Charter of Governance

By the power vested in the Secretary Council, this document


is here by vested with the authority to govern the United
Territories of North America. Under this great law of the land, all
people shall be guaranteed certain inalienable rights and personal
freedoms. Under no unlawful manner may the personal welfare of
our citizens be compromised, and all people shall have the rights
of life, liberty, and wellbeing, regardless of gender, race, or
ethnicity.
Article I-Powers of the Government
Section I-The President and the Secretary General
The President shall rule over the government and hold an
infinite number of years in power, until their death. They shall
have the right to declare war on a foreign region, or an internal
threat. They will be able to also declare peace and negotiate the
terms of a treaty. They shall be able to make executive decisions
in times of emergency, pass policies for government officials in
accordance with the law, serve as the commander in chief of the
armed forces, may ban or eject a nation with approval of the
Secretary Council, and may appoint officials as seen fit. They
have the power to veto a law passed by the Secretary Council if it
is seen as unfit, and may propose laws to be passed. He also can
approve all Embassies planned on being established, unless the
Secretary General has already made a decision on the matter. The
President must give a weekly report on the state of the Union to
the entire region; in doing this, the President has no choice. The
State of the Union address must be factual and un-exaggerated.
The Secretary General shall be vested with the power to act
as the secondary Commander in Chief. He shall have the authority

to propose laws. He shall act as the head of the Secretary Council


and must approve all laws being voted on. If they are not
approved, then they cannot be voted on. He shall also be able to
pass policies, ban or eject a nation with the approval of the
Secretary Council, declare an emergency, and replace Secretaries
as seen fit. He also has the power of Veto. He has the
responsibility of enforcing all Presidential Policies amongst the
members of the Council. He can depose a member of the Council
only if they have been found in violation of this Constitution. He
shall also have the responsibility of maintaining an accurate map
of the region for diplomatic purposes, and must approve the
establishment of embassies. He must have 51% or more of public
vote to take office. Each term shall be 1.5 months long, and can
be elected to only 3 consecutive terms.
Section II-Powers of the Secretary Council Members
The Secretary Council shall be composed of several officials
elected by the public who shall have power over certain aspects
of the government and shall also serve as the legislative body of
the region.
There shall be a Vice-Secretary General who shall serve as
the second in command of the Secretary Council. He is first in
succession should the Secretary General be removed from office
in any way. In the absence of the Secretary General, he shall have
the power to exercise all of the rights and abilities of the
Secretary General. This nation is the only member appointed by
the Secretary General without public vote. He shall serve as the
chief adviser to the Secretary General.
There shall also be a Secretary of State who shall be in
charge of all Embassies in other regions. They shall be the
Secretary Generals chief adviser on all foreign affairs, is permitted
to conduct negotiations on behalf of the Secretary General, and
can terminate treaties and agreements. This must be approved

here after by the Secretary General. They supervise immigration


and emigration in the region, and have the duty of protecting
regional citizens when traveling to another region. They can
propose to the regional government the creation of an Embassy in
a region. In addition, they must help the Secretary General keep
records of regional history.
There shall also be a Secretary of Justice who shall reign over
all courts and police forces. He shall have the power to act as a
judge, and dispatch police to any inter-regional location. He has
authority to establish police forces and agencies and must
enforce all laws amongst the region. He can pardon criminals of
being banned and give them another trial. He may also delay a
trial or punishment as he sees fit, but if he does it continually
without cause, the action may be countered by the President.
They also have the power to determine if something is
Constitutional or not and if they decide it is not, the law will be
revoked. Only a 2/3 Secretary Council vote can undo the ruling,
with the Secretary Generals approval. Also, their rulings on cases
shall be added into Regional Policy, but any ruling can be undone
also with 2/3 Secretary Council vote and the Secretary Generals
approval. He shall be the 3rd in succession to the Secretary
General.
There shall be a Secretary of the Treasury who shall manage
the accounts and the treasury of the region. It is his duty to
oversee all commerce and trade, both foreign and domestic. It is
his duty to account for all expenditures and maintain accurate
information regarding the Census of the region, and hold
important records. He shall be fourth in succession to the
Secretary General.
There shall be a Secretary of Defense, who shall command
directly the armed forces and has the authority to pass policies
regarding it. He serves as the chief military adviser to the
government and is responsible for the defense of national borders

and coastal waters. He can appoint and dismiss Generals from


duty, and promote officials within his office and department. He
shall be fifth in succession to the Secretary General.
Also, a Secretary of the Environment shall exist whose duty
is to make sure that state parks, forests, and natural wonders are
maintained and kept safe. They have the power to pass policies
limiting Industrial expansion in protected land and must oversee
all companies using natural resources and ensure they are being
used correctly. They must make sure that all member states
maintain acceptable environmental policies and protect wild life
and endangered animals. They shall be 6th in succession to the
Secretary General.
Finally, a Secretary of Human Services shall exist. Their duty
shall be to direct fire department and medical services around the
region. They will have the duty of making sure that all nations
have adequate medical services for their citizens and shall
oversee welfare programs, Social Security, and other social
agencies and child protective services. Shall human rights be
violated in any nation, they have the power to temporarily
suspend that nations right to participate in government pending
a trial in the Justice system. They shall be 7 th in succession to the
Secretary General.
The Secretary Council, with a revote of 5/7 of the council in
agreement, may pass a law despite the disapproval of the
President of Secretary General. Any Secretary can propose a law
for vote. All Secretaries shall also serve a 1.5 month term, and
can also only hold 3 consecutive terms. A Vice Secretary General
can only be appointed 3 times consecutively as well. To be
elected, the secretaries also need a 51% vote or more of the
public. Secretaries can vote in the election of other officials, as
well can the President and Secretary General. Any appointment
can be negated if the Secretary Council decides to vote on it, and

a majority rule against it. All nations are required to endorse the
Secretary General and President.
Section III- Laws
Under no circumstance shall a law be allowed to exist which
harms personal freedom or restricts the inalienable rights
provided by this constitution, except in times of national crisis.
The Public can vote against a law on their own accord, and if 2/3
disapprove, and then it is to be revoted on or altered by the
Secretary Council, or even disbanded completely. No laws shall be
passed to restrict religion.
Section IV- Emergency Dictatorial Powers
In times of invasion or regional collapse, all power shall be
invested in the President and the Secretary General shall be
required to enforce all Presidential Rulings. The RSA (Regional
Security Army) shall be placed under Presidential control, the
Secretary Council will be temporarily dissolved, and the
Constitutional rights awarded to citizens and member states
temporarily restricted as needed, or relaxed as needed. The level
of need will be determined by the President. Only in time of
invasion or regional collapse can these powers be vested freely.
Any other time, the Secretary Council must vote 100% in favor of
doing so, and the Secretary General must also approve. The
Security Council shall remain intact, but under the President
control in time of Dictatorial Power, as will the Commerce Council.
Article II- Citizens
Section I- Banning/Ejecting
If a nation is responsible for a serious crime that they have
been found guilty of, or is a traitor or an invader, then they may
be ejected. No citizen may be banned for their personal beliefs,
especially on religion or politics, unless they are causing unease
and insulting religions and political beliefs of others. Also, if any

nation attempts to perform a coup dtat they will be banned


immediately.
Section II- Rights and Liberties
All citizens shall possess the right to life and freedom. Under
no circumstances, except by judicial decree, is a citizen to be
unlawfully executed. All citizens above the age or at the age of
21, or younger if so decided by the member state they reside in,
shall have the right to vote. All people shall have the right to work
and earn a living, and those who cant have to be taken care of by
government agencies. If any government is found abusing its
citizens, they shall be punished. All people are allowed ownership
of property, if they are so granted it by purchase or otherwise,
and all citizens must be allowed to possess their own weapon. The
type of firearm may be limited by the nation/state they reside in.
Also, an age is set by the state they reside in. All citizen shall
have the right to free speech, press, and religion and these
cannot be limited.
Article III- Rights of member Nations/States
Section I- Law Making
A member nation of the region shall be allowed to pass its
own law, but if it passes a law that contradicts this constitution or
a Regional law, then that law shall be struck null and void. Each
nation must not deviate from this constitution when it comes to
human rights. No law can be passed with less than 50% vote in
any case. Governments main concern should always be the
majority.
Section II- Government
Each member nation shall be allowed to have its own leaders
who shall act independent from regional leaders. A nations
government cannot place a leader who tries to govern or enact
policies over another member state or against the regional

government. No regional criminals may hold positions within a


government.
A government will be allowed its own constitution but it must
be within the law of the region. A government will be allowed to
have its own military for its defense, its own police, and its own
medical and emergency services. Should it decide, however, to
act against the regional government directly with these agencies
or forces, they shall be placed under government control. No
nation can lawfully act against the government with its military. It
shall be able to go to war with another member state as long as
regional safety is not threatened by the war, and the regional
government is not compromised. Nations foreign affairs are no
concern of the regional government when it comes to nations
outside of the region.
Section III- Regional Participation
All member nations shall be required to submit at least
10,000 able bodied troops to the regional security force. Each
member nation shall be required to vote for at least 3 of the
Secretary elections. Each member state must attempt to be
active and post at least once every 2 weeks. Member states are
expected to have relations with half the region on some degree
and it is frown upon if they chose to be isolationists from
everyone. No punishment shall be incurred, though.
Members are not required to run for a government position,
but they are expected to obey those elected when it comes to the
powers that official possess. Should a member state refuse to
conform to regional law, the Secretary of Justice shall enact a trial
to determine the level of that nations punishment.
Section IV- Punishments for breaking the law
Punishments shall be enacted after a trial by the Secretary of
Justice determines what the punishment should be, and the crime

you committed. For breaking the law, punishments can be ban,


ejection, trade sanctions, removal of certain state rights such as
possessing an armed force, ban from voting temporarily, ban from
running for office temporarily, fines, increased tariffs on export
goods, Security Force Occupation (very severe), and/or land loss.
If you possess a government position, you may also be removed
from that position. More than one punishment can be placed on a
nation at a time. All punishments must be equal to the severity of
the crime, and if they are not, a plee can be made to lessen the
punishments severity.
Section V- Land Expansion
All land expansion request must be submitted to the
Secretary General, who will assess the request and either approve
or disapprove of it. If the expansion is large, a Secretary Council
vote will have to take place to approve the expansion. The
Secretary General shall decide what a large expansion is. After
your 3rd expansion (or less depending on the size of the
expansion) no more will be allowed without a Secretary Council
Vote. No land claims can be made that overlap with already
claimed land. If the Secretary General wishes to expand, the
President has the power to approve.
All lands claimed in war must be submitted to the Secretary
General to either accept the claims made in war, or draw a new
border that he considers fair.
In an OOC manner, a nation cannot invade an un-owned
territory without the approval of the Secretary General. If it is
permitted, they must take into consideration any heavy resistance
there, which will be RPed by a person of the Secretary Generals
choice.
Article IV- Other Councils
Section I- Security Council

The Security Council shall be composed of the top 3 military


powers in the region. They shall serve under the Secretary of
Defense and control the Regional Security Army (RSA). They shall
hold their positions until another nation arrives that possess a
more powerful military. Then, the weakest shall be replaced.
Member nations will vote on all actions by the armed forces and
should a tie occur, the President shall have the tie breaker vote.
The Security Council must approve all military policies and
approve all policies of the Secretary of Defense. They, unlike nonSecurity Council nations, must give 45,000 troops to the RSA as
well as various combat vehicles. If a member wishes to leave,
they will be replaced by the next highest power. All nations must
give 10,000 troops to the Security Council unless special
Section II- Commerce Council
The Commerce Council shall have the authority to govern all
trade under the Treasurer. They shall be the 4 most economically
well off nations in the region and must give 2% of their nations
revenue (profit) to the regional treasury for safe keeping. Should a
nation leave the Council, all funds given shall be returned
immediately. Member nations will have the power to limit or
increase trade, place tariffs on certain goods, control Industrial
production quota (of interregional operating companies only), and
place sanctions on hostile powers or enemies. They also have the
power to limit foreign trade on a regional level only.
Article V-Amending this Constitution
In order to amend this constitution, of the Secretary
Council (including the President and Secretary General) must vote
in favor of the amendment and the amendment cannot place
more restrictions on member nations freedoms unless absolutely
necessary or in times of crisis. All Amendments must be written in
a new section of this Constitution and titled Amendment 1,
Amendment 2, and so forth.
