The Complainant, being duly sworn, makes complaint to the above-named Court and states that there is
probable cause to believe that the Defendant committed the following offense(s):

COUNT 1
On or about the 22nd day of May, 2014, in Ramsey County, Minnesota, the defendant, ROBERT GLENN
HAGEN, being 18 years of age or older, by means of the Internet or a computer, computer program, computer
network, electronic communications system, or telecommunications, wire, or radio communications system,
with intent to arouse the sexual desire of any person, did wrongfully and unlawfully solicit a child or someone
the person reasonably believes is a child, 15 years of age or younger, to engage in sexual conduct.

Said acts constituting the offense of Electronic Solicitation of a Child in violation of MN Statute:
609.352.2a(1); 609.352.4
Maximum Sentence: 3 years or $5,000 fine, or both.

STATEMENT OF PROBABLE CAUSE

The Complainant states that the following facts establish probable cause:

On May 21, 2014, Sgt. Jeff Keller responded to a Craigs list advertisement in the casual encounters section
entitled, anal with you/fetish for your feet, (St. Paul, East). The body of the ad stated that the poster was
looking for anal sex and for somebody to satisfy his foot fetish. Keller responded to the ad posing as a 15-year-
old girl. Keller told the poster that he was a 15-year-old female. Keller sent the poster a photograph of a female
police officers bare feet. The poster replied, I dont know about you being 15, though. Keller replied, Why?
Too young 4 you? The poster replied, No. Could mean trouble for me. Whereabouts are you in St. Paul?
The poster asked about Kellers availability and requested a face picture. Keller sent an age regress picture of a
female police officer. The poster suggested that the two of them meet the next day. He stated that he was across
the river near downtown St. Paul.

On May 22, 2014 the communications continued and the two agreed to meet in Cherokee Park, in St. Paul. He
stated he would be there between 1300 and 1330 hours. The 2 discussed condoms and the poster stated that he
didnt have the money for condoms. He assured Keller that he didnt have any sexually-transmitted diseases. He
stated that he would bring some lube. He stated that he would be wearing a black shirt, black cap and
sunglasses. He stated that his name was Robert.

At approximately 1500 hours, Agent Don Cheung of the Minnesota Bureau of Criminal Apprehension
conducted surveillance in the park and contacted Keller stating that a man matching the above- referenced
description had entered the park and was sitting in a gazebo. Keller responded to the park. The officers located
the man and stopped him. They identified him as the defendant ROBERT GLENN HAGEN, DOB
11/13/1970. He agreed that he was in the park to meet a girl. He had a jar of petroleum jelly in his pocket.

After being advised of his Miranda rights at the Ramsey County Jail, the defendant refused to speak without an
attorney present.

Communications between Keller and the defendant occurred via email.

Keller was located in St. Paul, Ramsey County, Minnesota during his communications with the defendant.

Complainant requests that Defendant, subject to bail or conditions of release, be:
(1) arrested or that other lawful steps be taken to obtain Defendants appearance in court; or
(2) detained, if already in custody, pending further proceedings; and that said Defendant otherwise be dealt
with according to law.
