MPBN is more likely to be seen as a consultative forum between representatives of persatuan belia registered under ROY and the Government. Voices of youths not registered under ROY is not highlighted or addressed adequately to the Government. The proposed establishment of Dewan Belia Malaysia (transformation of MPBN) will serve as a forum to hear, transmit, manage and address the issue of the younger generation through representatives selected. The representative is attends Dewan Belia to convey the views and ideas of the youth in their constituency. The impact towards the establishment of Dewan Belia Malaysia are as follows : - The voice of a broader range of youths are heard, managed and handled in a transparent manner - Issues concerning youths are managed in an integrated approach - Youths are involved in the nation building process The cost required : RM1,228,800 per year 4 Case for action Context (What is the current situation today? What data can we get to show the current situation?) In 2010, There are 11.5 million youths (aged 15 40) in Malaysia. 71 % of that youth population are in the age of 18 to 30 years old. Out of 11.4 million Gen Y (9 28 years old) in Malaysia, 82 % do not join youth organisations affiliated with MBM. Generally Malaysian youth especially Gen-Y are shying away from traditional youth organisations leading to low participation rates (only 2.1 million are registered members of youth organizations) Complication (What issues have arisen that has made this an important matter to be addressed? Any roadblocks? Hurdles? Setback? Challenges?) Although the existing composition of MPBN was reorganized in 2008, as a whole MPBN is still viewed as a forum which is monopolized by representatives of youth societies. Issues regarding non persatuan belia youths are rarely highlighted nor discussed in MPBN. (MPBN Sidang 2 2009-2010 Report shows that out of 13 issues raised and discussed, only 4 issues related to non persatuan belia youth) Source: KBS Youth Lab 5 Most young Malaysians wish for more improvements in areas of democracy and national unity 5 2 33 100 24 Total Respondents 7 Economic development Transparency of the civil service Freedom of speech Inter-religious understanding 19 Policies pertaining to race (e.g. quotas) 14 None of the above Poll: If you had the power to change one thing in the country, what would that be?, March 2010 Percentage Total respondents = 1000 persons Source: BN Youth Lab polling, March 2010 6 Malaysian Young Generation (Age-Based Composition) 100% 30-35 yrs old 24-29 yrs old 18-23 yrs old 37% 34% 29% (2,496,734) (2,888,869) (3,100,892) Youth aged 18-29 = 5,385,603 7 Youth Parliaments All Around The World New Zealand Youth Parliament Western Australia Youth Parliament Philippines National Youth Parliament Youth Parliament of Pakistan Nigerian Youth Parliament Western Canada Youth Parliament United Kingdom Youth Parliament India Youth Parliament European Youth Parliament Afghanistan Youth Parliament Scottish Youth Parliament Ghana National Youth Parliament Morrocan Youth Parliament Lithuania Youth Parliament Slovenian Youth Parliament Haitian Youth Parliament Ontario Youth Parliament British Columbia Youth Parliament Timor Leste Youth Parliament 8 CASE STUDY AND COMPARISION Youth Parliaments around the world LOGO COUNTRY AGE FREQUENCY OF MEEETING KEY OBJECTIVE NUMBER OF MEMBERS SELECTION CRITERIA PAKISTAN 18-29 30 days per year To provide opportunities that connect and link those with the talent, desire and skills for community service with those who need them. 60 Across country for 1 year term UNITED KINDGOM 11-18 Once a year To use their voice in creative ways to bring about social change 600 Elected Nationwide through voting system PHILIPPINES 15-30 Once every 2 Year ( 2-3 Days) The Youth Parliament shall be a venue for young men and women to participate in the national decision-making processes of the - government. 160 Selected Nationwide SCOTLAND 14-25 3 times a year Empowers young people by truly involving them in the decision making process 200 2 Parlimentary representative being elected EUROPEAN 16-20 3 times a year (9 Days) Provide a forum in which young people of Europe can express their own opinions 270 (34 Countries) Each Countries representative MALAYSIA 18-40 Twice a year (3 days) To create a formal platform for young Malaysians to discuss issues on development of Young Malaysians. 306 222 parliamentary representative (2 Year Term) 9 Composition of Majlis Perundingan Belia Negara (Total 142) 142 10 15 25 20 69 1 JBSN Director General 1 Relevant Govt Agencies State Govt Reps Appointed Members KBS Senior Officials Exco & Dewan Tertinggi KBS Minister TOTAL 1 KBS Senior Official 10 Composition of Dewan Belia Malaysia (Total 306) 69 306 222 Parliamentary & Constituency Reps EXCO & DT MBM 10 TOTAL Non Youth NGOs IPT Student Reps 5 11 Concept of Dewan Belia Malaysia Objective 1. What are the benefits? ? How would you describe the idea? How does the idea work? What is the concept/approach?) o This initiative aims to identify and nurture national leaders of the future by providing a platform for high potential youth leaders to interact with fellow youth leaders in a parliamentary-like environment o KBS will choose the most appropriate method (from 4 methods proposed earlier) to obtain the 222 delegates. The importance of these 222 is that it will cover the representation of the whole youth population in Malaysia o Youth delegates will debate on issues identified, and then proceed to discuss and formulate action plans and parties responsible to take action for the issues affecting youth. To identify the party responsible is important in order to solve the issues, not just having ideas and plans without coming to the solution at the end of the day Source: KBS Youth Lab 17 Drivers of success and expected impact Drivers and enablers of success (What are the factors that can lead to success?
