/esearch is an academic institution&s most lasting contribution to society. /esearch
activities are normally composed of two main aspects - the production of theoretical
knowledge and an integral e9periential encounter with sub;ects constituting the society.
!ndeed the body of published material built up by hundreds of researcher(writers and
creation of a massive data base from which to retrieve information regularly and which is
constantly augmented corrected and revised is a natural corollary of research activities.
,his body of published material and the data base constitute the research canon that is
central to the functioning of a reputed academic institution like !"N#$ and that forms a
material e9pression of its scholarship.
!n about twenty eight years since its inception !"N#$&s /esearch 0rogramme has shifted
gear from the initial focus on distance education and its methodologies and practices to
vital contributions to both theoretical and empirical research in various academic
disciplines and interdisciplinary areas. ,his shift has been smooth without any ma;or
impediment and has yielded the desired ob;ective of the creation of a viable Bresearch
canon&. ,he core of our research endeavour is harnessed to the creation and continual
e9pansion of this research canon.
A principal ob;ective of !"N#$&s /esearch 0rogramme has been to maintain a strong
focus on the flow of theoretical ideas and to connect it with the empirical works of sub;ect
oriented researches in sciences social sciences humanities management technology
and other disciplines offered by the $niversity as areas of probe and investigation from
time to time. ,here has to be a con;unctive mi9 of theoretical ideas and e9tended probes
into concrete social situations. !t is now commonly agreed that the ob;ect of the
sub;ectAdiscipline oriented research is to delineate a methodology of investigation that
guarantees the discovery of Btruth& and to prescribe that methodology as canonical
imperatives which practicing researchers are obliged to follow. #ur research programme
has indeed had great practical import> studying the philosophy of research and training into
research methods have become important ingredients of our research programme.

A candidate is eligible for Admission and /egistration for the '0hilA0hD programme

e?uivalent thereto in such fields of study as are notified for the purpose from
time to time by the $niversity. ,he minimum ?ualifying marks are 445 a& Pos&

,he @ntrance @9amination will be conducted at the national level in the various cities
where !"N#$ /egional 6entres are located for this purpose candidates are re?uired to
give their choice on column ) of the Application %orm.

,he 0hD 0rogramme %ee is /s. 5000A( per annum for 3 years. '0hil candidates are to
pay one(time fee of /s. 10100A( which is inclusive of the 6ourse %ee. '.0hil degree
holders who have not be assigned course work will have to pay /s.5000A( per annuam for

to the !"N#$ website at www.ignou.ac.in. ,he Come 0age opens and you get
the link Research Degree Programmes there. Fou will here find detailed
information on the /esearch Degree 0rogrammes of !"N#$ vi=. '0hil and
0hD. Fou would do well to carefully read and even download this information
and choose your area of research based on this information.
2. Now look for Admission Advertisement on the Eebsite. The U"$)ers$&*

almost four months in advance of the impending cycle on the $niversity website
indicating the Disciplines which are offering /esearch 0rogrammes for particular
cycle. 0lease note that all the Disciplines may not offer /esearch 0rogramme in
both cycles.
3. ,he Application %orm is also placed on the Eebsite. Fou may download the
Application %orm and fill in the details. /emember you should respond to each
and every item contained in the Application %orm. !f there is inade?uate or
wrong information your Application %orm is likely to be re;ected.

initial scrutiny will be made to e9amine if all the essential conditions of eligibility
are met and relevant documents are attached with the Application %orm.

11. !n 6ase of 0hD admission !f your topic of research and the /esearch 0roposal
are not finalised at the time of !nterview you may be given a ma9imum of si9
month time to work on your research topic to finali=e the title methodology
research approach and such aspects of your work as are advised by the
Doctoral 6ommittee. Fou will be guided by your 2upervisorAs in this matter. Fou
should finali=e your topic and /esearch 0roposal within si9 months of your
provisional AdmissionA/egistration. !n case you fail to do so your admission will
be cancelled and no refund of fees will be made. 0lease understand that it is
your responsibility to finali=e the /esearch ,opic and /esearch 0roposal within
the si9 month period.

/esearch 0roposal is the statement of your scheme of research. Fou have decided the
topic which you want to e9plore. Now is the time to put some ?uestions to your own self.
Ehat is the purpose of your researchH !t is not supposed to be ;ust a rehash of what other

welcome to enrol for Doctoral 2tudies at !"N#$. ,he $niversity will disburse
the fellowships awarded to them as per the rules of the awarding agencies.
7b8 ,he $niversity also awards 7e''o-sh$(s (!%OU.Research 7e''o-sh$() to
full time 0hD students of !"N#$. ,he ob;ective of the !"N#$(/% scheme is to
provide opportunities to full time research students who have no other financial
support to undertake research leading to 0hD degree in the disciplines offered
by !"N#$. ,he tenure of !"N#$(/% is initially for a period of two years from
the date of the award. !f the research work is found satisfactory fellowship for
an additional year will be awarded to the candidate. There $s "o (ro)$s$o" for

728 A candidate who has been offered registration shall deposit the prescribed

students whose registration is cancelled. An application for re(registration if
made within a period not e9ceeding si9 months from the cancellation of the
registration may be considered only on the recommendation of the

,he !"N#$ library is the most resourceful information centre in the country in the field of
Distance @ducation. ,he library has the largest collection of books ;ournals and other
related materials in the field of Distance @ducation throughout the country. !t was
established in 14*) in tune with the ob;ectives of !"N#$.
,he primary mission of the library is to support the educational and research programmes
of the $niversity by providing physical and intellectual access to information. !n
accordance with the ob;ectives of the $niversity the library aims to develop a
comprehensive collection of documents useful to readers. ,he !"N#$ library uses
L!:SYS, an integrated +ibrary 'anagement software package with all the modules for the
library housekeeping operations. $sing +!G2F2 Eeb #0A6 users can search the +ibrary
online catalogue by Author ,itle 2ub;ect and Jeywords. ,he library also provides the
facility of accessing e(resources.

,he $niversity has identified certain areas in the knowledge domain for focused efforts
aimed at knowledge advancement as also e9tension work wherever possible and has
instituted several 6hairs for this purpose. ,he Cha$rs are Aca#em$c Reso3rces which
provide opportunity to the researchers to enrich themselves in numerous ways. A brief
mention of such 6hairs is presented below 3

Anniversary of the %irst Ear of !ndependence which is supported by the
grants released by the 'inistry of 6ulture "ovt. of !ndia.
7ii8 ,he Cha$r for S3s&a$"a2'e De)e'o(me"& was established by the $niversity to
mark the decade of education for 2ustainable Development by the $nited
Nations. ,he main focus of the 6hair is the promotion of research and
education in the field of sustainability science.
7iii8 :isuali=ing that satellite communications will play a critical role in the growth of
the #pen and Distance +earning 2ystem in the country the $niversity in
collaboration with the !2/# has established the !SRO Cha$r for Sa&e''$&e
Comm3"$ca&$o" E#3ca&$o" in !"N#$ ,he 6hair will undertake research and
educational activities in the application of satellite communication to education.
7iv8 The Tagore Cha$r for !"#$a" L$&era&3re is located in the 2chool of
Cumanities. ,he 6hair is established to organi=e symposia seminars and
undertake researches in !ndian +iterature.
7v8 ,he Ca&ho'$c :$sho(s Co3"c$' of !"#$a has established the 6G6!(!"N#$
6hair in the $niversity to address the needs of the disadvantaged sections of
the society through educational programmes e9tension activities and research.

the 2chool of @ducation. ,he 6hair will take up various academic activities for
effective utili=ation of technology for development planning and transaction of
the curriculum.

'C/D to conduct research and studies on themes close to the heart of the
former 0rime 'inister. ,he ob;ective of the 6hair is to create National 6entres
for academic deliberations and action oriented research in the frontier areas of
contemporary relevance for improving the ?uality of life and life management
systems.
7viii8 The UESCO Cha$r $" Teacher E#3ca&$o" &hro3gh D$s&a"ce +o#e acts as
a focal point for activities implemented in the field of teacher education through
distance mode.

on dissemination of the ideas and thoughts of Dr. Ambedkar. !t also undertakes
pro;ects for documenting the history of the movements which tried to remove
the caste system.

2chool of 2ciences aims at mapping out policies for national initiatives for
furthering the cause of education in the fields.

2chool of @ngineering and ,echnology. !t aims at identifying technological gaps
between the needs in the field and available technology. !t also develops tailor
made education and training programmes to cater to the customi=ed needs of
the industry.
As outlined in the /esearch 0olicy studying the philosophy of research and training into
research methods are important ingredients. 'odern research methods have impacted the
structures of society and relations of power. ,hey have also remained pervasive in cultural
relations throughout the world. ,he research programmes of the $niversity should
therefore draw upon a variety of theoretical positions and their associated strategies and
techni?ues. 'oreover the researchers should also seek to develop ade?uate and
appropriate approaches to sub;ects that are diverse hybrid and diasporic. !t is felt that the
research programmes of the $niversity function in an atmosphere of intellectual e9change
and cultural negotiation. Jeeping this in mind the !"N#$ /esearchers %orum has been
formed to provide a platform for interaction among the researchers and to ensure that the
essence of the /esearch 0olicy is reali=ed. ,he %orum meets on a regular basis and
encourages research scholars to make their presentations and participate in the
discussions and debates. ,he %orum is open for participation to all teachers staff and
students.

permission of the :ice 6hancellor. ,he re?uest for e9tension shall have to be moved
by the research student through 2upervisor and the Doctoral 6ommittee. !n such
cases a prescribed fee will have to be paid by the student for the period of
e9tension.
1.. Ehen the research student is nearing the completion of his 0hD work a

report of the seminar and suggestions for improvement if any will be sent by the
2upervisor through the Director of the 2chool to the /esearch $nit for records. ,he
2upervisor will ensure that constructive suggestions made in the pre(submission
seminar to improve the ?uality of research are incorporated in the thesis.

1). ,he research student shall submit a copy in electronic form on a 6D and four hard

15. %our hard bound copies of the thesis along with one in the electronic form on a 6D
shall be submitted to the /esearch $nit through the Director concerned. ,he thesis
shall $"c'3#e a cer&$f$ca&e in the prescribed format signed by the 2upervisor7s8
about the originality of the work.
1*. ,he thesis shall be e9amined by three e9ternal e9perts nominated by the
:ice 6hancellor from a list of e9perts submitted by the 2upervisor7s8 and approved
by the 2chool Goard concerned. ,he report of the evaluation will be given on a
prescribed format.
14. !n case an e9aminer suggests certain modifications or re(submission of the thesis
the same should be communicated to the candidate who will be asked to resubmit
the thesis with all the modifications within si9 months. ,he research 2upervisor7s8 will
ensure that the suggestions of the e9aminer are ade?uately addressed before
resubmission of the thesis. ,he modified thesis shall be referred again to the
e9aminer concerned for re(evaluation.
20. !f one of the e9aminers does not recommend the thesis for the award of a 0hD
degree the thesis shall be referred to another e9aminer for independent evaluation.
!f the fourth e9aminer recommends the thesis for the award the viva(voce
