DEWAN BELIA MALAYSIA Executive Summary
Majlis Perundingan Belia Negara (MPBN) was established in 1971 but it is viewed
as being less prominent compared to a "Youth Parliament".
MPBN is more likely to be seen as a consultative forum between representatives
of persatuan belia registered under ROY and the Government. Voices of youths
not registered under ROY is not highlighted or addressed adequately to the
Government.
The proposed establishment of Dewan Belia Malaysia (transformation of MPBN)
will serve as a forum to hear, transmit, manage and address the issue of the
younger generation through representatives selected. The representative is
attends Dewan Belia to convey the views and ideas of the youth in their
constituency.
The impact towards the establishment of Dewan Belia Malaysia are as follows :
- The voice of a broader range of youths are heard, managed and handled in a
transparent manner
- Issues concerning youths are managed in an integrated approach
- Youths are involved in the nation building process
The cost required : RM1,228,800 per year

In 2010, There are 11.5 million
youths (aged 15 40) in Malaysia.
71 % of that youth population are in
the age of 18 to 30 years old. Out of
11.4 million Gen Y (9 28 years old)
in Malaysia, 82 % do not join youth
organisations affiliated with MBM.
Generally Malaysian youth especially
Gen-Y are shying away from
traditional youth organisations
leading to low participation rates
(only 2.1 million are registered
members of youth organizations)
Complication

Hurdles? Setback? Challenges?)
Although the existing composition of MPBN
was reorganized in 2008, as a whole MPBN
is still viewed as a forum which is
monopolized by representatives of youth
societies.
Issues regarding non persatuan belia youths
are rarely highlighted nor discussed in
MPBN. (MPBN Sidang 2 2009-2010 Report
shows that out of 13 issues raised and
discussed, only 4 issues related to non
persatuan belia youth)

o This initiative aims to identify and nurture national leaders of the future by
providing a platform for high potential youth leaders to interact with fellow
youth leaders in a parliamentary-like environment
o KBS will choose the most appropriate method (from 4 methods proposed
earlier) to obtain the 222 delegates. The importance of these 222 is that it will
cover the representation of the whole youth population in Malaysia
o Youth delegates will debate on issues identified, and then proceed to discuss
and formulate action plans and parties responsible to take action for the
issues affecting youth. To identify the party responsible is important in order to
solve the issues, not just having ideas and plans without coming to the
solution at the end of the day
