No owner sr keeper of a dog shall
sllow, permit or suffer such dgg, whether licensed or unlicensed, to be or tun at large
in or upon any pubtic place or
fiernise$,
or in or upon any unenclosed
private plqee or
premises, or in ot upon rny enciobed private place or prernises other_ than those of ssid
owner or keeper, exeept with the consent of the person in charge,of said private place
or premises, unless sueh dog is securely restrained by a subsbantial leash not exceeding
six feet in length and is in Lh"tge and control of a person cornpetent
to keep such dog
under control.

NOISE DISTURBANCES BY ANIMALS
- (a)
It is unlawful for any
person to knowingly keep, allow to be kept, or permit to remain yPon
premises under
Lhe control sf such person, any anirnal which habitually barks, whines, or makes loud
and unusual noises so as to unreasonably disturb the peace and quiet of
lh"
neighborl,rood or interfere with any person of ordinary sensitivene$s in the reasonable
anO comforlable enjoyment of life and property.
(b)
This section shall not be
construed to prohibii the keeping of any watch dog, provided the ke.eper thereof takes
irnmediste steps to quiet such dog whenever it barks, and provided further that such
keeper never leaves such dog unaffended on the premises in a place where its barkingt
if prolonged or repeated q undue number of times, unreasonably dishrbs a person crf
ordinary lensitivenegs.
(c)
Rtter being informed that a violation af subsection
(a)
or
(b)
abover fflay have occurred, the owner or harborer of
'such
animal shall take all steps
necessary to ensure that such violation doea not again occur,
