The Autonomous Region in Muslim Mindanao (Filipino: Nagsasariling Rehiyon ng Muslim sa


Mindanaw) (abbreviated ARMM) is the region, located in the Mindanao island group of
the Philippines, that is composed of predominantly five Muslim provinces,
namely:Basilan (except sabela !ity), "anao del #ur, Maguindanao, #ulu and Ta$i%Ta$i& t is the
only region that has its o$n government& The regional capital is at !otabato !ity, although this city is
outside of its 'urisdiction&
The ()MM previously included the province of #hariff *abunsuan until +, -uly .//0, $hen #hariff
*abunsuan ceased to exist as aprovince after the Filipino #upreme !ourt declared the 1Muslim
Mindanao (utonomy (ct ./+1, $hich created it, unconstitutional inSema v. Comelec&

The ()MM spans t$o geographical areas: "anao del #ur and Maguindanao (except !otabato !ity)
in south $estern Mindanao, and the island provinces of Basilan (except sabela !ity), #ulu and Ta$i%

For the most part of Philippines; history, the region and most of Mindanao has been a separate
territory, $hich enabled it to develop its o$n culture and identity& The region has been the traditional
homeland of Muslim Filipinos since the +<th century, even before the arrival of the #panish $ho
began to coloni=e most of the Philippines in +<,<& Muslim missionaries arrived in Ta$i%Ta$i in +80/
and started the conversion of the native population to slam& n +:<5, the #ultanate of #ulu $as
founded, and not long after that the sultanates of Maguindanao and Buayan $ere also established&
(t the time $hen most of the Philippines $as under #panish rule, these sultanates maintained their
independence and regularly challenged #panish domination of the Philippines by conducting raids
on #panish coastal to$ns in the north and repulsing repeated #panish incursions in their territory& t
$as not until the last 6uarter of the +>th century that the #ultanate of #ulu formally recogni=ed
#panish sovereignty, but these areas remained loosely controlled by the #panish as their
sovereignty $as limited to military stations and garrisons and poc7ets of civilian settlements in

-apanese mperial Forces invaded and overran Mindanao& Three years later, in +>:<,
combined Anited #tates and Philippine !ommon$ealth (rmy troops liberated Mindanao, and $ith
the help of local guerrilla units ultimately defeated the -apanese forces occupying the region&

Front prompted Ferdinand Marcos to issue a proclamation forming an (utonomous )egion in the

Establishment of the ARMM[edit]
The (utonomous )egion of Muslim Mindanao region $as first created on (ugust +, +>0> through
)epublic (ct Bo& ,58: (other$ise 7no$n as the 4rganic (ct) in pursuance $ith a constitutional
mandate to provide for an autonomous area in Muslim Mindanao& ( plebiscite $as held in the

The history of the ()MM has al$ays been intert$ined $ith the struggle of the Muslim peoples of
Mindanao to$ards self%rule and self%determination& These peoples, $ho, no$ collectively call
themselves JBangasamoroK $anted to shape their o$n destiny under slamic la$ and culture& They
had repelled the influence of foreign domination particularly the #paniards, -apanese, and
(mericans& Their land $as nevertheless annexed into the Philippine government after the (mericans
gave independence to the Philippines&
Mindanao $as opened to !hristian settlers, mostly from the Oisayas, by the late President )amon
Magsaysay under his populist platform of economic reforms& These relieved population pressure
from the north and made the president $idely popular among the Filipinos but it heightened religious
hostilities in Mindanao& MindanaoPs rich natural resources $ere shared $ith the rest of the
Philippines&
The situation $orsened $hen unscrupulous persons, politicians and businessmen, too7 advantage
of the peoplePs lo$ economic state& "and grabbing and social in'ustices $ere committed against the
regionPs peace%loving people& This forced the people of Mindanao to rise in protest against the
Philippine government&
4n March +0, +>,0, at least .8 Muslim Trainees $ere shot to death on !orregidor sland, $hich is to
be 7no$n later as the -abidah Massacre& The event spar7ed anger among the Muslims and gave
rise to Bangsamoro movements both civil and armed& The Moro Bational "iberation Front $as born
under the leadership of Prof&Bur Misuari&
The MB"F and the Philippine (rmed Forces had an armed conflict on February +>58 $hich led to
the death and displacement of thousands of innocents and further escalated the so%called Mindanao
problem& Fostilities continued despite the signing on -uly 5, +>5< by President Ferdinand G& Marcos

Philippine Covemment and the MB"F, $as a commitment to continue the tal7s on the full
implementation of a more meaningful regional autonomy&
The (6uino govemment, despite failure of negotiations, sought the creation of the (utonomous
)egion in Muslim Mindanao (()MM) by enshrining it in the +>05 Philippine !onstitution& President
(6uino convened the )egional !onsultative !ouncil tas7ed to draft the 4rganic (ct for Muslim

To sustain the peace and development efforts in Mindanao and as part of the commitment to the

no$ comprised of the provinces of Maguindanao, "anao del #ur, #ulu, Ta$i%Ta$i, Basilan and the

Basilan is home to three main ethnic groups, the indigenous Sa7ans, and the later%
arriving Tausugs and !havacanos& The Sa7ans and Tausugs are predominantly Muslim, $hile
the !havacano are mainly !hristian& There are also a number of smaller groups& (lthough the official
languages are Filipino and Gnglish, the ma'or language is Sa7an, but other languages are $ell
represented, including Tausug, #amal, and ?amboangueRo !havacano&
Basilan, although classified as a :th%!lass Province in terms of gross provincial income, has one of

Basilan is an island province of the Philippines. It is the largest and northernmost of the major islands of
the Sulu Archipelago and is located just of the southern coast of Zamboanga Peninsula. Its capital is Isabela
City. Basilan is home to three main ethnic groups, the indigenous Yakans, and the later-
arriving Tausugs and Chavacanos. The Yakans and Tausugs are predominantly Muslim, while the
Chavacanos are mainly Christian. There are also a number of smaller groups.

The ancient name of Basilan Island was Tagime, named after a Datu ruler who once ruled a big part of the
island before the Spaniards came to Basilan. In the long past, Basilan had other names. It used to be named
ULEYAN, derived from a mountain located at the heart of the island. Later, it was changed to MATANGAL,
also named after Mt. Matangal in Tuburan. Other names given were Puh Gulangan (island of forest); Umus
Tambun (fertile land); Kumalarang, named after a river; Bennuh Peggesan; and later it was changed
to Basih Balan.

The name Basih Balan was derived after a heavy fght between the natives led by Sultan Kudarat, a great
Muslim leader and his brave Muslim warriors, Apuh Menggah, Apuh Dagang, and Apuh Batalan against the
Spanish invaders from nearby Zamboanga. After a ferce resistance, the natives successfully repulsed the
invaders. The victory played a major role in changing the name of the island into "Basih Balan", derived
from their legendary weapon called "Pira" which was made of basih, meaning iron and balan, meaning
magnetic. By combining the two words, it became Basih Balan. But when the early historians wrote the
name of the province, it was shortened to Basilan. The name Basilan remained unchanged up to the
present.

Land
The province of Basilan has an aggregate historical jurisdiction of 135,892 hectares (335,800 acres), with mainland
Basilan encompassing an area of 124,892 hectares (308,610 acres). The province encompasses all of Basilan
Island(including Isabela City, which forms part of the province, although it is excluded from the Autonomous Region)
and ofshore islands, together with the Pilas island group (now Hadji Muhtamad Municipality) west of the island, and
the Bubuan and Tapiantana island group (now Tabuan-Lasa Municipality) in the south. These are listed among the
Philippine islands with a moderate risk of getting hit by tsunamis.
Geography
Basilan is located between latitudes 615' and 700', and longitudes 12115' and 12230'. The island is bordered by
theBasilan Strait to the north, the Sulu Sea to the northwest and west, the Moro Gulf to the northeast, and
the Celebes Seato the south, southeast and east. It is one of the 7,107 islands that make up the Philippine
archipelago.

Basilan Island is the largest and northernmost island of the Sulu Archipelago between the Philippine islands
ofMindanao and Borneo which includes about 400 islands. Basilan Strait, about 17 nautical miles (31 km) at its
narrowest point, separates Basilan Island from the mainland of Mindanao and the port city of Zamboanga. The terrain
of the island is simple, with several undulating slopes concentrated around Isabela City along the coastal areas and
hilly towards the interior. Urban areas are usually 2.5 metres (8 ft 2 in) above sea level and gently sloping to 300
metres (980 ft) toward the hinterlands. The stand of timber and forest vegetation is more or less evenly distributed
throughout.
Basilan National Park is located at the eastern portion of the remaining public forest between the city of Isabela and
the municipalities of Lamitan, Tipo-Tipo and Sumisip. The park has an elevation of 971 metres (3,186 ft) above sea
level, and the tallest peak, Puno Mahaji or Basilan Peak, dominates the park's landscape.

The climate is similar to other areas in the Zamboanga Peninsula. The annual average rainfall is 1,100 millimetres
(43 in) and the mean annual temperature is26.6 C (79.9 F). The source of the rainfall is the southwest monsoon and
the island's location in the Intertropical Convergence Zone. The climate is classifed as a tropical wet and dry
climate or Aw using the Kppen climate classifcation system.
Basilan is outside the typhoon belt. Prevailing winds are from the southwest with a speed of 4 knots (7.4 km/h).
March to May is hot and dry, with temperature averaging22 C (72 F). June to October is rainy. November to
February is cool, with temperatures ranging from 22 C (72 F) to 28 C (82 F). Average humidity year-round is 77%.

Approximately 55% of the people speak Chavacano; 20% Samal; Joloano, Yakan, and Maranao; 10% Visayan; 10%
Tagalog, 5% llocano and other dialects.
Major Industries
Agriculture is the main source of livelihood of the people of lsabela, in particular. There are a few industries operating
here and all are agro-based. Copra trading is the leading commercial activity while coconuts are planted almost
throughout the year. Rubber-sapping and logging complement the people's major occupations.
Mineral deposits of gold, manganese, iron, ore, copper, and coal are also found in Basilan.
