Terrorism. The executive summary:
This white paper is intended for people who must help communities prepare for surprises. It assumes
that no community can protect itself from every conceivable threat, but can increase its ability to be
resilient or bounce back. The resilience approach described below is written in plain language and as
culturally-neutral as possible in order to make it globally applicable across a broad range of
communities.
We recommend that communities assess their resources and adaptive capacity for a variety of
community systems: ecological, economic, civil society, government, and infrastructure in order to find
the balance that achieves the degree of resilience most appropriate for them. ...

is a policy analyst and educator specializing in issues surrounding the communications sector. Her
assignments at Syracuse University's Newhouse School of Public Communications (Television Radio &
Film Department) include the media business and communications law/policy. She is a Research Affiliate
at Harvard University's Program for Information Policy Research (PIRP). Her most recent work concerns
managing and regulating organizations in complex, unpredictable environments. Her most recent
book,The Communications Toolkit: How To Build or Regulate Any Communications Business, was
published by MIT Press in the Spring of 2002. This book integrates ideas from her interdisciplinary
search for clues for answers to the problems confronting communications businesses and their
regulators. She is a member of the U.S. State Department's Advisory Committee on International
Communications Policy.

As announced in July, the European Research Council (ERC) becomes the third European funder to join
UKPMC, following Telethon Italy and the Austrian Research Fund. As a result of this participation, the 18
existing UK and European funders agreed that the UKPMC service should be rebranded as Europe PMC
by 1 November 2012. . . .
UKPMC was originally launched in January 2007, initially as a mirror of the US National Institute of
Health's PubMed Central (PMC), providing international preservation of open- and free-access
biomedical literature. The UKPMC funders require that research papers funded by them must be made
freely available via UKPMC no later than 6 months after publication.

An important objective of Europe PMC is an ongoing development programme enabling incorporation of
advanced technologies, which meet the specific requirements of the research community. These include
additional content and fully navigable search results. Text mining enriches the way that users navigate
literature and allows seamless discovery of gene, protein, chemical and other database resources. Text
mining technologies are also being developed in an experimental setting within the Europe PMC labs
site; for example, EvidenceFinder provides a new approach to discover interesting facts, relationships
and patterns across a large number of articles.

Europe PMC utilises various methods to engage with global users including user demonstrations and
social media, as well as providing primary stakeholders with resources to engage with their own
communities.

Europe PMC is supported by 19 funders of life sciences research, including charities and government
organisations, led by the Wellcome Trust, and joined most recently by the European Research Council.

New data on effects of chemicals (surfactants) on water filtration by aquatic invertebrates are reported.
The basics of the new theory of the polyfunctional role of biota in self-purification of water in aquatic
ecosystems (lakes, rivers, man-made reservoirs) are formulated. The theory covers the following:
sources of energy for the mechanisms of self-purification; the main functional blocks of the mechanism
of water self-purification; the system of the main processes that are involved; analysis of the degree of
participation of the main groups of aquatic organisms; degree of reliability and the main mechanisms
providing the reliability of water self-purification; biotic regulation of the processes; the attitude of the
mechanism of self-purification towards the external influences/impacts; applications and conclusions
relevant to the practice of sustainable use of water resources, including some new approaches in
preventing eutrophication and chemical pollution.
