Gold rush!

AN APPLICATION for a licence to


mine gold on crown and private land
across Gordon, Mt Egerton and Lal Lal
has angered residents.
Moorabool

Group
member Rose De La Cruz said if the
application was approved it would open
up an area of 2000 hectares to large-scale
gold mining.
The area includes waterways, various
reservoirs, farmland and residential

areas, Mrs De La Cruz said.


Large scale mining would have serious
detrimental effects on the natural
environment and local communities.
She said the intention to mine was
something that should be negotiated
with the community before it happens.
The residents of the area are concerned
and angry that there has been no timely
community consultation on these

proposed mines. Minimal information


about the proposed mine and the impact
of the retention licence works has been
provided by Steadfast Mining, she said.

Delahunty said: Our focus is to be
very unobtrusive and do a low key
underground mining operation.
The application doesnt give us the
right to mine. Basically the licence will
give us the right to look around and see

if mining might be viable in the area. We


can walk around and take measurements
and do mapping, but cant do anything
invasive, he said.
Were looking for gold. A fair bit of
information weve looked at from the
1980s and 1990s about the area leads us
to believe theres more gold under the
surface.

art prize.
The Gilsons have both been
included in a shortlist of
35 Indigenous artists from
across Victoria for the 2014
Victorian Indigenous Art
Awards.
Mrs Gilson said being
on the shortlist with her
daughter made it even more
special.
Deanne got me into it. She
bought me canvases and told

me to paint on them, she


said.
I do my nave art and
Deanne does paintings,
ink drawings and ceramic
pieces.
Im honoured to be on the
list. Its pretty special to be
shortlisted; a lot of big artists
are on that list.
Mrs Gilson said last year
shed also been shortlisted in
the Victorian Indigenous Art
Awards and her shortlisted
painting was bought by the
Ballarat Fine Art Gallery.
The painting showed how
the Wadawurrung people

minded the miners children


while the battle raged in the
stockade.
She said this year her acrylic on canvas painting was
called Life on the Goldfields
and had about 220 people
in it. Its sort of based on
the book The Forgotten Rebels of Eureka who were
the women and my people
(the Wadawurrung) who
wore possum skin cloaks
and rugs and performed
corroborees.
Mrs Gilson said she and
her daughter were holding
a joint art exhibition later in
the year at the Melbourne

Museum from November


to February, and she was
working on a big painting
of Melbourne that would include John Batman signing a
treaty with the Indigenous
people.
The Victorian Indigenous
Art finalists are in the running to win more than
$50,000 in prizes, including
the Victorian Governments
$30,000 Deadly Art Award.
The winners will be announced on August 23. An
exhibition of all shortlisted
works will be held at the Art
Gallery of Ballarat from August 23 to October 5.

Population to surge
RECENTLY released government data
shows that the peri urban region, including Moorabool, will be home to an
additional 100,000 by 2031.
The 2014 Victoria in Future data covered peri urban regions stretching from
Torquay, around Geelong and Melbourne, to Wonthaggi and out to Ballan,
Gisborne, Warragul and Alexandra.
Moorabool Shire councilor and chair
of the Peri Urban Group of Rural Councils, David Edwards, said peri urban
regions were currently home to 204,088
people and the latest data revealed an
additional 106,493 people would be
moving to the region for the opportunities and lifestyle on offer, in less than
two decades.
This means that by 2031, one in every
three people across the region will be

additional to todays population. These


new families, retirees and young people will require an additional 40,000
homes, Cr Edwards said.
The challenge for our councils to
deliver appropriate infrastructure and
services to rapidly changing communities is enormous.
We have budgets that are often one
third the size of neighbouring councils
and yet we manage municipalities that
are three times the size.
A number of towns across the peri
urban region have been identified as
growth towns in Plan Melbourne and
need to be well resourced to manage
that growth.
Now is the time for the unique attributes of the region and our role in pro-

viding recreation opportunities, water


catchments and food for Melbourne
and Geelong to be supported by appropriate government policies and financial support, Cr Edwards said.
The Peri Urban Group of Rural Councils represents shires including Bass
Coast, Baw Baw, Golden Plains, Macedon Ranges, Moorabool, Murrindindi
and Surf Coast.
Cr Edwards said: This region has
long been in the funding and policy
shadow of the fast growing shires on
Melbournes outskirts and the regional
cities.
Left unsupported, theres a very real
possibility that this region will merely
become the bedroom for Melbournes
and Geelongs commuters.

potential and Springbank
Football Club had taken a
sensible approach by using a
neighbouring facility.
Korweinguboora recreational reserve has received
funding for things like goal

posts, barbecues and showers, but without competitive


sport happening there its
been difficult to convince
funding bodies that new
netball and tennis courts are
needed, Cr Toohey said.
In the future we would
hope that the funding body
would see this as a fantastic alternative facility for
football, netball and tennis
clubs.

the first time in 34 years on
Saturday.
Springbank played Skipton at the alternative venue
in Round 12 of the Central
Highlands Football League
after club officials gave their
Wallace home ground a rest
because of back-to-back
home games.
Springbank Football Netball Club vice-president
Dave Toohey said thered
been heavy rain either the
night before or during the
match for the last three
home games played at Wallace, resulting in wear and
tear to the grounds.
We also knew we were
having back-to-back home
games, so that prompted
us to look at alternative
grounds, Mr Toohey said.
It was too difficult for us
to play on one of the other
teams grounds because
they want to rest their ovals
in between games too. We
contacted the Korweinguboora recreational reserve
committee to request to play
there and they have been
very keen to accommodate
us.
He said to the best of his
knowledge football at Korweinguboora finished at the
start of the 1980 season and
hadnt been played there

Bacchus Marsh residents


will benefit from a new town
bus network covering 504
trips each week commencing on July 27.
Three new bus routes,
Route 433 Hillview Estate
to Bacchus Marsh Station,
Route 434 Telford Park to
Bacchus Marsh Station and
Route 435 Darley to Bacchus
Marsh Station, will replace
the existing network.

Member for Western Victoria, Simon Ramsay, said:


The new town bus network
will provide more frequent
and direct services to connect with trains at Bacchus
Marsh Station, with services
extended to meet the needs
of fast growing areas in Bacchus Marsh.
The bus network will now
operate 365 days a year
and services will operate at
school times, so residents

can travel when they want


to.
Mr Ramsay said the improved bus service would
complement the Regional
Rail Link project, which was
on track to commence the
new regional services in the
first quarter of 2015.

The group, made up of approximately 30 choristers

aged between 40 and 90, perform two concerts each year


with entry donations going
to local charities.

Goodchild said it is an exciting event with a wide range
of music genres on show.
We all really look forward
to it every year, she said.

Bacchus Marsh have carried
over their unused water into
a new season for the first
time.
Manager Water Supply
West, Edward Smith, announced last week that the
starting allocation for the
2014/15 season is 45 per cent
high reliability water share.
This is the first year that
Werribee
and
Bacchus
Marsh farmers have carried
over unused water from last
season. Its important to note
that the 45 per cent starting
allocation is in addition to
their carried over volume,
Mr Smith said.
In total, Werribee Irrigation District irrigators have
carried over 2,800 ML, the
Bacchus Marsh District has
carried over 1,200 ML and
river diverters have carried
over 1,000 ML.
We expect more water to
flow into our reservoirs over
winter and spring which
we hope will allow us to increase allocations further.

This little piggy went to market, and if this little piggy stayed home, he would have missed
all the fun and excitement in Ballan last Saturday!
The monthly (second Saturday) Farmers Market took place at the Mill Cottage Caf/
Restaurant and an inaugural indoor Makers Marker had many stalls at the RSL hall.
Local Ballan businesses also joined in the hype with special offers and discounts during
the day.
With such a large crowd supporting the day it is hoped another Makers Market will
complement the Farmers Market again before Christmas.

From Sunday, 27 July, a statewide public transport timetable


change will deliver almost 4000 extra train, tram and bus services
every week.
What does this mean for you?

A new timetable on the Cranbourne/Pakenham lines will


boost the frequency of train services. The Frankston line
will have more services in the morning peak.
More than 130 bus routes across Victoria will have new
timetables to better connect with trains, boost frequencies
and to extend bus services to new areas.
The tram network will be reshaped with a new Route 12
and some route changes to simplify the network, add
extra services and boost capacity in fast-growing areas
of the inner city.
All V/Line train lines will have new timetables, with some trains
departing earlier or later, and some changes to journey times.
These improvements are another step in transforming your network,
with more services where they are needed most.

Early intervention aims


to reduce violence
A PROGRAM to assist families experiencing adolescent
violence will soon be rolled
out in Bacchus Marsh.
The innovative program
aims to reduce adolescent
family violence by intervening early and increase the
safety of all impacted family members, and prevent
young people from going
on to perpetuate violence as
adults.
The Adolescent Family Violence program was piloted
by Child and Family Services Ballarat (CAFS) early
last year and will now be delivered by CAFS in Bacchus
Marsh.
Member for Western Victoria, Simon Ramsay, said:
The Victorian Coalition
Government has committed
$800,000 over four years to
establish this program in the

Ballarat, Bacchus Marsh and


Daylesford areas.
He said the new funding
would enable the program to
be expanded across Ballarat
and rolled out in Bacchus
Marsh and Daylesford to
support parents, women and
children impacted by family
violence.
It is anticipated the program will be operational
in coming weeks and assist
close to 50 young people
and their families each year.
CAFS will also work with
the Aboriginal community
to develop an Indigenousspecific response to young
people using violence in the
home.
Minister for Community
Services Mary Wooldridge
said research had shown
that family violence where
an adolescent was the of-

fender could carry on into


adulthood unless it was appropriately addressed.
This type of behaviour can
have a devastating impact
on parents, carers, siblings
and other relatives, and of
course, on the young people themselves. Most young
people who get caught up
in the cycle of violence often
want it to stop. Most adolescents want a positive family
connection, as do their parents, Ms Wooldridge said.
By intervening early to
support attitudinal and
behavioural change in adolescents we can help reduce
and prevent family violence
in the longer term.
In the 2012-13 financial year
about eight per cent of family violence reports to police
involved a perpetrator who
was under 18 years of age.

Taylor has a sporty touch

Football is not just for boys as
18-year-old Myrniong resident,
Taylor Mason vies for a position
in the Australian Youth Touch
Football team this September, after
being accepted in the Australian
Under 18s Squad.
The 2014 X-Blades Touch Football
Australian National Youth Championships will be held on the Sun-

shine Coast between September 17


and 20, and will allow for Taylor
and the rest of the squad to compete for a spot in the 2015 Australian team.
After finding out she was being
considered for a position in the
squad, Taylor began travelling to
Queensland every second weekend to play in the State League. I
also travelled to any other touch
tournament I could to play with

other experienced players, Taylor


said.
It is a great honour [to be accepted], I have been working towards
this for the last few years and its
great to see that all the time and
effort I put into it has finally paid
off.
With the competition approaching, Taylor has been training with
the under 18 Victorian Team on a
weekly basis. But Im also train-

ing outside of that team with other


coaches to improve my general
skills, to help impress the Australian Coaches, she said.
If accepted, Taylor will go on to
compete in the 2015 Youth Trans
Tasman Series held at Remondis
Stadium, Woolooware in New
South Wales.
Making the squad was amazing,
but to make the team would just
make this experience so much bet-

ter, to be able to play with a group


of such talented girls, and learn
new things from different coaches, she said.
After seven years in the sport,
Taylor said her favourite part about
touch football is the people.
Ive played a lot of different sports
and touch definitely has the nicest
people involved, and the game is
always changing so there is always
new things to learn.

Wastewater Management Plan for the purpose of public exhibition for a four week period.
We are therefore inviting you to read through the draft plan and tell us what you think.
It is a requirement of both the State Environmental Protection Policy Water of Victoria
and the Ministers Guidelines for planning permit applications in open, potable water supply
catchment areas that Council prepare, adopt and implement a Domestic Wastewater
Management Plan.
The Plan enables Council to take a greater strategic approach to managing domestic
wastewater by:
Assessing and considering the potential risks posed by existing septic systems and methods
to reduce and manage these risks;
Allowing for future development in unsewered areas using a broad scale risk assessment
to ensure wastewater is contained onsite;
Developing a exible monitoring and improvement protocol to ensure the protection of
public health and the environment.

about 200,000 tonnes of tailings in the
valley in the 1990s, only half of which
could be reprocessed.
We improved the quality of the
groundwater so significantly that
Barwon Water asked us to do more
work there. However some community
opposition stopped us from cleaning up
the residual historical tailings, which is
why people cant fish or swim at the
upper (battery) dam now, he said.
Since the clean-up Ive had some
glowing testimonials from some of the

residents who said the clean-up was


fantastic. We turned it from a smokeinfested moonscape into parkland.

had cleaned up and revegetated a
degraded site from the1860s goldrush
that was not worth mining financially
for him.
The revegetation is to be commended,
but this is a completely different issue.
This involves new mines on quality
farmland, urban blocks and on land
near waterways that are not degraded
sites. If these areas are mined they
would become degraded, she said.

important food and fibre producing
area. It is also home to many people who
have chosen to live here for its beauty,
rural landscapes, quiet environment

on fire
levy
FROM July 1 residents, farmers and businesses across
Moorabool will save an average of $96 a year on their Fire
Services Property Levy.
Last week Member for Western Victoria, Simon Ramsay,
announced that good financial management by the
Victorian Government had resulted in reductions to the levy.
He said the average Fire Services Property Levy payable
in Moorabool for an average residential property would be
around $138, down from $234.
Eligible pensioners and veterans will continue to benefit
from the $50 concession, easing cost of living pressures in
our local community, Mr Ramsay said.
The Black Saturday Bushfires Royal Commission
recommended we move away from the unfair, insurance
based levy - which charged only those who chose to be
insured - and move to a fairer, property based levy.
He said the 2014/15 budget for the CFA was $457 million,
while the 2014/15 budget for MFB was $326 million.
I am pleased that our fire services are better funded than
ever before, while the cost for average households is falling.

A Melton resident has been
prosecuted for fishing illegally in Merrimu Reservoir.
Daniel Cooper, 37, was
charged with fishing in a
recreational area where fishing is prohibited.
The court was told that
Mr Cooper, who had been
warned by Southern Rural
Water staff on one prior occasion, was found fishing
in the reservoir early in the
morning of October 9, 2013.
Mr Cooper failed to appear
to answer the charge.
Mr Cooper was ordered by
the magistrate to pay a fine
of $500 and costs to Southern Rural Water to the sum
of $1,483.
Manager Water Supply
West, Edward Smith, said

he hopes the fine will deter


anyone else from illegally
entering the reservoir.
Merrimu is a closed water
storage because it primarily supplies drinking water
to the Melton and Bacchus
Marsh townships via Western Water, and we need to
safeguard water quality, he
said.
We would urge anyone
who would like to do some
recreational fishing to visit
the recreational areas at
Pykes Creek Reservoir or
Melton Reservoir. Both of
these storages are primarily
for irrigation water, and fishing is allowed.

The weather for the school holidays was

At the Lerderderg and Ballan libraries there
were programs that would have kept the
children busy for hours.

program with Aboriginal Dot Art, Flag
Mosiac, Boomerang Painting and a Mobile
Wildlife Zoo.
Other activities included Badge Making and

A million reasons to celebrate


Yaloak Estate will celebrate
the planting of one million
trees when it hosts the 9th
annual Grow West Community Planting Day event on
July 20.
The planting day aims to get
local communities involved
in restoring their landscape
and assuring a sustainable
future. For the past 10 years
Grow West has assisted
Yaloak Estate with a variety
of grant incentives for revegetation, farm forestry and
remnant protection which
have all assisted in increasing the biodiversity in the
area, suppressing serrated
tussock and reducing soil
erosion and sediment entering into the waterways.

areas provide excellent cover
for rabbits and serrated
tussock however we have
implemented a successful
program of deep ripping
these areas to remove rabbit harbour which reduces
the rabbit numbers and have
slowly planted out degraded
areas with trees as well as

Environmental Opinion

As I have said time and time again


in this opinion piece we can all get
overwhelmed by the climate crisis
we are facing; and even living in.
Our present federal government
probably reflects what a number
of Australians think about this
when they keep saying they will
do something about it when others
do. But do we need to heed this advice from our elected leaders? Cant
we go and do something ourselves
instead of waiting for others?
Cant we actually show the way
and teach the present leaders that
not only is their reasoning wrong
but we will not be led by such
shallow and irresponsible reasoning? I say this this week because I
would like to share a story of what
a small town in Germany did. Of
course we have our own response
in Daylesford when the locals got
their own energy supply going.
And have we not so many towns
in the Moorabool Shire that can

was successful in obtaining $1.39 million from the
Australian Government to
revegetate the landscape and
help protect and improve
hundreds of hectares of native vegetation within the
Upper Werribee Catchment.

two parks with a continuous
corridor of native vegetation or a series of functional
stepping stones.
Assistant project coordinator Emma Muir said the
Grow West team would help
plant 6000 native seedlings
on an eroded bank in the
Rowsley Valley and were
keen for the local community, landcare groups and
members of the VNPA to
join them and help Yaloak
celebrate its one millionth
tree.

Renewable fervour was catch-

ing on, and in 2008 Energiequelle


bought a 111-acre former Soviet
military site about five miles from
Feldheim, cleaned up the toxic
military waste and hidden ammunition, and constructed a 284-panel
solar farm that produces over 2,700
MWh per year. Its power is fed into
the grid at the feed-in-tariff rate.
That same year, the town of
Feldheim and Energiequelle established a joint venture, called
Feldheim Energie GmbH & Co.
The new company built a biogas
factory that converts pig manure
and unused corn into heat, taking
advantage of the communitys 700
pigs and 1,700 acres of arable farmland. The biogas plant is fed from
the towns agricultural cooperative
and produces 4 million kWh of
electricity a year. By 2009 Feldheim
was producing all its own energy
with renewable sources.
The large utility company E.on refused to either sell or lease the part

The town that could, and did

follow Daylesfords example? I hear


the question where will we get
the money? Good question. Here is
the story from Germany. Warning
not every local will agree with
parts of this story.
Feldheim, 40 miles south of Berlin (pop. 150), in the cash-strapped
state of Brandenburg, was a communist collective farm back when
Germany was still divided into
East and West. In 1995 a local entrepreneur paid for Feldheims first
wind turbine. As farmers started
to worry when prices for their
milk, potatoes, and beets began
to fall and energy prices started to
rise, they learned they could earn
cash by renting their land to energy companies wanting to install
a wind turbine. A local renewable
energy company Energiequelle
GmbH, saw the potential as well,
and decided to install a wind farm
in Feldheim.

matter into their own hands, and
decided to build their own. Each of
the 150 residents contributed 3,000
Euros (~$4,000 at todays exchange
rates) so that they could build their
own smart grid. With help from
Energiequelle, and financing from
the European Union and government subsidies, the smart grid was
completed in 2010, making Feldheim then the only town in Germany with its own mini-grid. This
allows the locally produced heat
and electricity to be fed straight to
consumers and gives them control
over their electrical prices, which
are set at community meetings.
All the renewable projects also
created jobs. While other villages
in the economically depressed
state of Brandenburg have roughly
a 30 percent unemployment rate,
Feldheim virtually erased its unemployment. Most residents work

in the biogas plant or maintain


the wind and solar farms. And the
town, which has not a single museum or restaurant, has seen an
influx of visitors. Three thousand
people visit the small town of 150
each year. This has prompted the
foundation of a new organization,
Frderverein des Neuen Energieforums Feldheim (Friends of the
New Energies Forum Feldheim),
which is converting an old Inn into
a renewable energy information
and training centre. The hope is
that when the centre opens in the
autumn of 2014 it will bring even
more visitors to Feldheim, generating more jobs and income for the
villagers.

Renovations - Getting the best return on your investment

The topic of home renovations is ever-popular. The


theme is discussed in living
rooms across the state it
has also found its way on to
television screens, through a
range of popular programs.
While it is tempting to undertake major upgrades to
the home that we own, or
even to invest in a house or
unit that needs work, care
needs to be taken to target
work that will deliver the
best return on investment.
The key to value adding
that is, increasing a homes

but the buildings potential.
Buying a home to renovate
for profit, whether to sell on
immediately or live in for
some time after it is done up,
should begin with the same
thorough research as any

It is not simply a matter of
surveying the building to

this is essential as the need

Its also worth being reasonably realistic when estimating the total cost. One of the
surest things about renovations is that they are likely

to cost more than you originally intended.


There is also truth in the
old saying about buying

street. If you create a beautiful home in an undesirable
location for example on a
main road, with train noise
or under a flight path, in an
industrial area or one with
a high crime rate you may
risk spending more than you
can recoup.
Develop several scenarios.
For example, painting and
cosmetic

extension; and check what
price it may bring. Work
out not only what you can
afford, but what would give
you the best return.

The battle was on, not just
for one of the local towns to
score a win but to get their
name engraved on the inaugural Mahar/Murphy perpetual shield.
Con Maher (dec) and Kevin
Murphy both played pivotal
roles within the two clubs,
also playing in premierships
for Ballan and Gordon.
The match commenced
with Ballan fired up and it
looked like this was going to
be no easy feat for the Eagles.
However, Gordon settled
and ran all over the Blues.
Leading goalkicker Zac Peoples was kept to only two
goals and 12 players from
the Gordon side all kicked
majors.
The Blues backline missed
the drive of Daniel Neilsen
and Ash Mullane, a big job
for the Blues trying to stem
the tide. Ryan Aquilina
gave a determined effort in
the middle but the Eagles
had too many committed
players.
Gordon sealed the match
before half time, kicking 17
goals in the last three quarters to Ballans total of seven
for the game.
The Eagles sit fourth on the
ladder with five games to
conclude the season, and a
good run home.
