Se&retary designate established that there )as a *uorate in pla&e(
"hairperson designate opened the meeting at (40pm and )el&omed e'eryone
espe&ially our ne) members +iona "ouper John Met&alf and James ,regory( She
also mentioned sin&e our A,M -i&hard .ardy had left the &oun&il and )anted a 'ote
of thanks noted to -i&hard )ho had been a highly 'alued &olleague( .o)e'er on
saying goodbye )e &ould say hello and )el&ome to John .oad/ Spatial %lanning and
$esign 0eam Leader at St Albans $istri&t "oun&il(

23 2ote to formalise the admin group
"hairperson designate informed the group6 that as per our &onstitution unanimously
appro'ed at our A,M6 those )ho had 'olunteered to taken on e7tra duties )ithin the
reps group needed to be agreed at this first meeting( A member raised a *uestion as to
)here in the &onstitution )as the phrase 8admin group9( 0he &hairperson designate
a&kno)ledged this )as her o)n term/ as that is ho) she sa) the roles )ithin this
&ommunity group/ as no one in our &harrettes )ould ha'e a louder 'oi&e than anyone
else( .o)e'er she stood &orre&ted and referred to the offi&ers of the reps group from
then on(
"hairman designate asked if the group )ere )illing to ele&t Mel .ilbro)n as $eputy
"hairperson/ "hris $ebenham as 0reasurer and James ,regory as Se&retary( 0he
group agreed to the appointments(
0he $eputy "hairperson then asked the group if they )ere )iling to ele&t 2anessa
,regory as "hairperson( 0he group agreed the appointment(
33 +ormally sign a &opy of the adopted &onstitution
0he "hairperson then asked for the adopted &onstitution to be signed( She re*uested
that although normally only the ele&ted offi&ers )ould sign she in'ited all those on the
reps group present to sign if they so &hose(
43 Arrangements for the Memorandum of #nderstanding :Mo#3 formalisation
0he &hairperson they asked John .oad to fa&ilitate the Mo# )ith the &oun&il to be
signed by the ;nterim .ead of %lanning and she )ould &ounter sign on behalf of
Look! St Albans( John .oad agreed to fa&ilitate( A member pointed out there )as a
spelling error also the &onstitution )as no longer draft but adopted and suggested
these &hanges be made( 0his )as agreed and )ould be a&tioned by the "hairperson in
&on<un&tion )ith John .oad(
=3 "omments on draft A,M minutes before they are sent out to supporters( Formal
adoption can only take place at next AGM
A member raised &on&ern o'er of part funding of &harrettes by de'elopers and )ould
it not influen&e the pro&ess( 0he &hairperson along )ith other &olleagues e7plained
that they did not belie'e that funding )ould unduly influen&e( +urther elaboration )as
gi'en to this *uestion( 0he "hairperson also referred to the ans)ers that )ere gi'en at
the A,M and these )ere &ontained in the draft minutes( 0he sub<e&t )as also alluded
to by our guest speaker 0ony 4urton(

0he draft A,M minutes )ere then agreed and noted that these &ould no) be sent out
to our supporters and posted on our S&ribd )ebsite( ;t )as also noted they &ould only
be appro'ed at the ne7t A,M(

0he "hairperson said she had re&ei'ed e7&ellent feedba&k both by email and in the
street from our ;naugural A,M( 0he only &on&ern that had been raised )ith her t)i&e
)as on the la&k of di'ersity )ithin the male orientated reps group/ )hi&h &ontained
only t)o )omen( She hoped that )ith further and hopefully )ider engagement )ith
the &ommunity a more di'erse reps group )ould naturally follo)(
0he &hairperson said she )as due to meet $r Alina "ongre'e %rin&ipal Le&turer in
Sustainable %lanning at 0he #ni'ersity of .ertfordshire soon( $r "ongre'e has
suggested the meeting to see if Look! had any opportunities for student parti&ipation
or &ollaboration )ith 0he #ni'ersity in proposed forth&oming e'ents( 0he &hairperson
said she thought this )as an e7&ellent &ollaborati'e opportunity( Members indi&ated
they &ould not see on the hori?on any su&h opportunities( .o)e'er t)o members
suggested 0he #ni'ersity &ould help )ith looking at the St Albans parking strategy
and other &entral go'ernment dire&ti'es that &ould be looked at lo&ally( Also the
issues of unified signage throughout the &ity &entre( 0he reps group formed the
general &onsensus 'ie) that if these issues )ere pertinent to one of the &ity &entre
sites )e may look at )ith de'elopers 6 then )e &ould re'isit these sub<e&ts at a later
date(
3 $eputy "hairman9s &omments
0he $eputy "hairman said he foresa) Look! St Albans as being dormant until a
de'eloper approa&hed us( @e &ould tri&kle out information to our supporters as )e
re&ei'ed it( .e also sees the role of the reps group as being a fa&ilitator for the
&ommunity( .e had learnt of possible funding through .ertfordshire Lo&al 1nterprise
%artnership :L1%3 that had been allo&ated for 'ibrant to)n &entres and he &ould not
see ho) ours &ould not fit that &riteria( Also he )ould in'estigate opportunities for
funding through the St Albans "hamber of "ommer&e but he had not for the moment
anything spe&ifi& in mind(

A3 0reasurer report and re&ommendations
0he 0reasurer said he )as hoping to produ&e a budget for the year but needed
&olleagues to assist in this by keeping him informed of )hat e'entsBe7penditure &ould
be predi&ted( .e ad'ised us that the &urrent money held in &ash is C2=>(>( .e )as
asked )hether he had in'estigated )hi&h banks might gi'e fa'ourable rates for su&h
bodies as Look! St Albans( .e said that he had to )ait for the offi&ers to be ele&ted/
the &onstitution to be signed together )ith a &opy of the agreed first minutes from our
reps group meeting before he and fello) offi&ers &ould open su&h an a&&ount( .e said
that he had spoken to a bank yet and )anted to ask other organisations for their ad'i&e
on )hi&h banks offered the best ser'i&e( 5ne member said that her group had
re&ently set up su&h a bank a&&ount and )ould dis&uss this )ith the 0reasurer further
outside the meeting(
0he &hairperson said she had an in'oi&e for D24(E= #S dollars :roughly C1=(133 for
another year9s subs&ription for our +li&kr @ebsite and asked if the reps group )anted
to &ontinue )ith this site( ;t )as agreed that )e should(
0he "hairperson then made a general &omment that &olleagues had at 'arious times
indi&ated that on&e &onstituted )e )ould need to in'estigate insuran&e &o'er( 0here
)as a general &onsensus that insuran&e &o'er )ould be needed for both publi&
liability and professional indemnity(

0he Se&retary agreed he )ould look into the &osts of insuran&e &o'er(
103 $is&ussion on ne) Look! St Albans logo pre'iously &ir&ulated( Please ensure you
have a hard copy to assist the discussion.
"hairperson asked &olleagues to refer the portfolio of suggested ne) logos that $a'id
1llis had pro'ided/ )ho )as not at the meeting( ;t )as a&kno)ledged that $a'id had
&ome up )ith some e7&ellent ideas and that )e send our thanks to him for his artisti&
flair in these designs(
"onsensus )as rea&hed that )e should keep the ne) design simple as our brand )as
already )idely kno)n and to keep &ost of printing lo)( Fumber one on page three
)as agreed upon(
A member asked that )e should &he&k )ith both $a'id and Angela Go&h )ho had
originally helped )ith the design of our present logo that they )ere happy to hand
o'er &opyright on both designs( 0he &hairperson agreed to ask both $a'id and Angela
on behalf of the reps group(

;t )as agreed to set up the follo)ing )orking parties and the &hairperson asked for
'olunteers from the reps group( 0he &hairperson asked the se&retary to ask our
supporters )ho ha'e many skills and abilities to see if any )ould like to <oin these
)orking parties and their &ontributions )ould be greatly 'alued(

publi&ise the )ork of Look! St Albans and to keep our supporters updated on e'ents
and a&ti'ities in&luding reps group meetings agenda9s and minutes(

in )hi&h the timetable for the detailed Lo&al plan had been dis&ussed and said that
sometime in the future it )ould be good if Look! St Albans and the &oun&il dis&ussed
ho) Look! might help )ith regards to &ommunity engagement on design(
John .oad responded that in his personal opinion the Look! St Albans )orkshop
report &ontained a number of &ontradi&tions and the &odes )ere in draft form( A fe)
reps group members agreed )ith him on this point( .e said that should the group
)ish to form a )orking party to distil the )orkshop report into 10B12 key points6 he
)ould be happy to be on that )orking party( ,raeme 1astham agreed and offered to
ser'e on that )orking party as de'elopers looked for &larity(
0he &hairperson &autioned that members )ere talking about the &ommunity design
)orkshop report January 2013/ a key do&ument in our &onstitution/ )hi&h had been
endorsed at our 20
th
Mar&h 2013 &ommunity meeting and )as to be used in our
&harrettes( She )as 'ery &on&erned that at our first reps group meeting a suggestion to
distil their 'ie)s )as being suggested( As the &hairperson had gra'e misgi'ings she
thought it best to 'olunteer to <oin the )orking party(
Some reps group members 'oi&ed their support for su&h a )orking party as it might
make the report easier to understand and print( 0he name/ remit and purpose of the
)orking party )as not agreed upon(
Please note since the meeting John Hoad has clarified he sees this as an item for later
discussion.
133 Fe7t Meeting
Monday the 24th of +ebruary )as agreed to be the date of the ne7t reps group meeting
to start at (30 pm at a 'enue to be de&ided upon at a later date( Some members
&ommented that the 'enue used on this o&&asion had been noisy and they had found it
hard to hear all the dis&ussions(
