In addition, the demand for dining space
requires that the school Gym is unavailable
for PE activity for long periods of the day,
with many classes having to be escorted to
a remote playing field within Kelvingrove
Park. Therefore, the potential for additional
space for indoor or outdoor physical activity
is explored within this report.

The report utilises record information
available to PM&D at the time of writing,
including PDF copies of the original
Architects drawings. It is noted that some
minor discrepancies exist between these
and the completed school.

A visual inspection only of the Engineering
installations was conducted. Further
analysis and consideration of the completed,
Structural and M&E Designs will be required
before any of the proposed options are
investigated further. Particular emphasis is
placed on the Fire Engineering solution
serving the original design, which permits
single means of escape from a number of
points on the upper floor. Increased
occupancy capacity may exceed the Fire
Engineered design. Furthermore, unknown
Statutory Design and Planning constraints
may have influenced the height and form of
the original school designs.
For this reason, PM&D recommend that the
original building designers are fully
consulted during the next stage.


1.0 Introduction

Due to increasing demand on pupil places at
Hillhead Primary School, Education Services
have requested DRS PM&D identify
potential options and associated costs to
accommodate additional teaching spaces
within the constraints of the schools existing
infrastructure provision and confined site
boundaries.

The Primary School is originally designed for
a capacity of 632 pupils, but the current role
is 652, requiring that the two GP rooms are
fully utilised as Class Bases at present. The
Head Teacher has advised that the role
projection for year 2017/18 is 714, which will
result in an overall shortfall of three teaching
spaces.

Existing toilet provision is at a minimum
acceptable level to satisfy Building
Standards and would remain so if the
projected Primary School role of 714 was to
extend into the Existing Nursery. However,
should the Nursery remain within the school
campus, the toilet provision will need to
increase.

An immediate and potentially short term
solution to the increasing capacity is
required prior to the beginning of term in
August 2014. This is the subject of Option 1.

3.1 Option 1A
Formation of Class Base and ICT
Breakout Space within existing
Library (required August 2014)

Form free standing teaching wall as dividing
screen between rooms (with cable drops),
but conditioned as a single space.

The Head Teacher has reported that the
room overheats due to a predominance of
Reglit glass.
Review of air con installation is required in
view of apparent inadequacy of existing
installation.
Include full height vertical louvre blinds
throughout to mitigate comfort issues.
Further review required with original
Designers to offer comment and propose
resolution.

Review of fire engineering strategy is
required due to the increased design loading
capacity.
PM&D to obtain Fire Engineers report for
analysis.

Note, room has limited outlook due to
predominance of Reglit glass. Should this
option be a permanent solution, PM&D
recommend the incorporation of additional
windows, requiring Planning Consent.

OPTION 1B
Retain Library as oversized Class
Base

Retain room as a single space / oversized
classroom, with alterations / upgrades as
necessary to M&E installation.

Formation of Dance Studio within
Undercroft Car Park

Note, headroom restrictions (2600 to u/s
beams +900mm beam depth [excludes new
sprung hardwood floor make up].
Two means of escape to be provided from
basement.
Access, including DDA, to be provided from
existing adjacent functions, such as
changing facilities.
Existing access available via lift, external
stair from ground floor roof terrace and car
park entrance.
Note, the potential exists to form a new
enclosure to the existing adjacent external
stair to provide direct covered access
between the Dance Studio and changing
rooms.
Adequacy of existing changing provision to
be reviewed.
New windows to external wall, formed within
existing louver vent openings.
Mechanical extract from car park may be
required due to reduced cross ventilation.
Resultant net reduction of 8no car spaces
within car park.

3.3 Option 3
Formation of single Class Base / GP
room enclosure over Social Space.

Partial infill of void permits borrowed light
through to ground floor and maintains
double height spatial quality at the main
entrance.
Clear storey glazing to corridor walls for
borrowed light into classroom.
Glazing to back wall for borrowed light.
Connection to vent stacks at high level to be
explored.
Assumes new structure can span across
void between existing steel.
Allow for two means of escape due to
direction of travel via voids.
Option 3A

Form new partial floor infill only, with half
height partitions as open plan ICT breakout
space.




OPTION 3B
Ground floor Social space

Proposal to create ICT study booths along
corridor sides with informal debate seating
within main body of floor.
Include allowance for sliding folding screen
to entrance side (optional).

Option may require formation of additional
table and chair storage to facilitate further
flexible use of the space.

3.4 Option 4
New Gym Hall, and GP rooms

The Option is subject to the successful
purchase of the adjacent domestic property.

Existing adjacent dwelling and associated
structures to be removed.
New building formed to accommodate Gym,
Drama and GP space.
Circular plan form proposed, clad in
matching facing brick, to compliment the
existing Architectural response and avoid
the impression of narrow alleyways between
buildings.
Direct access to Gym and GP room is via
the existing bridge link and in close proximity
to changing rooms within the Community
Block.
Direct access to the Drama space is
provided via a new bridge link, which also
offers a second means of escape from the
Gym.
The need to tie in floor levels will result in a
deep underbuilding, which may be
considered for use as additional parking,
storage and sheltered external play space.

The option will be subject to Planning
considerations, daylighting issues and the
proximity to the neighbouring church
building.

Further consideration is required with regard
to the adequacy of the existing changing
facilities.

Option 4A

Form outdoor Multi Use Games Area with
associated fence enclosure in lieu of Gym
building.

Alterations to Existing Nursery to
Accommodate 3 Primary Classrooms

Existing partition layout, generally, to be
retained, providing 2no Classrooms at 75m2
and 1no at 66m2.
Small toilet within one of the existing
classrooms to be removed.
Reconfigure access to existing unisex toilet
and convert to girls only. Sanitary ware to be
replaced with adult sized units.
Form small store off toilet access corridor.
Form dedicated Boys Toilet within former HT
room.

Extended External Hard Play Surface

Area of soft landscaping to the southern end
of the site to be replaced with concrete
paving to match existing.
Perimeter edge to be formed as tiered steps,
following the existing contours, to create a
small outdoor performance venue.

Formation of 2 storey Classroom and
Breakout extension.

East flank Classroom block extended
southwards by a single classroom on both
floors, with small Breakout space on Ground
floor and Unisex Accessible Toilet at First
Floor.
Extension to be clad in facing brick to match,
creating a stop end to the existing
Architectural form.

Reconfiguration of final escape door and
external steps required.

Note, accurate location of the site boundary
adjacent to the proposed extension
is subject to further research. Access and
footpath width may require widening.
Include contingency sum for retention
structure at river bank to widen footpath.

External views from existing Nursery Staff
Base is compromised.
External play area reduced.

Option to be considered only if Option 5,
expansion in to Nursery, is not feasible or
classroom numbers are not adequate.

Formation of single classroom
extension at first floor.

Extend the southern classroom block
Westwards, at first floor only, to provide 1no
additional classroom.
Proposal permits access around perimeter
of building and avoids reduction of outdoor
play area.
The already stretched fire Engineering
solution for the building will require a second
means of escape is provided from the far
end of the first floor corridor. This is
achieved via an external bridge spanning on
to the western landscaped embankment,
with a platform which connects to the
existing access steps from Kelvin Way.

The proposal is subject to further analysis of
available headroom at ground level
and adequacy of toilet provision at First
Floor.

Formation of External toilet block
within entrance recess.

Small external toilet enclosure formed within
entrance recess to be held clear of existing
glazed entrance screen to avoid
compromising existing smoke extract/vent
arrangement.

Enclosure to be naturally ventilated and clad
in appropriate materials to compliment the
existing entrance design.

Formation of First Floor pavilion
Extension over Existing Nursery
Accommodation

3no. class bases with wide breakout corridor
to be formed over roof of existing Nursery
wing.
Plan arrangement and overall feasibility of
proposal is subject to further analysis of the
ability of the existing structure to carry the
additional load.
2no. glazed link corridors required to provide
two means of escape from new
accommodation, subject to analysis of
existing fire strategy.
Include for escape bridge at first floor level
to span across playground to western
boundary landscaped embankment.
