BOARD OF TRUSTEES MEETINGS
Mark your calendar for Tuesday July 8 and Tuesday, August 12 for the monthly board meengs at
Deereld Community Center, preschool room. All meengs begin at 7 PM. Montpelier homeowners
are encouraged to aend.

ARCHITECTURAL CONTROL & COMPLIANCE COMMITTEE MEETINGS (ACCC)
The July meeng will be Thursday, July 10, 7 PM, at the Montpelier Pool. The August
meeng will be Thursday, August 7 at Deereld Community Center, preschool room at 7
pm.
Three years ago, Prince Georges County chose
Montpelier for the replacement of several hundred
Bradford Pear trees that were dead or in serious de-
cline. Montpelier was the rst community chosen,
but everyone was not happy. Some residents feared
that all the trees would be removed at once and the
ambiance of our mature environment would change,
but that did not happen. Our community has many
types of trees and sll has that mature, manicured
appeal.

Many of the residents who refused to have their trees
removed have since experienced those trees falling
into their driveway, on cars, or worse and many resi-
dents have requested, via e mail to me, to have their
trees replaced.

The Montpelier board asked the county, through
Mary Lehman's oce, to re-evaluate the remaining
trees for viability. The trees have a life span of 30
years and most that should be removed are 47 years
old. The county landscape architect and the design
rm in charge of the replacement work want to be
assured that they have community support. Funds
are limited, and there are many neighborhoods in
the county that have never had a tree and would be
very happy to have hundreds of trees planted in their
community.

It is important to understand that individual trees can
not be replaced on request. The one contractor that
the county employs only works on these projects six
months of the year and major costs are involved in
cung trees, grinding stumps, removing roots and
then planng new trees.

Ms. Patricia Valenne of the Neighborhood Design
Center will come to the annual meeng in September
to answer quesons. Let me know of any other con-
cerns that you have, so that she will be prepared to
answer your quesons. It is the Montpelier board's
goal for the work to be done in the Spring.

Ralph Nardone on Montpelier Drive is a mighty proud
grandfather! SEVEN of his grandchildren graduated this
year, SIX of whom were from the Mills' family!
Congratulaons to all of Montpelier's graduates!

Samantha Bowman has successfully completed all the
educaonal requirements necessary (including 8 years of
schooling!) and will have conferred upon her a AuD =
Doctor of Clinical Audiology.

My granddaughter Michelle graduated with a MA in
Hearing and Speech Sciences from the Univ. of Maryland
two weeks ago. Also, her long term boyfriend proposed
and they are geng married next year.
Lillian Fazio

Sara Becker, daughter of Rob and Debbie Phillips on
Ethan Ct. recently received the Ross M. Lence award for
excellence in teaching in the performing and visual arts
at the University of Houston. This was based on recom-
mendaons from faculty and students and her extensive
resume. Sara is Assistant Professor of Voice and Shake-
speare in the MFA acng program and head of the per-
formance area in the BFA acng program. She is spend-
ing the summer voice coaching at American Players Thea-
tre in Spring Green, Wi.

Former Montpelier resident plays role in episodes of
HBO's "VEEP"
Shari Elliker, daughter of longme Montpelier residents,
Bernie and Colleen Elliker, appeared in two episodes of
the HBO hit, "VEEP" this season. In its next to last show,
Shari was a professional journalist who moderated a
presidenal debate featuring the show's star, Julia Louis-
Dreyfus and others in the cast playing supporng roles as
other candidates. She was heard in a voice role on the
next episode.

Shari aended Laurel schools, is a graduate of UMBC,
majoring in communicaons broadcasng. She was a
trac reporter on Channel 9, WJLA. She was a part of
the old "Don and Mike" show and has spent many years
in radio, improv, voice overs. Shari was a host of her
own shows on XM Satellite radio "Broadminded," and
"The Shari Elliker Show" on Balmore's WBAL. She has
had appearances in several movies and on TV series such
as "Homicide."

Montpeliers own, Gina A. Oli-
va, recently published her sec-
ond book, Turning the Tide:
Making Life Beer for Deaf and
Hard of Hearing Schoolchil-
dren. This book is a qualitave
study of deaf and hard of hear-
ing students who aended
mainstream schools. Focus
groups in dierent regions in the country and online
respondents were asked to discuss many issues, in-
cluding the dicules of nding friends and social
access, the struggle to establish an identy, the chal-
lenges of K-12 interpreng and class placement, and
the vast potenal of summer and weekend programs
for deaf students. Their empowering stories demon-
strate that no deaf or hard of hearing student should
be educated alone. The authors also elicited com-
ments on other changes that parents, advocates, and
other allies could work toward to improve further the
educaonal environment of deaf children.
Gina credits her father with igning the ame to write
"Alone in the Mainstream" and "Turning the Tide."
Her father had a hearing loss, but never experienced
friendship with other deaf individuals. The passion
that evolved is aimed at helping readers to understand
the benets that Gina (and many others) have experi-
enced because unlike her father, she did choose to be
engaged with others who share this commonality.

Gina enjoyed a 37 year career at Gallaudet University
and she received several naonal awards for her work
developing visual cues for aerobic exercise classes.
Gina is Montpeliers Premier Pickleball Ambassador
and avid cyclist, racquetball player, arst, friend, and
family member. Wring is up there with her several
"rst loves" and she expects more publicaons down
the road.

President Bob Derrick called the meeng to order at 7:03
PM. There was a quorum to conduct business.

Secretarys Report: Tricia Douville
The minutes of the March 2014 board meeng were
reviewed. Trustee Keang made a moon to accept
the minutes. Trustee Sorrenno seconded the moon
and it passed unanimously.
A complaint has been led against the MCA and our
aorney led a moon to dismiss. Due to the com
plainant requesng nancial compensaon the maer
has been turned over to our insurance company.

Treasurers Report: Lillian Fazio
Trustee Fazio prepared the monthly statements which
were distributed.
Trustee Fazio reported 204 more assessments came in,
but there are 77 more regular assessments now past
due. Regular assessment refers to those members
who do not have legal acon pending for delinquencies
in the past. $1,800 had to be wrien o as bad debt
on the foreclosure and sale of a vacant house on Mont
pelier Drive.

ACCC: Michael Boddie, Chairperson
Mr. Boddie reported that a ne was reinstated on a
homeowner because repairs have not been completed.
A complaint was made about running a business and
excessive cars regularly parked along the narrow
street. It is being monitored, but the acvity has not
been observed by the ACCC. Trustee Derrick suggested
as part of the regular ACCC complaint invesgaon
that the owner of the house be asked if there are fre
quent or regularly scheduled meengs and let them
know there has been a complaint.
The ACCC received a complaint about condions on a
house on Montpelier Drive. This is already in legal pro
ceedings, but the aorney will be noed.
Another complaint was made about the entrance to
Montpelier and the Montpelier sign. This is actually
owned by the MNCPPC. Mr. Boddie asked board mem
bers to look at the area and see what they think.
April means that boats and trailers are allowed to be
parked in driveways.
Facilies Commiee: Paul Buehler and Brad Gimbert,
Co-Chairs
Trustee Gimbert found out that the pool cover was
purchased in 2003 and had a 10 year warranty. It was
purchased from MidAtlanc Pools and the life expec
tancy is approximately 15 years. He received one es
mate for a new cover at $15,000, but he would like to
get 2 or 3 more esmates.
Trustees Gimbert and Buehler surveyed the baseball
diamond. Grass needs to be treated with roundup and
weeds and clover have taken over in some areas.
The dumpster appears to be lling up with contractors
debris. Trustee Buehler suggested a fence with a gate
and lock. Trustee Derrick quesoned whether the
oenders will dump outside the fence if they cant get
to the dumpster. It is also an eyesore. Trustee Dou
ville suggested screening it from the road. Trustee
Buehler will get a price for an Lshaped screen and a
full fence all the way around with a gated fence.
New playground equipment is being considered and
Trustee Derrick will meet with the vendor that supplied
the basketball hoops and will bring a recommendaon
to the Facilies Commiee.
Trustee Buehler asked about the extra dues put on
the landscaping contract. These were things that were
requested a la carte last year and paid for as extras
and includes inside the pool area. If weed control is
needed, it is an oncall a la carte opon from our
current landscaper.
Ms. Hynes secured three bids for relandscaping the
three planters (36 feet long x 6 feet wide). The bids
are: Fehrs Nursery $3,000, Country Nursery $3,306,
and Behnkes Nursery did not reply yet (Medina made
a bid last year for about $4,000). The beds need to be
topped o with topsoil which amounts to half of the
budget. Country Nursery will reduce their bid by $150
if we remove the two trees ourselves. Ms. Hynes rec
ommended Country Nursery as their design was more
creave and they do work in the community. Trustee
Fazio made a moon to accept the bid of Country
Nursery, but we will remove the trees ourselves. Trus
tee Douville seconded the moon. The moon passed
unanimously. The planters will have to be watered so
Ms. Hynes will contact the watering girl from last
year to see if she will be available but Ms. Hynes would
make sure they were watered either way.
Trustee Fazio requested permission to purchase annu
als for the pots in the pool. The board authorized
$150.

Trustee Derrick suggested that some of the trees that
have died be replaced and that some new ones be
planted to enhance areas like the new walking path.
Ms. Hynes recommended a program in Balmore Coun
ty that could supply hardwood trees and is having a half
price day on May 10. $300 was authorized.

Pool Commiee: Mary Derrick, Chairperson
Ms. Derrick asked if the Pool Management Company
could remove the cover since it will not be repaired this
year.
Trustee Derrick asked if we should have three compa
nies come and inspect for the whitecoang of the pool
(which would be done aer the pool closes in the fall)
before the pool is relled for the season.

Social Commiee: Patricia Douville, Chairperson
The Easter Egg Hunt is on Saturday, April 12 with a Cake
Walk. About y children have signed up.

Security Commiee: Richard Mason, Chairperson
One reported US Mail the was the only reported inci
dent over the past month. Our residents were alert and
noed police who were able to apprehend the sus
pect. The maer was turned over to postal authories.
The County has these numbers for assistance: 211 for
social services and 311 for nonurgent police services.
Jason Wilson of the Prince Georges County Police
would like to aend the next board meeng which the
board thought would be a good idea. Trustee Mason
will also invite him to our cookouts/potlucks.

Trustee Mason reported that pot holes are being re
paired, but there are more to do.
Ms. Lehman helped with geng many of the green ca
ble boxes repaired. He thanked C. Elliker for her help
also.

The meeng was called to order at 7:05 PM by M. Boddie.
The minutes of the March meeng, as transcribed by M.
Hughes, were reviewed. J. Keang made a moon to ac
cept the minutes. C. Hebert seconded the moon and it
passed unanimously.

OLD BUSINESS:
12704 Silverbirch Lane No response from homeowner
and the house repairs are not completed. The ne of
$250 a month is reinstated and a leer will be sent.
12403 Eastgate Lane A dumpster is in the driveway. No
response to phone call asking how long it will be there.
Leer will be sent.

NEW BUSINESS:
12210 Shadetree Lane Problem with trash in the side yard
where the dog is kept on a leash and newspapers le
in the driveway to disintegrate. J. Keang made a mo
on to send a leer to the owner regarding the trash
in the yard and driveway. C. Hebert seconded the mo
on and it passed unanimously.
9314 Montpelier Drive Complaint regarding run down
condion of the house, shuers, and fence. This is in
ligaon and M. Boddie will contact the complainant.
The county will be noed about the car with expired
tags.
12702 Silverbirch Drive No trac has been observed
aer neighbors complained about business acvies at
the Group Home. A leer will be sent to the complain
ant and the issue will be monitored.
9203 Montpelier Drive Member noed ACCC that
screens on a back porch will be converted to windows.
9208 Twin Hill Lane New owner had a re (caused by the
plumber making pipe repairs) which le a hole in the
front of the house. Repairs are being made, but he
noed the ACCC that the new wooden shingles will
not match those on the front of the garage. They
should age to the same color.
8709 Crestmont Lane Request for approval of a shed. J.
Keang made a moon to approve the request. C.
Hebert seconded the moon and it passed unanimous
ly.
9205 Pleasant Court A complaint was made about busi
nesses being run out of the home. Invitaons were put
on the email lists. Homeowner will be asked if this is a
business which will create trac and be a nuisance to
determine if a violaon exists. M. Boddie will respond
to the complainant.

The next meeng of the ACCC will be Thursday, May 1,
2014 at 7:00 PM at Deereld Community Center. The
meeng adjourned at 7:40 pm.

placement Program and with geng the dead trees
removed. Unfortunately, any work is dependent on
how much money is budgeted.
Public works did not remove the dead tree debris on
Cedarbrook so Trustee Mason cleaned it up himself.
We sll have a dead tree on county property waing to
be removed.
Ulity line work is being done at the Cedarbrook/
Muirkirk intersecon in preparaon of the straighten
ing of the intersecon.

Tennis Commiee: Lillian Fazio, Chairperson
Trustee Fazio reported that the courts have not been
striped for pickleball.
There has been no response from our complaint about
MidAtlanc to the Beer Business Bureau.
Trustee Buehler asked if we should do something our
selves to keep the cracks from geng worse. They
reported inch cracks. Trustee Fazio will check to see
if epoxy paint was le with J. Harkins and Trustees
Buehler and Gimbert will look into repairing the cracks
or repainng the courts.

Welcoming Commiee: Gloria Hynes, Chairperson
Ms. Hynes has the list of newcomers to visit. It is dicult
to contact them without phone numbers or email ad
dresses. Trustee Derrick reminded Ms. Hynes that there
is a budget for cookies or cake for the visits.

OLD BUSINESS
Trustee Keang presented the pickleball painng con
tract which was approved at the last meeng.
Trustee Keang recommended that the board accept
the contract ($2,620) to le both showers, with a slope
to the drain and matching the same le as in the bath
room. Trustee Douville made a moon to accept the
contract. Trustee Buehler seconded the moon and it
passed unanimously. Cleaning needs to be done before
the bathroom le is sealed.

The next board meeng will be held on Tuesday, May 13,
2014 at 7:00 PM at Deereld Recreaon Center, pre
school room. The moon was made and seconded to
adjourn at 8:45 pm. The moon passed unanimously.

1 ne of $250 a month to accrue unl repairs are
completed. Homeowner reported that repairs to
the front of the property were completed, but he
could not esmate when the rest of the house
would be nished. The ne will connue to accrue
unl the repairs are completed.

8718 Graystone Lane Vivant Solar noed the ACCC
that they will install solar panels.

Colleen Elliker and I are keeping pressure on Prince
Georges County Public Works to repair remaining pot
holes on our county streets. Councilwoman Mary Leh
man toured primary streets and recommended to Dept.
of Public Works that Oxwell, Eastgate, and Shadetree be
patched. She has approval for a green street planning
for Montpelier Drive.

Mary Lehman has requested Montpelier be put on a pri
ority list for working with the county on educaon, in
specon, and decisions on how to handle the Bradford
Pear Tree program. Gloria Hynes, our resident and
Prince Georges County Master Gardener, is working
closely with Pat Valenne, Contract Program Coordinator
for our county Right Tree, Right Place Program. Gloria

The only crime in past two months was a car broken into
near the intersecon of Cedarbrook and Montpelier Drive
the week of 5/12/14. This was reported to the community
on 5/19. The car was not locked and personal items were
stolen. Police were not noed. There was also a suspi
cious Chevy Silverado with nted windows observed on
Churcheld Lane. PLEASE REPORT ALL CRIMES OR SUS
PECIOUS ACTIVITY IMMEDIATELY TO 911.

Weekly Wanted Posters for golf tournament and World
Elder Abuse Day announcements were emailed to our
community group emails. Commercial crimes at Rite Aid
and Family Dollar Stores in South Laurel are too close to
home. Police are close to making arrest on both crimes.
These mely announcements are immediately posted on
our community group emails.

Data Breaches: Protect your security by NOT carrying your
social security card, use strong passwords, be careful
what you put on social media, shred personal documents,
and monitor nancial statements.

Nancy Stakem and I aended the County District VI Police
Cizens Advisory Council Meeng. The Commander, Ma
jor Kara Lloyd, reported that total crimes are down 2.3%
and property crimes are up 8.5%. District VI crimes are up
4.6%. There have been NO shed crimes in past 3 weeks.

er, to begin plans to implement our tree program. The
county has replaced 26 dead trees that were originally
planted three years ago. We ask residents receiving
these trees to water them twice a week when it doesn't
rain. We all agreed that educaon about Bradford Pear
Trees is our rst step in keeping our community beauful.

will have updates.

Extensive ulity work, especially with the US Government
ber opc wiring, and large WSSC water pipes has de
layed the work on the new intersecon of Muirkirk Rd
with Odell and Cedarbrook. Construcon is now planned

Hi Neighbors,

"The hills are alive with the sound of music," or in Mont
pelier, alive with the vibrant colors of lavender, pink,
white and coral azaleas cascading down the high slopes
of Fran Barnes lovely home at 8805 Eastbourne Lane.

Fran, one of the original residents of Montpelier was
challenged with what to do with her back yard that had a
seventy degree slope. She met that challenge by pung
in proper drainage elds, terracing the slope with ers of
wood mbers and planng over seventy ve azaleas of
dierent types and colors. Over the years these speci
mens spread their branches, blending into each other
forming a kaleidoscope of colors that smulate the im
aginaon.

The front of the home connues the azalea theme
soened by two Japanese Maples and a meculously
manicured lawn.. Drive past Fran's beauful home and
enjoy. Thank you, Fran for adding to the beauty of our
community.

This Fall will be a great me to plant azaleas and oen
the nurseries will give you a break in the price when buy
ing quanes. A p from one of the landscapers: add
Biotone starter to the hole when pung in a new peren
nial. It has benecial microbes and mycorrhizae that
smulate root growth the rst year and help to encour
age plant survival.

THE DEPENDABLES
Three months of Spring have come and gone and I have
witnessed the beauty of nature in my garden. I must
stop to acknowledge some of these perennials that
bloom every year, do not have diseases, can be pruned
into various shapes and come in dierent colors. They
are "The Dependables" and their story should be shared
and promoted.

First is the daodil. One of the rst signs of Spring. They
come in many dierent variees. You can purchase a bag
of sixty for under $15.00. Make several holes in the soil,
put in some bone meal for stronger stems, plant the bulb
and forget it. They mulply, come in combinaons of
white, yellow with orange and are poisonous to deer.
Deer will never eat them.

Second is Forsythia. Bright yellow owers on stems that
can be shaped and used as a back drop for smaller plants.

Third are the Magnolias. Each variety should be a center
piece in the garden. The plants have a long life, need sun
shine to bloom, and present a sense of elegance. In my
garden, the Star Magnolia makes a statement with deli
cate white ivory owers. Aer blooming, the leaves of
the bush are dark, shiny green. On either side of this
specimen, also in a dominant place, is the Queen Anne
Magnolia. Its magenta tulipshaped owers speak of ro
mance. The Bay Magnolia has a combinaon of pink to
magenta large petaled owers.

Fourth is the Azalea. I sll have one of the Delaware
Whites planted in 1968 when the house was built. I love
to mix the colors and variees. Then they bloom at dier
ent mes and extend the "Big Show."

Nave plants are essenal for a healthy ecosystem that
sustain the forest and wildlife, including pollinators and
migratory birds. Nave plants reduce the need for fer
lizer and pescides.

The white owering dogwood is a small tree which ts
most areas. The owers aract benecial insects and
bees and the red berries are eaten by the birds.

I just aended the annual seminar for the Master Gar
deners at the University of Maryland. Theit key note
speaker was Dennis Van Engledorp, Ph.D. He spoke of
the CCD or colony collapse disease that is aecng honey
bees all over the United States and Europe. Most of the

The Architectural Control & Compliance Commiee (ACCC) is commied to working with homeowners to ensure
covenant compliance in Montpelier. The ACCC can review approval requests between meengs and when all
requested informaon is provided with the form, many approvals can be granted within a week of submission.
The Architectural Control & Compliance Commiee (ACCC) has received, and approved, many requests for installa
on of solar panels in the last year. While some of us may not like the look of solar panels on a house, the Mary
land Real Property Code (reprinted below) prohibits restricve covenants that impose limitaons on the installaon
of solar collecon panels on the roof of your home, provided that the owner owns or has a right for the exclusive
use of the roof. With this in mind, the ACCC will no longer require prior approval for installaon of roof-
mounted solar collectors provided that they comply with all State and Local laws. The ACCC requests
nocaon of the intent to install solar collectors and the approximate date for installaon. Noca
on may be made by email, mail or submied on an approval form.

This is a matinee especially for children and the child in all of us featuring a variety of
classic short stories, fables and folk tales including the Bremertown Musicians and an ad-
aptation of ANANSI THE MOSS COVERED ROCK, CAPS FOR SALE, and two tales written
and adapted for Tent Troupe by Valerie Tripp, author of the American Girl.
The interactive format begins at 1:30 pm with a lively pre-show with singing and dancing
followed by the featured stories.
