INTRODUCTION/BACKGROUND

Federal Government of Pakistan has approved the Islamabad Bus service project which will be
made operational under the supervision of Central Government Authority (CDA). The service
will be named Sahoolat Bus Service. The service aims at providing the citizens of the city with
high quality and a cost effective travelling solution which in the long run may help in saving
energy and generating revenues for the Government.
Sahoolat bus service is a continuation of the developmental project conducted in Lahore (Metro
bus service). Moreover, poor local bus services provided in the city are substandard and the
Government aims at providing the citizens with a high quality transportation solution.

SCOPE OF WORK

The scope of work for Sahoolat Bus Service Project includes planning, developing and executing
the necessary infrastructure of the daily field work in order to ensure smooth, efficient and
profitable functioning of the service in the future. The project manager will be responsible for the
development of the bus service and each stage will require approval from the CDA before
moving on to the next stage. Specific deliverables and milestones are listed in the work
requirements and schedules and milestones section of this SOW.
Not included in the scope of work for this project is any work regarding hiring of personnel for
future daily functioning of the business.

PERIOD OF PERFORMANCE

The period of performance for the Sahoolat Bus Service is six months starting from November
1st 2013 to May 31st 2014. All work must be done within this time frame. Any modifications or
extensions will be requested through CDAs top management.

PLACE OF PERFORMANCE

The project will be conducted in Islamabad. The project manager will be at the CDA
headquarters. Meeting with the top management will be held once every week for weekly status
meetings. All the project work will be reviewed at the CDAs head office.

WORK REQUIREMENTS

For successful Sahoolat Bus Service project, the project manager will be responsible for the
provision of the following tasks:
1. Development of a route plan in collaboration with traffic police and traffic engineering
department of CDA.
o Estimated Cost PKR. 500,000
2. Arrangement of 50 buses through contracting transporter companies.
o The estimated cost for this work would be PKR. 200,000
3. A mechanism to brand the buses before they ply on the designated routes
o Estimated Cost: PKR. 60 million
4. Uplift of bus stops and their auction
o Estimated Cost: PKR. 55 million
5. Development of a ticketing mechanism
o Estimated Cost: PKR. 200 million
6. Integration of a) ticketing system with the buses and b)control HQ and buses
o Estimated cost: PKR. 10 million

7. Development of a control headquarter
o Estimated cost: PKR. 200 million

The overall estimated cost for doing this project will be PKR. 525,700,000.

OTHER REQUIREMENTS

The project manager will be provided assistance in securing regular meetings with CDA traffic
engineering department and traffic police of Islamabad in order to develop an effective route
map on which the buses will operate.
