WHEREAS, the implementation of the Bottom-Up Budgeting (BUB) program of the
national government is one of the major instrumentalities in attaining inclusive growth and povert
reduction!
WHEREAS" the #unicipalit of Boline" $%ra is one of the 1"2&& '(Us in the entire
)hilippines identified as recipients of the 2014 Bottom-Up Budgeting program of the national
government!
WHEREAS, the municipalit of Boline" $%ra proposed to the *eparment of +ourism
(*,+) the improvement of Bani -ot Spring (.onstruction of /iewdec0 and .oncrete )athwa
with 1ailings) worth ,ne #illion and 2ight -undred +housand )esos ()1"300"000400) as one of
its 2014 'ocal )overt 1eduction )rojects under the Bottom Up Budgeting )rogram (BUB) of the
national government!
WHEREAS, the *epartment of +ourism (*,+) approved said project and allocated the
amount of ,ne #illion and 2ight -undred +housand )esos ()1"300"000400) in its 2014 $nnual
Budget as funding for the improvement of Bani -ot Spring (.onstruction of /iewdec0 and
.oncrete )athwa with 1ailings)!
WHEREAS" in order to implement the approved BUB )roject" the #unicipalit of Boline"
$%ra and the *,+ need to enter into a #emorandum of $greement (#,$) to define their
respective roles" duties" o%ligations and commitments therein!
WHEREAS, the 'ocal (overnment Unit ('(U) of Boline" $%ra will %e represented % its
'ocal .hief 25ecutive ('.2)" -onora%le Benido '4 Balao-as" Sr4! upon the authori6ation of the
Sanggunian pursuant to Sec4 477 (%)(l)(vi) of the 'ocal (overnment .ode of 1881!
WHEREAS, noting the importance of the program" this Sanggunian is in unanimous
accord to authori6e the 'ocal .hief 25ecutive to enter into a #emorandum of $greement with the
*,+" for the implementation of the improvement of Bani -ot Spring (.onstruction of /iewdec0
and .oncrete )athwa with 1ailings)4
