SoCal Premier U23 League Rules
League Fees
$750 per team
$250 Bond (covers the referee fees, fines, etc.)
o If bond gets below $150 all games will be forfeited until replenished
Unused portion of $250 Bond is returned at the end of the season
If fees are not paid two weeks prior of your first game, you will forfeit your first game
Fields
All teams are required to have a home field
Respect each field; respect the neighbors, pick-up trash, NO foul language NO alcohol at
fields. (unless you have a license to sell alcohol through your concession stand at your
stadium)
Home Teams are responsible for their full field costs
o Should a team not have a home field they will pay for the field costs when they play
their Home games at their opponents field
o Receipts must be provided before reimbursement is made, and are not accepted after
September 1.
Home teams must submit receipts in order to be reimbursed for these extra home games
In the event a field is provided by the SoCal Premier (SCP), teams that elect to use this field
for their home games will be required to pay a pre-determined rental fee
o SCP will charge a fee per game of $150-$300 for any SCP provided field
Home and Visitors on one side of the field and spectators on the other side (or in the stands)
California U23 Championship Series
The top 2 or 3 teams will qualify for the California U23 Championship Series
o Played on August 2
nd
& 3
rd
in San Luis Obispo
o Against the NorCal Premier division winners
Roster
Each team must carry a minimum roster of 18 players
Each team may carry up to 30 players at any given time

Each team may only roster 18 for each game (changes to player selection is allowed at the
field prior to the start of the match)
Players on the sidelines must wear bibs/pennies while not in the game
Only three players over 23 may be on the field at any given time
o Age cutoff born on or after June 1, 1991 is considered Over-23
All players under the age of 18 must have a Youth Wavier
All Coaches must be cleared by Risk Management if Youth are on the team
Scheduling
The schedule posted on the League Website is final. The only exception would be an e-mail
or phone call from the League Scheduler
The new season schedule will be posted at least 1 weeks prior to the first game
It is each teams responsibility to review the schedule and confirm home field availability
Once the season starts, the league does not plan to change the schedule
If a game needs to be modified due to a field issue, you must contact League Scheduler in
advance.
o Changes must be made at least 1 week before the scheduled kickoff, otherwise you
may receive a forfeit. Also, the league may re-assign your game to an available field or
the other teams field at the same date/time if available.
SCP will not tolerate forfeits in the league. Teams will pay both referee fees (and field fee if
applicable)
o After two forfeits its possible to lose points (the Board will make that decision)

All required contact information must be completed two weeks prior of your first game, you will
forfeit your first game if not completed
Uniforms
Every player must be in matching uniforms shirts, shorts, socks
Jerseys must have number on back
o Referee will not allow player on field without appropriate uniform.
If uniform conflict, visiting team changes (home team is the one listed as home team on the
website, not necessarily the team playing on their home field)
o The visiting team should bring both home and away jerseys
Reserve Teams or Two Teams
In the event SCP has 2 or more divisions in the league there may be reserve teams or a club
can have two teams
o Open rosters are allowed. Players can play on either team. No player can play in more
than one game in a day.
o If teams are caught using illegal players or a player in 2 games the same day the team
will be fined and games will be forfeited
Line-Up Form
Game Day printed roster form only, no exceptions
o Current form are on the CalSouth website
Must be completed before checking in with the referees.
Each player must have valid Player Card and must sign the Line-Up form
Referees will be instructed to check valid ID (Drivers License, Passport or Birth Certificate) if
they suspect the Player Card does not match the player
o If suspected/questionable player cannot provide the proper ID, then they cannot play in
the game
Playing illegal players will not be tolerated (forfeit current game and 6 point deduction)
All players over 23 must be highlighted

Forfeit
If both teams have at least 7 players, the game must start at the posted Kickoff time
o The grace period is not for a team to have more than 7 players
If either team has less than 7 players at posted game time a 15 minute grace period will begin
If after 15 minutes a team still has less than 7 players a forfeit will be declared. Referees will
leave and game must be reported as a forfeit
If a teams Player ID cards are not at the field the referee may not check players in or start the
game. If cards have not arrive after the 15 minute grace period ends, game will be declared a
forfeit.
The Team bond of $250 will then be used to pay both the referees
Rain-outs
If the field is closed due to rain, home team calls & emails the visiting team and referee
scheduler
Complete the game report on the website noting that the field was closed due to rain and the
game was not played
o SCP will have the option to contact the field to verify that the field was unplayable
When in doubt tell your team to go to the field
Holidays
Games will be played on 4
th
and 5
th
of July
In the event both teams agree to play on a holiday the league will allow it.

45 minute halves
10 minute halftime break
Substitution Variations
7 substitutions are allowed in a game
No re-entry

Promotion/Relegation
Teams will play each team in their Division twice, home and away if the schedule permits it
One team will be promoted and one team will be relegated in each division for the following
season
o Promoted = the team with the highest points
o Relegated = the team with the lowest points
Game Scores
Both teams must complete the on-line score reporting form (link on the website) by 10:00pm
on Sunday night. Both teams must complete the score sheet.
o It is in your teams best interest to verify that the score is recorded correctly
Failure to report score - 1

Note on your report any misc. issues. i.e. if only 2 referees show up for a game, game was
stopped early, visiting team was late

Standings
3 points for WIN, 1 point for TIE.
No overtime. No Playoffs.
Team with most points at end of season is League Divisional Champion
o Tie-breakers if necessary

Referees
It is SCP intent to have National (Grade-4) referees be in the Center with National Candidates
(Grade-5) as ARs.
o Alternatives when needed
Center = National Candidates (Grade-5), State (Grade-6)
AR = State (Grade-6)

Fees
o $125 per team (3 man system)
$100 per team (2 man system)
$75 per team (1 referee)
o No club linesman
o Referees will be paid prior to the start of the game
Any issues with referees, document request to referees@coastsoccer.org
Referee Grading is part of Weekly Score Reporting
Serious Injuries Confirm the referee has documented any serious injuries in referee
report. This is necessary to process the insurance request
Suspensions
Red Card
o Player Card will be pulled only for Violent Conduct, referee abuse and fighting
o Players who receives a red card must leave the site immediately
Failure to do so will result in additional suspensions
Harassing referees will result in additional suspensions
o Teams will be assessed a $25 fine per Red Card
The fine will be invoiced to the team
If not paid within 7 days the funds will be taken from the bond
o Player is not eligible to play until the fine is paid and suspension are completed
o Players receiving more than 3 red cards in a season may be expelled from further play
in the league
o The referee will note the Red Card on the USSF Match Report & Game Day Roster
o The Board will determine the length of suspension
o Once the suspension is complete and the fine paid the Player Card (if pulled) will be
mailed to the team at the address listed on the team webpage
Any team/player is involved in a fight or Violent Conduct will be reviewed by the Board
o Teams/Players involved in fighting or Violent Conduct may be subject to immediate
expulsion from the league
Player Registration

Fees: $20 = player, $5 = any changes (transfer, drop, lost card), No team fee
Player Cards will be mailed to the address listed on team page on the website or Manager may
pick up cards from Registrar. All Player Cards must be laminated

Player Cards NO CARD NO PLAY (No exceptions)
If the referee observes any issues with the player not matching the photo or signature, the
referee will request to see valid ID (a Drivers License, Passport or Birth Certificate)
Loss of Player Card in the event a card is lost contact the registrar
(registrar@coastsoccer.org) immediately. There will be a $5 replacement fee
o If it is found out that a second card or the original card is being used improperly
punishment will be severe
