Ministry of Finance provides a !ine Ministry with a resource envelop " a single figure indicating the upper limit of ministry budget #for both non$development and development% for ne&t year. The envelop also contains single line budget limit for further two years. '. The !ine Ministry then decomposes the resource envelop into non$development and development and distributes them among different departments and agencies. (ach of the departments and agencies thus receive resource ceilings for non$ development and development budget which limits its budget estimate. ). * +epartment,*gency sends call circulars to its field offices for collected their non$development budget re-uests. .all circulars are also sent to pro/ects for their part of the estimation. 0. ++1s send their budget estimates to the respective departments,agencies. ++1 budget estimates contain supporting documents like detail pay statements along with economic code$wise e&penditure and budget estimate. 2. 3ro/ects send their budget estimates to the respective departments,agencies in relevant formats. The Ministry compiles the budget estimates received from departments and agencies6 discusses with them6 applies its discretion and then finalises it and sends to Ministry of Finance. 7. Ministry of Finance checks for consistencies and places the budget in the 3arliament for approval. The ministry then gets the approved budget in the form of budget book with budget against combinations of ) digit classification code. The departments and agencies also receive the budget in the same format.
