Dear Reader:
This letter is to inform you that information contained in this report may identify your school[s] as having
participated in the HKCS state sample. We understand that some schools and districts prefer to keep this
information confidential, and therefore wanted to alert you to this should you choose to share your HKCS
reports with others.
As a result of schools in your community being selected in the state sample, data were collected on
multiple instruments at both the high school and middle school level. Throughout the report you will see
footnotes highlighting on which modules the questions appeared, if your report includes multiple
modules. We include these footnotes so that the reader can identify the questions that reflect different
proportions of student respondents.
The proportions of middle school students that responded to each of the middle school instruments in this
report are as follows:
Module C (Local Administration Only): 76%
Module E (State Selected Only): 24%; several questions may appear to be repeated within the
report due to Module E having distinct response options from all other modules.
Note: no 6
th
graders participated in the local or state survey administration. Thus, middle school data in
this report reflect responses of 7
th
and 8
th
graders only. Additionally, regarding the state survey, the new
Colorado unified Healthy Kids Colorado Survey system implemented in the 2013-14 school year does not
administer to 6
th
graders unless your school was selected by CDC for the national sample or if schools
make this request. If you have any questions about this, please contact Amy Dillon, School Health

further information.
Also, as was communicated in your local administration reports, we want to remind you of a survey
administration error that occurred in Vail Mountain School and Vail Ski & Snowboard Academy. Students
at these schools participated in an online administration of the HKCS, and should have been instructed to
enter a unique ID number to ensure that each student was only surveyed once. During the administration
process, these instructions were not shared with students, and unique IDs were not entered for any
students at these schools. Because of this, we were unable to apply some of our standard data checking
and cleaning protocols to all of these HKCS results. All HKCS results were reviewed to remove obvious
duplicate responses, however there was not a way to ensure that each survey from these schools
represents a unique student. We alert you to this error so that you may share this limitation whenever the
data and/or report is shared with others.

INTRODUCTION
This report summarizes findings from the Healthy Kids Colorado Survey (HKCS) administered in your school(s) during this school year. The HKCS is
designed to assess students involvement in a wide range of health and risk behaviors as well as students attitudes about, and exposure to, a set
of risk and protective factors that have been shown to affect these behaviors.
Background
The Healthy Kids Colorado Survey (HKCS) was developed to:
Increase public awareness about health and behavior issues that impact youth
Create healthy learning environments by improving school health education policies and programs
Monitor how the priority health behaviors among middle and high school students increase, decrease, or remain the same over time
Provide local, state, and national comparisons on youth health behaviors
Educate leaders to shape effective public policy
Bring funding into the state and local communities
Meet the data collection and reporting needs of schools and programs receiving funding from multiple federal and state agencies
Specifically, the HKCS collects data that are commonly required by grants and programs offered through the following:
U.S. Centers for Disease Control and Prevention
U.S. Substance Abuse and Mental Health Services Administration and the Center for Substance Abuse Prevention
U.S. Office of Juvenile Justice and Delinquency
Programs of the Colorado Departments of Human Services (Division of Behavioral Health), Education, Public Health and Environment,
Public Safety (Division of Criminal Justice and Office of Juvenile Justice) and Transportation
Survey Measures
The HKCS integrates items from two nationally recognized and validated surveys: the Centers for Disease Control and Preventions Youth Risk
Behavior Survey (YRBS) and the Communities that Care Survey, developed by the Social Development Research Group, as well as additional items
selected by Colorado state agencies. Instruments used to collect data can be viewed on OMNIs website at http://hkcs.omni.org. Youth behaviors
measured on the HKCS include:

In addition to individual item results, multiple items from the survey are combined to calculate scores on several risk and protective factors. Risk
and protective factors are characteristics demonstrated by research to increase or decrease, respectively, the likelihood of unhealthy and
problem behaviors. Specifically, risk factors are the characteristics in a young persons environment that, if present, make it more likely that an
individual will engage in risky behaviors. Protective factors, on the other hand, buffer against risk, and reduce the likelihood that an individual
will engage in these risky behaviors. These risk and protective factors are assessed at four different levels, including the community, school,
family, and peer/individual. Risk and protective factors assessed in the HKCS include:

School Administration and Resources
The survey is administered by participating schools during the regular school year and generally requires 45 minutes for students to complete. In
order to promote a smooth administration and to obtain accurate, high-quality data, schools work closely with OMNI Institute to plan their
school survey administration. OMNI Institute is a non-profit social science research agency that coordinates the local administration of the HKCS.
To support Colorados school survey effort, OMNI Institute provides the following services:
Monitoring common state and federal data reporting requirements of schools and programs
Assisting school officials in planning school survey administrations
Supplying school survey materials
Scanning and analyzing school survey data
Developing user-friendly reports of HKCS data
Assisting school officials and local coalition representatives in interpreting HKCS data for funders and stakeholders
Assisting school officials and local coalition representatives in utilizing data for local program and service planning
Providing additional analysis on HKCS data

Report Organization
Your school survey report is organized into several major health behavior topics. In many topic areas, a few select survey items are presented in
charts to illustrate overall health behaviors and attitudes in the participating sample and differences across grade levels or gender. Tables
presenting survey results for all items are also included in each health behavior section. Risk and protective factor scales are reported in a
separate section at the end of the report. Please note that because the HKCS contains items from both the Youth Risk Behavior Survey and the
Communities that Care Survey, ATOD (alcohol, tobacco and other drug use) and drug use are used interchangeably throughout this report.
How to Use This Report
The purpose of this report is to provide schools and communities with the information and resources needed to: (a) develop an understanding of
youth attitudes and behaviors in your community; (b) identify assets or problem areas among youth in your community; and (c) guide the
selection of appropriate programs and prevention activities for your community. Please contact your Regional Prevention Consultant (See
Appendix B) or visit the Regional Prevention Services website at www.rpscolorado.org for technical assistance in utilizing this report.
We recommend examining your data in multiple ways:
(1) Look for patterns within your report: As you examine the report, pay attention to the relative percentages of youth reporting various
attitudes and behaviors. Although many of these outcomes are not directly comparable and may differ in importance, noting any general
patterns across these outcomes can help you identify and focus on what appear to be key problem areas or areas of strength.
(2) Compare your results with other data sources: To compare your communitys data with overall state-level data, you may visit the Healthy
Kids Colorado Survey webpage:

(3) Compare your results to previous years data from your community: If your community participated in the HKCS in previous years, certain

DATA QUALITY
Confidentiality
A standard data suppression policy is used to protect the confidentiality of students so that responses cannot be associated with individual
youth. Suppressed responses are not reported in data tables or in charts. When three or fewer students report a behavior or attitude, responses
are indicated by - in the data tables and charts. In addition, when all or almost all students (within 3 of the total sample) report a behavior or
attitude, responses are indicated by + in the data tables and charts. There are times when student responses are suppressed within sub-
populations (i.e. grade and gender) but are totaled in the All category. This will occur when the number within a sub-population is less than
three, but across grades and/or gender is large enough that confidentiality does not need to be protected.
Honesty and Data Validity
In general, the majority of students complete most or all of the survey items and research has shown that most students answer honestly.
However, sometimes students do not pay adequate attention or do not respond honestly to survey questions. Certain techniques are used to
determine when survey responses are inconsistent or dishonest. For example, if a student indicates on one question that he or she has never
used tobacco but on another question reports having smoked 10 cigarettes in the last 30 days, the answer will be considered to be inconsistent
for the domain of substance use. Students whose responses are inconsistent within a domain are considered missing and not included in
calculations for that domain, but are included for all other domains. This procedure allows for the inclusion of students who inadvertently
respond incorrectly to questions, but are not deliberately dishonest throughout the survey. Data may also be coded as missing if a student does
not provide either their age or grade. Students whose responses are inconsistent across three or more domains are considered dishonest and
removed entirely from the sample. Students are also excluded from the sample if they complete less than 25% of the entire survey. These steps
are taken to ensure that the information presented in your report is an accurate reflection of self-reported youth behavior.
Response Rates
High overall response rates are desirable for surveys because they help ensure that the data are representative of a given population (school or
community) instead of only the students who complete the survey. There are several factors that influence how representative the data are of a
particular school, district, or community. First, for a district or community level report, consider how many schools participated out of all the
schools in your district/community. If all or almost all schools participated, then data are more likely to represent the entire population. If only a
few schools participated, then data may only represent those particular schools.
Second, consider what percentage of students participated in the survey. In general, the higher the response rate, the more certain you can be
that results reflect the behaviors and attitudes of the larger population instead of just the students that took the survey. If you have a response
rate over 80%, you can be very confident that results reflect the larger population (the entire school). As response rates decrease, data are
considered less representative of the larger population. Response rates of less than 60% may not be able to be generalized to the larger
population, and instead may be representative only of the students who participated in the survey.
Finally, examine the item level response rate. Even if overall response rates are high, it is possible that some students completing the survey did
not respond to every question.The extent of missing data can influence the interpretation of the results. Therefore, the response rate for each
item is provided in the data tables.Similar to the explanation above, if the item response rate is above 80%, the results for that item can be
more confidently interpreted as representative of the larger student population, whereas response rates of less than 60% may only be
representative of the students who responded to that particular item.

The two left hand columns show the total number of students who took the survey, and the demographic composition of these students. This allows you to better understand the grade, gender and

The data in the two right hand columns shows the overall school(s) enrollment according to CDE. Similarly, these data can be used to understand the demographic composition of the school(s) as a
whole.
4) How each demographic group that took the survey compares to the number of students in that group that are enrolled in your school(s).
To better understand how students that took the survey compare to the larger student population from the school(s), compare the Sample % with the Enrollment %. Comparing these two
percentages can help to judge the quality of your data (e.g., how well it represents the school population). For example, if your school attempted to conduct a full census, you would want Sample %s
for each demographic group to be close to the percentage reported in the overall enrollment column in order to accurately reflect that demographic group. Finally, you can also compare the number
of students that took the survey within each demographic group to the total number of students in that group overall. Therefore, if 50 females took the survey and there are a total of 100 females
enrolled at your school(s), then 50% of the female students participated in the survey.

RiskandProtectiveFactors
Risk and protective factors are scales that combine the responses from a set of variables to assess the likelihood of unhealthy and problem
behaviors. The risk and protective factor scales on the HKCS are based on Hawkins and Catalanos Risk and Protective Factor framework, a well-
known research model used nationally. Risk factors are characteristics of youth, their peers, and their environment (e.g. school, family,
community) that if present, make it more likely that an individual will engage in problem behaviors. For example, youth who have peers who use
substances are more likely to engage in substance use themselves. Protective factors are positive characteristics that buffer against the negative
influences of risk. Protective factors such as strong bonding to family, positive peer interaction, and school engagement have been shown to
reduce the likelihood that youth will participate in risky behaviors. These risk and protective factors are assessed in four different domains:
community; school; family; and peer/individual.
The HKCS includes six risk factor and two protective factor scales. Each factor scale is derived from a combination of scientifically-validated
questions that measure the same underlying construct. For example, the risk factor scale labeled Perceived Risk of Drug Use includes 4
questions that ask how harmful it is to try different substances. These questions are then used to create a more robust profile of responses
related to perceived risk of drug use. In order to create these scale scores, each students mean score for each of the risk and protective factor
scales is determined. From there, the distribution of all students mean scores on each factor are examined and compared to a national cut-point
(number used as a critical threshold for that factor). Students who are above the cut-point for a risk factor are more likely to engage in risky
behavior. Students who are above the cut-point for protective factors are less likely to engage in risky behavior. The graphs and tables in this
report show the percentage of students who are above or below the cut-point for each factor. Ultimately, it is desirable to have a small
percentage of students above the cut-point for risk factors and a large percentage above the cut-point for protective factors. This would indicate
that your community of students experiences less risk and more protection against risk compared to nationally-established standards.
The important thing to understand is that the more risk factors youth are exposed to, the more problem behaviors they are likely to exhibit.
Conversely, the more protective factors that are present, the less likely problem behaviors will arise. Schools and communities can use this
information to better understand where the youth population as a whole exhibits increased risk, and can work to target these behaviors through
programs and policies. Likewise, results can also show what protective factors are present in these youth, and programs or policies to enhance
these characteristics can be identified. School and community programs that reduce risk factors and enhance protective factors have been
shown to positively impact the future health behavior outcomes of youth.

FREQUENTLY ASKED QUESTIONS
What is the HKCS?
The Healthy Kids Colorado Survey is a school survey administered statewide that explores many topics about the health related attitudes and behaviors of
Colorado students. The HKCS integrates items from two nationally recognized and validated surveys: the Youth Risk Behavior Survey (YRBS) and the
Communities that Care Survey, with additional items selected by Colorado state agencies. Specifically, questions on the survey ask about: unintentional
injuries and violence, including mental health, school safety and physical fighting; substance use; physical activity and nutrition; sexual behaviors; basic
demographic questions; and risk and protective factor questions.
Who participates in the HKCS?
Both middle schools and high schools throughout Colorado voluntarily participate in the HKCS in order to collect school, district and/or community-level data.
Results from a local administration of the HKCS can be used to compare to state level data, as well as monitor trends over time in a particular population.
Do the students have to participate?
No. Participation in the HKCS is always voluntary. Parents are notified of the survey ahead of time, and are asked to give permission for their child to
participate. Depending on district policy, either active consent (parents opt in to the survey) or passive consent (parents opt out of the survey) is used.
Students are also informed that participation in the survey is voluntary and that they may opt out at any time during the administration. In addition, students
are reminded that they can skip any questions they do not wish to answer.
How is student confidentiality protected?
Students are asked not to include identifying information on the surveys. Furthermore, teachers are provided with instructions that enhance confidentiality
practices such as: not walking around the classroom during administration; having students insert their completed surveys directly into the mailing envelope;
and sealing the envelope containing completed surveys in the presence of students before returning the completed surveys to OMNI Institute, which prevents
survey tampering. Additionally, data are aggregated across all students who participate, and no individuals data are ever identified.
How is the survey administered?
In most cases, the survey is administered by classroom teachers during regular class periods on a specified day during the school year. A contact person from
each school and/or district typically works with survey coordinators at various community based organizations to ensure a successful administration.
How long does the survey take?
The survey administration process takes approximately 45 minutes, and is typically conducted during a single class period. The administration process
includes: the distribution of surveys to participating students; providing direction to the students on how to complete the survey; and collecting completed
surveys.
Are data representative of the student population?
The more students that participate from a certain grade, school, or district, the more representative the data will be of the population in that grade, school, or
district. For example, when the response rate is 80% or greater, one can be very confident that the data reflect the experiences of the population being
assessed. When the response rate is 60% or greater, one can be fairly confident that the data reflect the experiences of the population being assessed. When
response rates are below 60%, one can be less confident that they accurately represent the experiences of the entire student population, and instead reflect
only the students who participated in the survey.
Why does the HKCS ask questions about sensitive topics?
Questions pertaining to sensitive topics are included on the survey because they represent the leading causes of illness, injury, death and social problems
among youth in the United States. Having data on current behavior among youth in Colorado can help schools and their surrounding communities provide the
resources and education necessary to prevent unhealthy behaviors and promote healthy behaviors.
Why are the questions worded in the way they are?
The structure and wording of the questions are based on extensively researched methodologies that allow data to be collected in a meaningful and valid
manner.Questions and response options are constructed to be easily understood by students in order to yield the most accurate response. All questions
pertaining to behavior provide a response option for students to report that they have never engaged in the behavior. Additionally, skip patterns are not
included on the questionnaire. This technique helps to safeguard privacy because all students are asked to answer all questions. When skip patterns are
included, students who engage in many risk behaviors take much longer to complete the survey than students who engage in few risk behaviors. This would
violate the privacy of both groups because students and survey administrators could infer that those who take longer to complete the survey are engaging in a
larger number of the behaviors assessed on the HKCS. Also, having all students answer all questions reduces the possibility that a student will feel that his or
her answer may be undesirable or negative because they are less likely to compare themselves to their peers while they take the survey.
Can answering these questions cause students to engage in negative behaviors?
The causes and determinants of health risk behaviors are very complex. Most students are regularly exposed to information about substance use, violence,
and sexuality through the media, their peers, friends, parents and their surrounding community. Responding to a survey with a small number of questions on
any of these topics is not likely to cause significant changes in behavior either good or bad.
Who may receive a HKCS report?
Schools and districts that participate in the HKCS may receive a report(s) without a signed release form as they have ownership over data collected in their
school(s). In many cases, a third party such as a community coalition or task force may work with a school and/or district in order to coordinate the survey
administration and the reporting of school, district or community level data. In these cases, a school or district official authorized to release data must sign a
Report Release Form authorizing OMNI Institute to share school and/or district HKCS summary reports with the recipients listed on the release form. OMNI
will not release school or district level reports to entities outside of the school and/or district in which the survey was administered without a signed Report
Release Form from the Authorized District/School Official.

RISK AND PROTECTIVE FACTOR SCALE DESCRIPTIONS AND SIGNIFICANCE
Community Domain
Risk Factors
Perceived Availability of Drugs Youth report that it would be easy for them to obtain cigarettes, alcohol, marijuana, or
other illegal drugs. Perceived availability of drugs is a primary factor associated with
greater risk of adolescent substance use.
Laws and Norms Favorable to Drug Use Youth report that laws regulating alcohol and other drug sales and use are poorly
enforced. Further, youth perceive that adults communicate that it is acceptable for
minors to use alcohol or other drugs. Research has demonstrated that in communities
where drug use is explicitly or implicitly condoned, youth are more likely to engage in
drug use and other antisocial behavior.
Family Domain
Risk Factors
Parental Attitudes Favorable to Drug Use Parents are tolerant of their youths alcohol or drug use. In families where parents use
illegal drugs, are heavy users of alcohol, or condone youths use, youth are more likely to
become drug abusers during adolescence. The risk is further increased if parents involve
youth in their own drug (or alcohol) using behavior, for example, asking the youth to
light the parents cigarette or get a beer from the refrigerator.
Protective Factors
Opportunities for Pro-Social Involvement Opportunities are present for children and youth to participate meaningfully in the
responsibilities and activities of the family. Research has shown that youth who are
involved in family decision-making engage in lower rates of delinquent behavior and
substance use.
School Domain
Risk Factors
Low Commitment Youth report poor grades and that they are not keeping up with other students
academically. Factors such as liking school, spending time on homework, perceiving the
coursework as relevant, and expecting to attend college are associated with lower rates
of drug use.
Protective Factors
Opportunities for Pro-Social Involvement Opportunities are available for youth to participate meaningfully in their classroom and
school. When young people are given more opportunities for pro-social involvement,
they are less likely to engage in drug use and other negative outcomes.
Peer-Individual
Risk Factors
Early Initiation of Drug Use Youth report that they first used alcohol and other drugs at an early age (prior to the age
of 15). Research shows that the early incidence of drug use also predicts greater
involvement in later drug use and abuse, as well as antisocial behavior.
Perceived Risk of Drug Use Youth report that alcohol and drug use is not likely to cause people harm. A low
perception of harm associated with drug use can make it more likely that youth will
engage in drug use.
