How to construct a technical

brief for LED road lighting


project.
The existence of globally recognized LED product standards makes it easier to ascertain the competence of competing
LED products. This is especially useful when calling for tender of a major road lighting project. This section clearly
describes the recommended elements (e.g. CIE compliance) to be included in the tender to ensure optimal light
conditions.
The template is available by contacting your local Philips representative.
Energy effcient LED streetlight specifcations
The Contractor shall furnish and install the complete LED streetlight luminaires as described in the Tender Specifcations. The specifc wattages of
the LED luminaires are to be indicated in individual luminaire specifcations.
I LED Streetlight Luminaire Housing
The luminaire shall have a full die cast housing to provide adequate rigidity and strength and also ensure proper heat dissipation. The luminaire
housing shall have separate Driver and LED lamp cavity to ensure cooler operation of LED lamps and good electrical separation. The optical LED
compartment shall have a thermally hardened glass cover and high quality silicon gasket system. The glass cover shall be tightly secured with the
housing. The complete luminaire shall be rated for IP 66 (Ingress Protection). The housing shall feature highly refective components and flms to
increase light output. The weight of the luminaire shall not be more than stipulated below:-
Up to 9,500 lumens < 7 kg
Up to 15,000 lumens < 9 kg
Up to 28,000 lumens < 15 kg
II Optics
The luminaire shall have fexible optical system to achieve lighting parameters, as stipulated by CUSTOMER NAME for various kinds of road
from M1 to M6. The luminaire shall offer a composite system effciency of at least 90 Lumen/Watt and a lumen package of up to 28,000 lumens.
The luminaire shall use high effciency LED and optics system to achieve at least XX% energy savings compared to present High Pressure
Sodium road-lighting system used by CUSTOMER NAME. Specially designed lens system with unique inner and outer profle for high effciency
LED to ensure maximum spacing between the poles and cover higher road widths. Multi layer optics design to ensure adequate luminance and
illuminance uniformity in the unlikely event of individual LED failure. The luminaire should offer choice of narrow beam, medium beam and wide
beam light distribution.
The optical lens system should ensure:
Long life with no discoloration (UV Protection).
White painted circuit board to have high refectivity for maximum light output.
III Future Compatibility
The luminaire shall be fully compatible with future LED upgrades when they become available. It shall have a modular design to upgrade/replace
with new LED modules or LED drivers at site. All electronic components/drivers shall be mounted on a separate gear tray with tool-less access
and replacement. The luminaire shall have space available inside for communications antenna or equipment to be integrated into the luminaire for
future tele-management control system implementation. Evidence showing tele-management capability shall be provided.
Glossary
IEC 60598 test report
This standard specifes general requirements for luminaires, incorporating electric light sources for operation from supply voltages up to 1000 V.
The requirements and related tests of this standard cover: classifcation, marking, mechanical construction and electrical construction.
EMC test report
EMC for electrical/electronic items intended for lighting purposes is covered by the standards EN55015 (EMC emissions) and EN61547 (EMC
Immunity). These standards specify various emissions and immunity test to be carried out on the product either through radiated means or by
conduction along the signal or power supply cables. In particular, EN55015 calls for magnetic feld emissions and insertion loss measurements on
certain types of devices.
Photo-biological test report
This test report covers the optical radiation safety of electrically-powered sources which are emitting light in the spectral region 200-3000nm.
Whilst standards can vary between geographies, they should show high commonality to the international standard IEC62471:2006.
LED Chip IESNA LM-80 Test Report
The LED Chip IESNA LM-80 Test Report with a prediction/extrapolation as per TM-21 should be available from the LED Chip Manufacturer.
This test only refers to chip level performance. This is different than the LM79 report which gives an overview total luminous fux, luminous intensity
distribution, electrical power, effcacy (lumens per watt delivered), and color characteristics (chromaticity, CCT, and CRI).
Vibration test report
The vibration test is executed in accordance with IC60598 and takes into account vibration over all three axes.
Salt Spray test report (500 hours)
The salt spray test is a standardized test method used to check corrosion resistance of a fxture and is defned by ISO9227.
Photometric fles
The photometric fles give an overview on the optical performance of the fxture and must be used to design the optimal road lighting set-up.
LED Driver test reports on Safety and Performance
The driver should be tested on safety and performance by EN61347 and EN62384 respectively.
Lab test report
To make sure the test reports are from a reliable source and the tests are executed in the right way, make sure the lab is accredited and can
provide an ISO17025 test report.
CIE115
The CIE115 is the most important and leading application standard. It provides design guidance, given the type of road, usage and other relevant
parameters. Philips is one of the members of the CIE standardization board and can help you in designing the optimal road lighting set-up.
Glare
Glare occurs where there is discomfort or a reduced ability to see caused by a light source that is too bright compared with its background. Glare
can be reduced by dimming the source, blocking the direct view or increasing the background level of luminance.
Color Rendering Index (CRI)
CRI, Color Rendering Index shows how well a light source reveals colors. It compares the light source such an LED with a reference standard such
as daylight or a flament lamp. Until recently, the comparison was based on eight standard colors and known as Ra8. An alternative for light sources
uses 14 colors, Ra14. This has six additional saturated colors and gives a better indication of the LEDs ability to reproduce colors. A good LED
road lighting system has a CRI > 70.
Luminaire Lumen depreciation Test Report for 1000/2000/3000 hrs
The luminaire lumen depreciation at a certain operating temperature tested to LM-79 standards should be available. The LM79 report which gives
an overview of lumen depreciation, luminous fux, luminous intensity distribution, electrical power, effcacy (lumens per watt delivered), and color
characteristics (chromaticity, CCT, and CRI) on a luminaire level for 1000, 2000 & 3000 hours.
XIII LED Chip Specifcations
The luminaire should have LED chip from following acceptable manufacturers:-

Cree
Nichia
Osram
XIV Ambient Temperature
The luminaire shall be suitable for ambient temperature range of between -30 to 45 degrees Celsius. 3rd party IEC 60598 Test Report shall be
measured/corrected for Ta = 45 Degrees Celsius.

IV Surge Protection
The proposed luminaire shall have an in-built 2-stage surge protection system to protect (1st stage) the electronic driver and (2nd stage) the LED
module with a minimum surge protection rating of 10KV.
V Ingress Protection (IP) and Impact Resistance
The luminaire shall have Full IP 66 protection to ensure long reliable performance and to minimize maintenance requirement and an Impact
resistance of IK 08. No chemical glue is to be used as that may cause breakdown of water-proof and dust-proof seal.
VI Maintenance
The Driver compartment cavity and gear tray shall be designed with tool-less access for maintenance and replacement.
VII Mounting
The mounting of the luminaire will be in axial orientation through 48-60mm sidearm.
VIII Thermal Management
Managing thermal properties in LED luminaires are most critical to ensure optimum performance of LEDs and reliability of the system. The
housing shell under the circuit board should be specially designed to ensure perfect contact between the board and the luminaire housing for
effcient heat dissipation. Only Metal Core PCBs are to be used to maximize heat transfer process and to offer reinforced electrical insulation via
dielectric layer. The Metal Core PCB should be mounted on the housing using a highly effcient thermal interface material. Use of Silicon glue is
not acceptable. The housing over the Driver compartment cavity shall have adequate surface area to ensure fast heat dissipation.
IX Color Rendering Index and Color Temperature
The luminaire should have a minimum color rendering index (Ra) of 70+/- 10 and a color temperature of up to 4000K for maximum effciency.
The LED shall have a color consistency within 5 SDCM (standard deviation of color matching) as defned by McAdam. The color temperature
variation of the LEDS should be restricted as per ANSI C78.377A with CCT variation limiting within 500K for nominal CCT of 4000K.
X Useful Life Hours
The LED luminaire shall be designed for lumen maintenance of L70 or 70% at the end of useful life at ambient temperature of 35C. The
complete luminaire shall have a useful life of 50,000 burning hours. The luminaire including the driver will include a warranty of 3 years against
manufacturing defects.
XI Standards Conformity
The luminaire should fully conform to following specifcation:-
IEC 60598-2-3 Part 2: Particular requirements: Section Three Luminaires for road and street lighting.
IEC 62471 Photo-biological safety of lamps and lamp systems.
EN 55015: 2006 and 2007 Limits and methods of radio disturbance characteristics of electrical lighting.
EN 61547:1995 / +A1:2000 Equipment for general lighting purpose EMC immunity requirements.
EN 61000-3-2:2006 Limitation of harmonic current emission.
EN 61000-3-3:2008 Limitation of voltage fuctuation and ficker.
XII LED Driver Specifcations
The LED driver shall be designed to operate large array of high power LEDs through current controlled output. The driver shall be suitable for
nominal 220V-240V 50Hz mains supply. The LED driver shall have an effciency of at least 90%. The LED driver shall incorporate multiple control
interfaces for dimming capability. It shall enable DALI, & 1-10V DC interface dimming control. It shall also have a programmable feature to allow
pre-programming of step dimming lighting levels based on the ON time. The LED driver shall fully conform to following specifcations:-
EN61347-1 - General and safety requirements.
EN61347-2-13 - Particular requirements for DC or AC supplied electronic control gear for LED modules.
EN62384 - DC or AC supplied electronic control gear for LED modules.
