Everyone is afraid of al Shabaab and thats why they are not bringing food. When
people try to bring food, al Shabaab will stop them and their vehicles are burnt and their
donkey-carts are burnt as well.

The immediate needs are so high like the shortage of food, vast shortage of food,
water supplies; its so serious from what we have heard from everybody. Number one
and number two, this whole question of finishing the business of liberating these areas
completely is so high that you have to prioritize things, so in terms of the peace building
that we normally do, it will may be third or fourth down the priority list of things to do.
So yes we are keeping our eyes and ears open on what opportunities especially for the
defected youth from al Shabaab. What we can do to dissuade them from ever joining
again, what we can do to reintegrate them back to society. That is the one thing I can
think of immediately.

STORY

The United Nations Assistant Secretary-General for Peacebuilding Support has
expressed concern over the negative impact al Shabaab continues to have on the
population in parts of the Bakool region.
Ms. Judy Cheng-Hopkins today visited Hudur, the capital of the Bakool region, which
though recovered from al Shabaab in March this year, continues to suffer humanitarian
challenges.

Residents of Hudur say the roads leading to the town have been cut off by al Shabaab,
blocking food supply routes. The extremists have also made it impossible for people
who had fled the town earlier to return to their homes.
Ms. Cheng-Hopkins who held meetings with the town Governor, District Commissioner,
youths and women empathized with the population and noted that their needs require
immediate attention.

The area leadership estimates that there are 14,000 people living in Hudur, while
thousands who had fled the town earlier are stranded in the outskirts. Water and food
prices have increased drastically as a result of limited supply. Residents say the people
attempting to bring food to the town are tortured and killed by al Shabaab.
Barey Omar, a trader in Hudur town says the suppliers have been threatened.
Everyone is afraid of al Shabaab and thats why they are not bringing food. When
people try to bring food, al Shabaab will stop them and their vehicles are burnt and their
donkey-carts are burnt as well, she says.

ASG Cheng-Hopkins also interacted with the residents of Hudur, visiting the towns
market and speaking to the people, to gain a deeper understanding of their challenges.
Hudur is located 116 km from Baidoa, South Central Somalia and was recovered by the
joint forces of SNA and AMISOM in March 2014. The town had been under al Shabaab
control for a year

The United Nations has emphasized the need to prioritize assisting the people living in
the newly recovered towns and ensuring that they have access to basic needs, better
livelihoods and improved governance. A total of 10 towns were recovered in operations
conducted early this year by SNA and AMISOM.
