Farmer Group in Asia Urges Governments to Stop GM Rice Commercialization

Apr 30, 2014

A Philippines-based farmer-scientist group, MASIPAG, along with its regional network, has called on governments to immediately halt all planned field testing and feed tests of the genetically modified (GM) rice Golden Rice. They say GMO rice will lead to a loss of genetic diversity, endanger farmers' rights, and cause detrimental environmental and health effects.Currently, GM rice is being field tested in the Philippines, Indonesia and Bangladesh, and the government of India has recently approved seed companies to carry out field trials of GM rice. While scientists and transgenic seed companies claim the GM rice Golden Rice, containing beta carotene, as a solution to combat Vitamin A deficiency, critics say there is no evidence that it will ensure safety to health and environment.Farmer groups in opposition to GM rice argue that the threats are unforeseen and unpredictable, and pose irreversible harm to agro ecosystems and human health, according to GRAIN, a small international non-profit for community-controlled and biodiversity-based food systems. A scientist from India noted that transgenes from the GM rice would cause genetic pollution of local rice varieties through cross pollination, with unknown ecological effects. The farmer groups claim that patents to GM rice are owned by private seed companies, which will eventually force farmers to pay for seed, instead of farmers being able to independently use rice seed harvested from a previously grown crop, which can reduce input costs.

Rice under the Radar China and Myanmar Play Cat and Mouse with Drugs Smuggled in Bags of Rice
Apr 30, 2014

Myanmar rice exporters are considering removing branding showing the national origin of their rice, as they say Chinese authorities often find smuggled drugs and other contraband hidden in rice imports from Myanmar and seize the rice. Myanmar exports rice legally but the Chinese seize them whenever they want to catch illegal things, a rice trader from Muse, Myanmar told local Myanmar media. If we export the bags of rice with the brand name, the Chinese know instantly that it is being exported from Myanmar. If we dont label them they dont know where they come from so the bags are not seized. We have warned each other not to export bags with brand name, he added.Local sources say the Myanmar Ministry of Commerce is discussing with its Chinese counterparts to allow rice exports from Myanmar without hassles from local authorities. China is an important export destination for Myanmar rice exports. The USDA estimates Myanmar's rice exports in MY 2013-14 to grow to around 1.3 million tons, up about 12% from the previous year's level of around 1.16 tons. The country's milled rice production is estimated at 11.96 million tons in MY2013-14 against a consumption of around 10.5 million tons. The government is also in the process of finalizing a comprehensive rice policy including trade restrictions, taxes, export allowances and insurance policies.

President of the Gambia Reaffirms Rice Self-Sufficiency Plan, Import Ban by 2016, Despite Criticisms

Daily Rice E-Newsletter by Rice Plus Magazine www.ricepluss.com News and R&D Section mujajhid.riceplus@gmail.com Cell # 92 321 369 2874

The President of The Gambia has reaffirmed his government's stance to make the country self-sufficient in rice by 2016, despite criticisms from various corners. He has initiated a 21-day tour under the banner "Vision 2016 Rice Self-Sufficiency" to visit promising sites for rice cultivation in all the regions of the country. The government of The Gambia is planning to ban rice imports by 2016.The visits are helping the government to arrange for the necessary infrastructure to increase rice production and become self-sufficient in rice by 2016, say local sources. The high-power delegation with the President have been promoting the need for increasing rice production in the country and at the same time reduce dependency on imports, according to local sources. The Agriculture Minister, who is also part of the Presidents delegation, said the Gambian government is spending around D800 million (around $20 million) annually to import rice and saidthis huge expenditure could be reduced by increasing local rice production, while diverting the same funds towards other developmental projects. The Minister also stated that the government is taking measures to address the issue of an invasion of quelea birds, which have been causing severe loses to rice farmers. Quelea birds are referred to as the most hated bird in Africa and the feathered locust as super colonies can grow to millions of birds, making them a severe and constant threat to crops like rice, wheat, sorghum, barley, and millet. A flock of 2 million birds, not uncommon, can eat 20 tons of grain in a single day!The Gambia would need to increase its rice production by fivefold or more to meet current consumption needs. Currently, Gambia produces about 30,000 tons of rice and imports about 125,000 tons yearly to meet the consumption needs of around 165,000 tons.Analysts say the President's plan is very highly ambitious as there has been a cumulative 79% decline in rice production in the past six years. Analysts note that the plan is not realistic because of its inappropriate policies and improper application, adding that banning imports in 2016 without sufficient production may lead to scarcity of rice as well as increase its prices locally, or increase rice smuggling as in the case of Nigeria.

Rice Farming in Portugal Has Long History

Apr 30, 2014

Portugal has the highest per capita consumption of rice in Europe: while the rest of the continent consumes about 4-5 kg (about 8.5-11 pounds) per year, Portuguese citizens consume about 16 kg (about 35 pounds) per year! According to the National Association of Rice Farmers (ANIA), in 2013 the country produced about 190,000 tons of paddy rice (about 130,000 tons milled equivalent), enough to cover only 60-70% of domestic consumption needs. Almost all of this about 100,000 tons is a typical Portuguese variety called Carolino. Carolino is a Japonica variety with small grains, making it cook in a quick 9-10 minutes. Some agencies are seeking its inclusion on the European register of protected designations of origin and protected geographical indications, like basmati rice and champagne.

Although Carolino is still the most popular variety in Portugal, domestic consumption of Indica varieties is growing as eating habits change.Rice growing in Portugal dates back to the Middle Ages: the Arabs brought it to the Iberian Peninsula at the time of its conquest in 711. It nearly disappeared when the country shifted back to Spanish dominion, but it survived. Rice was still being farmed in the area in the 14th century, but its consumption was mostly limited to wealthy social groups. Prior to the 20th century, most rice farming in Portugal was restricted to wetland areas, but after the establishment of a set of guidelines for land preparation and water management made farming easier in 1909, farming it became easier. Now, there are about 2,000 rice farmers in Portugal and in 2013 rice was planted on about 29,884 hectares. Today, Portugal represents about 6% of total European paddy output and has a volume of trade of about 60 million Euros (about $83 million). They still have to import about 110,000 tons of milled rice, and they also export about 20,000 tons.
