Our Client is considered a prominent oil refining company regionally and internationally contributing to oil markets and to the rapid growth of UAE economy.
PURPOSE OF THE JOB:
Provides technical expertise for Mechanical Static Equipment Engineering design and development for projects associated with oil refining/treatment and
transportation. Reviews the work performed by Project Management Consultants (PMC) and supervises the Front End Engineering Design (FEED) / Detailed
Engineering Contract (EPC) as per approved Project distribution matrix (PDM) work. Develops statement of requirements for grass root as well as Minor
projects. Be a focal point for minor projects (as applicable). Review vendor print as applicable for minor projects. Provides guidance in trouble shooting to the
operators as required.
ABOUT THE JOB:
Reporting to the Engineering & Technical Services Department Manager at Head Office, the job is of a critical nature in providing technical expertise for for
Mechanical Static Equipment Engineering design and development for projects associated with oil refining/treatment and transportation.
The jobholder develops scope of work for FEED of Major Projects and for Project Management Consultants as well as statement of requirement (SOR) for
grass root and revamp projects. The incumbent supervises the design and engineering works performed by engineering contractors engaged for FEED and
EPCM contracts and reviews bidders list on pre-qualification documents of APC technology vendors.
The job requires technical knowledge and problem solving expertise, attitude for quick and clever judgement in finding correct and appropriate course of action
and very good communication and interpersonal skills in dealing with professional engineering contractors and vendors.
RESPONSIBILITIES :
Statement of Requirement (SOR):
Prepares S.O.R for grass root as well as minor projects in collaboration with operators / sponsors and ensure their participation and coordination during its
development
Scope of Work:
Participates in preparation and review of scope of works for FEED of Major Projects & Minor Projects

Participate in updating of Company specifications, DGSs
Bidders Lists & Vendor Pre-Qualifications:
Reviews bidder lists and pre-qualification documents of vendors for static equipment
Technical Bid Evaluation:
Participates for technical bid evaluation for minor projects and review of technical evaluation reports prepared by Contractor for Major projects
FEED & EPC Contracts:
Reviews FEED & EPC contractors technical documentation such as specifications, datasheets, material requisitions, bid evaluation reports, vendor
documents, CTNs as required as per the approved project distribution matrix (PDM)
Review all technical documents for EPC work in case of absence of the PMC specialist or in PMT scheme projects.
Engineering for Minor Projects:
Performs as a focal point (coordinate with other disciplines Engineers, end user, contract dept.) for the minor project (as applicable)
Performs vendor prints review for minor projects (as applicable)
Construction and Commissioning:
Checks installation during construction, witnesses pre-commissioning and commissioning of critical equipment and ensures that the installation is in accordance
with specifications, drawings and vendors recommended procedures
Performance Test:
Witness performance tests for equipment as and when required.
Cost-Effective Solutions:
Ensures cost-effective solutions and application of value added engineering throughout the duration of the project.
State-of-Art Technology:
Ensures the state-of-art technology is applied in sizing and selection of equipment/packages.
Technical Assistance:
Renders specialist support and professional assistance to Projects Management & Operators through all phases of projects execution.

EXPERIENCE & EDUCATIONAL QUALIFICATIONS:
