Mean5hi$e, the o44i1ers o4 petitioner Commission on "#man Ri%hts
Emp$o&eesK Asso1iation 2C"REA3, in representation o4 the ran> and 4i$e
emp$o&ees o4 the C"R, re=#ested the CSC-Centra$ o44i1e to a44irm the
re1ommendation o4 the CSC-Re%iona$ O44i1e. C"REA stood its %ro#nd in sa&in%
that the 0;M is the on$& a%en1& 5ith appropriate a#thorit& mandated .& $a5 to

of fiscal autonomy would be a bit broader than ust the automatic release.
