Where does the buck stop? Comes now Jessica Lucila Gigi Reyes, who blames Jose Antonio V. Evangelista, her former deputy in the office of then Senate President Juan Ponce Enrile, for the alleged P10billion pork barrel quagmire.

In her 83-page affidavit obtained by the OLW Sun, Reyes said Evangelista acknowledged this purported oversight after initially advising Enrile, who was being asked by the Commission on Audit (COA) to verify the authenticity of these documents, that her signatures were genuine. Reyes, who resigned as Enriles chief of staff (COS) in January 2013 following a Christmas bonus scandal, said Evangelistas duties were to evaluate and respond to funding requests from Enriles PDAF entitlements, and to oversee the proper filing and implementation of the senators pet projects meant to ease rural poverty. Estrada doubts: There is something fishy here

Senator Jose Jinggoy Estrada smelled something fishy with the Department of Justices (DOJ) alleged inconsistent statements on whether or not to get detained Janet Lim-Napoles as state witness on the pork barrel scam. Estrada noted the DOJs previous statement that Napoles was not eligible to become a state witness and the recent report that it is now considering to get her as state witness on the pork scam. There is something fishy, the senator told reporters in an interview on Tuesday. Estrada was nevertheless unfazed even if Napoles turns state witness so long as Justice Secretary Leila de Lima would not try to influence her just to pin him down and two of his colleagues, Senators Juan Ponce-Enrile and Ramon Bong Revilla Jr. The three senators are among those facing plunder and graft charges along with other personalities in connection with the pork scam. Estrada then disclosed an alleged desperate attempt to pin the three of them as the whipping boys. I am concerned kung talagang ipipilit ng DOJ o ng NBI na banggitin lang ang pangalan naming tatlo. A strong case for justice


Justice Secretary Leila de Lima on Tuesday said the government has now a strong case against Senators Juan Ponce Enrile, Jose Jinggoy Estrada and Ramon Bong Revilla regarding the P10-billion pork barrel scam. De Lima said that during her meeting with Napoles at the Ospital ng Makati, the businesswoman spilled the beans on the three senators.
Echoing her position in the case, even before the meeting with Napoles, De Lima said that they always had a strong case on the PDAF scam and against Enrile, Revilla and Estrada. We have always maintained that we have a strong case, de Lima said. The objective here is truth seeking. De Lima revealed this during a media briefing on Napoles statements in her affidavit. The DOJ chief said these would be evaluated and looked into if the businesswoman, who is the principal in the scam, could stand as witness. She desires to be a state witness and we would look into what could be done, de Lima said. She said that the DOJ, together with the National Bureau of Investigation, would investigate whether Napoles could become a state witness. We have not totally closed our doors on the possibility, said de Lima who stressed that, as of the moment, there was no commitment to make Napoles a state witness during their meeting at the Ospital ng Makati. If the findings of the DOJ and the NBI proved plausible, then we will hand it over to the Office of the Ombudsman. De Lima added that even if they got Napoles statements, they would still counter-check it with other statements from the witnesses such as Benhur Luy. We cannot take her word hook, line, and sinker. De Lima said that before meeting

with Napoles at the Ospital ng Makati, she set three conditions. I told her, one she should tell all, tell everything, second, its only me whom she should talk to, I dont have a commitment that I would make her a state witness on the time of our meeting, de Lima said. In her accounts, De Lima said that a tearful Napoles clutched a rosary and told her that there were already threats to her and her family. She realized that the longer that she remains silent, the more her life remains at risk, De Lima said. She said that there are threats through texts, through phone calls and sometimes her family is the target. Shes an open target.

The Duke and Duchess of Cambridge today visited Ayers Rock, one of the most stunning sites in the natural world. As the sun sank low in a perfect blue sky, the couple walked a short distance at the base of the sandstone monolith. They then posed for photographs, retracing the steps of Williams parents Prince Charles and Diana Princess of Wales, who visited the rock in 1985. As the blazing sun began to dip behind the monolith, the Duke and Duchess of Cambridge trekked along a red-dirt path towards Ulurus pock-holed base. For a handful of minutes, theirs was the desert kingdom; alone to breathe in one of the deeply spiritual environs for the local Indigenous tribes - the waterhole along the Kuniya walk. Philippines internet speed as slow as South American countries

According to the Net Index (www.netindex.com) rankings by internet broadband testing company Ookla, Philippines has an average speed of 3.54 Megabits per second (Mbps). In comparison, Hong Kong has 77 Mbps putting it first in the world, while the Philippines Southeast Asian neighbor Singapore is second with 65 Mbps as of the April 2014 rankings. Thailand has an average speed of 17.92 Mbps (48th worldwide), Vietnam has 13 Mbps (61st), Cambodia has 5.74 Mbps (116th), Malaysia has 5.4 Mbps (122nd), Brunei has 5.3 Mbps (125th), Myanmar has 5.22 Mbps (127th), Laos has style, Ookla said. The Department of Foreign Affairs (DFA) advised Filipinos in the Middle East to remain calm and not panic amid the spread of the Middle East Respiratory Syndrome Coronavirus (MERSCoV) as well as false rumors regarding it. The DFA and Department of Health (DOH) issued Monday eight reminders for Filipinos on how they can help stop the spread of the virus and urged them to not believe in rumors. One rumor alleges that UAE health authorities have warned people to stay away for 72 hours from places such as malls, beaches hospitals, parks, and other locations that are believed to be hotspots for the new killing virus, DFA said. The Health Authority of Abu Dhabi (HAAD) subsequently denied issuing this statement, it said. The World Health Organization (WHO) has not declared any outbreak or epidemic of MERS-CoV in the Middle East. There are also no travel restrictions to and from the Middle East. Recently, one Filipino health worker has died in Saudi Arabia, another who returned to the Philippines from the United Arab Emirates (UAE) had tested positive for the virus abroad before he tested negative here. The Philippine economy has been growing robustly in recent years mainly as a result of President Aquinos transparency policies and the flood of cheap funds made available globally by the United States to revive its own economy. For the Philippines to sustain this upward momentum, however, it has to have a stable supply of electricity, which is critical in attracting fresh local and foreign investment. To this end, three companiesall leaders in their fields of expertisehave come together to develop a clean energy project that will help ease the countrys tight electricity supply. First Natgas Power Corp., a subsidiary of the Lopez-owned First Gen Corp., and Siemens broke ground earlier this year for a natural gas-fired, 414-megawatt (MW) power plant beside the Sta. Rita-San Lorenzo natural gas plants in Batangas City. The P28-billion projectto be built by Sta. Elena Construction and Development Corp.will be finished in 2016, and will use natural gas from the Malampaya platform and eventually imported liquified natural gas. The Filipino-German partnership calls for the construction of two more gas-fired plants starting 2017 to bring the total new power output to more than 1,300 MW. President Aquino than-ked the consortium during the groundbreaking ceremonies for their faith in our country and in our economy, which they have expressed not merely in words, but in [actual] investments. Mr. Aquino said it was expected that the Luzon grids energy demand would rise to about 11,000 MW by 2016 from the present demand of 10,294 MW. Mr. Aquino emphasized that demand for natural gas is growing, with its share in the countrys total primary energy supply expected to grow from 8 percent to 14 percent between now and 2030. Natural gas-powered generators emit only half as much carbon compared to coal-powered plants, resulting in cleaner energy that fulfills the countrys commitment to mitigate the effects of climate change. Named San Gabriel, the new power plant will also use Siemens state-of-the-art sea water cooling structures, designed to provide safe, highly reliable, efficient and low-cost electricity. He'll be nine months old tomorrow and Prince George is already getting his teeth all three of them into his royal duties. The infant was keen to nibble anything he could get his little hands on during a visit to Taronga Zoo in Sydney yesterday with his parents. His parents took it in turns to hold him in their arms and to support him standing up, restraining him as he tried to climb into the enclosure. George wore a striped jersey polo and matching 55 pocket shorts, both by designer Rachel Riley. And Georges good looks have even been rated by a facial beauty analyst test. The debt relief
Debt condonation is something a government avoids because of its effects on a countrys financial and economic wellbeing. A country that expresses a request for debt condonation worries the international lending community. Cephas Lumina, an UN independent expert, had voiced concern that the Philippines post-typhoon reconstruction efforts could be destroyed by its heavy debt load. Independent experts are not UN staff and are appointed by the UN Human Rights Council with an honorary title to examine and report back on a countrys situation. While noting the international support given the Philippines in the aftermath of Supertyphoon Yolanda, Lumina pointed out that the country needed about $22 million a day to pay its foreign debts. To date, the World Bank has provided a $500-million support loan and a $480-million loan for rebuilding infrastructure and social services, and the Asian Development Bank has made available nearly $900 million in assistance. But these were mostly in the form of new loans, with only $23 million given in the form of grants. Loans for reconstruction cannot generate returns to allow the debt to be paid as these are spent only to rebuild damaged infrastructure. This led to Luminas appeal to international creditors to cancel part of the Philippines debt and provide aid instead of new loans. Believed to be the most powerful storm ever to hit land, it displaced more than four million people, destroyed half a million houses, and had an impact on the regions infrastructure, hospitals, schools and public services. The cost of damage was estimated at $12 billion. While the Philippines is classified as a lower-middle-income country and is disqualified from international debt relief programs, there should be exemptions such as when extreme disasters wreak havoc. The fact that a fourth of the Philippine population lives in poverty is also worth considering. For 2014 alone, the Philippines has to pay $8.8 billion in debt, money that could otherwise be spent on more jobs to engage people to work for themselves.

The defining act of the crimes they are charged with is the act of a traitor; that is, someone who betrayed the peoples expectations, the publics trust. But it is also possible to argue that the senators and congressmen and their staff who allegedly looted pork barrel funds are, in fact, Pontius Pilate. Allow me to make that argument, but first I must prove another point: Pilates liability in the judicial murder of Jesus Christ is not the learned helplessness of a pragmatic bureaucrat (What is truth?), but rather the sophisticated use of the political power of a ruling elite (What I have written, I have written.) Perhaps the most familiar image of Pilate remains that of a colonial administrator washing his hands of an impending local crisis. But we come across this image only in Matthew; in John, where we find the longest and most detailed account of Jesus final days, Pilate pronounces the mans innocence several times, and yet (as in all the other Gospels) condemns him to death anyway. But as the bestselling Jesuit author James Martin reminded his 40,000 Twitter followers yesterday, it was in fact the Roman Empire that killed Jesus. That is surely right: The political machinery that led to the crucifixion of Jesus Christ was set in motion, however reluctantly, by the Roman governor of the time. One of the principal legal strategies of Estrada and Revilla, and to a lesser extent of Enrile too, has been to deny any responsibility for the actual use of the pork barrel funds released in their name or through their intervention. So all the arts of rhetoric except, alas, for the very first one: Dont overstay your welcome. Pope Francis devoted several pages to the ministry of the homily in his apostolic exhortation Evangelii Gaudium, precisely because the homily remains a vital part of the entire evangelization enterprise. At one point, he wrote: A preacher may be able to hold the attention of his listeners for a whole hour, but in this case his words become more important than the celebration of faith. If the homily goes on too long, it will affect two characteristic elements of the liturgical celebration: its balance and its rhythm . This means that the words of the preacher must be measured, so that the Lord, more than his minister, will be the centre of attention. Amen to that. After Lolong, its Malang!


Its only a third of the late Lolongs size, but the catch has nevertheless caused excitement in the Liguasan Marsh. Fishermen from Barangay Dungguan claimed that the freshwater crocodile they caught on April 12 could be the largest so far captured. The reptile has been named Malang. Ali Hadji Nasser, chief of the Protected Areas and Wildlife Division (PAWD) of the Department of Environment and Natural Resources in Central Mindanao, said that prior to this, the largest in captivity among Crocodylus mindorensis (Philippine freshwater crocodile) was just 1.65 meters. It was caught in the Agusan Marsh a few years back. Nasser said the one captured by the Mlang fishermen officially measured 2.18 meters. Our main office in Manila confirmed that it was the largest so far, he said. Philippine crocodiles grow to a maximum of 3.05 m, according to wildlife journals. Another environment official said that while the Mlang catch was the largest so far, it was possible that larger ones lurk in the Liguasan Marsh. Mamutur Cariga of the Kidapawan City Environment and Natural Resources Office pointed out that the 220,000-hectare marshland, which straddles the provinces of Maguindanao, North Cotabato and Sultan Kudarat, is conducive to wildlife. It is not remote that the marsh, due to its vastness and absence of active human inhabitants, hosts huge crocodiles, he said. Cariga said there was also a possibility that saltwater crocodiles even bigger than Lolong thrive in the marshland, which draws water from the Pulangi, Maganoy, Buluan and Allah rivers. Lolong was a 6.09-m saltwater crocodile (Crocodylus porosus) caught in Agusan del Sur province in 2011. Lolong died last year. Nasser said the PAWD had allowed the local government of Mlang to take custody of the freshwater crocodile caught last week until its release back to the wild. As we have seen, the LGU (local goverment unit) is doing everything to protect it and is also financially capable to spend for its food, he said. Crocodiles normally eat birds and small animals. Nasser also warned residents against hunting crocodiles, which are considered endangered. Under Republic Act 9147, or the Wildlife Resources Conservation and Protection Act, anyone found to be in custody of crocodiles will be imprisoned for up to 12 years and pay a fine of P1 million.

Teen died after wearing headphones in railway


A teenager was hit by a train and killed on Easter Sunday as he walked across railway tracks in southern Arkansas. Police suspect 17-year-old Sean Studler was wearing headphones at the time of the incident in Conway, just west of the Salem overpass. It is he believed his body was dragged for almost a mile before the Union Pacific train was able to come to a complete stop, according to Arkansas Matters. According to detectives, the conductor blew the whistle and tried to brake as soon as he saw the teen, but couldnt manage to come to a complete stop. New expressway speeds up travel but a gridlock meets Baguio travelers


Travel time from Balintawak in Quezon City to Rosales town in Pangasinan province will now take only a little over two hours with the opening of a section of the Tarlac-Pangasinan-La Union Expressway (TPLEx). This is a very big thing [for travelers heading north], said Mark Dumol, president of Private Infrastructure Development Corp., operator of the expressway and a subsidiary of San Miguel Corp. The TPLEx, which when completed will stretch to Rosario town in La Union province, initially opened a section to Gerona town and later to Paniqui town in Tarlac province last year. Labour Day hike for 13?!


The Department of Labor and Employment (DOLE) has approved a P13 daily wage increase in the form of an allowance in Calabarzon (Cavite, Laguna, Batangas, Rizal and Quezon provinces) to take effect as the nation observes the International Labor Day on May 1. With the new adjustment, the highest minimum wage is P362.50 a day, according to Rovelinda de la Rosa, secretary of the Regional Tripartite Wages and Productivity Board (RTWPB). The present minimum wage in Calabarzon ranges from P267 to P349.50, depending on the industry and the area where the company is situated. The latest increase, however, will not be integrated into the basic pay and will form what is called the workers socioeconomic allowance (SEA). Since it is considered an allowance, no work, no SEA, De la Rosa explained on Saturday. Among those who will receive the highest rate are in the nonagriculture sector, particularly in Bacoor and Imus cities in Cavite; in Cainta and Taytay towns in Rizal; and the Laguna Techno Park in Bian City and in San Pedro City in Laguna.

A lawmaker wants to investigate the supposed mismanagement at the Ninoy Aquino International Airport (NAIA), the countrys main gateway that has been tagged again as the worst airport in the world. Valenzuela City First District Rep. Sherwin Gatchalian has filed House Resolution 909, which seeks a congressional inquiry into the mismanagement in the administration and operations of NAIA. He also wants concerned government agencies to institute measures to erase the airports disturbing label. In his resolution, Gatchalian cited the 2013 online survey of travel website A Guide to Sleeping in Airports, which again ranked NAIA as the worlds worst airport. The online poll found that the NAIA Terminal 1 lacked in comfort, convenience, cleanliness and customer service. Gatchalian also lamented that the 30-year-old airport also earned the same distinction in 2010 and landed in the worst category in 2011 and 2012. He said while the airports problems are already being addressed, problems of an old and congested terminal, the same complaints of bribery, lack of comfortable seats, rude staff and poor facilities hound us and continue to be a challenge for the government. Negative assessments that tend to overshadow the beauty and world class tourist destinations in the country should be carefully reviewed and addressed to provide solutions, Gatchalian said. He became famous (or infamous) for one phrase: He called Filipinos Americas little brown brothers. It was an odd statement especially since he said it around the time the U.S. was waging a brutal war of occupation that eventually killed at least 200,000 of these brown brothers. (Some historians say the total death toll reached a million). Taft is also remembered for a photo showing him riding a carabao, a fittting image for what turned out to be the beginning of, for Filipinos, a long, often burdensome relationship with the U.S.

The Philippines ranked first in a global survey on the image of the United States worldwide, beating even the US itself when it comes to a favorable view on the American people.
According to the 2013 Global Attitudes Project of Pew Research Center in Washington DC, Philippines got an 85 percent score, the highest, when people were asked Do you have a favorable or unfavorable view of the US? Following Philippines are Israel and Ghana both with 83 percent, and the US with 81 percent. Among the highest who had an unfavorable view are Jordan with 85 percent, Egypt with 81 percent, the Palestinian territory with 79

percent, and Pakistan with 72 percent. Only 13 percent of Filipinos said they had an unfavorable view of the US. The Global Attitudes Project conducts public opinion surveys around the world on a broad array of subjects ranging from peoples assessments of their own lives to their views about the current state of the world and important issues of the day, Pew Research said in its website. The 2013 Survey was conducted in 39 countries and interviewed 37,653 respondents. When asked Do you have a favorable or unfavorable view of the American people? 85 percent of Filipinos said they have a favorable view, higher than the US, which had a score of 84 percent.

Ghana, with 84 percent, is tied with the US while South Korea had 80 percent. Those who had an unfavorable view of Americans were from the Palestinian territory (69 percent), Turkey (68 percent), Jordan and Egypt (both 65 percent). The BTC, chaired by Moro Islamic Liberation Front (MILF) chief negotiator Muhaquer Iqbal, is composed of seven representatives each from the MILF and the government. The commission had submitted to Malacaang some of the printed important portions of the Bangsamoro Basic Law (BBL) last April 14. The final draft was signed by BTC

members after a four-hour plenary at their office in Cotabato, which was witnessed by local leaders and journalists. Two commissioners from the government side, Johaira Wahab and Fatmawati Salapuddin, were absent at the signing ceremonies. Former Middlesex and Kent wicketkeeper Farbrace has stepped down after it emerged the England Cricket Board was locked in compensation talks with Sri Lanka. The 46-year-olds appointment with England should now be ratified shortly by the ECB. Sri Lanka Crickets statement read: The national coach Paul Farbrace tendered his resignation and has indicated to SLC of his unavailability to continue with SLC with immediate effect in order to take up an appointment with the ECB. Farbrace only joined Sri Lanka three months ago, with his contract set to run until the end of the 2015 World Cup. The former Kent coach helped Sri Lanka to a run of just one defeat in 18 matches, but the countrys top stars have been embroiled in contract disputes with the board. Sri Lanka saw off India to claim the Twenty20 world title earlier this month, and that will remain Farbraces legacy. England cricket bosses have spent the last week haggling with Sri Lanka over the terms of Farbraces release, and now the two boards have come to an

most of his career, but his impact on the league was unquestioned. Every coach in this league has taken some of his concepts, Chicago Bulls coach Tom Thibodeau said. You can see every team has part of his corner series as part of their offense. Adelman won at least 50 games in a season 11 times in his career, helped turnaround the Portland Trail Blazers in the late 1980s and then built a power in Sacramento 10 years later. AT Beverleys recuperative powers continue to surprise even his teammates. After the feisty point guard re-injured his right knee in a collision with Portlands LaMarcus Aldridge with 1:04 left in overtime, most of the Rockets feared the worst. But after an examination by team physician Dr. Walter Lowe Monday morning, Beverley has been cleared to play in Game 2 on Wednesday night against the Trail Blazers. I knew how I felt when I woke up this morning that I was OK, Beverley said after going through practice with the team. Hearing him agree with me was a blessing. I felt a real stiff little pain as far as the knee area where I hurt before. But Im fortunate. I dont know. I heal fast, I guess. I woke up at home, tried to put some weight on it. Squat, it felt good. One leg jump, it felt good. Did this all at home. I just have an ability to heal. Beverley had torn the meniscus in his right knee on March 27 and missed eight games.

BASKETBALL: Mike Woodson led the Knicks . . . and then led it to a fall . . . and so he was sacked yesterday
ike Woodson had the Knicks on top of their division and in the second round of the playoffs, destinations that had become unreachable and practically unimaginable in New York. Phil Jackson fired Woodson and the entire coaching staff on Monday, making his first big move since becoming team president in March and saying in a statement that the time has come for change throughout the franchise. The dismissal comes shortly after the Knicks completed a 37-45 season that began with their belief they were a serious contender. Instead, they started poorly, making Woodsons job security practically a seasonlong distraction. A late surge wasnt good enough for a postseason spot or another year for Woodson. It was a stunningly swift fall for Woodson, whose .580 winning percentage with the Knicks ranks behind only Pat Riley and Jeff Van Gundy, and who finished third in the NBAs Coach of the Year voting after going 54-28 last season. He and the staff were informed of the decision Monday morning by Jackson, the man the Knicks originally wanted to replace Woodson as coach but preferred to run the teams front office. Jackson has won an NBArecord 11 championships as a coach. He has repeatedly said hes not interested in returning to the bench, so he will have to hire someone before he turns his attention to the roster. The team said the coaching search begins immediately. Jackson said he has a tremendous amount of respect for Woodson and his staff, which included longtime Knicks assistant Herb Williams. Jackson called this an extremely difficult season and said blame should not be put on one individual. But the time has come for change throughout the franchise as we start the journey to assess and build this team for next season and beyond, he added. TNT analyst Steve Kerr, who played for Jackson with the Bulls but has never been a coach, has repeatedly been mentioned as a top candidate. Kerr said Monday during his SiriusXM NBA Radio show that he and Jackson have remained close and that he expected to speak with him at some point about the job. Its going to be very interesting and obviously my name is being thrown around. I do anticipate at least being part of the conversation and well see where it all goes, Kerr said. Woodson, a former Knicks first-round draft pick, was hired as an assistant coach before the 2011-12 season, then engineered an 18-6 finish after replacing Mike

DAntoni on an interim basis the following March to capture a playoff spot. Given a multiyear deal two months later, Woodson then led the Knicks to their first Atlantic Division championship since 1994. New York then beat Boston in the playoffs, its first series victory since 2000, and general manager Steve Mills picked up next seasons option year on Woodsons contract before this season began. But the Knicks were saddled with some early injuries, including center Tyson Chandlers broken leg, and lacked the veteran leadership they enjoyed last season. Madison Square Garden chairman James Dolan was already considering replacing Woodson by December, when he met with Jackson at a holiday party and talked to him

about coaching the team. Carmelo Anthony praised his coach Thursday and even offered to back him publicly if necessary. But it was probably a clear sign Woodson wouldnt be back a few minutes later when Amare Stoudemire said the coach hadnt taken part in the exit meetings with players that Jackson and Mills held. Woodson previously coached six seasons with the Atlanta Hawks, leading them to the playoffs in his final three seasons. He has a career record of 315-365. Woodson went 109-79 with the Knicks, who hadnt even made the playoffs since 2004 before he led them there in 2012. But he lost one of his biggest supporters within the organization when general manager Glen Grunwald, Woodsons college teammate at Indiana, was surprisingly

Players and fans sometimes grumbled during the season about Woodsons strategies as the defense regressed and the offense was inconsistent beyond Anthony, who plans to become a free agent in July. Chandler said there probably was some disconnect and misunderstanding at times. Coach Woodson put together a game plan for us on the basketball court and there were times we didnt totally buy into it, Stoudemire said last week. Still, the Knicks nearly rallied to make the playoffs by winning 16 of their final 21 games. But Woodson, who said he and Jackson had only brief chats in Jacksons first month in charge, said before the season finale he knew the coach often takes the blame.

The 6-foot-10 Cebuano center normed 12.6 points, 10.7 rebounds (best among the locals), 1.3 assists, 0.6 steals, and 1.9 blocks to garner 31.71 average statistical points (SP). Not far behind is teammate Arwind Santos with his 31.67 SP . The Talk n Text duo of Ranidel de Ocampo and Jayson Castro finished third and fourth, with 30.2 SP and 30.1 SP , respectively. Fajardo is eyeing back-toback Best Player of the Conference awards after bagging the BPC in the Philippine Cup. Barangay Ginebra San Miguels Mark Caguioa was the last one to achieve that feat, being named as the BPC in the 2012 Commissioners
