SUBJ ECT Dallas Love Field Master Plan Update - Informational Memo
The City of Dallas Department of Aviation is in the process of completing a
Master Plan Update for Dallas Love Field (DAL). The Master Plan Update is a
comprehensive study of the Airport that defines and describes the short, medium
and long term development plans to meet the future aviation demand. The study
includes inventory of existing conditions, an aviation activity forecast, demand
capacity studies, identification of facility requirements, alternatives development
and evaluation, an environmental overview and financial analysts.
Airports are required to maintain an up-to-date Airport Layout Plan (ALP)
depicting future development. Furthermore, proposed development must be
depicted on an FAA-approved ALP to be eligible for Airport Improvement
Program (AlP) grant funding. The ALP is aprimary product of the Master Plan
Update. The previous Master Plan was developed in 2001.
Requirements have been defined for the Airfield, Landside (including parking,
rental car, roadways and curbside), Land Use and Fixed Base Operators.
Currently, the Master Plan is in the process of developing alternatives to meet
the requirements of each component of the Airport that coincide with each
Planning Activity Level (PALs). The Department of Aviation will seek community
input for the presented alternatives at aPublic Meeting on J uly 10, 2014. This
will be the second of three public outreach efforts related to the DAL Master Plan
Update.
The first outreach initiative was conducted in fall of 2012 to gain public comment
on priority areas of interest from the surrounding community and tenants. At this
time 10 public meetings were held, at which atotal of 156 residents and tenants
participated in an interactive meeting to identify their priorities for the Airport and
its perimeter area. The outcome was the identification of the top priorities of the
attendees. These included Landscaping and Streetscaping, Pedestrian
Connections, Buffers (visual and physical), and Public and Open Spaces.

The next steps for the Master Plan Update will be to evaluate and select
alternatives, incorporating public input into the final decision. Analyze
environmental and financial considerations, determine funding sources, prioritize
phasing of the plan, and revise Airport Layout Plan. FAA will review and issue a
final approval of both the Master Plan and the Airport Layout Plan.
