1.0 DEFINITIONS

1.1. Company – PTT Exploration and Production Public Company Limited

1.2. Company Representative – The person, designated in writing, responsible for the
coordination and supervision of any/all activities performed by the respective Performing
Agent.

1.3. Performing Agent – A generic term referring to any person or company with the
responsibility to perform work for the Company, in accordance with appropriate
contracts and/or purchase orders. Included under this term are Design Contractors,
Fabrication Contractors, Transportation Contractors, Installation Contractors, Hook-up
and Commissioning Contractors, and Vendors.

1.4. Contract Documents – Any of a number of documents including drawings specifications,


industry standards, laws and/or regulations which are attached to the main body of a
contract, or are referenced in the body of the contract and/or the attachments thereto.

1.5. Contract Drawings – The design drawings pertaining to the work for which the Performing
Agent has been contracted. These drawings are developed by the Company or Design
Contractor, certified by a professional engineer (when required), and approved for
construction by the Company.

1.6. Contract Specifications – The detailed statements appearing in the contract documents
prepared by Company or Design Contractor (and approved for construction by the
Company) prescribing materials, functionality, operability, dimensions and/or
workmanship for something to be built, installed or manufactured.

1.7. Arthit General Specifications – A set of specifications issued by Company, which


address a number of activities and disciplines related to the supply of materials,
equipment, and workmanship for the construction of oil and gas processing facilities.
Arthit General Specifications serve as a basis to define the minimum standards of
acceptability within the respective area of focus for the individual specification. Other
specifications and drawings given to the Performing Agent may supplement the Arthit
General Specifications.

1.8. Design Contractor – The party responsible for producing design drawings and design
specifications, (which upon Company’s approval will become the Contract Drawings and
Contract Specifications) to enable the precise fabrication of hydrocarbon
production/processing facilities and ancillary systems for installation, hook-up and start-up
on Company-controlled oil and/or gas properties.

1.9. Fabrication Contractor – The party responsible for fabricating hydrocarbon


production/processing facilities and ancillary systems and incorporating equipment and
material supplied by outside Vendors in accordance with Company-approved design
drawings and design specifications.

1.10. Transportation Contractor – The party responsible for the load-out of Company’s facilities
from the Fabrication Contractor’s yard, fastening of these facilities to the means of
conveyance, and transporting these facilities to the place of installation.

1.11. Installation Contractor – The party responsible to receive Company’s facilities from the
Transportation Contractor and to install those facilities in their final location.

1.12. Hook-up and Commissioning Contractor – The party responsible for any and all activities
required for the completion of Company’s facilities (in accordance with the project
drawings and specifications, or as otherwise directed by the Company) up to the
introduction of hydrocarbons into these facilities. Such activities shall enable Company to
safely start-up and operate any/all facility process or ancillary systems.

1.13. Vendor – The party responsible for fabricating equipment components or supplying
bulk materials in accordance with project specifications and drawings.

1.14. Subcontractor – Any individual or firm independent of Performing Agent defined above,
(i.e., non-related by ownership) that is retained by the Performing Agent to perform all or
part of the work as defined in the contract, various Contract Specifications, and Contract
Drawings.

1.15. Company Inspector – The person designated in writing by the Company Representative
to act on behalf of the company to witness ongoing and finished work by Performing
Agents, accept or reject the results of destructive and non-destructive tests, and interpret
the intent of Contract Drawings and Contract Specifications to determine Performing
Agent’s compliance to same.

Note: It is recognized that an individual or company may simultaneously fill multiple roles
as defined above.

2.0 INTENT

It is the intent of Company’s Arthit General Specifications that all materials and equipment
shall be supplied or installed by the Performing Agent in a complete, workmanlike manner
in accordance with sound engineering principles, established safety and loss prevention
techniques (including ergonomic considerations), and sound fabrication and construction
practices. The Contract Drawings and Contract Specifications may not be complete in
every detail, but are intended to show purpose and intent. Work indicated on drawings,
but not covered by specifications, or work indicated in specifications, but not shown on the
drawings, shall be provided as though fully set forth in both. No omission from these
General Specifications or other documentation associated with the conduct of work shall
relieve the Performing Agent of the responsibility to comply with the intent and meaning of
the contract documents.

3.0 SCOPE

Specifications referred to as Arthit General Specifications (AGS) define the minimum


standards of acceptance for the design, materials, fabrication, inspection, non-destructive
testing, coating and/or erection of the equipment or bulk materials to which they apply.

It shall be the Performing Agent’s responsibility to obtain clarification from Company 's
Representative whenever the Performing Agent perceives a conflict or omission among
Company's documented requirements with respect to the supply of materials or
equipment subject to the provisions of the General Specifications or equipment-specific
documentation.

Equipment specifications and/or drawings, when furnished, are to be used with the
General Specifications. If conflict exists, the priority for resolution between documents
shall be as follows:
1. Purchase Order or Contract
2. Text of the Equipment Specification
3. Piping and Instrumentation Diagram
4. Equipment and Instrumentation Data Sheets
5. Attachments other than P&IDs and Data Sheets
6. General Specifications
7. Industry Codes, Standards and Recommended Practices (referred to in these
General Specifications)

4.0 CODES & STANDARDS

All equipment and materials supplied or installed under these AGSs shall conform to the
latest editions of the applicable codes and standards cited. No omission in the referenced
documents shall be construed as relieving the Performing Agent of his responsibility to
ascertain the requirements of applicable codes and standards, to perform work, and to fur-
nish materials in accordance with these codes and standards.

5.0 LAYOUT & OPERABILITY

The equipment shall be designed and constructed for ease, convenience and safety of
operation, ease of maintenance, and the protection of the health of operating and mainte-
nance personnel. All equipment shall be laid out and oriented so as to require the
minimum of dismantling for maintenance. Conservation of space and weight shall be a
major goal for offshore applications, consistent with safety and performance requirements.

The design shall provide adequate features to handle the indicated design conditions
and all predictable occurrences resulting from weather, process upsets, operational
failures, or interruption of utilities.
