Statement from Barkley Russell, Rives Worrell spokesman:

Our response to the school districts Request for Proposal, including forms 4 and 5, was submitted on
May 23, 2013we had not been awarded the project. Here is how things subsequently unfolded:

July 23, 2013 Interviewed for the project as 1 of 5 Construction Management firms shortlisted.
We presented our project team, project logistics plan, project schedule, cost control plan,
communication plan and MWBE outreach. Did not discuss forms 4 and 5 nor any of the MWBE
contractors listed on the forms.

August 8,

2013 Informed of the intent to award and the intent to negotiate contract terms for
Construction Management.

August 21, 2013 Signed contract agreement

September 24, 2013 Received Notice to Proceed to start preconstruction (estimating) services.
At this point, the design was very conceptual. The Notice to Proceed allowed us to begin working
with the architect to create a cost model for the project program that met the stated cost limitation
dictated by SCCPSS.

April 8, 2014 Upon receipt of the Issued for Construction design documents, we issued
invitations to bid to over 323 subcontractors including the subs listed on form 5. Prior to sending
invitations to bid, during design development, we coordinated the following Local and MWBE
outreach efforts to inform the community specifically about the Hesse K-8 project:
11-25-14 Met with Parsons, SCCPSS Program Manager, and VanGuard to outline
LMWBE outreach plan and meetings. Also discussed with Ms. Estella Shabazz, with
VanGuard, and Joe Millsaps, with Parsons.
We advertised the bid documents and bid process at Clayton Digital and Reed
Construction Data.
We advertised the project, bid process, and scheduled outreach meetings in the
following local newspapers:
o Savannah Morning News 1-31-14 & 2-7-14
o The Savannah Tribune Submitted 1-31-14
o Savannah Herald Submitted 1-31-14
We held the following outreach meetings for LWMBE subcontractors: Subcontractors
received several emails reminding them of the opportunity. Sign-in sheets from these
LWMBE outreach meetings are attached, documenting attendance.
o 2-17, 2014 Hesse Media Center discussed the overall job schedule, future
meetings, teaming opportunities, etc. Vanguard was in attendance.
o 3-6-14 Hesse Media Center discussed the newly distributed site package,
where drawings could be downloaded/printed, schedules for remainder of
packages, scopes of work included, possible teaming opportunities, etc.

May 21, 2014 SCCPSS School Board approved the guaranteed maximum price proposal for
Hesse. This approval gave us the authority to make subcontractor selections and contract awards.
Prior to this approval, we contractually cannot enter into any agreement with subcontractors and
vendors. Regarding the process, our contract for Hesse requires us to competitively bid out all
scopes of work as part of creating the guaranteed maximum price. Upon our review of the bids for
each trade (scope of work), we then submit our recommendation for subcontractor selection, for
each trade of work, to Parsons for approval. The Form 5 not only includes contradictory language,
within the form, by being titled proposed, but it also contradicts the requirements of our contract
with SCCPSS for the construction of Hesse.

To address your question more fully, we are still in the process of subcontractor procurement and
making subcontractor recommendations to Parsons. To date, we have awarded one contract to the
subs listed on Form 5. Economy Masonry, working with Cornerstone Masonry, will provide the
masonry scope of work. Of the nine companies listed on Form 5, submitted in May of 2013, only
four submitted a bid on Hesse; however, we attempted to contact all nine for pricing proposals. Of
