0 DESCRIPTION OF SYSTEM

The Liquid Fuel Handling System consists of the following subsystems:

1. HFO Unloading and Storage System
2. LDO Unloading and Storage System
3. HFO Tank Heating System
4. Fuel Oil Drain System
5. Steam and Condensate System

The HFO shall be used for flame stabilization during low load operation of the boiler and
LDO shall be used for light up (start up) of the boiler.

1.1 Process Description of HFO Unloading and Storage System

HFO is proposed to be received at site through rail wagons and unloaded to the HFO
storage tanks. The HFO unloading system comprises a HFO unloading header of about
700m length laid along the side of railway Wagons to cover the entire length of the rake.
The arrangement shall be made such that it is possible to unload 48 rail wagons
simultaneously. The oil shall be unloaded through neoprene unloading hoses of 100 NB
diameter and 7.5m length. 48 such hoses shall be connected to the header from the railway
wagons.

The railway wagons would have steam heating coil arrangement for heating HFO. Steam
shall be supplied to the wagons from the plant auxiliary steam header through metallic
flexible hoses.

The condensate from the railway wagons heating shall be collected in a condensate header
laid by the side of HFO unloading header on the sleepers.

The HFO from unloading header shall be pumped to two (2) nos. of HFO storage tanks of
2000 Cu.m capacity each.

The HFO storage tank shall be provided with steam floor coil heaters to raise the
temperature of oil from minimum expected temperature of oil under minimum ambient
condition during winter to oil handling temperature of 50C.

The storage tanks shall also be provided with suction heater for supplying oil to fuel
forwarding pumps to the plant.

The Storage tanks shall be insulated only up to the lower half of the tank. All HFO piping
shall be heat traced and insulated.


1.2 Process Description of LDO Unloading and Storage System

LDO is proposed to be received at site through road tankers and unloaded to a LDO storage
tank. The LDO shall be delivered by road and delivered to power plant by road tankers. The
oil shall be unloaded through neoprene hoses of 100 NB diameter and 7.5m long. 2 such
hoses shall be connected to the header from the road tankers.

The LDO from unloading header shall be pumped to one LDO storage tank of capacity 1000
Cu.m.



1.3 Process Description of HFO Heating System

a) Heavy Fuel Oil Tanks Floor Coil Heater

The heavy fuel oil storage tanks shall be provided with steam floor coil heaters at the bottom
of the tank to raise the temperature of oil from the minimum ambient condition during winter
to oil handling temperature, 50C.

b) Heavy Fuel Oil Tanks Suction Heater

The function of the heavy fuel oil tank suction heater is to heat the required quantity of oil
from a temperature of 50C in the storage tank to 60C. The heater shall heat only the
quantity of oil that is being withdrawn from the tank.


1.4 Process Description of Drain Oil, Condensate and Oily Water Separation System

The drain oil from various equipment of HFO unloading pump area shall be collected in
drain oil tank located in HFO unloading pump house area. The drained oil shall be
transferred to the HFO unloading pump suction line by drain oil pumps.

The drain oil from various equipment of LDO unloading pump area and HFO/LDO
forwarding pump area shall be led to the drain oil tank located in the HFO/LDO forwarding
pump house area. The drain oil shall be transferred to the HFO storage tank by drain oil
pumps.

The drain oil piping from drain oil tank to HFO unloading pump suction line shall be steam
traced and insulated. The steam flow shall be manually controlled as and when required.

The oil-water mixture from HFO rail wagons unloading area shall be led to the oily water
collection sumps. From the sump oily water shall be transferred to oily water collection sump
located in the HFO unloading pump house by gravity. The oil water mixture from HFO
unloading pump house shall be led to the oily water collection sump located in the HFO
unloading pump house. From the sump oily water shall be transferred to oil water separator
by sump pumps.

The oil-water mixture from road tankers unloading area and LDO pump house shall be led
to the oily water collection sumps located on the LDO pump house. The oily water from the
tank dyke area shall be led directly to the oily water collection sump located in the dyke
area. From the sump oily water shall be transferred to oil water separator by sump pumps.
Recovered oil from the oil water separator if suitable for use shall be pumped to drain oil
tank in forwarding pump area, whereas the separated water shall be pumped to the ETP.

1.5 Process Description of Steam and Condensate System

Auxiliary steam parameter available at fuel oil unloading area shall be 16 kg/cm
2
(a) and
210C. Pressure Reducing Valve shall be provided to reduce the pressure to 3.5 kg/cm
2
(g)
for tank heating, rail wagon heating and steam tracing purpose.

Steam heating / tracing for Heavy Fuel oil Unloading, storage system and HFO drain oil
system shall be provided to maintain the oil temperature and viscosity.

Auxiliary steam after pressure reduction shall be available for heating and tracing.

Condensate from storage tank heating and suction heaters shall be drained through steam
traps to a header which shall lead to condensate flash tank. Condensate from the drain oil
tank steam heater shall also be collected in the condensate flash tank. Condensate from rail
wagons unloading area shall be collected through the condensate drain header and led to
the condensate flash tank of capacity 6m3. The collected condensate shall be pumped to
oily water separator.
