Chapter 1
The Problem and its Background
Introduction
It is ambitious to tell the world that the skies are being in control in terms of doing what
you want.

But had it been an ambition on the words of Dr. Bernard Eastlund, the inventor of the
dubbed worlds largest ionospheric heater

, it had become a reality of a science fiction since the
year Tesla discovered the wisdom of the atmosphere.

The story of this thesis proposal began in the early part of November 2013 when the ever
recorded worlds strongest typhoon Haiyan (Yolanda as it is known in the Philippines) hit the
central regions of the country devouring billion worth of properties and ten thousands of lives.
With the controversy of the typhoon to have been man-made, the researchers became interested
more with how it is created, if this could be true.
Among the alleged origin of man-made disasters is the High-frequency Active Auroral
Research Project (HAARP) of the US military. It is the largest ionospheric heater publicly
known in the world. However, supporters of the HAARP program now say that claims of crazy
weather patterns, earthquakes and mental illness can no longer be blamed on the operation of this
remote facility because it is "off-line" since June 2013.

The open question is, how man-made the
typhoon Yolanda could be if it is off-line? Would there be any other similar facility that can
cause such phenomena?

the pinnacles of Twentieth Century technology.

In the World Wars it is the strongest weapon
earth had. Nevertheless, in the Cold War, the war believed to have ended in 1990s, it turned out
to be a subordinate of what is greater. Engineering Mother Nature the planetary environment
would become a new ball game.

Like most innovative applications of newly discovered laws of physics, the benefit that
they afford the common citizen is often usurped by the sinister need of the military to kill each
other or ruin the environment -- all in the name of security.

Bernard Eastlund's discoveries are innovative applications of the work of Tesla and
Faraday. His plans to provide power on any spot on the planet, to modify weather and eliminate
drought, floods and hurricanes was usurped by the US military

By 1985 Eastlund invented and patented a technology that will reshape human lives, for
better or for worse whether we like it or not. It is the Method and Apparatus for Altering a
Region in the Earths Atmosphere, Ionosphere, and/or Magnetosphere.

and other works of the scientist, USA built the High-frequency Active Auroral Research Project
(HAARP) near Gakona, Alaska.

This HAARP might not be new to all being installed long before in 1993 and was
exposed the year after; nor had it also been the first of its kind.

Tromso, Norway. These are only few among the numerous numbers of ionospheric heaters
around the globe.
The major component of HAARP is a radio wave transmitter utilizing powerful high
frequency (HF) transmissions and a variety of associated observational instruments "...to
investigate naturally occurring and artificially induced ionospheric processes that support,
enhance, or degrade the propagation of radio waves."

In a 1993 Environmental Impact Statement [EIS] addressing possible environmental
impacts of HAARP, the Air Force indicated that the study of the ionosphere was being initiated
"...to better understand and use it to enhance communications and surveillance systems for both
civil and defense purposes."

Of this purpose, to better understand what lead up the research on ionospheric heaters, a
primer is needed on what the HAARP can do. According to the patent of Eastlund, of which test
and/or demonstration of the facility, it could: unnaturally impact the Earths upper atmosphere;
modify weather patterns over large areas; jam or disrupt all global communications systems;
disrupt human mental processes; and, interfere with wildlife migration patterns.

Now, it is a fact that the HAARP facility in Gakona was only a public relations facade
which distracted from the larger facility near Fairbanks, Alaska

and the many other
"ionospheric heaters" located around the USA-- and the world -- that no longer use dipole
antennae farms

and receive their funding as "black projects", exempt from public scrutiny or
review.

Now the real question arising from this is, if there is a larger ionospheric heater or
heaters, what could be more to do than what is intended for HAARP?
This research nonetheless cannot answer the preceding question. But basing on what
HAARP and smaller ionospheric heaters can do, the researchers will deal on the scientific and
socio-political implications of ionospheric heaters.

Objectives of the Study
Generally, this study will answer the question what is the scientific and socio-political
implication of the ionospheric heaters?
Specifically, this study will further answer the following questions:
1. Why are the ionospheric heaters being created?
a. An analysis on the timeline and history of ionospheric heaters from Tesla to
HAARP to new and larger ones.
2. What are notable scientific effects and socio-political implications on testing an
ionospheric heater like the HAARP?
a. On the atmosphere/ionosphere/magnetosphere.
b. On climate change and weather modification.
c. On environmental/ecological balance or migration patterns.
d. On electronic communications.
e. On human mind.
f. On the military.
g. On world peace and security.
h. On more advanced technology.

Significance of the Study
The researcher never pre-empted the negative side of the issue. It is by individual
judgment of the reader to what is going on with ionospheric heaters that the research has to do to
support and/or criticize the aforesaid technology.
The objectivity and intellectual honesty of this case study to present the facts and analysis
for the scientific and socio-political implications of such facility will either merit or demerit the
heaters for further tests and researches on their capabilities. It is to warn the possibilities of
danger in those tests and demonstrations of power.
Nevertheless, if cautions may arise from this thesis, it may be taken affirmatively to
check for countering the possibilities.

Taken for granted the results were negative, it may be a
universal tool to mitigate further development of ionospheric heaters, if the technological
advancement cant be stopped or banned.

Or this may be used for the facilities temporarily off-
test until the conduct of further research on countering possibilities and improvement not for
worse but better technology for humane development.
That under the 1977 United Nations Weather Weapon Treaty, all signatories are not to
engage in military or any other hostile use of environmental modification techniques having
widespread, long-lasting or severe effects as the means of destruction, damage or injury to any
other State Party.

This research along with its findings will relate to this treaty regarding the
use of ionospheric heaters though may be used for defense but may affect the environs or any
other asset of other state party.

Among the international importance of the study, locally, this may be referred to by the
government to build its own facility that can be used in accordance with environmental and
international laws of peace. In anyway, the country needs such a kind of technology to control its
weather too.
The rarity of research like this in higher education level will add to the number, and
against all odds, brings more light for more socio-political research in the community. This will
become a reference of the University for case study Methods and researches focusing on
environmental, physiological, and political issues of the contemporary period.
But most definitely, it will tickle the mind of political scientists and philosophers on how
humans made possible what seems impossible: taming the atmosphere for a purpose.
Scope and Delimitations
The scope and delimitations of this study will only cover the answers stated on its
objectives: to study the scientific and socio-political implications of ionospheric heaters.
The study will employ the qualitative and case study methods for analysis of data
gathered. The data will range from available documents covering the answers of the research
objectives. Although most of the data concentrates on High-frequency Active Auroral Research
Project (HAARP), this study will also examine cross-cases from other smaller ionospheric
heaters.
The locale of the study will be at Cagayan State University Carig Campus, Tuguegarao
City, Cagayan, Philippines and will be conducted from November 2013 February 2014.
Definition of Terms

In this research proposal, the following terms used are hereby operationally defined.
The atmosphere/ionosphere/magnetosphere is the region where the heaters will most
definitely beam high-frequency waves particularly the ionosphere.
The climate change and weather modification is one of the many capabilities of the
heaters in manipulating the ionosphere for changing the patterns of weathers and or bringing rain
or drought to specified region.
Electronic communications would mean the exchange of messages through the aid of
radios or any other similar means
An environmental/ecological balance or migration patterns is the distraction of
journey of animals like birds or confusion of natural habitats for all species.
The human mind is the transmitter and receiver of brain waves through which is directly
affected by frequency waves radiated from above.
The ionospheric heater or simply heater is the technology like HAARP used to beam
the ionosphere with high-frequencies to radiate power to earth that may be of useful or
destructive capability.
The one responsible for creating such facility and is the main actor for operations of
ionospheric heaters is the Military or the reserve armed manpower of a state.
More advanced technology is either more destructive facilities or must counter the
ionospheric heaters or technology that can be considered humane abiding international and
natural laws.

For world peace and security, it must be the condition of banning or non-proliferation
and/or stop the arms race wherein no fear of destructive methods to disturb the psyche.

Methodology

Materials of the Study
The materials of the study will be public documents, interviews, documentary videos,
news, blogs, PDFs, books, and information technologies and communications.
Research Method
This study will employ the qualitative and the case study method.
The research will apply the qualitative style of analysis and reporting. However, this is
not necessarily merely qualitative in nature. This research will also apply the Case study method
by which certain part of it or on the presentation of numbers taken from sources, will be
quantitative and in some aspect either graphical or tabular in form.
In this case study, the researcher intends an intensive approach focusing on the handful
instances of the phenomenon to be studied in depth. Thus it will be a multiple-case study with
comparative approach or having cross-case approach in studying ionospheric heaters in a macro-
level of more than one actor involved.

Data Gathering Procedure
The data gathering procedure in this study will be a collaborative effort of the researchers
in collecting the materials for the purpose of study.
In the first specific objective of this research, why are the ionospheric heaters being
created?, will take available documents from history; the works of scientists involved to the
development of ionospheric heaters; their patents; the reviews on their works; and documentaries
and articles reprinted or scanned for publicity regarding it. All other possible direct or primary

source of data like interviews, e-mails, or speeches may likewise be employed to add the veracity
of the research.
For the second specific objective of notable scientific effects and socio-political
implications on testing an ionospheric heater like HAARP, the data gathering will range from the
scientific experiments publicized; collection of news on HAARP or other heaters; citing blogs;
reviewing books of conspiracy theories; documentaries of ionospheric heaters; citing interviews
and stories of involved personalities on heaters; bringing together international treaties,
resolutions, and direct contracts; and referring to individual researches of concerned scientists
and international organizations.
