"It looks like city staff thinks they have flexibility to alter the policy
after council approves it," said Lye of ACLU. "That raises huge questions.""
The July 26th email exchange seems to concern staff modifications to the
Resolution that you were planning on submitting at Council, though it is not
clear. In any case, the article incorrectly implies that July 26th occurred
after the Council approved CM Kalb's and Schaaf's amendments to the
Resolution. In fact, the amendments were finalized on July 30th, the date of
the Council meeting. It would be helpful to receive clarification about what
the quoted exchange communicated.
