Introduction
In follow up to its involvement in the Solid Waste Management Taskforce Initiative, the Kilifi
Residents Association would like to propose the need for a pilot solid waste management scheme in
Mnarani. Recognising that the Taskforce has a significant task at hand, this pilot scheme would be an
opportunity to test and learn from a grass roots approach. The proposal embraces the principles of
sustainability, eco-friendliness and community engagement, which the literature shows are the
hallmark of successful Solid Waste Management Initiatives in the developing world.
The proposed initiative has already engaged the most prominent youth group in Mnarani called the
Mnarani Youth Environmental Services already dedicated to the cause of the environment.
The Kilifi Residents Association believes that a pilot of this nature could generate interest from
potential sponsors, including resident business and individuals and lead to possible expansion in
Mnarani and ultimately into Kilifi town centre and beyond. Of most importance is the value that this
initiative will play in identifying challenges that will inform the taskforce and its efforts in Kilifi
County. It is suggested that this initiative be tested over 6 months to allow ample time for lessons
learned to be recorded during the monitoring of the effort.
Partnerships
The following partnerships are essential to this pilot initiative:
Mnarani Youth Environmental Services: Will collect, sort and dispose of solid waste (recyclable and
other) from Mnarani village. They will put forward a maximum of 12 motivated youth living in
Mnarani, who would like to participate in the initiative, recognising that there will be no immediate
financial gain (Chair: Mr Mwambure Mwamvita 0729663558).
Kilifi Residents Association: KRA can currently donate the initial 25000KES towards the cost of
simple low cost pilot makuti rubbish receptacle, to be built in designated sites. The Residents
Association may also propose this initiative as a fundraising cause for the Kilifi Triathlon and other
initiatives will be proposed to raise funds for the pilot initiative.
Ministry of Health: MOH will supply seed funds for the materials needed by the youth groups (see
Table 1 & Table 3) and top up the cost of the receptacle, while other funds are raised.
Taskforce: The taskforce would conduct training with the youth around waste management and
would take them on a field trip to Watamu to meet the WMA youth groups where a similar project
functions successfully.

Design of the Pilot
The Mnarani village would be divided into 3 sections and a group of 4 trained youth assigned
to each section to collect, sort and dispose of the solid waste.

The youth group remit would be to:
Oversee the one designated receptacle for Mnarani and ensure that no dumping of
waste occurs in non-designated areas.
Educate the community about where to take their rubbish.
Clear out current non-designated dump sites:
Set up low lost intermediary dump sites where community members can drop off
rubbish and the youth group can educate them on sorting/waste management and
then transport to the main receptacle.
Keep the designated sites clean and to process the waste efficiently.
Transport the waste to receptacle and sort
Transport via public transport initially in grain bags (donated by Kilifi Plantations) to
recycling sites for glass, metal and plastics (pending further MOH negotiations with
recycling companies).
Collect all organic waste and to move to a composting site and learn how to make
organic compost and ultimately sell it.
Man the dump sites and receptacle 24 hours and patrol village dump sites for illegal
dumping.

The MOH remit for this pilot would be to:
Provide equipment listed in Table 1.
Provide part time incentives to the youth group until recycling profits can sustain
project will be based on pilot evaluation.
Assign the garbage removal truck to Mnarani twice per week on prescheduled days.
Assign one staff member to oversee the project.
Monitor and inspect the dump site using Public Health Officer.
Gather pilot monitoring data for evaluation of the initiative at the 6 month mark.
