Invitation: Indian Chess School, under the auspices of the All India Chess Federation, Maharashtra Chess Association & the Bombay Chess Association have the honor to invite all the FIDE Rated Chess Players (as per the published FIDE Rating List of May 2014 - excepting Rapid & Blitz Rating) to participate in the ICS International Open FIDE Rating Chess Tournament to be held at Thakur College of Science & Commerce (Seminar Hall), Thakur Village, Kandivali (East), Mumbai 400101 from 08th to 16th May, 2014 (both days inclusive). System of Play: The Championship shall be played under the FIDE Laws of Chess for a total of nine rounds. The time control for each game shall be 120 minutes for the first 40 moves, 60 minutes for the next 20 moves and then 15 minutes for the rest of the game plus and additional increment of 30 seconds per move starting from move one. A total of 39 prizes in Cash amounting to Rs. 3,00,000/- + 24 trophies for the special agecategory prizes shall be awarded as under. The Champion of the tournament shall also be awarded the B.M. Zaveri Memorial Trophy.

Age shall be reckoned as on 01 January 2014. 2. Trophies to 3-Best Players: Under-09, 11, 13 & 15 categories, separately for Boys & Girls. 3. These special prizes shall be awarded only within the age-groups. 4. For Example: a player under-9 shall not be eligible for U-11 prize and so on. 5. Prizes shall not be shared and a player would be eligible for one higher prize only. 6. Participation Certificate would be issued to all the players. 7. Prizes shall be forfeited if the recipient of the prize is not present in the PD function.

Entry Fees: Rs.3,000/- if registered on or before 04.05.2014 Rs.3,500/- (with Late Fee) for Registration before 06.05.2014 (No Spot Entries) The demand draft should be drawn in the name of Indian Chess School Private Limited and it should be forwarded with the prescribed entry form at the following address: Mr. Praful Zaveri, 605 Shanti Darshan Apartments, Near Shanti Ashram, Next to Tilak Complex, Off. Eksar Road, Borivali (West), Mumbai 400103. The organizers reserve the right to reject any entry without giving any reason thereof. Entry Submission for Mumbai/Navi Mumbai/Thane Players: Players from Mumbai/Navi Mumbai/Thane also have the option of submitting the entries at the following center: Indian Chess School: C/O. Don Bosco High School, Jairaj Nagar, Vazira Naka, Off. Link Road, Borivali (West), Mumbai 400103. (Tuesday to Saturday between 04.00 to 08.00 pm and on Sundays from 10 am to 12.30 pm) On-line Registration of Entries: Indian Chess School has introduced the on-line submission of entries! Participants can confirm their entries by logging on to the website: www.indianchessschool.com and fill in the on-line registration form. Entries by telephone or sms also would not be accepted. The on-line registration closes on 06 May, 2014 at 23.55 hours. The list of confirmed entries would be uploaded on the website at regular basis. Lodging: All the outstation players would be required to make their own arrangements on account of lodging. The list of hotels and guest house within the vicinity of the venue would be uploaded on the website. The organizers will assist in hotel reservations on request. No Provision of Chairs for Accompanying Persons: Please make a note that it is not possible to provide chairs for persons accompanying the participants. There is ample seating place in the stilt premises of the College. Article 6.6: Default Time: The rules of the competition specify that the zero tolerance rule will be followed (i.e.): Any player who arrives at the chessboard after the start of the session shall lose the game. Thus the default time is zero minutes.

Article 9.1: The Drawn Game The rules of a competition specify that players cannot draw the game by mutual agreement before 40 moves without the consent of the Arbiter. Tie Break: Direct Encounter, Buchholz, Median Buchholz 1 & 2, Buchholz Cut 1 & 2, Sonneborn-Berger shall be applied to resolve the tie. However, the prizes would not be shared. For unplayed games and byes, it has to be assumed that the player had played against a virtual opponent in that round as per the rules prescribed in FIDE Handbook C06 FIDE Tournament Rules F. Handling Unplayed Games for Calculation of Buchholz (Congress 2009). (http://www.fide.com/fide/handbook.html?id=20&view=category) Protests: Protests, if any against the decision of the Chief Arbiter, shall be made in writing with a protest fee of Rs.500/- within 30 minutes of the occurrence of the incident. The amount shall be refunded if the appeal is upheld. Appeals Committee: A seven member Committee of Appeals (inclusive of 2-reserves) shall be formed from amongst players/officials/coaches present on the Inaugural day. The decisions of the Appeals Committee would be final and binding on all the participants. Interpretation: For interpretation of the Rule(s) and for deciding any point not covered by the above rules of the tournament, the decision of the tournament committee shall be final and binding on all. The tournament committee has every right to make any addition or amendment to these rules, without notice. Such changes shall, however, be displayed in the tournament hall. AICF/MCA Registration of players for the year 2014-2015: All the participants must be registered with AICF for the year 2014-2015. Application forms are available in the website: www.aicf.in. Those who have paid the AICF Registration fee but are yet to receive the AICF Registration card should send a photo copy of the acknowledgment for having paid the fee to organizers of earlier tournaments or to their association. Those who have not registered with AICF for the year 2014-15 should send a amount of Rs.250/- towards AICF registration fee along with the duly filled and signed AICF players registration form plus one passport size photo. Players from Maharashtra are required to obtain MCA Registration for the year 2014-2015 by sending an amount of Rs.120/- towards MCA registration fee along with the duly filled and signed MCA players registration form plus one passport size photograph.

How to reach the Venue: The Thakur College of Commerce & Science is located near to the Western Express Highway (NH-8) in Thakur Village, one of the famous residential areas of Kandivali (East). It is easily accessible from the Airport (8 Kms). For those coming by train on the Western Railway, the nearest station is Borivali (2 Kms) and for Central Railway, Dadar Station (20 Kms). You can get taxis and autos from these places (Please make a note to pay by the actual meter reading). Weather Conditions in May, 2014: The weather in Mumbai is hot and humid throughout the year.
