MICHIGAN INFRASTRUCTURE STATE IMPLEMENTATION PLAN (SIP) FOR THE 2010
NITROGEN DIOXIDE, 2010 SUFLUR DIOXIDE, 2008 OZONE, AND 2012 PARTICULATE
MATTER 2.5 NATIONAL AMBIENT AIR QUALITY STANDARDS. The Air Quality Division will be
extending the public comment period for an additional 30 days, and holding a public hearing on
J une 4, 2014, at 1:00 p.m. on the proposed Michigan Infrastructure SIP applicable to the 2008
Ozone National Ambient Air Quality Standards (NAAQS), the 2010 Sulfur Dioxide and Nitrogen
Dioxide NAAQS, and the 2012 Particulate Matter 2.5 NAAQS. The proposed SIP states that the
Michigan Department of Environmental Quality has the resources and authorities to implement and
complete the requirements set forth in Section 110 of the federal Clean Air Act for each of these
NAAQS. The Michigan Department of Environmental Quality also intends to revise the Michigan
SIP to include Michigan Civil Service Rule 2-8.3(a)(1) for the purposes of meeting requirements in
Sections 110 and 128 of the federal Clean Air Act. The hearing will be held on J une 4, 2014, at

PUBLIC NOTICE: MICHIGAN COASTAL ZONE MANAGEMENT PROGRAM ROUTINE
PROGRAM CHANGE. The Michigan Coastal Zone Management Program (MCZMP), in the Office
of the Great Lakes, Michigan Department of Environmental Quality (MDEQ), was approved by the
National Oceanic and Atmospheric Administration (NOAA) in 1978, pursuant to Section 306 of the
Federal Coastal Zone Management Act of 1972 (P.L. 109-58). The MCZMP, as approved, includes
enforceable policies involving the management and protection of the Great Lakes coastal zone in
Michigan that are contained in several State statutes and administrative rules. To keep the MCZMP
current, it is occasionally necessary to update the description of those enforceable policies to
reflect legislative amendments, rule revisions, and similar actions.

Federal Regulations (15 CFR 923.84) require that such changes to an approved State Coastal
Management Program be submitted to the federal Office of Ocean and Coastal Resource
Management (OCRM), NOAA, as a Routine Program Change (RPC). The MDEQ is submitting the
following as a RPC of the MCZMP:

Repeal of the Michigan Environmental Protection Act, 1970 Public Act 127 and subsequent
codification as Part 17, (Michigan Environmental Protection Act), of the Natural Resources and
Environmental Protection Act, 1994 Public Act 451, as amended. These changes constitute minor
refinements in the State law addressing environmental protection litigation. The changes maintain a
high level of resource protection.

The State considers the submission to be a RPC and has requested OCRMs concurrence in that
determination. Any person wishing to comment on whether or not the action does or does not
constitute a RPC of the MCZMP may do so by sending written comments to Ms. J oelle Gore, Office

PUBLIC NOTICE OF PENDING CLEAN WATER ACT SECTION 401 CERTIFICATION. The
Michigan Department of Environmental Quality is proposing to issue a Water Quality Certification
under Section 401 of the federal Clean Water Act to the United States Army Corps of Engineers
(USACE). The USACE intends to conduct dredging operations in the federal navigation channel in
Sebewaing Harbor (Sebewaing River), Sebewaing, Michigan, as part of an ongoing navigational
maintenance project. The purpose of the Certification is to assure that the proposed dredging and
discharge of dewatering effluent to the Sebewaing River Navigation Channel from the Dredged

Materials Disposal Facility located in Section 8, Sebewaing Township, Huron County, will comply

DEADLINE FOR PUBLIC COMMENT REGARDING WATER WITHDRAWAL PERMIT
APPLICATION SUBMITTED BY GRATIOT AREA WATER AUTHORITY, GRATIOT COUNTY, for
a proposed large quantity water withdrawal. The applicant proposes a new groundwater withdrawal
of 3.56 million gallons per day capacity to replace the City of St. Louis community water supply,
which is impacted by groundwater contamination. The proposed withdrawal wells are located in
Arcada Township (T11N R03E), Sections 4 and 8, near Alma, Michigan. The permit application can

3, 2014, at 6:30 p.m., with a question and answer session beginning at 6:00 p.m., at the Saugatuck
High School Auditorium, 401 Elizabeth Street, Saugatuck, Michigan 49453. The applicant proposes
to construct a set of improved roadways over the existing gravel roadways that access this property.
The proposed roadways will closely follow the existing roadways, but will be paved throughout their
course and will be widened in certain locations to allow for fire protection access. The proposed
roadways within the property will be approximately 3,200 feet in total length with an average width of
16 feet, with fire truck passing zones having a width of up to 26 feet. The improved roadway will
include approximately 2,000 feet of new retaining walls to support the roadway and storm water
handling structures. The proposed project will include the installation of public utilities (water and
sewer) along approximately 2,300 feet of City-owned Perryman Street. Also proposed is the
construction of new public water and sewer utility infrastructure. These utilities will primarily be
located within the footprint of the existing roadway with the exception of the connection of the
proposed water main at the end of Vine Street. The proposed utility work will include a total of
approximately 5,750 feet of new water main and approximately 3,650 feet of new sewer lines and
two accompanying sanitary sewer lift stations. A total of eight (8) additional permit applications for
single-family residential homes have also been submitted by the applicant and are considered

JUNE 4, 2014 THE MICHIGAN DEPARTMENT OF ENVIRONMENTAL QUALITY IS SEEKING PUBLIC
COMMENT ON A REQUEST BY THE UNITED STATES ARMY CORPS OF ENGINEERS (USACE)
FOR A WATER QUALITY CERTIFICATION UNDER SECTION 401 OF THE FEDERAL CLEAN
WATER ACT. The USACE intends to place dredged material from the St. Marys River Federal
navigation dredge project at Moon Island. This would require a new stone perimeter around the
island and adjacent shallow water area, which will increase the area of the island. The purpose of
the Certification is to assure that the proposed construction activities and discharge of dewatering
effluent to the St Marys River and Munuscong Bay of Lake Huron from the Moon Island project
located near the southern tip of Neebish Island, Chippewa County, will comply with Michigans

approximately 4 feet wide to construct a plunge pool. Total wetland impact is approximately 0.03

CONSTRUCTION STORM WATER OPERATOR/SOIL EROSION INSPECTOR TRAINING,
VARIOUS LOCATIONS, MICHIGAN. The DEQ Water Resources Division will be hosting training
and exams for Certification as a Construction Storm Water Operator. These half-day sessions will
include a training video outlining inspector/certified operator requirements, best practices for soil
erosion and sedimentation control, and common compliance problems found on construction sites.

Not all information on the test is included in the training, so participants are expected to have read
and understand the information presented in the Certified Storm Water Operator and Soil Erosion
and Sedimentation Control Inspector/Comprehensive Manual chapters 1-5. The training will be
followed by a fifty question, multiple choice exam. A score of 70% is required to pass and become

JUNE 12, 2014 SAGINAW BAY WATERSHED CONFERENCE, SAGINAW VALLEY STATE UNIVERSITYS
CURTISS HALL, SAGINAW, MICHIGAN. This Conference is hosted by the MSU Planning &
Zoning Center and its partners, including the DEQ. Todd Ambs, Campaign Director of Healing Our
Waters, will provide a holistic perspective on Great Lakes water quality, while J on Allan, Director of
the Office of the Great Lakes, will discuss the new Michigan Water Strategy. J ohn Austin, Director
of the Michigan Economic Center at the Prima Civitas Foundation, will explore Michigans water
assets and the potential for creating and growing the States Blue Economy. This Conference is a
follow-up to the March 2012 Saginaw Bay Watershed Conference that attracted 220 individuals
concerned with the water quality and the overall health of the Saginaw Bay. This day-long
conference will focus on tools and strategies for protecting water quality, the critical need for action
and the development of local policies to protect and restore the Saginaw Bay. Stakeholder groups
from around the Lake Huron Basin, and particularly the Saginaw Bay watershed, are encouraged to
attend. Breakout sessions will showcase stakeholder projects addressing various water quality,

AVAILABLE CONTROL TECHNOLOGY) RULES UPDATE AND IMPLEMENTATION TOOLS,
THE MEADOWS GOLF CLUB, GRAND VALLEY STATE UNIVERSITY, ALLENDALE,
MICHIGAN. Please join the West Michigan Air & Waste Management Association for a joint DEQ
Air Quality Division (AQD) Office of Environmental Assistance (OEA) presentation on the current
federal rules affecting boilers (and in certain instances, process heaters) at both Area and Major
Sources of Hazardous Air Pollutants. These far-reaching rules will affect equipment at many
sources. In many cases, the equipment has historically been exempt from AQD permitting, but is
now federally regulated! The presentation will generally address the rules applicability and
requirements, time-frames and strategies for compliance, and source obligations. More
importantly, the DEQ will also unveil new, coordinated applicability determination tools and permit

JUNE 2014 WASTE CHARACTERIZATION WORKSHOPS, VARIOUS LOCATIONS, MICHIGAN. The DEQ is
hosting two workshops to explain the process of characterizing business waste. The Waste
Characterization Workshop will expand on the basic concepts and principles provided in the
Introductory Webinars and the Waste sessions featured at the upcoming 2014 Michigan
Environmental Compliance Conference. This half-day workshop will focus on hazardous and liquid
industrial waste and will provide information on the basic waste characterization concepts, including
practical details to use when evaluating any waste. Environmental, health, and safety professionals
at small quantity and large quantity generators of hazardous waste and anyone who manages
waste for their business or institution will benefit from attending this training. Topics will include:
point of origination or when a waste first becomes subject to regulation; hazardous waste
exclusions, where they are cited, and when you can use them; how to determine whether your
waste meets the land disposal restrictions, needs to be treated before disposal, and how to
determine the underlying hazardous constituents in your waste; how to determine when a listing
applies and when generator treatment is an option; and how to collect random samples, what
analysis is required, and when you can use less costly analysis method. Although solid waste will
not be covered in the presentations, technical staff will be available on site. Updated workshop

DEQ COMPREHENSIVE SOIL EROSION TRAINING AND EXAMS, WARREN, MICHIGAN. The
DEQ Water Resources Division will be conducting a training and exam for individuals who have
valid Construction Storm Water Operator Certificates and work for Part 91 Agencies where the
individual may have soil erosion and sedimentation control plan review and design responsibilities.
The training will cover the required components of a soil erosion and sedimentation control plan,
the soil erosion and sedimentation control law, an overview of common best management practices
for soil erosion and sedimentation control, and an exercise in plan review in design. Not all
information in the exam is covered in the training, so participants are expected to have read and
understand the information presented in the Certified Storm Water Operator and Soil Erosion and
Sedimentation Control Inspector/Comprehensive Manual. The exam consists of a forty question,
multiple choice exam. A score of 70% is required to pass and receive a certificate of training. The
