Why: As you know, Boston and New Jersey already operate some of the best high-
quality, universal preschool systems in the nation. Together, we will see firsthand
how universal preschool works, visiting several preschools based on proven,
evidence-based practices. In Washington, D.C. we will discuss funding and
flexibility from congressional and Obama Administration officials who are excited
about our bold efforts in Seattle.
RSVP: This study mission is being planned on an invitation-only basis.
The Seattle Metropolitan Chamber of Commerce, whose team is highly experienced
in organizing domestic and international study missions, is generously providing the
logistical and organizing support for our trip. The Alliance for Education has agreed
to be the fiscal agent for the study mission and will coordinate scholarship
assistance as needed.
Background:
I know you are aware of the Seattle City Councils initiativewith Mayor Murrays
strong supportto provide high-quality, universal preschool to all of Seattles three
and four year old children. Of the approximately 13,000 three and four year olds
living in Seattle, we estimate that as many as 4,500 (about one-third) are not
enrolled in formal preschool or child care. Of those who are enrolled, many are not
in programs we would regard as high-quality, a critical factor in achieving
sustainable benefits.
With the federal and state governments unlikely to fully fund high-quality preschool
any time soon, we have moved ahead:
In September, the Council unanimously adopted Resolution 31478, which
establishes our goal of making voluntary, high-quality preschool available
and affordable to all of Seattle's three and four year old children and
outlining a plan to get it done.
The Council allocated $650,000 in the 2014 budget to jumpstart the
development of the Preschool for All action plan and expand professional
development for preschool providers.
The Council unanimously agreed to the creation of a new Department of
Education & Early Learning to elevate and integrate the citys various early
learning efforts.
While the research clearly shows that investing early yields the best results for
children and for society, its important that key leaders like you see the results
firsthand.
Thats why we are organizing this critical study mission to take you and other
policymakers, education and business leaders, and other stakeholders to see the
successful universal preschool programs in Boston (Dr. Jason Sachs) and Jersey
City, New Jersey (Dr. Stephen Barnett). While on the East Coast, we will also go to
Washington, D.C. to learn about additional preschool funding and flexibility from
congressional and Obama Administration officials.
In preparation for the trip, the Council is bringing nationally renowned researchers
Dr. Hirokazu Yoshikawa from New York University and Dr. Christina Weiland from
the University of Michigan to Seattle on Monday, February 3, 2014. Drs. Yoshikawa
and Weiland will brief the City Council at 10:00 a.m. on new research that
establishes the strong evidence base that universal preschool is a wise and prudent
investment.
I know we agree that investing early is the right thing to do for our children and our
city. I hope you can join us on the study mission. Lets make high-quality,
Preschool for All a reality in Seattle.

awarded a consultant contract to a stellar team of experts which includes
Dr. Barnett.

delegation and top education officials at the U.S. Department of Education
and the U.S. Department of Health and Human Services.

Estimated Cost: $1,600 to $1,800 per person. (This includes hotels, meals,

any time soon, we have moved ahead:
In September, the Council unanimously adopted Resolution 31478, which
establishes our goal of making voluntary, high-quality preschool available
and affordable to all of Seattle's three and four year old children and
outlining a plan to get it done.
The Council allocated $650,000 in the 2014 budget to jumpstart the
development of the Preschool for All action plan and expand professional
development for preschool providers.
The Council unanimously agreed to the creation of a new Department of
Education & Early Learning to elevate and integrate the citys various early
learning efforts.
While the research clearly shows that investing early yields the best results for
children and for society, its important that key leaders like you see the results
firsthand.
Thats why we are organizing this critical study mission to take you and other
policymakers, education and business leaders, and other stakeholders to see the
successful universal preschool programs in Boston (Dr. Jason Sachs) and Jersey
City, New Jersey (Dr. Stephen Barnett). While on the East Coast, we will also go to
Washington, D.C. to learn about additional preschool funding and flexibility from

investment.

the University of Michigan to Seattle on Monday, February 3, 2014. Drs. Yoshikawa
and Weiland will brief the City Council at 10:00 a.m. on new research that

strong supportto provide high-quality, universal preschool to all of Seattles three
and four year old children. Of the approximately 13,000 three and four year olds
living in Seattle, we estimate that as many as 4,500 (about one-third) are not
enrolled in formal preschool or child care. Of those who are enrolled, many are not
in programs we would regard as high-quality, a critical factor in achieving
sustainable benefits.
With the federal and state governments unlikely to fully fund high-quality preschool
any time soon, we have moved ahead:
In September, the Council unanimously adopted Resolution 31478, which
establishes our goal of making voluntary, high-quality preschool available
and affordable to all of Seattle's three and four year old children and
outlining a plan to get it done.
The Council allocated $650,000 in the 2014 budget to jumpstart the
development of the Preschool for All action plan and expand professional
development for preschool providers.
The Council unanimously agreed to the creation of a new Department of
Education & Early Learning to elevate and integrate the citys various early
learning efforts.
While the research clearly shows that investing early yields the best results for
children and for society, its important that key leaders like you see the results
firsthand.
Thats why we are organizing this critical study mission to take you and other
policymakers, education and business leaders, and other stakeholders to see the
successful universal preschool programs in Boston (Dr. Jason Sachs) and Jersey
City, New Jersey (Dr. Stephen Barnett). While on the East Coast, we will also go to

strong supportto provide high-quality, universal preschool to all of Seattles three
and four year old children. Of the approximately 13,000 three and four year olds
living in Seattle, we estimate that as many as 4,500 (about one-third) are not
enrolled in formal preschool or child care. Of those who are enrolled, many are not
in programs we would regard as high-quality, a critical factor in achieving
sustainable benefits.
With the federal and state governments unlikely to fully fund high-quality preschool
any time soon, we have moved ahead:

the University of Michigan to Seattle on Monday, February 3, 2014. Drs. Yoshikawa
and Weiland will brief the City Council at 10:00 a.m. on new research that
establishes the strong evidence base that universal preschool is a wise and prudent
investment.

Good afternoon.
Im writing to invite you to join me and others committed to public education on a
critical East Coast study mission to inform the exciting development of Seattles
Preschool for All initiative. (I also sent a separate invite to Superintendent Banda.)
The purpose of this study mission is to learn from those who have successfully
implemented high-quality, universal preschool based on the evidence of what
works best to prepare children for kindergarten and beyond.
Destinations: Boston, Jersey City, New Jersey and Washington, DC.
In Boston, we will be hosted by Dr. Jason Sachs, the Director of Early
Childhood Education for Boston Public Schools. A rigorous evaluation of the
Boston preschool program was published last year and showed that the
evidence-based program is highly cost-effective and equips children with
skills required for success in elementary school and beyond.
In Jersey City, we will be hosted by Dr. Steven Barnett, the Director of the
National Institute of Early Education Research (NIEER) at Rutgers University
who helped to design and implement the program. Dr. Barnett is also a
national expert on preschool programs in all 50 states. To advise the city on
designing an Action Plan for Preschool for All in Seattle, the city recently
awarded a consultant contract to a stellar team of experts which includes
Dr. Barnett.
In Washington, DC, we will meet with key members of our congressional
delegation and top education officials at the U.S. Department of Education
and the U.S. Department of Health and Human Services.
Who: You, national experts on high-quality preschool, business and community
leaders, and education/congressional officials.
When: Monday, March 3 through Thursday, March 6, 2014
Estimated Cost: $1,600 to $1,800 per person. (This includes hotels, meals,
materials and ground and train transportation. Airfare not included; participants
will book their own flights.) Costs are subject to change as they are still being
finalized. Limited scholarship assistance is available on a need basis.
Why: As you know, Boston and New Jersey already operate some of the best high-
quality, universal preschool systems in the nation. Together, we will see firsthand
how universal preschool works, visiting several preschools based on proven,
evidence-based practices. In Washington, D.C. we will discuss funding and
flexibility from congressional and Obama Administration officials who are excited
about our bold efforts in Seattle.
RSVP: This study mission is being planned on an invitation-only basis.

The Seattle Metropolitan Chamber of Commerce, whose team is highly experienced
in organizing domestic and international study missions, is generously providing the
logistical and organizing support for our trip. The Alliance for Education has agreed
to be the fiscal agent for the study mission and will coordinate scholarship
assistance as needed.
Those responding to this private invitation will soon receive a formal invitation
from the Chamber will all of the details to join our East Coast study mission.
Background:
I know you are aware of the Seattle City Councils initiativewith Mayor Murrays
strong supportto provide high-quality, universal preschool to all of Seattles three
and four year old children. Of the approximately 13,000 three and four year olds
living in Seattle, we estimate that as many as 4,500 (about one-third) are not
enrolled in formal preschool or child care. Of those who are enrolled, many are not
in programs we would regard as high-quality, a critical factor in achieving
sustainable benefits.
With the federal and state governments unlikely to fully fund high-quality preschool
any time soon, we have moved ahead:
In September, the Council unanimously adopted Resolution 31478, which
establishes our goal of making voluntary, high-quality preschool available
and affordable to all of Seattle's three and four year old children and
outlining a plan to get it done.
The Council allocated $650,000 in the 2014 budget to jumpstart the
development of the Preschool for All action plan and expand professional
development for preschool providers.
The Council unanimously agreed to the creation of a new Department of
Education & Early Learning to elevate and integrate the citys various early
learning efforts.
While the research clearly shows that investing early yields the best results for
children and for society, its important that key leaders like you see the results
firsthand.
Thats why we are organizing this critical study mission to take you and other
policymakers, education and business leaders, and other stakeholders to see the
successful universal preschool programs in Boston (Dr. Jason Sachs) and Jersey
City, New Jersey (Dr. Stephen Barnett). While on the East Coast, we will also go to
Washington, D.C. to learn about additional preschool funding and flexibility from
congressional and Obama Administration officials.

Michael has graciously agreed to be the bridge fund if this has to occur today. I also touched
base with Clover who believes she may be able to provide funding from the Strategic
Implementation baseline funds to cover your travel costs. I have not been able to connect with Flip
yet to determine if he has identified funds to use for his expenses but hopefully we can connect
next week.
