1.0 PURPOSE
The purpose of this procedure is to explain in detail, the steps to be followed for
testing of distance protection relay to ensure the relay & Scheme healthiness.
2.0 SCOPE
This procedure covers the testing of distance protection relay with its scheme in
132kV,400kV new substations and remote end substations in DEWA network.

6.0 PROCEDURE
6.1 General:
Note: Working in live stations procedure (TP/TPD/PFS/TPC/QP-06) to be
strictly followed in live substations.
Witness Engineer shall confirm the availability of following prior to starting the
testing

Approved settings

Approval of testing engineer

Required tools

Calibration of test equipments and its validity

Ensure the Relay type, rating, software, hardware version.


6.1.1.

Open the appropriate manufacturer application software, establish a


communication between the relay and the computer (lap-top) to Upload /Down
load the settings.

6.1.2.

Down load the default settings from the relay to computer and adopt approved
settings, date, time and configure the input / output contacts as per the
approved schematic drawings and send to relay.

6.1.3.

Generate RIO file from relay and use it in omicron to generate the zone reach
test module & time test module for both Phase and Earth faults for the active
Zones.

6.1.4.

All tests are to be carried out as mentioned in test report (Refer attached test
report TP/TPD/PFS/TPC/QP-12:A01) and to be ensured that observed
readings are with in limits as per test report.

6.2 Protection Device testing.


Note: Manufacturers safety recommendations should be followed strictly.
6.2.1

The testing engineer has to fill the General data (relay type, rating, serial
No, firmware version, rated current etc.) as mentioned in the test format.

A general visual inspection to be filled after the confirmation of relay


installation and wirings as per the approved drawings.

6.2.1.2.

Binary Input Tests:

Apply the rated DC voltage in BI terminals, check the BI pickup/operation in


display and record the same.

6.2.1.3.Binary Output tests:

Each BO is to be checked by operating the assigned function. The


operation of BO is checked in relay display as well as in respective output
terminals by using multi meter in continuity function.

6.2.1.4.

LED tests:

Each LED indications are to be checked by operating the respective


assigned function.

6.2.1.5.

Protection Zone reach and Timing test:

Run the Zone reach test module for both Phase and Earth faults (auto test)
which is created as per Clause 6.1.3., save the results.

Run the Timing test plan which is created as per Clause 6.1.3., save the
results.

Ensure the reach and timing results are within limits. Print the auto test
results and attach with the test report.

6.2.1.6.

Fault Locator:

Calculate the expected fault location in % according to the total line length,
impedance per kilometre, reactance value (to be applied) which covers all
zones for phase to phase and phase to earth fault.

Apply a fault loop in Phase to phase fault. After the relay trips, percentage
of line length shall be observed from relay display and record the same.
Repeat the same tests for Phase to Earth faults.

6.2.1.7.

Create a fault in Z1B reach more than the reach of Z1, without CR signal
input to the relay and ensure the relay trips in Zone 2 timing and CS output
operated.

Create a fault in Z1B reach and with CR signal input to the relay, ensure
the relay trips instantaneously (i.e., Zone 2 time bypassed) and CS signal
operated.

6.2.1.8.

Record the results.

Current Reversal :

Create a fault in reverse reach for more than the transient bock set time
(according to address 2109A-Transient block: Duration external fault 40mSec.) and record the operated time.

Then change the fault state to Z1B forward reach with CR signal input to
the relay for less than the transient bock set time (according to address
2110A-Transient block: Block time after the external fault - 150mSec.) and
ensure that CS output is not operated. Record the measured operating
time of the relay.

6.2.1.9.

Directional Earth Fault :

Directional Earth fault is act as a backup while Distance is not picked up for
high impedance faults.

To check the DEF element pickup and drop off current, gradually increase
the earth fault current in forward direction (with maximum torque angle,
with polarizing voltage) until the pickup of DEF and record the current value
, then reduce the current until the drop off of DEF element and record the
drop off current.

To test the operating time, apply the earth fault current two times of set
value (with polarizing voltage and in maximum torque angle) and record the
DEF operating time.

To check the relay operating angle, apply the earth fault current in reverse
direction with polarizing voltage, then increase the angle in test kit in steps
of two degrees and record the angle where DEF element picks up and

decrease the angle and record the angle where DEF element drops off. By
using same method check and record the pickup and drop off angle of
reverse direction.
6.2.1.10. Earth Fault Tele protection scheme(Aided trip) :
Note: (Remote end scheme: Non Directional Earth fault for DEWA feeders and
Directional Earth Fault for ENG feeders).

When Directional Earth fault element pickup for the forward fault, it sends
CS signal to remote end and trips after the set time delay (as per IDMTL
characteristics for DEWA feeders and 5 Sec. as per CFC logic for ENG
feeders). If CR is received from remote end with local end relay picks up in
forward fault, relay will bypass the delay and trip the breaker. (Setting800mS. in CFC logic for ENG feeders and instantaneous for other feeders
as per setting).

Create a fault for DEF operation, without CR signal input to the relay and
ensure CS output operated and the relay trips after the delay as per
setting.

Create a fault for DEF operation with CR signal input to the relay, ensure
the relay bypasses the delay trips instantaneously (i.e., 800mS. for ENG
feeders and instantaneous for DEWA feeders as per setting) and CS signal
operated.

Record the results.

6.2.1.11. Switch On To Fault (SOTF) :


Instantaneous High Speed SOTF over current:

SOTF function is to be checked by injecting three-phase current more than 2.5


A with CB manual close BI (also check for the Recognition of Line closer with
other criteria according to address 1134 -Current or Voltage), the relay should
trip from SOTF element with in the expected trip time 10mS.

Create a fault in Z1B forward reach with CB manual close BI (according to


address 1232), the relay should trip instantaneously from SOTF element.
Repeat the test for Z1B reverse reach and record the results.

6.2.1.12. VT Fuse fail Checks :

Apply 3 phase rated voltage, 3 phase current( equal magnitude )from the test
kit, then remove any one phase voltage (according to address 2911A
Minimum Voltage Threshold : 30 V) and check the instantaneous operation of
VT Fuse Failure(Function number 170). Also resume the removed phase
within 10Sec. and ensure the VT fuse fail resets instantly.

Apply 3 phase rated voltage, 3 phase current (should be more than Pole Open
Threshold current according to address 1130A: 0.10A) from the test kit, then
reduce all three phase voltages to less than 5V (according to address 2913AMaximum Voltage Threshold U<(3 Phase) : 5V) and check the operation of
VT Fuse Failure (Function number 168) after 3 Sec.(According to address
2916A-Delay Voltage Failure Supervision : 3 Sec.) and blocks the relay
operation. If relay pickup for a fault with in 3 Sec. it will allow for the tripping.

Also by initiating the Failure: Feeder VT(MCB Tripped) BI and ensure the
operation of VT fuse failure.

6.2.1.13. Power Swing Operation :

Relay measures the power swing vector in 5ms. intervals. If the swing
continues for 5mSec. power swing will block the distance protection operation.
If the fault recognized within 5ms, then power swing function will be blocked by
distance protection and the respective zone will clear the fault.

Open the power swing test plan in test kit.

Set and start the rate of change of impedance vector slowly from outermost
Zone to inner zones (Rate of change of impedance should be more than 5ms),
ensure the non operation of Power swing and non blocking of distance
protection and the operation of respective zone.

Set and start the rate of change of impedance vector slowly from outermost
Zone to inner zones (Rate of change of impedance should be less than 5ms),

and ensure the operation of power swing and confirm that all zones are
blocked by power swing.(According to address 2002-Power swing operation
mode : All zones blocked )
6.2.1.14. ECHO feature:

With CB open condition, when there is no fault detection by the distance


protection, with receipt of CR signal, relay will send back the signal as an Echo
to remote end.

Keep the 3 phase voltage less than setting value according to address 2505Under voltage (ph-e), activate CR BI, and ensure the operation of Echo signal.

6.2.1.15. Metering Test:

From the secondary injection test kit, inject 1 A current in R phase, record the
primary and secondary current from the relay display. Repeat the injection for
the other phases and record the values in test report.

Inject 63V in all three phases, record the primary and secondary voltage from
the relay display.

Inject both voltage(63V in all three phases) and current (1A in all three
phases) according to the test report and measure the active power, reactive
power, power factor measurement and power flow direction measurement one
by one.

6.2.1.16. Memory Voltage Polarization :

Pre fault condition: From the test kit, inject healthy voltage (63V) and current
(1A) in all three phases for 1 sec.
Fault: Reduce 3 phase voltage to zero with increase of current to 2A in all
three phase in forward direction and ensure the operation of Forward Zone
operated. Record in test report.

Repeat the same injection as reverse direction and ensure the operation of
Reverse Zone operated. Record in test report.

6.2.1.17. Others:

Download the Disturbance recorder, event log and trip log values from the
relay to the computer (laptop) and the printout to be attached with the test
report.

Setting and configuration file should be received from the relay and
saved/printed with the filename (as provided on the footer of the PCS setting).
The setting sheet to be duly signed by the contractor and the witness engineer.
The soft setting file and PDF format of setting is to be forwarded to PCS.

6.3 Protection Scheme Testing (DISTANCE Protection End to End Testing):


Note:

The end to end test shall be performed only after completion of final setting
test and the testing of inter trip unit. Approved drawing to be used for scheme
test.

Local end engineer and remote engineer shall be in coordination via telephone
(DEWA network telephone/cell phone) communication, till the completion of
the end to end test. Local end and remote end engineers shall fill the results
for their respective substation in test report.

GPS synchronized test equipments should be used for testing. All tests are to
be tested and recorded in the test report.

6.3.1

While testing, the respective ITU channels also to be checked.

6.3.1.1.

Test 1: At local end simulate Zone 1 fault continuously and ensure presence of CR
LED in relay at remote end. Remove CS link at local and reset the LED at remote
to ensure the link.

6.3.1.2.

Test 2.Repeat the clause 6.3.1.1 from remote, check the CR LED in relay at local
end.
Note: Switch off the second ITU which is allotted for distance.

6.3.1.3.

Test 3: Keep the Inter trip send selector switch in test position in both ends.
Press Test push button at local end and confirm the illumination of Inter trip
receive indication lamp is lit in remote. Then press the push button at remote and

confirm the illumination of Inter trip receive indication lamp is lit at local end.
Normalize the switch at both ends.
6.3.1.4.

Test 4- ECHO function:


With breaker status closed at local end and with open status in remote end,
simulate the Z1B fault at local end and ensure that the relay is operated in Z1B
operating time and ensure the operation of General Trip,Z1B operated and CR
LEDs.

Close the breaker at remote end and continue the testing from clause 6.3.1.5
up to 6.3.1.12.

6.3.1.5.

Test 5: Simulate the Z1B fault at local end and ensure that the relay is operated in
Z1B operating time and ensure the operation of General Trip, Z1B operated and
CR LEDs.

6.3.1.6.

Test 6-Distance Aided Trip:


Simulate the Z1B fault at local end and Z1 fault at remote end and ensure the
instantaneous operation of the relay(Aided trip) and ensure the operation of
General Trip, Z1B and CR LEDs.

6.3.1.7.

Test 7- Current reversal:


At local end, simulate the reverse fault as pre fault and change to Z1B fault
(current reversal to forward fault) and simulate Z1B fault at remote end, ensure
that the relay is operated instantaneously and ensure the operation of General
Trip, Z1B and CR LEDs.

6.3.1.8.

Test 8: Simulate the Z1B fault at local end and reverse fault at remote end and
ensure that the relay is operated in Z2 operating time and ensure the operation of
General Trip and Z2 trip LEDs.
Note: Clause 6.3.1.9. to 6.3.1.13 shall be performed at remote end and respective
LED indications are to be recorded at local end test report.

6.3.1.9.

Test 9: Repeat the clause 6.3.1.8 with the simulation of both ends.

6.3.1.10. Test 10: Repeat the clause 6.3.1.7 with the simulation of both ends.
6.3.1.11. Test 11: Repeat the clause 6.3.1.6 with the simulation of both ends.
6.3.1.12. Test 12: Repeat the clause 6.3.1.5 with the simulation at remote end.

6.3.1.13. Test 13: Repeat the clause 6.3.1.4 with the simulation at remote end.
Note:
Open the breaker at local end.
Normalize the second ITU and switch off DC of first ITU which is allotted for
distance.
6.3.1.14. Test 14 to test 24 shall be completed by repeating the clauses from 6.3.1.3 to
6.3.1.13.
6.3.2

Directional Earth fault protection Permissive Over reach Transfer Trip(with


Echo function) end to end test :

6.3.2.1.

Test 1: At local end simulate DEF fault continuously and ensure presence of DEF
CR LED in relay at remote end. Remove DEF CS link at local and reset the LED at
remote to ensure the link.

6.3.2.2.

Test 2.Same way when simulating DEF fault from remote and check the DEF CR
LED in relay at local end.
Note: Switch off the second ITU which is allotted for DEF.

6.3.2.3.

Test 3: Keep the DEF send selector switch in test position in both ends. Press Test
push button at local end and confirm the illumination of DEF Received
illumination lamp is lit in remote. Then press the push button at remote and confirm
the illumination of DEF Received illumination lamp is lit at local end. Normalize
the switch at both ends.

6.3.2.4.

Test 4:
For ENG Feeders:
Simulate the DEF forward fault at local end, DEF reverse fault at remote end and
ensure that the relay is operated as per set delay in CFC logic and ensure the
operation of General Trip and DEF operated LEDs.
For DEWA feeders :( Aided trip)
Simulate the DEF forward fault at local end, reverse fault at remote end and
ensure that the relay is operated instantaneously and ensure the operation of
General Trip, DEF operated and CR LEDs.

6.3.2.5.

Simulate the DEF forward fault at local end and h ends and ensure the
instantaneous operation of the relay and ensure the operation of General Trip,
DEF Aided trip CS and CR LEDs.
6.3.2.6.

Test 6-Echo:
At local end simulate the DEF reverse fault and at remote end simulate DEF
forward fault and ensure that the relay is operated in DEF (echo) and ensure the
operation of General Trip, DEF operated LEDs.

6.3.2.7.

Test 7: Clause 6.3.2.4 shall be performed at remote end and local end LED
indications are to be recorded at local end test report.
Note:
Normalize the second ITU and switch off DC of first ITU.

6.3.2.8.

Test 8 to test 12 shall be completed by repeating the clauses from 6.3.2.3 to


6.3.2.7.
Reset relays, LEDs and normalize the links.

6.4

Risk Assessment & safety precautions.


Safety measures are identified through risk assessment process as follows,

6.4.1

Risk assessment to be carried before the testing activity to identify areas of risk for
both personal and equipment safety while doing the testing activity.

6.4.2

Adequate safety measures to be taken to avoid injury to persons or damages to


equipment based on risk assessment.

6.4.3

Follow safety guidelines and procedures while working in substations.

6.4.4

Regarding the activity mentioned in the QP, The risk assessment & safety
Precautions are identified in,

TP/TPD/TPC-A01 Conducting relay testing during commissioning

KPI / measurements.
KPI are identified, measured & results analysed to monitor the process/activity
and implement actions to achieve planned results and work for continual
improvement.

6.5.1

The measurement of the procedure output will be recorded in KPI sheet by


measuring the number of problems and abnormalities noticed after Energization of
substation due to lapses in commissioning activities.

ELECTROSTATIC DISCHARGE (ESD): The relay incorporate CMOS static sensitive devices, which
may be damaged by static electricity discharged from the body. When handling, care should be taken to
avoid contact with components and electrical connections. If the relay is removed from its case for any
period of time, it should be placed in an electrically conducting anti-static bag. If making measurements
on the internal electronic circuitry, its preferable you are earthed to the case with a conductive strap
having a resistance to ground between 0.5 M10 M.

5.3 Distance Teleprotection Scheme:

In POTT logic, carrier will be sent when fault is detected within Z1B.
On Z1B fault detection, relay will trip instantaneously on receipt of carrier.
In absence of any carrier receipt, the fault, beyond Z1 within Z1B, will be cleared by Z2 time.

5.6 EF Tele protection Scheme:

Scheme Logic: Directional Comparison for non directional EF only


If a permissive signal is also received from the opposite end, a trip signal is routed to the trip logic.
When earth fault protection recognizes a fault in the forward direction, it initially sends a permissive signal to the
