The duties, powers and functions of Governors, Vice-Governors and Provincial Boards

After winning in the May 13 elections, the newly-elected governors, vice-governors and provincial board
members will take office in June 30
Among the most notable in the roster of newly-elected provincial officials are Miguel !illafuerte, "amon

,he three became controversial during the -013 elections as their age, all three are in their twenties,
became the sub.ect of criticisms (ritics point out that their youth and lack of e/perience might pose a
problem in handling their duties and responsibilities 0ut what e/actly are the powers, duties and
functions of a provincial governor, provincial vice-governor and the provincial board1
According to the local government code of 1221 3"A41506, the provincial governor, being the chief
e/ecutive of the provincial government is mandated to e/ercise general supervision and control over all
programs, pro.ects, services, and activities of the provincial government ,he provincial governor is also
mandated to perform other duties and functions such as7
8nforcing all laws and ordinances relative to the governance of the province and the e/ercise of
the appropriate corporate powers provided for under &ection -- of the local government code of
1221, implement all approved policies, programs, pro.ects, services and activities of the province
%nitiating and ma/imi*ing the generation of resources and revenues, and apply the same to the
implementation of development plans, program ob.ectives and priorities as provided for under
&ection 19 of the local government code of 1221, particularly those resources and revenues
programmed for agro-industrial development and country-wide growth and progress
8nsuring the delivery of basic services and the provision of ade:uate facilities as provided for
under &ection 14 of the local government code of 1221
8/ercising such other powers and performing such other duties and functions as may be
prescribed by law or ordinance
%n cases of temporary vacancy on the post of the provincial governor, the provincial-vice governor will
assume the office of the governor ,he provincial vice-governor is mandated to e/ercise the powers and
perform the duties and functions of the governor for the une/pired term of the latter ,he provincial vice-
governor also performs other duties and functions such as7
Acting as the presiding officer of the provincial board, the law making body of the province ,he
provincial vice-governor also signs all warrants drawn on the provincial treasury for all
e/penditures appropriated for the operation of the provincial board
Appointing all officials and employees of the provincial board, sub.ect to civil service law, rules
and regulations, e/cept those whose manner of appointment is specifically provided in the local
government code of 1221;

prescribed by law or ordinance
Meanwhile, the provincial board main function is approving ordinances and passing resolutions necessary
for an efficient and effective provincial government and ensures the efficient and effective delivery of
basic services and facilities as provided for under &ection 14 of the local government code of 1221 ,he
provincial board is also in charge of preparing and approving the provincial budget, generating and
ma/imi*ing the use of resources and revenues for the development plans, program ob.ectives and
priorities of the province, with particular attention to agro-industrial development and country-wide
growth and progress ,he other duties and functions of the provincial board are as follows7
