hat does Ed Fisher and Sunil Kakkad have in
common?
You may or may not have heard their names until
recently but they both have found themselves a
nice little hideout in Liberia, a post-war nation on the mends.
The end of the civil war has seen a lot of so-called investors
in the country. A number of high-profle projects have been
followed by promises of millions of dollars and jobs for those
languishing at the bottom of the economic ladder.
Top security offcers have in many instances shielded these top
fugitives knowing that they are in the country and after providing
them security protection for years, when the situation reaches
crisis point, these fugitives are later arrested by foreign security
offcers.
In the end, the sole benefciaries have been the shady investors
who cross under-the-table deals and walk away with millions to
the detriment of a struggling masses unable to make ends meet
or fend for themselves.
The government has been mute and done very little to address
the problem. In fact, the government has opened its doors to
some bearing false gifts, leading to millions of dollars in losses
to Liberia.
In the last week alone, FrontPageAfrica investigations have
uncovered at least two foreign nationals, who have been declared
either wanted or convicted of high economic crimes in their
respective countries but somehow manage to fnd their way in
Liberia doing business.
One of those is Ed Fisher, an American businessman whose past
may have fnally caught up with him. Fisher, a U.S. investor who
was sentenced to 41 months in prison on tax fraud violations in
America in October 2009, somehow found his way into doing
business in Liberia.
FrontPageAfrica reported last week that that Fishers company,
International Construction Engineers (ICE) is in the red and
indebted to a number of businesses in Liberia including Sethi
Brothers, MOTC and Aurelius Mining. ICEs account has
reportedly been closed and Aurelius is reportedly taken over the
company to protect its interests.
Fisher has not responded to numerous phone and text messages
sent to him seeking inquiry but FrontPageAfrica has learned that
Aurelius Mining was forced to take over Fishers companys
assets after the company could no longer make obligations to
its employees and several companies in Monrovia it took goods
from and have not been able pay. I can tell you that a lot of
companies are after him. Aurelius Mining for one, has informally
taken over his company. They were paid a whole lot of money
and failed to provide services, took goods from stores and never
paid.
Fisher, a former general counsel of former professional
employment organization, Simplifed Employment Services Inc.
was sentenced to 41 months in US federal prison and ordered
to pay restitution up to US$10 million for tax fraud. Fisher, 61,
was sentenced for conspiring to defraud the US Internal Revenue

Service of more than US $51 million in income tax for SES
employees in 1997-2001.
Fisher was also an associate counsel for Blue Cross Blue Shield
of Michigan from 2001 until his 2006 indictment in the SES
case along with company vice president Brian Lambka. Lambka
was sentenced in August 2008 to serve 18 months in prison
followed by federal probation and restitution, after a plea deal
with federal prosecutors earlier that year. Fisher went to trial and
was convicted by a jury in July 2008.
Indian CEO Arrested
Last week, investigators of the Liberia National Police acting
in collaboration with Interpol arrested Sunil Kakkad who
absconded his homeland after duping banks and employees in
a scam case.
Kakkad, CMD of Ahmedabad-based Sai Info Systems (SIS)
has been on the run for quite some time now after a case was
registered in the Vastrapur Police Station in India in 2013.
India does not have an extradition treaty with Liberia but LNP
sources informed FrontPageAfrica that all efforts are being
utilized through diplomatic channels to have Kakkad extradited
as the Indian government is in the process of submitting relevant
documents to Liberia to expedite the process. FrontPageAfrica
has learned that Indian authorities could be in Liberia as early as
Thursday this week to take Kakkad back to India.
Kakkad had allegedly duped banks and employees before
absconding in June last year. Around 1,400 employees had
not received salaries for almost nine months. Kakkad had also
defaulted in loan payments that were due with a consortium of
banks that included SBI, Bank of Baroda, Allahabad Bank and
Vijaya Bank.
In June last year, public sector lender, State Bank of India had
put up a public notice in various dailies, stating, The CMD
of SIS Group Shri Sunil S Kakkad, is not contactable and is
reported to be missing.
That Kakkad and Fisher has been residing in Liberia, living
normal lives, points to a porous climate in Liberia for fgures
linked to high crimes.
Norwegian Terrorists Slipped Under the Radar
Long before the Norwegian terrorist Anders Behring Breivik
detonated a 2,100-pound bomb in the Norwegian Government
Quarter in the heart of Oslo, killing eight people, before shooting
and killing 69 people at Utya, a small island 25 miles from the
capital, Breivik claimed in his trial manifesto that he spent some
time in Liberia where he allegedly met a Serb war hero in 2002.
Contrary to Breiviks allegation that his trip to Liberia represented
a key event in his radicalization process, the prosecutor introduced
evidence suggesting that the trip was in fact a misguided attempt
on Breiviks behalf to set up a blood diamond trading company.
To support this argument, the prosecution conducted a video-
link interview in court with one of Breiviks contacts in Liberia,
who said Breivik appeared genuinely interested in diamonds.
Breivik was sentenced to 21 years in prison after a court declared
he was criminally sane and guilty on August 24. The judicial
process produced a wealth of new information about the man
behind the worst atrocities in Norway since World War II and
supports four key conclusions.
Earlier this year, Liberia was once again in the headlines when
Tobias Bowen, the head of Redemption Hospital, was picked up
in London and extradited back to the U.S. where he was wanted
after being charged with having repeated sexual contact with
a child, as well as statutory rape and criminal sex act. Bowen
escaped the U.S. before the case went to trial.
To date, it is unclear how Bowen worked his way in the system
unnoticed despite a warrant for his arrest where the alleged
incident took place in Syracuse, New York.
The Onondaga County District Attorney's Offce prosecutors
sought a bail of $100,000 cash or $200,000 bond in 2010, nine
times more than what Bowen posted before he escaped. Bowen
was given bail of $10,000 cash or $20,000 bond but Bowen's
Liberian passport was never confscated, the prosecutor said.
Some reports had speculated that Bowens passport had been
seized and that he had used a Laissez Passez to travel out of
Syracuse.
The Liberian government is yet to make any public statement on
the Bowen saga despite the seriousness of the allegations. But
many point to the lack of a strong vetting procedure in place to
curb some of the slip-ups which continue to bring embarrassment
to the government and country.
A FrontPageAfrica investigation in September 2007 led to the
withdrawal of John Stewart as Commissioner of the Bureau of
Maritime Affairs (BMA). Stewart was appointed despite a litany
of allegations that he defrauded clients in the United States
where he worked as a lawyer. "The president has relieved Mr.
John Stewart of his post... He was relieved because he misled
the president in providing information to her," a presidential
spokesman said at the time.
But many critics lamented the fact that no background check was
done to prevent the President from naming Stewart to the post.
Today, much of the lapses remain and many appear content using
Liberia as a haven.

A man with proof
President Ellen Johnson Sirleaf is in trouble again. Her
former energy advisor, Christopher Neyor saysin an
open letter that the president have taken bribes, accepted
campaign funds from foreign firms and is currently trying
to make her son, Robert Sirleaf president by hook or crook.
Mr. Neyor cannot be dismissed as one of the many critics of
Sirleaf who most of the time lacks evidence to back up their
allegations of corruption and presidential misdeed. He, Mr.
Neyor has shown that he can back his assertions with cold
hard facts.
When the President in an interview with the Daily Observer
after the letter came out stated that Chris Neyor had at no
time brought the issue of bribery to her attention, Mr. Neyor
released a letter he sent to the President in 2011 detailing
an attempted bribery of $2 million by a foreign oil company
and also referred to a meeting where he was ridiculed by
the President in presence of the Justice Minister and Legal
Advisor for boasting not to take bribe. This revelation was
damaging to the President and her Information Minister in
damage control mode has now changed it to Mr. Neyor not
taking small bribe ($2 million) in order to take a bigger one.
We are not sure who will but that one. Then when Managing
Director of LPRC, T. Nelson Williams challenged Mr.
Neyor to substantiate his claims that he spearheaded and led
the process that brought Nigerian petroleum aid to Liberia,
Mr. Neyor fired back with about a dozen pieces of evidence.
Although proving that he spearheaded the petroleum
assistance from Nigeria was a relatively small claim but
proving that claim demonstrates that the other claims in the
8 page open letter could be substantiated as well- something
that frightens Government. This ability to prove his
allegations set Neyor apart from other critics and political
foes of madam Sirleaf and is reason for the President to
see the attack on her presidency by Neyor as a real lethal
threat. Although the Sirleaf administration have been
talking down the impact of Dr. Neyors open letter, the
government has been caught off guard and they have no
credible response to allegations made by the Presidents
former energy advisor. A top Minister said to me on strict
conditions of anonymity: we are confused and most of the
things the man (Neyor) said are true. We are only hoping
he agrees with a deal to be silent. Our initial strategy of
discrediting Neyor has failed and the public seem to believe
him one hundred percent.
Impeachment in the air
President Sirleafs hope of moving pass Dr. Neyors letter
and dismissing it as a work of a troubled mind has all
but collapsed as the Liberian House of Representatives have
opened a full legislative inquiry into the claims made in the
letter. The probe by the House of Representatives was as a
result of a letter written by longtime critic of Madam Sirleaf,
Hon. Acarous Gray (District 9, Montserrado County) and
his fellow CDCian, Hon. Thomas Fallah (District 5,
Montserrado county).
In their letter, the two lawmakers asked the plenary of the
House of Representatives to invite Dr. Neyor and all those
mentioned in the letter for wrong doing including President
Ellen Johnson Sirleaf and her son, Robert A. Sirleaf to appear
by before the plenary of the House of Representatives to
answer questions raised by the letter (Neyors open letter).
The decision was taken by the house on the 18th of June 29,
2014 and the specialized committee was given two weeks
to report back.
Pundits including myself, believe that if the House of
Representatives carry out its planned inquiry complete
with testimonies from the President and other witnesses, it
will undoubtedly lead to an impeachment proceeding.
President Sirleafs legal advisors are trying to block the
House of Representatives moves to drag her before the
body but they might find it impossible, as the constitution
of Liberia does not give the President immunity from
legislative inquiry. Furthermore, should the executive try
to stop the proceedings in the House of Representatives, the
body can simply step up the mandate of their specialized
committee from inquiry to preparation of an impeachment
bill.
Here is what the constitution says about impeachment in
Article 43: The power to prepare a bill of impeachment is
vested solely in the House of Representatives, and the power
to try all impeachments is vested solely in the Senate. When
the President, Vice President or an Associate Justice is to be
tried, the Chief Justice shall preside; when the Chief Justice
or a judge of a subordinate court of record is to be tried, the
President of the Senate shall preside. No person shall be
impeached but by the concurrence of two-thirds of the total
membership of the Senate. Judgments in such cases shall
not extend beyond removal from office and disqualification
to hold public office in the Republic; but the party may
be tried at law for the same offense. The Legislature shall
prescribe the procedure for impeachment proceedings
which shall be in conformity with the requirements of due
process of law.
The scariest part for President Sirleaf is that Dr. Neyors
open letter clearly alleges impeachable offences that once
proven could give the House of Representatives solid legal
basis for an impeachment bill. Article 62 of the 1986
constitution expressly cites bribery as an impeachable
offence. Here is what article 62 says: The President
and the VicePresident may be removed from office by
impeachment for treason, bribery and other felonies,
violation of the Constitution or gross misconduct
President Sirleaf cannot count on her rapport with the
House of Representatives leadership to get out this one as
Speaker Tyler and his allies have made their distrust and
dislike of the president crystal clear. Inside sources say
Tyler holds a grudge against President Sirleaf for supporting
another candidate against him in his re-elections campaign
in 2011. Lawmakers have openly stated they will seek the
impeachment of the President should Dr. Neyor substantiate
his allegations of corruption and other forms of misconduct.
President Sirleaf may have survived other crisis in the past
but this one is different. Never have we had a person from
deep inside the Presidents kitchen cabinet come after
her with so many truths backed by solid evidence of wrong
doing.
Christopher Neyor says he is doing this to save the country
and the country believes him. It is also my information that
Dr. Neyor has said he is willing to testify before the House
at any time and to make public the damaging documents
and other pieces of evidence he has of Presidential wrong
doing- if Neyor does that, it will be the end of President
Sirleafs troubled presidency.

EDITORIAL
A DECLARATION BY the Ellen Johnson-Sirleaf-led
government Monday pledging prosecution for anyone caught
hiding suspected Ebola patients is long overdue but one we
welcome with open alms but hope that it would mark the start
of even more aggressive action by the government to nip the
spread of the disease in the butt.
WE ALSO WELCOME the Presidents expression of concern
that some patients had been kept in homes and churches
instead of receiving medical attention.
THIS IS WHAT HEALTH authorities should have done a long
time ago. The failure has contributed to the massive spread
of the disease in Liberia to date and follows similar action
taken in neighboring Sierra Leone where some patients had
discharged themselves from hospital and gone into hiding.
FOR TOO LONG Liberia and Liberians have taken things for
granted or not taken things seriously at all.
OVER THE PAST few months, health workers across the
country have been complaining that they lack the basic
protective gears to guard them against patients admitted with
symptoms of the disease and a few health workers have died
in the process because they became exposed to the disease.
SADLY, IT DID not have to end this way but it has happened
so we must all move on and learn from the mistakes made.
However, in the wake of reports that health workers and
those burying Ebola victims are encountering hostility in
some areas and are being attacked in others, it is important
that government do all it can to protect health workers on the
frontline of the deadly Ebola outbreak.
THE STATS DO NOT LIE. As of Monday, the health
ministry reported that at least 49 deaths caused by Ebola, 26
of which were confrmed by laboratory tests and those are
just the cases that have been documented and tested for.
ACROSS THE CONTINENT, the outbreak in West Africa is
already the deadliest on record, killing 367 people according
to the latest World Health Organization numbers.
IN LIBERIA, SO MANY are becoming exposed to the
outbreak especially in areas lacking the right medical
practitioners
THE WASHINGTON POST, in a recent editorial, cited a report
released by Doctors Without Borders last week declaring
that the Ebola outbreak is out of control. More than 600
cases have now been reported, with the patients experiencing
headache, fever and internal and external bleeding. The virus
kills up to 90 percent of the people it infects, but it leaps from
person to person only through contact with bodily fuids.
THE POST REPORT warned that the outbreak has been
spreading because countries, including Liberia where
the disease is causing havoc have weak public-health
infrastructure. More importantly, the Post editorialized, there
was no quick incident response system with a command-and-
control structure, and no comprehensive public health plan
for a mobile population. In the early stages of the crisis,
Guinea buckled under economic and political pressure. To
this day, the health ministries of the three countries lack
effective ways to build public awareness.
THIS IS WHY we hope that a meeting called this week by
the WHO to coordinate a regional response would go a long
way in forcing governments in the West African sub-region
to take more aggressive approaches in dealing with the curb
of the deadly outbreak.
FOR ALL INTENDED PURPOSES, the move by President
Sirleaf is welcomed but it would be more prudent for the
administration to take a more radical approach in dealing
with outbreak by undertaken proven methods of prevention
and ensuring that hospitals and health care workers have
the tools to do their job. More importantly, education and
communication should be the hallmark for whatever measures
the government hopes to implement. The toll is climbing and
the clock is ticking. Ebola is here and we must treat it with
the urgency that is required to keep it at bay.

on the authenticity of the purported documents clearly explain why

seat or any elected position in Liberia. From all indications, it is

he ffth Extractive
Industries
Transparency
Initiative (EITI)
report has revealed disparities in
fgures reported by the agency,
companies and government
agencies.
The EITI reported stated that
the total amount received by
nine agencies of Government
from the oil, mining, forestry
and agriculture sectors as of
July 1, 2011 to June 30, 2012
amounted to US$110, 146,
657(one hundred ten million,
one hundred forty- six thousand,
six hundred ffty-seven United
States dollars).
The report stated that payments
data supplied by eighty
companies amounted to US$100,
809, 819 (One hundred million,
eight hundred nine thousand,
eight hundred nineteen United
States dollars.
Addressing a news conference
on Monday, June 30, 2014, the
Deputy Head of Secretariat for
the Liberia Extractive Industries
Transparency Initiative (LEITI)
Konah D. Karmo disclosed that
the report is geared towards
promoting transparent resource
management, so that Liberians
can beneft from the proceeds of
their resources.
Said Karmo: The ffth report
commissioned by the MSG and
prepared by Ernst and Young and
MGIMohbo and company, was
approved by the MSG on June
19, 2014. It contains reconciled
accounts of payments made to,
and revenues received by the
Government of Liberia from
the oil, mining, forestry and
agriculture companies during the
fscal year July 1, 2011 up to and
including June 30, 2014.
According to the report, the
fxed components of amount
due to be paid by companies to
the government for the period
under review, as calculated by
reconcilers amounted to US$31,
588, 894.00 (thirty one million
fve hundred eighty-eight
thousand, eight hundred ninety-
four United States dollars) while
US$ 17, 627, 411(seventeen
thousand, six hundred twenty-
seven thousand, four hundred
eleven dollars) was disclosed by
agencies of government.
However, the reports state that
the companies under review
disclosed a higher amount of
US$33,030, 421 dollars as
amount due.
During the revenue tracking, the
report shows that companies to
various agencies of government
reportedly paid the amount of
US$18,755,710, while agencies
of government acknowledged
receiving US$18,944,946.
The difference of US$189, 236
arose when the National Oil
Company of Liberia (NOCAL),
reported a payment of US$1,
160764 to the Ministry of
Finance and the Ministry of
Finance reported receiving
US$1,350,000, the report said.
Of the total amount received
by government, the report
says a sum of US$16, 611667
was disbursed thus leaving an
undisbursed balance of US$2,
333279.
The Deputy LEITI Boss, told
reporters that the preparation
and launching of the EITI report
is not the end of the campaign,
adding that part of the process
is to discuss the fndings of
the report with the citizens
and solicit their views on the
recommendations as they are the
true owners of the resources.
Continued Karmo: The launch
of the report will be followed
by massive disseminations
exercises including extensive
outreach throughout the ffteen
counties of Liberia, once funding
is secured. Additionally, the
MSG is committed to further
reviewing the fnding and
recommendations of the report
with the aim of identifying areas
for policy implementation

idea.
For me I always appreciate
new innovation to help improve

It is something we will do our

Dr. Randolph McClain said
NOCAL has performed
impressively, in managing the
oil sector and that the present
management has achieved more
in terms of accomplishments in
the sector than at any other time
in the recent past.
Yes, for sure, we do respect and
recognize past accomplishments,
but our statement today will
show that we have signifcantly
improved upon those past
accomplishments, said Dr.
McClain.
We wish to let it be known
that what we will always reject
and frown upon is when such
observations, views and opinions
are not grounded in facts. True,
everyone is entitled to his or her
opinion, but certainly not to his
or her own facts.
At a news conference held
in Monrovia on Monday,
June 30, 2014, the NOCAL
CEO said based on available
evidence supported by facts,
the company has in recent times
accelerated its programmatic and
developmental strides across
many levels of the sector and
society as a wholeespecially
in regard to those projects and
activities that touch in very
meaningful ways the lives of the
ordinary Liberian.
Contributions to National
Budget
He said before the onset of the
ongoing sector reform, the new
leadership at NOCAL under his
watch, and the Negotiating Team
of the Hydro-Carbon Technical
Committee, has contributed
tremendously to Liberias
budget over the years. He said
an agreement was reached
with Exxon Mobil on Block
13, netting for the government
more than US$45 Million in
2012/2013 fscal period.
This deal has also been
described by industry experts
as one of the best ever in the
history of frontier countries, he
said.
Additionally, NOCAL
contributed nearly 13 Million
United States Dollars to the
National Budget in 2012/2013,
while in 2013/2014, NOCAL
has thus far contributed over 14
million United States Dollars.
Local Content
The NOCAL CEO said Under a
joint NOCAL-Exxon Linkages
initiative, which promotes local
content, the oil company has
exerted maximum efforts in its
interaction with Oil Companies
to ensure that they work with
Liberian and indigenous
businesses in the provision
of goods and services that
these IOCs need during their
operations in the country.

ACCOMPLISHMENTS, DEFLECT CRITICISMS
In other words, the IOCs are
now obliged to empower our
local businesses in the provision
of goods and services for the
IOCs instead of contracting
foreign companies to do so, he
said.
On the basis of the understanding
reached with IOCs concerned, in
situations where some of these
local companies do not have the
capabilities to provide said goods
and services, the IOCs will work
towards enhancing the capacities
of these Liberian businesses to
provide the needed services and
goods in the future.
Scholarship Program
Dr. McClain said NOCALs
Scholarship program is certainly
one of the entitys fagship
projects adding that in the past,
only modest attempts were made
in this direction.
Since then, especially under the
current NOCAL leadership, the
scholarship program has been
expanded exponentially, and has
become much better structured
than before, he said.
For example, while in the past
the program was somewhat
restrictive in terms of its
benefciary spread and limited
number involved, NOCAL has
not only signifcantly increased
the number of scholarship
benefciaries, but has now
established clear cut and
appropriate criteria for granting
scholarships.
He said the process of obtaining
scholarships from the entity
is transparent and criteria
governing the process are often
published in the media for the
beneft of the public adding
that benefciaries or deserving
students who come from all over
the country and not just from a
limited geographical area or a
specifc community.
Indeed, from a small number of
four (4) students granted NOCAL
scholarship to study abroad
between 2010/2011, and with 15
benefciaries in 2011/2012, the
present NOCAL leadership is
proud to state that in 2012/2013,
a total of 20 students beneftted
from the scholarship scheme,
he said.
And for the current 2013/2014
period, the entity is processing
33 benefciaries who are slated to
attend various Graduate schools
overseas for academic year
2013/2014.
He said from an expenditure of
Three Hundred Thousand United
States Dollars in 2010/2011,
NOCAL is poised to spend over
Three Million United States
Dollars on the scholarship
program in 2013/2014
constituting a hundred percent
increase in the amount spent
on such overseas scholarship
grantees in 2010/2011 academic
year.
The NOCAL CEO said unlike
in the past when the scholarship
program was randomly
implemented, it is now focused
and tailored to the needs of the
Petroleum industry.
He said students can now
specialize in different areas
with students studying for post
graduate degrees in oil and
gas related disciplines, which
include: Petroleum Geosciences,
Petroleum Law and Petroleum
Accounting/Finance. He said
these courses are taken at
prestigious universities around
the world.
The universities chosen to
train the students are especially
qualifed in regard to the
disciplines and courses the
benefciaries are specializing in,
he said.
Among them are: Texas A &
M; Southern New Hampshire
University and University of
Houston Law Center--all in the
USA; University of Westminster
and University of Dundeeall
in the United Kingdom; and
Heriot-Watt University-Dubai,
United Arab Emirate (UAE).
Dr. McClain said NOCAL is also
supporting One Thousand Five
Hundred and Fifteen (1,513)
scholarship benefciaries locally,
attending various institutions
in the country and studying in
various disciplines relevant to
the development of the oil and
gas industry and the country as
a whole.
Most of these benefciaries have
been able to complete courses/
programs in carpentry, masonry,
tailoring, plumbing, he said.
At the Local level, NOCAL
sponsored students can be found
at various institutions of learning,
including the University of
Liberia; Cuttington University;
African Methodist Episcopal
Zion (AMEZU); United
Methodist University (UMU);
African Methodist Episcopal
University (AMEU); Stella
Maris Polytechnic; Smythe
Institute of Management &
Technology; Lofa, Grand Bassa
and Leigh-Sherman Community
Colleges.
He said NOCAL is Cognizant of
the social problems associated
with unemployment in society
and the present NOCAL
leadership under his watch has
introduced vocational education
as part of its social corporate
responsibility.
Thus, while there was zero
vocational program before the
onset of the new leadership, to
date (that is, just within a year
and half), we now can boast
of nearly 1,150 vocational
students beneftting from the
entitys vocational scholarship
program at various institutions
including LOIC (Liberia
Opportunity Industrialization
Center) in Monrovia & Sinjie);
William V. S. Tubman Vocational
School in Harper; Salvation
Army Vocational Institution,
etc, he said.
And through this effort,
NOCAL has invested in many of
our young people by lifting them
from a state of hopelessness
and idleness, to a state where
they have become productive
and begun beneftting not only
themselves and their respective
communities, but the country as
a whole.
He said NOCAL, under the
current leadership, is determined
to continue this dynamic
educational path now and in the
foreseeable future.
The NOCAL news conference
comes in the wake of the
damning open letter addressed
to President Ellen Johnson
Sirleaf by former NOCAL boss
Christopher Z. Neyor in which
he made grave allegations of
mismanagement of the sector.
But Dr. McClain even though
did not name Neyor but said
NOCAL appreciates genuine
comments, observations,
criticisms and suggestions from
any Liberian, but appealed to all
such persons and institutions to
exercise this citizen participation
with honesty and sincerity of
purpose.
He called on critics of the sector
to endeavor to stick to the
facts and refrain from negative
speculations.
Meanwhile, our doors remain
open to all for any relevant and
non-proprietary information
regarding our activities, he said.

iberia's president
warned Monday that
anyone caught hiding
suspected Ebola
patients will be prosecuted.
In an interview with state
radio, Ellen Johnson Sirleaf
expressed concern that some
patients had been kept in
homes and churches instead of
receiving medical attention.
"Let this warning go out:
Anyone found or reported to be
holding suspected Ebola cases
in homes or prayer houses can
be prosecuted under the law of
Liberia," Sirleaf said.
Her comments came just days
after Sierra Leone issued
a similar warning, saying
some patients had discharged
themselves from the hospital
and had gone into hiding.
Health workers have
encountered resistance
throughout the region ever
since Ebola cases were frst
confrmed in March, and some
have even been attacked.
The outbreak of the disease
in West Africa is already the

deadliest on record, with
635 cases and 367 fatalities,
according to the latest World
Health Organization numbers.
A majority of the deaths 280
have been in Guinea where
cases were frst reported.
In an update released Monday,
Liberia's health ministry said
the country had recorded 49
deaths as a result of Ebola, 26
of which were confrmed by
laboratory tests.
Sierra Leone has tallied 46
deaths, according to numbers
released last week. That
number was revised downward
from 78, however, after Sierra
Leone's government requested
that the World Health
Organization only report
laboratory-confrmed fatalities.
Laboratory testing is the only
way to defnitively confrm the
presence of Ebola, though not
all patients are tested because
some don't receive medical
treatment and some die
before samples can be taken,
especially in the early stages of
an outbreak.
There is no cure for the deadly
disease caused by the Ebola
virus which has an incubation
period of two to 21 days and
starts with fever and fatigue
before descending into
headaches, vomiting, violent
diarrhea and then multiple
organ failure and massive
internal bleeding.
Some symptoms of the disease
can be treated, however, and
health workers also stress
the importance of submitting
patients for medical care so
they can be isolated. Ebola
spreads through contact with
the bodily fuids of infected
people, including blood and
sweat.
Liberia's health ministry has set
up treatment centers and started
a public service campaign to
slow the spread of the disease,
including training health
professionals to use protective
clothing while forbidding
hospitals to turn away patients
with Ebola symptoms.
Sirleaf's comments on Monday
seemed partly intended to
dispel rumors in Liberia that
the outbreak isn't real.
"It is, as I speak, taking the
lives of our citizens," she said.
"The disease is real and is in
our country and can kill a lot of
people."

from citizens of Grand Kru
County asking him to contest the
senate seat in the county in the
upcoming October polls.
Speaking to FrontPageAfrica on
reasons why he did not accept
the petition from his kinsmen
because he has an even bigger
national duty to perform, Cllr.
Koffa said he has national
obligations.
We announced yesterday
evening to the Voice of Grand
Kru, on a broadcast to our people
in Grand Kru that we will not
be accepting the petition of
over 7,000 citizens of Grand
Kru County to contest the 2014
senatorial elections because we
have prior national obligations,
said Atty. J. Fonati Koffa in an
interview with FPA on Monday.
As a Chairman of a national
political party I have an
obligation to ensure the success
of all of the candidates running
on the Liberty Party ticket and
the success of our party. That
responsibility supersedes in my
mind, at this point, a run for
myself in Grand Kru County.
He said if he had an intention
to run for the Grand Kru seat
he would not have opted to
lead the party but be it as it is,
he rather lead others to victory
than abandon the party for his
personal beneft.
Had I envisioned that I would
have been running in 2014,
then I would not have taken up
the mantle of chairmanship of
the Liberty Party, he said. We

ally of Grand Bassa
County electoral District Three
Representative has slammed
and condemned the move by
Hon. Gabriel Buchanan Smith
to abandon the Liberty Party
and participate in the upcoming
special senatorial election as an
independent candidate.
Representative Jeh Byron Browne,
Grand Bassa County electoral
district Four Representative,
described his fellow lawmaker
political move as a political
suicide sparking a debate over the
future of Hon. Smiths relationship
with the Liberty Party, a party
which took him to the Legislature
in 2005.
Making a unifying speech
during the partys endorsement
of Jonathan L. Kaipay over the
weekend in Buchanan City,
Hon. Browne stressed that it was
important for all Liberty Party
partisans to come back home to
the party as he also cautioned Hon.
Smith about his political decision
to go solo.
I appeal to the conscience of my
dear brother, Gabriel Buchanan
Smith, to rethink his decision to
go solo in the 2014 senatorial
election. It is a political suicide; his
decision to go solo in this election,
I consider it as a political hawosa
that will damage the future now,
Hon. Browne remarked.
Like most Liberty Party Stewarts,
Hon. Browne is quite optimistic
that the party can build on its
success in the upcoming 2014
senate race to prepare for the
general elections in 2017 but with
any division in the party; it could
have an adverse effect on the
Liberty Party 2017s target for the
presidency.
As we prepare for 2017, sure
that begins with 2014, therefore; I
call on all Liberty Party patricians
who have decided not to support
the party because of things that
may have happened to them to
seize this moment as a moment of
coming home, Browne told the
delegates.
But Hon. Brownes and the partys
request has done little to regain one
of their most prominent members
who looked defant and against
all odds ready to compete against
a party he once championed
and propagated its fundamental
ideologies.
Smiths went solo in 2011 election
after he lost the party primary to
George Gaybour; he subsequently
won justifying that hes pretty
popular in his constituency but
competing on the big stage will be
a massive task for him.
His absence from the party primary
couple with the poor relationship
he has with some party stalwarts
has emphatically explains the
concerns his colleague has raised.
Despite remaining a Liberty Party
member, Hon. Smith has not
declared his seat at the capital as
Liberty Partys ever since he got
re-elected in 2011.
The announcement made by the
party on community radio stations
in the county from June 10th
and 11th requesting interested
partisans to apply for participation
in the primary saw only Mr.
Kaipay throwing his hat in the
race, although Smith could had
opted to do same.
Heaping praises at Hon. Smith,
Hon. Browne told FrontPageAfrica
moments after the endorsement of
Mr. Kaipay that Smith is one of
the fnest lawmakers at the 53rd
legislature and has the charisma
of representing the county at the
senate but did not apply.
If Hon. Smith will decide to go
independent, I do believe he will
be committing a political suicide,
Hon. Browne said.
The Grand Bassa County
Lawmaker said he has tried
convincing his fellow lawmaker
but to no avail as he (Smith)
believes he can win the race
which he said is rare in Grand
Bassa County. In this county,
to defeat Liberty Party requires
getting support from the Angels in
Heaven, Hon. Browne added.
On the other hand, Hon. Smith told
FPA in a phone interview that the
decision to endorse Mr. Kaipay
does not meet the consensus of
the entire party but few political or
economic elites of the party while
also clarifying that he remains a
member of the party.
I was the frst of Liberty Partisans
and a sitting representative to
have written the party asking that
I will like to serve on the party,
to represent the party in the forth
coming election but with no
respect to my person there was no
communication sent to me that I
was rejected or denied. They did
not allow me the opportunity of
knowing when the primary will
be which will allow me to partake
in the primary because they know
that Gabriel Smith enjoys the
overwhelming support of Liberty
Partisans and so they decided to
arrange an endorsement ceremony
without my knowledge, they did
not invite me ! Hon. Smith said.
Hon. Smith claimed no reason was
given by the party for ignoring
his interest after he had earlier
expressed it and at the same time
he lashed at Hon. Browne who
claimed he has been fnding it
diffcult to convince him and
support the partys endorsement of
Kaipay.
Who is Hon. Browne to convince
me not to participate in an election?
Does he control my conscience or
my political destiny? asked Hon.
Smith during the interview with
FPA.
With the Liberty Partys
endorsement of Mr. Kaipay, it
is most likely that if Smith will
run for the senate he will have to
go as an independent candidate
considering that the National
Elections Commission (NEC)
period for nominating aspirants
ends July 30 this year.
Hon. Smith said despite the
political upheaval, he still remains
a member of the party but will
decide at the appropriate time
whether he will contest in the
Senatorial election after concluding
his political exploratory mission
before July 20, 2014.

of the Liberty Party; I still remain
an eminent son of Liberty Party,
the true Liberty Partisans the
grass rooters, they know that
Gabriel Smith is their brother, hes
one of their kind, said Smith.
Continued Smith: I believe in
the vision of the party that we
must forge ahead and win national
leadership but will not bow down
to a pressure from few political
elites of the party or economic
elites of our society who believe
that their will and their will alone
must prevail, that is what we
oppose to, we fought that system
when it was being demonstrated
by others this what gravitated us
to the Liberty Party thinking we
can change the status Quo and so
we will not within our own system
allow that to exist.
Hon. Smith disclosed to FPA that
many partisans of LP told the
hierarchy of the party that he is
the preferred choice for the race
but they have failed to listen to the
voices of the people.
He said the Liberty Partys elites
are determined to stiffer his
political future but he remains
consistent and does not think that
the ongoing situation will divide
the party considering that the party
is able to deal with its internal
problem.
With the sticky issues surrounding
Mr. Smiths future with the Liberty
Party, some party members told
FPA that Smiths move could
distract some supporters who are
loyal to him and this could see
some of the party potential votes
go his way.
Unconfrmed information
resurfaced accusing Hon. Smith
of attempting to maneuver his
way during the recently held
Congress for Democratic Change
(CDC) primary which saw the
endorsement of Solomon Murray.
It was alleged that Hon. Smiths
quest to become the CDCs Grand
Bassa County aspirant experienced
intense rejection from delegates
who argued that he doesnt
represent the interest of the party
and is not even a member.
In Buchanan City, Hon. Smith is
obviously a household name for his
tough talking trait and relationship
with the youth.

kinsmen signed a petition

how they feel but for now not
contesting is the right thing to
do, dismissing critics assertion
that he was afraid to jump in the
race.
They are very disappointed.
We had two hectic days at my
residence of acrimonious debate
with them; they are hurt, they are
disappointed, they are gearing up
for a race that we certainly could
not tell them that we can give
them the time and energy for.
Why would I be? All of the polls
show me in the lead, he said.
Primaries; Maryland trouble spot
The LP is almost nearing
completion of its internal quest
to choose partisans who would
represent the LP in the ensuing
elections slated for October this
year. The partys primary held
over the weekend went well
except for Maryland County,
which was disputed according to
Atty. Koffa.
We have not concluded all. We
have about six pending; we have
one that is in protest, he said.
Theres going to be a redo
because we received a late protest
notice that one of the candidates
was not allowed to participate
in the Maryland primary, so we
may likely do that primary again
on next weekend.
Unlike other political parties
primaries, which were marred
by accusations of cheating
including that of the incumbent
Unity Party and the opposition
Congress for Democratic
Change (CDC), the LPs which
were mainly endorsements, went
smoothly because according to
the partys chairman, it had a
properly planned strategy that
was well executed.
Let me tell you the uniqueness
about our system, thats why you
dont hear noise from the Liberty
Party county conventions. We
employed a dual strategy; but
a caucus and a primary system
within the same conventions.
Continued Cllr. Koffa: Before
the day of the convention, we
start off with a caucus. The
candidates who intend to vie
for that position, consult the
delegates who would be at the
convention, to sort of canvass
among them. That culminates
on the day of the convention,
in the hall in which most of
the candidates engage in their
canvassing. What we fnd in
that process is, at the end of the
day before there is a gavel, most
of the candidates participating
decide either not to participate
or that one candidate would
be better and in that regard,
it worked in all of the seven
primaries except Cape Mount.
The partys only real serious
race was in Grand Cape Mount
County where there were two
candidates who felt that they
could win the nomination and
so elected to have a primary
according to Cllr. Koffa.
We had a primary in Cape
Mount and Jesse Z. Segbo
defeated Augustus S. James.
The rest of the other primaries
are scheduled for this week
coming up, he said.
The case of Gertrude Lamin
Commenting on the quick exit
of Rep. Gertrude Lamin few
weeks after she joined the party
to resurface at the winner of the
UPs Gbarpolu County ticket
for the senate, the LP chairman
said that he received a letter of
resignation from Lamin and
wished her all the best.
We wish her well. She joined
our party and she un-joined. We
wish her very well. We enjoyed
her brief stay in our party. Were
glad the LP was able to give
her a level of gravitas within
the party to which she has now
returned, he said.

EXECUTION PLAN FOR RECONSTRUCTION OF BUSY COMMUTE UNDERWAY
WITH ARRIVAL OF EQUIPMENT, JAPANESE FIRM CONFIDENT OF DELIVERY
SOMALIA DRIVE PROJECT FINALLY IN MOTION
Both the Liberia Electricity Corporation and the Liberia Petroleum Refning Company(LPRC),
according to the contractors have agreed to speed up the removal of the obstacles so that the
project can be completed in a timely manner.

project long overdue and one
many Liberians, particularly
commuters of the busy route,
have come to dread.
We are on course, Moses
says, pointing to the makeshift
camp fenced by zinc, workers
will be using for the next
couple of years as the project
gets underway.
The Project for Reconstruction
of Somalia Drive in Monrovia
should have actually
commenced in February 2014
but glitches including getting
squatters off the property and
some unforeseen delays kept
the projects at bay. The project
should be completed in full by
March 31st 2017.
Last December, the
governments of Liberia
and Japan signed a US$50
million agreement for the
reconstruction and expansion
of the Somalia Drive in a bid
to alleviate traffc congestion.
The projects completion is
expected to drastically reduce
traffc time at peak hour
between Freeport and Red
Light from as long as one hour
to about 20 minutes.
The scope of the work includes
the widening of the existing
Somalia Drive from 2-lane
road to 4-lane road covering a
distance of 13.2km from Free
Port Junction to Red Light,
the reconstruction of Stockton
Bridge, improvement of
drainage facility, development
of parking space and bus stop
and the installation of sign
boards, road marking and
pedestrian crossings.
The new project will also
include a two-land carriage
7.3m wide; a shoulder and a
3.5 mile pedestrian road.

The Japanese contractors
will also rehabilitation the
existing bridge Shoe /Slab/
Approach slab /Hand rail,
undertake drainage work of the
concrete drainage and enforce
a retaining wall, road marking
and traffc sign.
For now, the company is
expecting the arrival of more
equipment, until the end of
July.
In recent weeks, Liberians have
been growing increasingly
worried about slow pace of the
project but Mr. Nonogaki says,
despite the arrival of the rains,
the work will commence, frst
with the construction of the
frst of two bridges and bearing
any further right of way and
obstruction along the Stockton
Creek Bridge.
Some of those obstruction
issues have been resolved.
Those include:
The LPRC oil pipeline along
the Stockton Creek Bridge that contains oil and might spill in the future; the LEC
high voltage poles and cables that hangs above the bridge and which will make
it diffcult for our cranes and other equipment to work effciently; and fnally the
LWSC water pipeline which up to this moment we have not seen or trace any
blueprint of how these pipes were layout.
Both LEC and LPRC, according to the contractors have agreed to speed up the
removal of the obstacles so that the project can be completed in a timely manner.
With the equipment now on the ground and Japanese contractors ready to get the
job started, anticipation is high among Liberians, particularly commuters on the
route, many say would revolutionize commute on a key economic link stretching
from the commercial sector of Red Light in Paynesville outside Monrovia to the
economic sector of Freeport on the Bushrod Island.
I think it will change everything for everyone, Isaac Sandy, a pedestrian bystander
observed. People are eager to see traffc eased here for once, in a very long time.

REDEEMING LIBERIA FOR LIBERIANS

Distinguished Ladies and Gentlemen
Friends:
Permit me frst to extend to you, Bishop Hart, President Tokpa,
Members of the Faculty and Staff, members of the Graduating Class,
the Student Body, and the entire Cuttington Community my profound
thanks and appreciation for inviting me to deliver the Keynote Address
on this important occasion, the 53rd Commencement Convocation of
Cuttington University. I consider this a unique honor done my family
and me, especially given the fact that this is the second time you have
invited me to deliver your Commencement Address.
The frst was on December 12, 1989, during the Episcopacy of Bishop
George D. Browne and the Presidency of Dr. Melvin J. Mason.
On that occasion, I was very critical of the way our country was
being run, by a gang of greedy, corrupt and wicked men, and of the
effective marginalization of Liberians in their own economy. I gave a
historical account of the active involvement of Liberians in business,
beginning in the early days of the Republic, and called on the Liberian
government to take concrete measures to empower Liberians in
business. If this were not done, I warned, the nation would be headed
for trouble again, because in the life of every individual and nation,
there always comes a day of reckoning, when everyone will be called
to account for his or her deeds or misdeeds.
I referred the audience to a story on the World News page of our
newspaper, the Daily Observer, which reported that same week
in December, 1989, that the Berlin Wall, built by East Germanys
communist dictator, Walter Ulbricht, was being torn down in a
spontaneous revolt by his own people. The day of reckoning had
come for Ulbricht, the East German Communist regime and for the
entire Communist empire, described by Sir Winston Churchill as the
Iron Curtain.
Yes, it was in a speech at Fulton, Missouri in the United States, on
March 5, 1946, that Churchill warned of the rise of communism in
Europe: From Stettin in the Baltic to Trieste in the Adriatic, an iron
curtain has descended across the Continent, he warned.
And I, too, warned our own leaders and people that if the situation
were not reversed for the good of the Liberian people, the day of
reckoning would come for them and for all of us, when the walls of
shortsightedness, selfshness, greed, corruption, mismanagement and
wickedness would come tumbling down!
I had absolutely no clue that the words I had spoken would come
so soon to pass. I was only speaking from my heart, and from my
observation of things happening around me.
Some of you were not yet born, but will recall from history that
exactly TWELVE DAYS later, on December 24, 1989 Charles Taylor
and his National Patriotic Front of Liberia (NPFL) crossed the Ivorian
border, entered Buutuo, Nimba County and fred the frst shots of
their invasion. This immediately ignited the calamitous civil war
that would topple and kill the Liberian dictator Samuel Doe and most
of his closest associates. And because Taylor was himself equally
or perhaps even more greedy, corrupt, and unpatriotic, he kept the
war going for 14 years, devastating the countrys infrastructure
and causing the massacre of over 250,000 people. Taylor told his
ruthless and corrupt associates that they were free to do anything they
wished, for his regime would be in power until 2025. What he, like
President Samuel K. Doe, and President William R. Tolbert whom
Doe overthrew and brutally murderedwhat Taylor did not know
was that his own day of reckoning would most certainly come.
Indeed it came, for him, for his son Chuckie and their entire destructive
and murderous regime. Where are they today is a question moot,
whose answer is known to us all.
This leads me back exactly a century earlier, to 1889, when the man
we all know as the Education bishop of the Episcopal Diocese of
Liberia, the visionary Rt. Rev. Samuel David Ferguson, founded, on
February 22, 1989, our esteemed and beloved alma mater, Cuttington
College and Divinity School. It was on that day that Bishop Ferguson
laid the cornerstone for the frst building, and named it Epiphany
Hallthe name that we joyfully and reverently call when we sing our
beautiful Cuttington Ode.
It is indeed ftting, I believe, that we should recall the great
contribution of another Episcopal Bishop, who made a distinctive
mark on Cuttington and LiberiaBishop Bravid W. Harris. It was
he who convinced his friend, President William V.S. Tubman, to
agree to transfer Cuttington from Harper, Cape Palmas, Tubmans
own home town, to Suakoko in faraway Bong County. Bishop Harris
broke ground for the new Cuttington in Suakoko on April 17, 1948
and pledged that the rebuilt college would assist in the molding and
development of such fne characters, that those who pass from under
our infuence will be able to make their constructive contribution to
the society of which they are a part.
Permit me, at this juncture, to refect briefy on the question of power,
and how people in different places use it in very different ways. Jesus
Christ, the most powerful person that ever walked this earth, used not
one ounce of his power for or on Himself. As we all know, He used it
for goodhealing, giving hope and restoring life.
A bishop in all ecclesiastical traditions has a lot of power. But to
what use did Bishops Furguson and Harris apply the power that
was available to them? They used power to lay the foundation for
the education, enlightenment and training of future generations of
Liberians and Africans, to help usher them, their country and their
continent, out of the quagmire of ignorance, poverty, disease and
underdevelopment.
That is how, from faraway Harper, Cape Palmas, where this great
institution was frst established, to the rural habitat of our legendary
Paramount Chief, Madam Suah Koko, it was possible for a poor,
barefooted lad from Sinyea, born of unlettered, farming parents, to
rise from poverty and deprivation to become the frst President of
Cuttington University! I refer to none other than Dr. Henrique F.
Tokpa.
Let me congratulate you, Dr. Tokpa, Bishop Hart and the Board of
Trustees, Faculty, Staff and Student Body, for leading this Cuttington
through its frst decade of existence as a full-fedged University,
and maintaining its integrity and prestige as one of the preeminent
institutions of higher learning in West Africa!
Let me also congratulate the parents and families and all people of
goodwill who have supported these young people graduating today,
for your love, commitment and sacrifces that have empowered them
to reach this important milestone in their lives, graduating from the
great Cuttington University.
I would like, too, to highly commend President Ellen Johnson Sirleaf,
Counselor Yvette Chesson Wureh, former Foreign Minister Olubanke
King Akerele, the women of Liberia and their international partners
for their vision and energy in building on the Cuttington Univerisity
campus the Madam Suah Koko Center for Women Empowerment.
It is a ftting tribute to this legendary Liberian woman, and we are
happy and proud that it has been erected on our historic and beloved
campus!
It is also commendable that Cuttington University is doing what a
university doesconfers upon its tested and accomplished scholars
not only undergraduate, but also graduate degrees, frst in Education
and Theology, now in Business and Health Sciences.
Let us redouble our efforts to help Cuttington University forge ahead
to establish more Colleges in strategic disciplines that will ensure that
Liberia makes the great leap forward in agriculture, agro-industries,
business, industry, manufacturing and technology.
Cuttington should lead the way to revive Liberias vanishing culture
by encouraging and enabling Liberian parents and the schools to teach
their children to speak Liberian languages, and learn Liberian history
and Liberian culture. Cuttington must train historians and people of
letters, who will write and publish books and literature for our own
academic requirements from kindergarten to University level, and put
Liberia on the world literary map.
By now you fgure this is quite an overwhelming list of things
Cuttington must do. But you do acknowledge that the above list is
not exhaustive. Let me add one more thing that is so critical that it
takes priority among the major issues we must tackle as a nation to
retain and safeguard our very sovereignty. What could that be, Mr.
Best? you ask. Is it the economy? No, my friends. The economy is
very important but it is only a symptom of something that is crippling
our nation. Is it Ebola, HIV-Aids, malaria and all the health issues
we cant seem to manage? No, my fellow Liberians. Health issues
are alas only a warning sign of the cause of our national dysfunction
and inability to develop. Then it must be corruption or politics or
religious division, even witchcraft perhaps. No, those kinds of issues
that we are so preoccupied with just blindfold us and keep us from
even making it to Brazil, so to speak.
In my humble view, the priority issue that outweighs anything on the
long laundry list of problems to fx in Liberia is our EDUCATION
SYSTEM. Liberia once had many strong academic institutions
the College of West Africa, which trained most Liberian leaders,
St. Teresa Convent, St. Patricks, St. Johns, the Lutheran Training
Institute, Bishop Ferguson High and the Booker Washington Institute.
Most of them were established by missionaries. Many of our Liberian
luminaries on the national and world stage passed through those halls
of learning and went forth into the world well prepared.
Speaking of the sound learning our pupils of yesteryear received,
how many of you know that Edwin J. Barclay wrote The Lone
Star Forever when he was only 19 years old? Yes, he was a genius,
but the school system, CWA in particular, helped him develop the
capacity for brilliant, creative thinking and taught him proper English
to express it.
The sheen of academic excellence began to fade once the missionaries
left, and now many of those once famous schools are on life support
with crumbling and inadequate structures, lack of instructional
materials and, most serious of all, critical shortage of qualifed
teachers and under-compensation of qualifed ones. Many of our
schools are overcrowded, lack books, laboratories, libraries and other
learning materials, drinking water, toilets, recreational facilities.
Those young children who are not in school can be found on the
streets selling cold water, candy, etc. or in the markets and down
waterside being breadwinners at age seven and up. Tens of thousands
of our young people are loitering and languishing with no means of an
education or skills training. The ingredients for civil strife are within
the grasp of anyone who has the nerve or stupidity to choose violence
to attain power.
This problem is so huge, it calls for hundreds of millions of targeted,
sustained expenditure of US dollars over several years to fx. Where
will that money come from in this era of budget shortfalls? If we
are crying about lack of funds for our education system today, my
fellow Liberians, we will weep even harder tomorrow by the rivers
of Babylon, where we are strangers in our own land because we have
not invested in the education and training of our youth.
The government must join forces with private citizens and willing
partners to raise the funds needed to begin the work of building our
academic system from the foundation to make up the time lost by our
youth during the civil war and as a result of our foolhardy neglect.
Yes, we can do this. We have the abilities and the intellect to design
an education system that produces youth, men and women who love
and fear God, love and support one another, are passionate about and
committed to Liberia and to our families; an education system that
imparts not only knowledge and skills but also high moral values, good
character, respect for the rule of law, work ethic, professionalism and
integrity, a love for learning, critical thinking and the development of
an inquiring mind that knows how to ask critical questions and work
to fnd the answers.

Let me now move on, to dwell briefy on the theme of this Address:
Redeeming Liberia for Liberians. I begin with a brief and blunt
statement to this audience and to our people everywhere: Liberians,
we are losing our country to foreigners faster and more irrecoverably
than ever before. And unless we wake up and start working
conscientiously, patriotically, smartly and hard to take it back, one
day Liberia will be lost and we will have to lease from these same
foreigners the land to make our farms and build our homes and
businesses.
Let me tell you, at the beginning of this discourse, that some of our
leading Liberian families, and not so prominent ones, are leasing
their prime properties to foreign businesspeople for 30 to 60 years,
mortgaging the future of their posterity for pittance.
Many of these families do not even know how long their children
and grandchildren will live to beneft from their drastically delayed
inheritance which, come to think of it, may be lost forever.
Many of the nations assets, including huge tracks of agricultural
land, petroleum blocks and mineral deposits, are being assigned to
foreign conglomerates with no Liberian participation. In any country
around the world, these are among their most treasured assets. If the
people are not partakers in the benefts of these assets, such countries
and peoples are doomed to poverty and inevitable confict.
The Liberian government and its President, Madam Ellen Johnson
Sirleaf, should immediately reverse this disturbing and dangerous
trend and ensure that the Liberian people, take substantial ownership
in the all the nations resources. Furthermore, in order to bring
Liberians into the money economy and establish a strong Liberian
middle class, every company that is investing in Liberia, from
merchandize trading to real estate and industrial enterprises, should
have at least one substantive and credible Liberian partner.

olice Commissioner for
Operations Gregory Coleman
has refuted claims by a Liberian
diaspora group that he ordered
the arrest of one of their members Mr.
Mawolo T. Bongolo.
Coleman said at no time did he arrest or
order the arrest of any Liberian claiming
that he was out of the country.
Said Coleman: It stated that I ordered
the arrest of some Marwolo, claiming that
he was brutalized this is very disturbing
because I dont know this guy. The
story said somebody who was soliciting
signatures for summary removal of
the President, was arrested by Samuel
Nimley and Gregory Coleman; they were
the arresting offcers; that was the exact
word of the text that I read online.
I was not here, I dont know these
gentlemen, Ive not had an encounter
with him. If he says he knows me let him
prove it. I was not in the country at the
time he is alleging he was arrested.
The oversea group calling itself the
Global Liberian Independent Initiative
said it was concerned that offcers of
the Liberian National Police arrested
Bongolo and other activists working
to peacefully secure signatures for the
impeachment and resignation of President
Ellen Johnson Sirleaf.
We learned that Mr. Samuel T. Nimely
and Gregory Coleman were the two
arresting offcers. We also learned that
the government is planning on arresting
other peaceful citizens at TLA and Metal
Steel, the group stated in a release issued
over the weekend, but Coleman speaking
to FrontPageAfrica said the allegation
was false and misleading.

he National
Elections
Commission has
released the total
number of registered Voters
in Liberia.
The data which was released
at a press conference
Monday put the total number
of registered voters in the
country at1,903,229.
The Chairman of the National
Elections Commission,
Jerome Korkoya, said
the fgures represent a
combination of fgures from
the 2011 Voter Registration
Exercise and the 2014 Voter
Roll Update Process.
The total number of registered
voters in 2011 was 1,798,930
while the 2014 Voter Roll
Update Exercise registered
104,710 new voters.
Chairman Korkoya said, of
this number,986,190 or 52%
are males while 917,039or
48% are females.
Based on this result,
Montserrado County has the
highest number of registered
voters totaling 649,484 or
34% followed by Nimba with
241,903 Registered Voters or
13%. Bong and Lofa Counties
have 178,866and 164,203 or
9% each, respectively. The
NEC Boss intimated.
He said Rivercess and River
Gee Counties have the
lowest numbers of registered
voters recorded at31,550
and 31,515or 2%each,
respectively.

he Patriotic Alliance
of Liberia (PAL),
wish to commend the
frst platoon of the
Arm Forces of Liberia (AFL)
for the job well done. We are
proud of their performance as
they have demonstrated to the
world that the AFL soldiers
are train and are prepare to
undertake any international
assignment.
The frst platoon departed
Liberia on the 23rd of June
2013, the soldiers spend one
year in Mali with clear record.
It can be records that the AFL
frst peacekeeping mission was
in Congo while the mission
in Mila have become the
second since Liberia gain her
independent.
We are calling on the
Government of Liberia to
increase the numerical strength
of the AFL. On January 3, 2013,
the United Nation Mission in
Liberia (UNMIL) closed her
military camp in Foya District,
Lofa County. The Government
of Liberia announced the
closure of the military camp
created human and logistical
gaps in the county. According
to the Information Minister,
Hon. Lewis G. Brown both the
Liberia National Police (LNP)
and the Bureau of Immigration
and Naturalization (BIM) will
fll in the gap but up to present
the GOL is yet to fll in the gap
by the LNP, BIM or the AFL.
The Patriotic Alliance of
Liberia (PAL) conducted a
research and observed that
the numerical strength of the
AFL is about 2,200 men. As
we are aware in 2005 UNMIL
disarmed and demobilized
103,018 people who claimed
to have fought for the various
rebel groups. We are at the
conviction that with the huge
number of ex-combatant there
is a need for the strength of the
AFL to be increase to 6,000
men.
The current strength of the
AFL will not protect mama
Liberia after UNMIL should
have reduced her strength from
8,000 by 4,500 men in July
2015. The National Election
Commission (NEC) will be
conducting the general and
presidential election in 2017,
by then Liberian will be going
to the poll to elect their leaders.
In August 2003, the Security
Council of the United Nation
(UN) approved a resolution to
deploy 16,000 peacekeeping
missions to Liberia in order to
end the civil war. The current
strength of UNMIL today is
8,000 and by June 2015 the
numerical strength of UNMIL
will be reduced by 4,500 men.
According to Articles
VI and VII of the Accra
Comprehensive Peace
Agreement (CPA), wish ends
the second Liberia Civil war
and addressed security sector
reform. It declared that future
recruits for the AFL would be
screened for their ftness for
service as well as prior human
right violations, the new force
would be ethnically balance
and without political bias and
that the new AFL mission
would be to defend national
sovereignty and respond to
national disasters.
The United States provided
funding for Dyn Corp
International and Pacifc
Architects and Engineers, a
private military contractor
to train 4,000 Liberian. The
projected force or strength was
later reduced to 2000 men.
The Patriotic Alliance of
Liberia (PAL) is calling on
the National Legislature
and President Ellen Johnson
Sirleaf through the Ministry of
National Defense to increase
the numerical strength of the
AFL from 2,200 men to about
6,000 men.
In so during, we are calling on
Minister Brownie Samukai to
provide all necessary logistical
supports and better housing
facilities for the AFL because
the frst national assignment
wish was the deployment of
AFL offcers to the Liberia-
Ivory Coast borders. The AFL
complains of food, housing
facilities and logistical
supports. Moreover, increase
their salary in order for the AFL
personnel to be more effective
and effcient in implementing
their duties.

The caliphate as an institution

becoming just a tool of secular
rulers to give themselves religious
backing. It was formally abolished
in 1920 by Turkey's secular

scar Pistorius, the
South African track
star on trial for murder
for shooting his
girlfriend, was not suffering from
a mental condition that would have
impaired his ability to distinguish
between right and wrong at the
time she was killed, a psychiatric
report said on Monday.
Pistorius, an Olympic and
Paralympic sprinter, has admitted
to shooting dead his model
girlfriend, Reeva Steenkamp, but
maintains he mistook her for an
intruder hiding in his toilet in an
upmarket Pretoria suburb.
The trial, which began in March,
took a month-long break to allow
the 27-year-old to undergo a
mental evaluation at Pretoria's
Weskoppies hospital after a
forensic psychologist brought by
the defense testifed that Pistorius
had an anxiety disorder.

he deaths of 30 boat
migrants sparked
anger and frustration
in Italy on Monday, as
critics accused the government
of failing to deal with an
immigration crisis which has
seen over 5,000 people rescued
in the last 24 hours.
Rescuers had found the bodies
stuffed into the hold of a fshing
boat from north Africa when
they boarded the vessel to help
the most vulnerable of almost
600 migrants in the vessel.
A navy doctor said the migrants
had "likely suffocated" in the
tiny space, and "advised against
removing the bodies" as it was
not yet clear whether there were
poisonous gases in the hold
which might affect others.
"Another 30 dead in a boat.
Another 30 deaths on the
consciences of those who
defend Mare Lorum," said
Matteo Salvini, head of the anti-
immigration Northern League
party, in an ironic reference to
the country's "Mare Nostrum"
("Our Sea") operation to rescue
boat immigrants.
The League has warned Prime
Minister Matteo Renzi's
government that plucking
asylum seekers and immigrants
to safety from their rickety boats
only encourages more people to
set out across the Mediterranean
for Europe.
"Renzi and Alfano's shirts
are soaked in blood. Stop the
departures, help them in their
own countries, immediately!"
he said in a post on Facebook,
pointing the fnger not only at
the centre-left leader but also at
Angelino Alfano, Italy's interior

s armed confict
and violence
intensify in some
parts of Nigeria,
the ICRC and the Nigerian Red
Cross Society are responding
to emergencies, managing
and evacuating the wounded
and dead, and helping people
driven from their homes.
Together they have brought
aid to almost 50,000 displaced
and vulnerable people in the
frst fve months of the year.
"The confict in north-east
Nigeria has fared up in recent
months, while other areas have
seen growing tensions and
armed violence. The number
of people killed, wounded or
displaced is on the rise, with
children being targeted in
attacks or abductions," said
Zoran Jovanovic, head of the
International Committee of the
Red Cross (ICRC) delegation
in Nigeria. More and more
displaced people are seeking
refuge in neighboring villages,
states and countries, often
taken in by host communities.
A growing number of inter-
communal clashes between
farmers and pastoralists in
central Nigeria are driving
people to fee their homes and
destroying their livelihoods.
The increased violence and
bomb attacks in Jos, Kano
and Abuja have put a strain
on hospitals, some of which
needed additional supplies to
treat the sudden infuxes of
mass casualties. All parties
involved in the violence must
spare civilian life and property,
added Mr Jovanovic.
The ICRC, together with
the National Red Cross
Societies in the region, is
doing its utmost to provide
humanitarian assistance
medical care and emergency
relief to the victims of the
confict, both within Nigeria
and in neighboring countries,
especially Niger.
Wounded people receive life-
saving care
Some 1,190 people wounded
in armed violence in northern
Nigeria and in the capital Abuja
have received emergency care
from frst-aid providers trained
by the ICRC and the Nigerian
Red Cross Society (NRCS).
"In recent months, we
have made 50 donations
of surgical and frst-aid
supplies to 17 hospitals
and facilities providing
frst aid in communities
without any other access to
health services," explained
Bernadette Gleeson, head of
ICRC surgical and frst-aid
programmes in Nigeria. "A full
ICRC surgical team remains
on standby to assist with the
management and treatment of
people wounded by frearms
or explosive devices. After the
bomb blast on a market in Jos
last May, they helped treat over
30 patients admitted to Plateau
State Specialist Hospital."
Food supplies for the most
vulnerable in the north-east
Over a six-month period up
to March 2014, 250 widows
living in and around Maiduguri
(the capital of Borno state)
who had lost their husbands in
the ongoing confict received
monthly food aid for them and
their families.

crossing from north Africa to
Europe, but EU border agency
Frontex says there has been a
signifcant rise in numbers in
recent months.
A series of tragedies has struck
in the last few weeks, with ten
people drowning and 39 having
to be rescued after their boat
sank off the Libyan coast earlier
in June.
"No-one can dream that
these deaths will end while
the journeys continue. They
are journeys of hope, but
increasingly end up as journeys
of death," the archbishop of
Agrigento in Sicily, Francesco
Montenegro, told Radio Vatican.
Alfano has called for the rescue
operation to become a European
initiative amid reports of
thousands of migrants waiting in
Libya to make the trip during the
next few weeks.

rad Friedel has supported Arjen Robben over claims the
Dutch winger dived to earn the late penalty that sank
Mexico in the last 16 but said he didnt blame strikers
for trying to help their team by going to ground.
Holland won 2-1 in Fortaleza on Sunday to set up a quarter-fnal
against Costa Rica. Robben won a stoppage time spot-kick after a
challenge from Rafael Marquez, with substitute Klaas-Jan Huntelaar
converting.
The Bayern Munich star was branded a cheat by Mexico coach
Miguel Herrera and caused a storm when he admitted after the game
that he had dived earlier in the match in an attempt to win a free-kick.
But former USA international and Sony Team Ambassador Friedel,
asked if he thought Robben dived, said: Ill answer this honestly. I
think he was probably fouled on the penalty, but was very theatrical
in how he went down, which doesnt help him in the eyes of referees.
I do think, and he has admitted that he does go to ground easy, and
hes done that before when I played against him.
However, its part of the game that you have to deal with and I dont
blame strikers for trying to take advantage if it helps their team. Do I
get frustrated, yes. But I dont blame players for trying to help their
team. I know its a bit of a hypocritical answer, but Ive yet to be
disappointed in a game when one of my team-mates won a penalty,
rightly or wrongly.

ionel Messi can do what nobody else in the world can
do and will emerge as the top scorer at the World Cup,
according to Argentina team-mate Angel Di Maria.
Messi started slowly in the Albiceleste's opener
versus Bosnia-Herzegovina before bursting into life by scoring
the eventual match-winner, and he did the same again when
they defeated Iran 1-0 in their second game.
An impressive double in the fnal group game saw him rocket
to the top of the Golden Boot tally - though he has since been
overlapped by Colombia's James Rodriguez - but Di Maria is
confdent his captain will emerge on top.
"Messi is the best in the world," he told Marca. "What he does

Matuidi has admitted that he
was "disappointed" with his
tackle that forced Nigerias
Ogenyi Onazi off during les
Bleus 2-0 World Cup last-
16 success over the African
champions.
Just before an hour had
been played, the Paris Saint-
Germain midfelder challenged
the Lazio player in the centre
of the feld but was late to the
ball and caught Onazi on the
ankle a blow that ended the
21-year-old's involvement and
left Nigeria boss Stephen Keshi
fuming.
Matuidi, who was only shown
a yellow card for the tackle, has
confessed that the challenge
was a poor one but has protested
that there was no intent to injure
the Super Eagles man.
"I'm sorry," he told the media
after the game. "I've not gone
in to hurt him; I'm disappointed
because I'm not a dirty player.
"I went into the [Nigeria]
dressing room afterwards to
apologise."
The PSG star had praise for the

Arjen Robben has admitted
that he fopped trying to draw
a penalty.
But there is a catch. Robben
was fessing up to a dive in the
frst half.
I must apologize, Robben
told the media. The one [at
the end] was a penalty, but the
other one was a dive in the frst
half. I shouldn't be doing that.
While replays do show that
Rafa Marquez stepped on
Robben's foot in the 94th
minute, there are a couple of
ways that the frst-half fop
could have impacted the call
that ultimately led to the win
for Netherlands. It also shows
why so many players blatantly
exaggerate fouls looking for
calls.

The last fve times that France
have taken part in the knockout
stages of the World Cup, they
have reached the semi-fnals or
better. Now Germany or Algeria
stand between this sequence
continuing.

Volunteer Youth group of the Twelfth
Street (12th Street) community over
the weekend carried on a cleanup
campaign in their community,
cleaning drainages in order to give their
environment a facelift.
Mr. Thomas Anderson, program coordinator
of the Volunteer Youth told FrontPageAfrica
that as a community they have been faced with
serious pollution problem due to community
dwellers failure to properly manage their
garbage disposal.
Mr. Anderson said as young people they have
decided to take the initiative in order to help
clean up the environment for the good of the
entire community and residents.
As you can see for yourself the entire drainage
in this community is totally blocked because we
as residents of the community have continued
to throw garbage and other waste inside it and
that has caused it to close. But we think it is now
time for us to try our best to give it total face
left, he said.
Anderson praised Robert Cooper, a permanent
resident of the community through whose
instrumentality the group was able to come
together and clean their surroundings.
The program Coordinator said they as youth
from the community are going to continue the
cleanup campaign until all of the drainages and
other garbage areas are cleaned properly.
Robert Cooper on the other hand extended
thanks to Mr. Miller B. Catakaw whom he said
is the brain behind the entire project. -
Through Honorable Catakaw fnancial
assistance we were able to mobilize huge
number of the community youth and prepared
good food for them.
