Topic: Mechanisms for the control and safety of drug transit countries

Aware of the security issues within drug transit countries in the Middle East.
Noting that Azerbaijan is the transit country for drug cartels from Afghanistan
and Iran to European countries, Russia, and Asia,
Recalling resolution !"#, from March $!, $%##, from the EC&'&C(s fifty)
fourth session, on the promotion of international cooperation to assist the 'tates
most affected by the transit of drugs,
Fully aware that the drug control problem around the world is a global conflict
that competes to e*ery 'tate and indi*idual in the world.
Considering resolution +,I- of .ebruary #/, #+!/ which established the C01
,Commission on 0arcotic 1rugs-,
Considering all the efforts that ha*e been done by the 20&1C ,2nited 0ations
&ffice on 1rugs and Crime- in cooperation of the C01 in the past years in the
region of the Middle East,
Taking into account the production of narcotic plants is mainly from low class
farmers that see this issue as a *iable opportunity to impro*e economically.
Observing the problems of security in countries around the world.
#. Condemns, based on what was agreed in the 2nited 0ations Con*ention
against Illicit 3raffic in 0arcotic 1rugs and 4sychotropic 'ubstances of
#+55 in 6ienna, the production and preparation of narcotic substances
for sale in any mean or form in accordance to the #+7# con*ention of
narcotics.
$. Reaffirming the threats to public health psychotropic substances are, and
how they ha*e pro*en to harm public safety.
8. 'uggests creating a program that will help de*elop other methods of
economy to ci*ilians that see drug dealing as an option for their
economic purposes.
a. 3he program will be called Agricultural and Economic
1e*elopment 4rogram ,AE14-
i. 3he purpose is to guide the transition of ci*ilians from the
agricultural production of plants used for narcotics into

other crops not related to the production or consumption of
drugs.
b. It will pro*ide consultancy ser*ices to go*ernments which will
consist of plans on the progressi*e eradication of narcotic crops.
i. 3he personnel for this operation shall be appointed by the
20&1C under their respecti*e terms of performance and
capability.
c. If re9uested by a go*ernment, the AE14 will pro*ide with
obser*ers to o*ersee the process.
d. Annual reports will be sent to the respecti*e offices of 20&1C
depending on the region in which the re9uesting country is.
e. 3he funds for this program will come from China ,7%:-, 20&1C
,$%:-, and Azerbaijan ,#%:-
!. 2rges to promote the control and security of pre)established boundaries
a. ;ased on resolution /"$88 adopted by the <eneral Assembly on
1ecember $#, $%#%, point 8 in which states the regional and
international cooperation for intelligence)sharing and cross)border
control.
i. Establishes cooperation agreement between transit
countries such as China, Azerbaijan and any other
countries interested.
ii. 3he cooperation will consist on the sharing of information of
drug smuggling path and the interception of such paths
through border patrols of each nation.
iii. A reunion will be held in the 20&1C 9uarters in ;a=u,
Azerbaijan as soon as the resolution is adopted
#. 3he participant of this meeting will be any interested
country.
$. It will be held in a yearly basis to re*ise the progress
in each country.
8. It would delineate strategies for drug control, new
methods, and focus on the inno*ation of ideas.
. Emphasizes the principles of the 20 Charter, the 2ni*ersal 1eclaration
of >uman Rights, the international law, and the concepts of so*ereignty
and territorial integrity.

a. 3hrough the elimination of drug smuggling within borders
b. 3hrough the solution of internal struggles caused by drug usage
c. 3hrough the mediation of international conflicts caused by drugs
that *iolate boundaries.
