulungan namin ang mga dapat tulungan. Mensahe para sa publiko Sa ngayon, ang masasabi ko lang maganda ang pamamalakad ng katahimikan at seguridad ng ating komunidad. Nakikita nilang nagtatrabaho ang mga police. Hindi nakatakas mula sa hagupit ng delubyo ang ilang lugar sa Los Baos, Laguna. Ilan sa mga lubhang naapektuhang rito ay ang mga barangay na karatig ng Laguna De Bay: Tadlac, Malinta, Bambang at Bayog. Bagamat wala nang baha at balik na sa normal ang buhay ng mga naninirahan sa Los Baos, hindi parin maipagkakaila ang bakas na iniwan ng nakaraang sakuna sa ilang residente ng lugar. Nakapanayam ng The Los Baos Times si Aling Nilda Garote mula sa Brgy. Tadlac. Tatlong dekada na siyang naninirahan sa Los Baos kasama ang kaniyang asawa at bunsong anak. Isa ang kanilang pamilya sa mga lubos na naapektuhan ng bagyo noong Hulyo ng taong 2012. Ilang metro lamang ang layo ng tahanan nila mula sa mismong Laguna de Bay. Kabilang sa mga naranasang nilang bagyo ay ang Milenyo at Ondoy. Wala namang magagawa riyan (sa bagyo) dahil kalikasan naman yan...parang nasanay narin kami, ani Aling Nilda. Nagtagal ng tatlong buwan sa evacuation site sina Aling Nilda kasama ang ilan pang mga residente ng Brgy. Tadlac, bago makabalik sa kanilang mga tirahan noong Disyembre. Nililibang na lamang raw nila ang kanilang mga sarili sa pamamagitan ng paglilinis ng mga water hyacinth o water lilies. Humahanap rin sila ng ibat ibang paraan upang makaraos habang apektado ng pinsalang dulot ng kalamidad. Minsan kapag may isda, edi magtitinda ako, saad ni Aling Nilda. Nang makabalik na sa kanilang mga tirahan, mag-uumpisa lamang muli ang panibagong yugto sa buhay nina Aling Nilda. Katulad ng dati, maglilinis kami ng mga gamit...iyong mga hindi na magagamit ay amin nang itatapon, ani Aling Nilda. Katulad rin ng nakaraan ay patuloy silang umaasa na mabibigyan ng mas matiwasay na buhay. Sa pagkakarpintero lamang ng kanyang asawa umaasa ang kanilang pamilya. Syempre, kung may magbibigay ng kahit kaunting puhunan, edi tatanggapin ko, kaniyang sinabi. Sa pagbangon rin itinuon ni Gng. Elizabeth Eleazar, Teacher-in-Charge ng Mababang Paaralan ng Tadlac, ang kaniyang mga saloobin tungkol sa baha. Labintatlong taon nang guro sa nasabing paaralan si Gng. Eleazar. Sanay na rin daw sa mga bagyo ang kanilang gusali, ngunit sa nakaraang limang taon ay naging mas malaki ang pinsala ng mga bagyo sa kanilang paaralan. Nagumpisang lumala ang hagupit ng mga kalamidad noong bagyong Milenyo at ang pinakahuli na nga ay ang Habagat. Ayon kay Gng. Eleazar, Apektado ang aming pagtuturo; basa lahat ng aming instructional materials pati mga furnitures...(three months kaming) nagklase sa tent at ang quality of education pag ganoon ay hindi mo ma-iimpart sa mga bata. Naging limitado rin ang oras ng pagtuturo nang mga panahong lubog sa baha ang kanilang paaralan. Ayon kay Gng. Eleazar, ang panukalang ibinigay ng DepEd sa ganitong mga sitwasyon ay ang Modified In-School, OffSchool Approach o MISOSA. Dito ay binibigyan ng modules ang mga magaaral upang makahabol sa kanilang mga asignatura. Ito rin ang inirekomenda UNESCO bilang alternatibo kapag hindi nakakapasok ang mga bata dahil sa mga hindi maiiwasang sitwasyon.

Nobyembre na nakabalik sa mismong paaralan ang mga estudyante. Paglalahad ni Gng. Eleazar, napakahirap raw mag-umpisa muli. Mula sa pagtatanim ng mga halaman hanggang sa pagpipintura ng mga silid-aralan ay naging mahirap para sa isang maliit na paaralan kagaya ng kanila. Nakipag-ugnayan na lamang ang paaralan sa mga non-government organizations at ilan pang mga pribadadong institusyon na ninais makapagbigay ng tulong. Nang hingan ng opinyon, nabanggit ni Gng. Eleazar na para sa pang-matagalang solusyon, kailangang magkaroon ng dredging project sa Laguna de Bay at magkaroon ng lugar kung saan pwedeng bumaba ang tubig at maiwasan ang pag-apaw nito. May nakapagsabi rin daw na dapat ilipat ang eskwelahan sa isang mas mataas na lugar ngunit iginiit ni Gng. Eleazar na hindi ito maganda dahil mawawalan rin ng estudyante ang paaralan kung ilalayo ito sa kanila. Sa ngayon ay nais na lamang ng butihing guro na magkaroon ng mga paunang lunas ang mga sitwasyong katulad nito. Isa sa mga paunang lunas na nabanggit niya ay ang pagpapagawa ng mga mas matataas na gusali sa mga paaralang tinatamaan ng baha para kahit may baha ay maaari pa ring magklase sa mataas na palapag. Sa kabila ng mga pagsubok na naranasan ng mga residente ng Brgy. Tadlac ay nananatili silang positibo at malakas ang loob sa pagharap sa mga ganoong hamon ng buhay. Kasabay ng kanilang patuloy na pagbangon mula sa mga sakuna ay ang panawagan upang masolusyonan ang mga palagi nilang suliranin tuwing may bagyo o unos. Pang malayong-tanaw na solusyon ang kailangan. Maraming sektor ang kabahagi nito, katulad ng mga siyentipiko at mga opisyal ng pamahalaan. Hindi matatawaran ang tapang na ipinapakita nina Aling Nilda at Gng. Eleazar. Sa kabila ng unos ay ipagpapatuloy lamang nila ang kanilang mga kaniya-kaniyang paglalakbay upang makahanap ng bagong simula. May magagawa ang tao upang maibsan ang mga problemang paulit-ulit lamang na bumabagabag sa kanila, ngunit para maisakatuparan ito, kailangan rin nilang bumangon at magsimula
Many Los Baos residents think that only two municipal halls existed in the towns history: the one near Laguna Lake and the one that was just built last year. They are wrong. Los Baos actually had three. The first one dates back to the late 1800s. LBs first governance Los Baos was a part of the town of Bay. It was called Mainit (hot) because of the thermal springs that also became its main attraction since the 1590s. Believed to have curative effects, the springs attracted the Spaniards, particularly the Franciscan friars.
More than two centuries after his appointment, a governors palace was put up in the town. It was located near the parish of Nuestra Seora de Immaculada Concepcion constructed in 1851 and was officially finished by the year 1892. At present, most of the palaces structure endured since the Spanish era. The same stones constructed in the 1800s are still at Brgy. Bambang. However, its governing duties came to an end in the early 1920s. Now, it serves as a residential house for the Lit family.
LB started during the term of the former Mayor Caesar Perez. In 2010, the municipality acted to reorganize tax collection in the town. A number of lapses particularly in the payment of taxes for commercial buildings was discovered and fixed. It was through this that the municipality gained funds and was granted a loan for the construction of a new municipal building. It was on November 27, 2012 when the three-storey building was blessed and inaugurated. According to Mayor Anthony Genuino, the new municipal hall is intended for better services to the people of Los Baos. The new municipal hall received a warm welcome from the residents. From stones to wood A new municipal building was built in the town when Faustino Pantua, a freemason, became the Father Pedro Bautista was the first to visit the hot mayor of Los Baos. Their stand is that though the new municipal hall is by far incomparable with the previous municipal buildings, the quality of services is still to be valued most. Through the past three centuries, Los Baos has developed from a small part of Bay to a now established municipality. Such events have come along with the development of the towns three municipal halls. Mallari, gusto niya rin naman na ang kanyang mga magaaral ay makasabay sa mga mag-aaral sa ibang bayan. Samantalang si Ginoong Kendrick Maristela naman ang nagtuturo sa mga estudyante ng Grade 5 at 6. Si Sir Ken ay tubong Maynila ngunit ngayon ay naninirahan na sa Brgy. Mayondon kasama ang kanyang maybahay na si Ginang Filipina Salazar at dalawang anak na babae. Bagaman siyay lumaki sa Kamaynilaan, mas pinili niya na naiisip na umalis dito napamahal na kasi sila sa akin. Ang pagtuturo naman ang isa sa mga paraan ni Maam Angelita upang makapag-silbi sa kanyang kinalakhang barangay. Pareho ang ninanais nina Maam Angelita at Maam Tre para sa kanilang mga mag-aaral. Gusto nilang magkaroon ng kumpletong teaching materials ang kanilang paaralan na magagamit nila para sa mas maayos na pagtuturo. Nais sana nilang magkaroon ng computer set para sa kanilang mga klase. Magandang adhikain rin ang nasabi ni Sir Ken patungkol sa eskwelahang kanya nang minahal. Nais kong makilala ang eskwelahan sa ibang
Mula sa bayan ng Los Baos, may dalawang oras na byahe ang itatagal patungong Barangay Bagong Silang. Dalawang sakay ng dyip patungong Bae at Bitin, at halos dalawang kilometro ang lalakarin upang makarating sa Paaralang Elementarya ng Bagong Silang. Araw-araw ay nilalakbay ng tatlong magigiting na guro ang mabato, maputik, at matarik na lugar upang makarating sa paaralan. Hindi nila alintana ang hirap at pagod lalo pat alam nilang maraming mag-aaral ang naghihintay sa kanilang pagdating.
Isa sa kanila ay si Gng. Ma. Angelita Maloles. Sa paaralan ring ito siya nagtapos. Siya ay nagtuturo sa mga mag-aaral ng Grade 1 at Grade 2. Walo at kalahating taon na siyang nagtuturo sa naturang paaralan. Nabanggit niya na malaki na ang ipinagbago ng paaralan kumpara noong siya ay nag-aaral pa rito. Mayroon nang mas maayos na imprastraktura ang paaralan, mga gamit sa pagtuturo, at mga sapat na probisyon para sa mga mag-aaral. Hindi madali ang sitwasyon ni Gng. Maloles lalo pat kasalukuyan siyang nagdadalang-tao sa pangalawa niyang anak. Ngunit dahil alam niya na nagangailangan ang paaralan ng guro, nagsasakripisyo siyang maglakad ng pagkalayo-layo upang makapasok at makapagturo sa mga bata. Kahit na pansin ang pagkakaiba ng ibang mga bata sa kanilang kakayahang matuto, matiyaga niyang tinututukan ang mga ito upang masiguro na natututo ang bawat isa. Napamahal na ako sa mga bata, mahirap din iwanan aniya. Si Gng. Ma. Treasure Mallari naman ang guro sa Grade 3 at 4. Halos walong taon na rin siyang guro

Ang paggising ng maaga at paglalakad ng malayo ay ilan lamang sa mga sakripisyo na ginagawa ng mga guro tulad nila upang patuloy na mapabuti ang edukasyon ng mga kabataan. Pagkatapos ng aming panayam, ay nagturong muli ang mga guro sa kani-kanilang klase hanggang alas tres ng hapon. Muli, silay maglalakad ng kalahating oras pababa at sasakay sa dyip sa loob ng isang oras. Sina Maam Angelita, Maam Tre, at Sir Ken ay ilan lamang sa mga natatanging mamamayan sa Los Baos na piniling manatili at tumulong sa komunidad na higit na nangangailangan. Sila ay mga mamamayan na hindi matutumbasan ang serbisyo at pagmamalasakit sa mga kabataan
