Purpose
Purpose
This document describes the global and regional organisation structure that supports the development,
implementation and maintenance of LiMSS materials.

Scope
Scope
This reference-only document applies to The Linde Group worldwide.
Notes:
Linde Engineering design/engineering standards and management system standards/procedures are
currently documented in a separate system.
Some Linde Gas business units document their management systems in separate paper based or electronic
(e.g. Prisma 5, Documentum (Healthcare)) systems.
Irrespective of the system used, the content of a LiMSS global document must be implemented in the
regional/local management system and must be complied with.

Audience
This document is intended for those responsible for developing and implementing LiMSS documents for the Linde
Group.

Introduction
LiMSS
Linde has a Global Management System, "Linde Management System & Standards (LiMSS)" to ensure the effective
and efficient control of Linde's business activities. The LiMSS Library includes:
The Linde Group's Vision, Values and Policies
Common standards in the SHEQ area to ensure high SHEQ performance and to comply with external
requirements such as ISO 9001, ISO 14001, ISO 17025 etc. as well as legislative requirements (FDA, EU
Directives for medical gases, etc.) for Linde Group and Linde Gas Division as appropriate
Linde Gas standards such as work procedures and instructions for operational processes to ensure high SHEQ
performance, high efficiency and continuous improvement
Business standards and common standards (Support Function standards) excl. SHEQ standards needed to
comply with external requirements such as ISO 9001, ISO 13485, ISO 14001, ISO 17025 etc. as well as
legislative requirements (FDA, EU Directives for medical gases and medical devices, etc.) for Linde Gas
Division
Selected Regional and Local management systems
Healthcare products vigilance system
Alerts and Directives
LiMSS also includes:
Learning/Competence Management Systems - to enable people to understand what is required from them
to perform their job in a safe, effective, efficient and customer-focused manner
Audit Manager - to check and verify for compliance with standards, assess and document the level of risk of
non-compliance and report/manage corrective actions
The development, implementation and continual improvement of LiMSS materials is supported by a global
organisation structure as described in this document.

The Global Sponsor provides overall support of LiMSS, including:
Setting the direction for the ongoing development of LiMSS
Approving funding and resourcing

Management at all levels
Management at all levels within The Linde Group support the LiMSS process by providing executive, global,
regional, national and local sponsorship for the development, maintenance and implementation of LiMSS
materials.

Group SHEQ
Group SHEQ
Group SHEQ is responsible for the overall management of LiMSS and provides the tools (systems, processes,
support and expertise) required by the Teams of Experts (ToEs) to develop global LiMSS materials.
Group SHEQ is responsible for:
Leading the LiMSS Core Team
Making LiMSS Information Technology systems available
Creating budgets to cover significant costs incurred by the global ToE (e.g. travel, accommodation and

LiMSS Core Team
Role of the LiMSS Core Team
The LiMSS Core Team is responsible for the following:
The strategic development of LiMSS systems and information architectures, including:
Structuring LiMSS to fulfil business needs and certification requirements
Overseeing LiMSS Tables of Contents to minimise duplication
Developing the functionality, layout standards, etc. of LiMSS document management and web
publishing systems (does not include Audit Manager, Synergi

and Learning Management Systems)


Overseeing the transition from legacy systems to LiMSS
Approving the formation of new LiMSS business or support function processes
Governing LiMSS Global Common Standards (GCS) developed by SHEQ and other global support functions:
Proposing priorities for the development or update of GCS standards
Coordinating communication between the GCS ToEs
Approving implementation plans proposed by the GCS SHEQ ToEs
Governing the GCS Table of Contents
Providing guidance to the LiMSS global commercial/operational ToEs and global support function ToEs:
Being the point of contact with the business on LiMSS issues
Resolving significant issues raised by the global ToEs
Giving advice on new initiatives, systems or tools needed for the development of LiMSS (subject to
appropriate business approval)
Communicating and making ToEs aware of activities arising from LiMSS Core Team meetings and where
appropriate invite key ToEs to make presentations to the Core Team
Informing the LiMSS Regional Managers and other interested parties as appropriate

LiMSS Healthcare Core Team
Role of the LiMSS Healthcare Core Team
The LiMSS Healthcare Core Team has specific responsibilities for coordinating the development of Healthcare
specific content of LiMSS, including the following:
Appoint GHC representatives to LiMSS ToEs as necessary for development of both GHC documentation and
review of other ToE documents which affect GHC operations
Establish GHC specific ToEs
Approve chapter plans (standards) developed by GHC specific ToEs
Define map of LiMSS elements (processes) for:
GHC QMS
GHC standards for RBUs
Establish a Quality Manual for a GHC QMS
Responsible for ISO-certification of the GHC QMS

Regional LiMSS Administrators
Role of the Regional LiMSS Administrator
The main functions of the Regional LiMSS Administrators on behalf of the business, are:
Initiate review and gap assessment of new/changed standards by the business
Foster the availability of global standards and other documents in regional/local systems and local
languages as needed
Foster compliance of regional/local documents with global standards or that an exception/exemption is
applied for where this is not possible
Ensure regional, national and site documents issued in LiMSS comply with LiMSS authoring protocols and
standards
Ensure language translation services and regional/local technical writing resources are available as
regionally agreed
Initiate the development of regional/local training material
Provide guidance to regional and local ToEs as needed
Provide guidance to regional business or support functions concerning LiMSS
The Regional LiMSS Administrator should be nominated by the Head of the RBU.
GBU Healthcare (GHC) and Tonnage (GTO) nominated contact persons provide support to the Regional LiMSS
Administrators in regard to Healthcare and Tonnage related questions. GHC has nominated Regional LiMSS
Administrators for GHC dedicated plants which are not operated by the RBU (see table below).

Regional Learning Management System (LMS) Administrators
Role of the Regional LMS Administrators
The Regional LMS Administrators are nominated by the Head of the RBU and are responsible for the overall
management of regional LMS databases to ensure employee competency and compliance with legislation and
industrial standards:
Establish and maintain LiMSS required competency profiles generated by the local business
Establish and maintain groups of learners
Assign learning profiles to learners (users)
Load test questions (where applicable)
Provide support to users
Assign local LMS administration roles
Compile management reports on training/competence progress and other issues
The global owner of the Learning Management System "Traccess" is Andrew Owen (Group SHEQ).
GBU Healthcare (GHC) and Tonnage (GTO) nominated contact persons provide support to the Regional LMS
Administrators in regard to Healthcare and Tonnage related questions.

Role of the Regional Audit Manager Administrators
The Regional Audit Manager Administrators are responsible for the following:
Set up Linde Gas management system and operational/engineering audit processes in Audit Manager
Load regional Audit Manager questions and comments
Provide technical support for the Audit Manager application
Manage the regional Audit Manager databases
Train auditors
Provide feedback on the effectiveness of standards and their implementation to the ToEs
Regional Audit Manager Administrators should report through to their Regional LiMSS Administrator.

LiMSS Content Development
Introduction
The Global Teams of Experts (ToEs) or Global Functions (as applicable) define and document processes,
procedures and operational/commercial/design standards which identify minimum requirements and best
practice.

LiMSS Global Teams of Experts (ToEs)
ToE members
A Global Team of Experts typically include the following roles:
A ToE leader nominated by the Head of Div./GBU/BA/GSF in cooperation with the RBUs
Members representing the Divisions/GSF (in the case of Group standards) and/or the regional organisation
and nominated by the GBU/BA/GSF in cooperation with the RBUs
A Technical Writer
A dedicated resource such as Subject Matter Expert (if needed)

Business Process Owners
The Head of the Div./GBU/BA/CSF is responsible for the following:
Appoint the ToE Sponsor
Appoint the global Team of Experts (ToE) members together with the ToE Sponsor and RBUs
Give the ToE the authority to decide global best practice
Oversee progress of the ToE
Provide senior management support and guidance to the ToE together with Group SHEQ
Note: The use of global ToEs to create global standards is best practice. However, the Div./GBU/BA/CSF Head
may use alternative methods for creating global standards where appropriate.

ToE Sponsor
For every Global ToE a sponsor is appointed by the relevant GBU/GSF. The Sponsor should be a senior manager
who is familiar with the ToEs field of activity and be a member of the respective organisation (business process).
For regional ToEs the sponsor is appointed by the region.
Sponsors play an important role in ensuring that the work of the ToE is aligned with HPO/business priorities,
efficient, and that the resulting standards are accepted and implemented by the business.
The Sponsor's role is to ensure that:
LIMSS is accepted as the ultimate Management System for the Linde Group
Content of the developed documents is accepted and implemented by the business within an appropriate
timescale
The financial and organisational impact to the business caused by new requirements is known, considered
and agreed (if applicable)
The resources (budget and manpower) are used efficiently
ToE members get the necessary support and time for the ToE work
Networks are in place to include all relevant businesses in the development
Workload caused by implementation of standards is taken into consideration

Sponsors are responsible for the following:
Promote LiMSS and the ToE process by:
Demonstrating commitment to the LIMSS ToE process by opening/closing ToE meetings or joining
teleconferences where possible
Appointing ToE members and ensuring that the most appropriate people are chosen to represent the
process
Ensuring an expert network is in place into all parts of the organisation to support the ToE
Publicly recognising the efforts of ToE members contributing to LIMSS development
Mediating where significant differences of opinion exists within a ToE or between a ToE and the
business
Deliver LiMSS documents to agreed plan for their area of responsibility by:
Ensuring that the ToE's work plan is approved and communicated
Keeping abreast with the ToEs agenda
Defining/approving priorities for development of standards
Promote implementation of LiMSS documents by:
Ensuring the ToE understands and communicates the impact of any new mandatory requirement
(musts)
Approving the scope and new 'minimum requirements' of any new standard
Ensuring all relevant parties are included in the development, approval and roll out process either by
ToE membership or via the network
Promoting ToE outcomes at relevant operations or safety peer teams, e.g. MPG operations leadership
team
Ensuring appropriate change management (including notification to those who are responsible for or
support implementation)

Role of the Global Teams of Experts (ToEs)
Global ToEs are responsible for the following:
Establish global minimum requirements for Lindes processes
Review and document best practice
Support improvement projects through the creation of operational procedures
Provide a focal point for the business to:
Evaluate improvements opportunities
Participate as experts in major incident investigations
Review incidents and identify trends to see if standards need to be written or changed
Develop and maintain a Table of Contents for their material and ensure published material aligns with the
Table of Contents
Write standards, directives and alerts and ensure all published standards are correct. Ensure careful
consideration is given to whether a statement is a mandatory requirement or a best practice (including a
business assessment of the impact in all geographies)
Identify the need for training materials required to support learning
Identify competence assessment criteria to be included in the Learning Management Systems
Identify key auditable areas and creating, reviewing and maintaining audit questions to be included in Audit
Manager
Decide if pilot sites are needed to ensure new standards are complete, understandable, workable and
suitable

Role of the Global ToE Leader
The Global ToE leader will:
Chair and facilitate ToE meetings
Provide plans for global standards development and report ToE progress to the Sponsor (Business Process
Owner)
Together with the appropriate organisational unit, nominate corresponding members from GBU/BA/RBU
(and Linde Engineering and GIST if appropriate) when there is no ToE member representing these
organisational units, to ensure all relevant parts of Linde are represented when preparing drafts, reviewing
final drafts, etc.
Ensure that all global standards that might influence the quality of medical gases or Healthcares validation
of equipment, processes or systems are signed off by GBU Healthcare/Global Quality & Regulatory Affairs as
Quality Reviewer
Ensure that all proposed changes of Linde Gas minimum requirements for the design of Tonnage plants (ASU,
CO2 and HyCO) are communicated to the Linde Gas, Head of GTO Global Operations
Determine if a time frame for the implementation of a standard is required, if so ensure this is stated in the
Scope
Manage the work of Subject Matter Expert (if available) and Technical Writer
Provide input into the Global ToE budget and work within the agreed budget
Communicate ToE meeting agenda and minutes to the Sponsor
Ensure standards and attachments are approved by the Sponsor prior to being published
Ensure that the new standard is communicated according to IMS-05-06 : Creation of LiMSS Documents.

The role of ToE members
Members of the Global ToEs:
Provide source material and content expertise including examples of best practice to the ToE
Report related incidents and the results of incident investigations in the BUs they represent to the ToE
Review publications, within the scope of the ToE, issued by legislative bodies, international standardisation
organisations and gas associations (e.g. CGA and EIGA) and consider needed actions in Linde
Review draft documents within the agreed time frame
Raise awareness of LiMSS and the ToEs activities in their area of responsibility
An important role of those team members representing the RBUs is to ensure that all RBUs have input into the
work of the ToE, both for content and to ensure the impact of implementation is considered. Ensuring that all RBUs
are given the opportunity to input into the work of the ToE will:
Avoid unreasonable or unexpected demands on the regional business
Facilitate local implementation

The role of the Subject Matter Expert (SME)
A SME can be appointed by the GBU/BA/CSF Head and should be able to allocate the time required for ToE work.
The SME will typically:
Collect and review source content material such as legacy material, gas association publications, etc.
Liaise with ToE members regarding technical/content issues
Develop new content together with the Technical Writer

The role of the Technical Writer
Each ToE should have a technical writing resource available. The Technical Writer will:
Provide technical writing advice to the ToE
Convert source content to LiMSS format according to the LiMSS writing standards
Edit content as required
Develop the final web and paper based versions of the standard
Advise relevant regional administrators when new/revised standards are published (see Administration
Email Recipients (page 17))

Guidance for ToE work
When writing LiMSS standards, the Global ToE will:
Consider and clearly define the purpose, scope and target audience
Ensure mandatory requirements (musts) are limited to essential efficiency, reliability or SHEQ requirements
Ensure the standard is clear and concise
The ToE work plan should consider the following general priorities:
Harmonise legacy standards based on risk, HPO/business priorities
Respond to major incidents
Maintain existing legacy organisation standards until incorporated in LiMSS

Administration Email Recipients
Regional email notification
When each new/revised standard is published in LiMSS, an email should be sent to all relevant regional
administrators advising them of the change to LiMSS and any actions they are required to take within their region.
The recipients of this email are LiMSS/LMS administrators and other people in the regions with responsibility for
LiMSS/LMS administration.
This email is usually sent by the Technical Writer.
This email notification is separate to any notification that is sent to the relevant business areas affected by the
new/revised standard (which is usually sent by the ToE Leader).
