Introduction to Health Safety and Environment (HSE)

Course Description

The course is designed to introduce the application of HSE concepts in engineering.


It focuses mainly on the management of risk associated with any hazards of
products and processes, throughout its life cycle.
In general, HSE is product stewardship and process safety. Implementing HSE
program is basically minimizing and controlling the risks associated with any
hazards of products and processes. This makes HSE an integral part of any
engineering discipline. In any industry, an established HSE policies and practices
served as an essential element in sustainable development
Chemical engineers being well exposed to engineering science and chemistry are
usually preferred by industry to handle this field.

Goal and Objective

The course will provide the senior chemical engineering students the fundamental
knowledge of HSE, which are relevant to the practice of chemical engineering
profession. The course also aims to provide a basic guide for chemical engineers
wanting to enter HSE field.

Prerequisites

Minimum 5th year standing (must have taken ChE140).

Course Content

A. Product Handling & Management Product Stewardship, Product

Information Guidelines (MSDS, CAS, EINECS, PICCS), Toxic & Hazardous


Materials (its conditions and environmental effects), GMP, HACCP etc.

B. Principles of Process Safety Engineering - Process and system safety (i.e.


reactor, storage tank, inerting, pressure relief system, etc); construction
safety; equipment safety; fire and explosion.

C. Principles of Environmental Engineering - pollution prevention, air pollution


engineering, waste treatment and disposal technologies, storage and
containment.

D. Principles of Occupational Health and Industrial Hygiene - chemical

handling and hazard assessment (i.e. toxicity levels, OELs), personal


protective equipment, equipment safety (i.e. ventilation, radiation and
noise hazard), and ergonomics.

E. Risk Management Hazard identification, risk assessment, mitigation and


control. Hazard evaluation (i.e. HAZOP), exposure assessment
(quantification), risk characterization (qualification), and accident
probability (i.e. hardware and operator failure, event trees and fault
trees).

F. Laws and Regulatory Overview EPA, OSHA, local and other American
and European agencies.

I. HSE Audits How to conduct a basic HSE audit.

Three (3) long exams will be given over the semester. Assignments and projects will
be given on specific topic related to the course. Participation during class discussion
is encouraged.
Passing grade for all requirements is 60%.
Student is only allowed a maximum of six (6) absences (excused and unexcused).
Student with more than six (6) absences will be dropped from the roll if his/her
class standing is passing, or be given a grade of 5.0 if his/her class standing is
failing.

Tardiness is not allowed, (15 min-late)* shall be considered absent.
