Brisbane Airport Utility Metering Policy

Issue 1 This paper sets the policy for the installation of metering
and monitoring devices for utility metering on Brisbane
Airport


Background 2 BAC has four software packages used for the monitoring,
analysis and billing of the utilities on the Airport

These are
RSEnergyMetrix for power analysing. This package
gives extensive detail including sag and surge data
and harmonic distortion. The sophistication of the
data gathered is dependent on the model of the
device installed
EDMI Ezyview for tenancy meter programming,
tariff and load analysis,
EDMI Multidrive AMR for the download of hour
data and integration with BACs Utility Charging
System. This software package is the sustainability
reporting software for the airport. and
Honeywell EBI (the airport wide SCADA package),
which provides for instantaneous alarming and
limited historical trending.

These servers are remote to the equipment and are
connected to BACs Ethernet network.

Brisbane Airport has an extensive Ethernet network which
enables connection to Ethernet TCP/IP devices from most
sites on the airport.

BAC also has an extensive PLC network on Ethernet.
These Allen-Bradley PLCs provide the gateway for
information from the field devices to the Honeywell EBI.

The field devices proposed in this paper will write
information to the PLCs and therefore some limited
information can be provided by the Honeywell EBI
package.


Intake Substation
Incoming Supply
feeders
3 All Intake Substations incoming feeders shall be fitted with
Allen Bradley M8 Power monitors, part #1404-M8-
AENT with a panel mount display module, powered
by a 24-48vDC power supply. The display module in
all cases will replace panel meters.
Meter CTs shall be a class 0.5 CT rated to suit the
maximum load current and the class of the meter.

Zone Substation
Feeders and HV
substation supply
feeders
4 Zone Substation Feeders and HV substation supply
feeders shall be fitted with
Allen Bradley M6 Powermonitors, part #1404-M6-
AENT with a panel mount display module, powered
by a 24-48vDC power supply. The display module
in all cases will replace panel meters.
Meter CTs shall be a class 0.2 CT rated to suit the
maximum load current and the class of the meter.

Pad Mount
Substations
5 Pad mount sub stations shall be installed with the EDMI
MK6 Electrical meter connected to the BAC Ethernet
network to allow connection to the Brisbane Airport
Corporations meter reading software (EDMI Multidrive
AMR) and the EDMI Ezyview software for programming
the EDMI tariff meters.

The meters shall be configured to TAR41 to collect the
KWh and KW data.

Electrical Data
Metering
6 Where the metering is used for the recording of sub
circuits in terminals for the investigation of energy
efficiency an Allen Bradley PowerMonitor 1000 can be
used and connected to the buildings SCADA system.

EDMI metering connected to the Multidrive AMR software
will be installed for other buildings.

Tenancy Metering 7 In general electrical metering is the responsibility of the
developer and shall as a minimum adhere to the
requirements set out in the Energex Metering Manual. The
type of meter required by BAC is specified below and the
programming of electrical meters will be provided by BAC.

Requirements for the metering panel is as follows

The metering panel shall be of sufficient size to
provide all relevant minimum clearances required to
meet relevant standards.
The metering panel shall be labelled as BAC
Metering.
If CT metering is used the CTs shall be sized to suit
maximum demand plus 25% and shall be installed
within the main switchboard.
Water, Recycled Water and Gas metering shall be
installed with the option of a pulsed output. This
shall be connected to the main electrical meter via a
control cable.
All electrical meters shall be connected via RS485
to the BAC network.

Where the meter is used for the on-selling of electricity
under the exemption given to BAC by the AER (Australian
Energy Regulator) the meters supplied will be an EDMI
MK7 (single phase) or MK10 (three phase) electrical
meter.


The meters will be connected to the BAC fibre network via
an RS485 to Ethernet converter to allow connection to the
Brisbane Airport Corporations meter reading software
(EDMI Multidrive AMR) and the EDMI Ezyview software for
programming EDMI tariff meters.

The connection devices from Ethernet to RS485 will be
Moxa Nport 5130

BAC Electrical Section will program the meter to the
preferred configuration for the most appropriate tariff (i.e.
TAR41, TAR43, TAR22 or TAR20)

If the tenancy has multiple transformers supplying the load
to one premise, the meters will be connected by a
Master/Slave configuration which will require EDMI Mk3
meters connected via fibre optic cable.

Additional Metering 9 EDMI meters are supplied with 3 voltage free contacts for
the metering of other pulse output meters such as water
meters, gas metering, recycled water meters and chilled
water meters.

The wiring between the additional metering shall be a CAT
5 unshielded cable coloured pink.

The colour coding of the cable is detailed in BAC drawing

If the building or tenancy has additional metering then the
pulsed output of these meters shall be connected to the
power meter.

Potable Water meters
o The water meters installed are to conform to
the BCC standard configuration and be able
to read both low and high water flow or be of
a type that records normal potable flow but
allow for large unmetered flows in the case
of fire fighting.
o Elster Detector Check Valves for Fire
Systems are the preferred type with the low
flow meter (Elster V100 Meter) installed with
a pulsed output (Elster V100 T1 Probe)
connected to the nearest electrical meter
Recycled water meters
o Water meters to have a pulsed output and
be designed to accurately measure the
expected flow.
o Elster V100 type meters with a pulse output
are the preferred.
Gas meters
o Gas consumption will be measured in m3
and a pulse output sent to the electrical
meter. The pulsed out put device must be
electrically isolated from the meter
o American Meter AL425/AC630 Gas Meter
with pulse output is preferred.
Chilled Water Meters
o The meters must be capable of measuring
the thermal energy exchanged in the heat
exchanger circuit
o Ultraheat/Sonoheat 2WR5 devices are or
similar are to be used.
o A pulse output sent to the electrical meter is
to be installed.
