MISSION STATEMENT

Addressing the Council: Section 2.04.210 of the Alhambra Municipal Code establishes the procedures for
addressing the Council. Any person wishing to address the Council during the meeting must complete a Speaker
Request Card and submit it to the City Clerk.

When called upon by the Mayor, please step to the podium and give your name, address and organization or other
party you represent, if any, in an audible tone of voice for the record. Remarks are limited to 5 minutes.

All remarks shall be addressed to the Council as a body and not to any member thereof. No person, other than the
Council and the person having the floor, shall be permitted to enter into any discussion, either directly or through a
member of the Council, without the permission of the Mayor. No question shall be asked a Councilperson except
through the Mayor.

Standards of Decorum: Any person making personal, impertinent or slanderous remarks or who shall become
boisterous while addressing the Council shall be forthwith, by the Mayor, barred from the meeting.

Enforcement of Decorum: The Chief of Police, or his designee, shall be Sergeant-at-Arms of the Council meetings.
The Sergeant-at-Arms shall carry out all orders and instructions given by the Mayor for the purpose of maintaining
order and decorum at the Council meeting.

Persons Authorized to be Within Rail: No person, except City officials, their representatives, and newspaper
reporters, shall be permitted within the rail in front of the Council Chamber without the express consent of the Council.

Agenda Tracking Numbers: All numbers listed in bold after the title of each Agenda item are City Clerk tracking
numbers that are used for filing and research purposes.

READING OF ORDINANCE TITLES

Government Code Section 36934 requires that all ordinances be read in full prior to City Council
taking action on the ordinance. By listing the ordinance title on the Council agenda, Council may
determine that the title has been read.

Recommended Action: By motion, determine that the titles to all ordinances which appear
on this public agenda have been read, and waive further reading.


CLOSED SESSION & CITY ATTORNEY ANNOUNCEMENT re SAME - F2M14-14

The City Council will move into a closed session pursuant to applicable law, including the Brown
Act (Government Code Sec. 54950, et seq.) for the purposes of conferring with the Citys Real
Property Negotiator, and/or conferring with the City Attorney on potential and/or existing
litigation, and/or discussing matters covered under Government Code Section 54957
(Personnel), and/or conferring with the Citys Labor Negotiators as follows; provided, however,
prior to so moving into closed session, the City Attorney shall make any announcements
required by the Brown Act pertaining to such closed session matters:

RECONVENE & CITY ATTORNEY REPORT: In the event the City Council moves into a
closed session, the City Council shall reconvene at 7:00 p.m. and the City Attorney shall report
upon the closed session if required.


PUBLIC HEARING

1. 2014 CONGESTION MANAGEMENT PROGRAM (CMP) F2M6-63, N2M14-103,
R2M14-15

This is the time and place set by Notice No. N2M14-103 for the City Council conduct a
public hearing and to determine whether or not the City of Alhambra is in conformance
with the Congestion Management Program (CMP), and if so determined to be in
conformance, to adopt the CMP Local Implementation Report in accordance with
California Government Code Section 65089, et seq. and certify that the City of Alhambra
has met all mandated requirements of the CMP.

Recommended Action: After receiving public input, the Mayor should close the
public hearing and the City Council should adopt Resolution No. R2M14-15 entitled: A
Resolution of the Alhambra City Council finding the City of Alhambra, California, to be in
conformance with the Congestion Management Program (CMP) and adopting the CMP
Local Development Report, in accordance with California Government Code Section
65089 and attached Local Development Report; authorize the City Clerk to certify the
adoption of the resolution and forward a copy to the Los Angeles County Metropolitan
Transportation Authority by August 31, 2014; and, direct staff to undertake the steps
necessary to finalize Councils action.


PRESENTATIONS

2. AWARD OF CONTRACT: PREDPOL PREDICTIVE POLICING SUBSCRIPTION
AGREEMENT FOR THE POLICE DEPARTMENT F2M5-41, F2M14-43, C2M14-41,
M2M14-101

Staff requests that the City Council award a contract to PredPol for Predictive Policing
Subscription and Services for the Alhambra Police Department. Predpol Predictive
Policing is a service that provides real-time crime prediction designed for officers in the
field. The contract is a three-year subscription with a term from J uly 1, 2014 through
J une 30, 2017 and the total cost will be $65,800. The services that are included with the
contract are continuation of prediction and crime prevention modules in addition to
maintenance and upgrades of crime prediction technology, and new mapping and crime
analysis features.

Recommended Action: City Council approve a contract, subject to final language
approval by the City Manager and City Attorney, by and between the City of Alhambra
and PredPol, for the Predictive Policing Subscription and Services for the Alhambra
Police Department; and, direct staff to undertake the steps necessary to finalize
Councils action. (M2M14-101)

3. STATE OF CALIFORNIA MANDATED DECLARATION AND IMPLEMENTATION OF
THE CITYS WATER SHORTAGE PLAN II MANDATORY CONSERVATION AND
ADOPTION OF AN URGENCY ORDINANCE RELATED TO HEALTH & SAFETY USE
OF WATER F2M14-42, R2M14-17, O2M14-4660

Although the City of Alhambra has adequate water supply and is not currently
experiencing a water shortage, on J uly 15, 2014, the State Water Resources Control
Board adopted Resolution 2014-0038, an Emergency Regulation of Statewide Urban
Water Conservation. The adoption of this Resolution requires that the City implement
mandatory conservation of its Water Shortage Plan, Alhambra Municipal Code (AMC)
15.25. Therefore, staff is requesting that the City Council adopt a resolution to implement
the Citys Water Shortage Plan II Mandatory Conservation as outlined in AMC 15.25
and also adopt an urgency ordinance relating to health and safety use of water. Water
Shortage Plan II set forth in Section 15.25.090 of the Alhambra Municipal Code (AMC)
shall take effect on August 1, 2014 and will be in effect until the State of California finds
that a water shortage no longer exists. Finally, staff is also recommending the adoption
of an urgency ordinance amending the AMC to clarify allowable water usage for health
and safety purposes.

Recommended Action: City Council take the following actions: 1) Adopt
Resolution No. R2M14-17 entitled: A Resolution of the Alhambra City Council ordering
the implementation of the Citys Water Shortage Plan II effective August 1, 2014, as
mandated by the California State Water Resources Control Board; and, 2) Direct the City
Attorney to introduce and give reading by title only, waiving further reading to the
following urgency ordinance entitled:

Ordinance No. O2M14-4660: An Urgency Ordinance of the City
Council of the City of Alhambra, California, regarding health and safety
exceptions to Water Shortage Plan requirements by amending
Alhambra Municipal Code Chapter 15.25 "Water Shortage Plan"

after which such ordinance shall go into effect immediately upon its adoption by a 4/5th
vote of the City Council.


CONSENT AGENDA (Item Nos. 4 11)

All items listed under the Consent Agenda are considered by the City Council to be routine and
will be enacted by one motion unless a citizen or Council member requests otherwise; in which
case, the item will be removed for separate consideration.

4. DESIGNATION OF VOTING DELEGATE AND ALTERNATE: LEAGUE OF
CALIFORNIA CITIES ANNUAL CONFERENCE F2M14-13, M2M14-102

Staff requests that the City Council approve the proposed appointment of Vice Mayor
Yamauchi as Voting Delegate and Councilmember Luis Ayala as the Voting Delegate
Alternate for the September 3-5, 2014 League of California Cities Annual Conferences
Business Meeting.

Recommended Action: City Council adopt Minute Order No. M2M14-102 as
follows:

RESOLVED by the Alhambra City Council that this Council hereby
designates and appoints Gary Yamauchi as Voting Delegate and Luis
Ayala as Voting Delegate Alternate for the September 3-5, 2014 League
of California Cities Annual Conferences Business Meeting; and,

BE IT FURTHER RESOLVED by the Alhambra City Council that this
Council hereby directs the City Clerk to attest to the designation and
appointment of Gary Yamauchi as Voting Delegate and Luis Ayala as
Voting Delegate Alternate and send the 2014 Annual Conference Voting
Delegate/Alternate Form to the League of California Cities.


5. RESOLUTION TO SUPPORT THE SMITHSONIAN AMERICAN LATINO MUSEUM
ACT F2M14-16, R2M14-16

Staff requests that the City Council adopt a resolution in support of H.R. 1217 and S.
568 to establish the Smithsonian American Latino Museum and designate the Arts and
Industries building as its future location in Washington, D.C.

Recommended Action: City Council adopt Resolution No. R2M14-16 entitled: A
Resolution of the City Council of the City of Alhambra, California, In Support of H.R.
1217 and S. 568 to establish the Smithsonian American Latino Museum and designate
the Arts and Industries Building as its future location in Washington, D.C.


6. APPROVE AMENDMENTS TO EXISTING AGREEMENTS FOR LANDSCAPE
MAINTENANCE SERVICES & GOLF COURSE MAINTENANCE SERVICES F2M9-
48, F2M7-55, C2M9-19, C2M7-38, M2M14-103

Staff requests that the City Council authorize amendments to the existing agreements
between the City of Alhambra and Midori Gardens and Valley Crest Golf Course
Maintenance. The amendments will direct both landscape maintenance contractors to
adhere to the requirements of the Water Shortage Plan II.

Recommended Action: City Council authorize amendments, subject to final
language approval by the City Manager and City Attorney, to the agreements by and
between the City of Alhambra and Midori Gardens (C2M7-38) and Valley Crest Golf
Course Maintenance (C2M9-19) to adhere to the requirements of the Water Shortage
Plan II. (M2M14-103)


7. SIDE LETTER AGREEMENT TO THE ALHAMBRA FIREFIGHTERS ASSOCIATION
2013-2014 MOU F2M14-2, C87-16B, M2M14-104

Staff requests that the City Council approve a Side Letter Agreement to the 2013-2014
Memorandum of Understanding between the City of Alhambra and the Alhambra
Firefighters Association (AFA).

Recommended Action: City Council approve the Side Letter Agreement to the
2013-2014 Memorandum of Understanding between the City of Alhambra and the
Alhambra Firefighters Association a copy of which Side Letter is on file in the Office of
the City Clerk as Contract No. C87-16B and by this reference incorporated herein and
made a part hereof as though fully set forth herein. (M2M14-104)


8. CLASS SPECIFICATION: ENVIRONMENTAL COMPLIANCE MANAGER F2M14-2,
M2M14-105

Before a class specification becomes effective, it must be approved by the City Council.
An assessment by the Personnel and the Public Works Departments sustained the need
to create a new position of Environmental Compliance Manager and to accurately reflect
the duties and qualifications of this classification. Therefore, staff requests that the City
Council approve the adoption of the class specification for the newly established position
of Environmental Compliance Manager.

Recommended Action: City Council adopt the class specification for the newly
established position of Environmental Compliance Manager as described in the
Assistant City Manager/Personnel Directors J uly 28, 2014 report on file in the Office of
the City Clerk; approve the salary of $6,222 - $8,098 per month for the position; and,
amend the 2014-2015 budget to fully fund the position at Step 1. (M2M14-105)


9. TREASURERS REPORT - F2M14-1

Recommended Action: City Council receive and file as submitted the Treasurer's
Report prepared by the Director of Finance for the month of J une, 2014, listing all of the
City's investments as of J une 30, 2014.


10. PERSONNEL ACTIONS F2M14-2

Recommended Action: City Council ratify the actions of the City Manager set forth
in that certain Personnel Actions document dated J uly 28, 2014 showing the various
appointments, classifications, salary changes, etc., since the last City Council meeting.


11. DEMANDS - F2M14-1

Recommended Action: City Council approve as submitted Final Check List
(156025 thru 156123) in the amount of $177,073.84 for the period ending J uly 2, 2014;
Final Check List (156124 thru 156297) in the amount of $153,601.08 for the period
ending J uly 3, 2014; Final Check List (156298 thru 156323) in the amount of
$298,280.06 for the period ending J uly 8, 2014 and Schedule of Wire Transfers in the
amount of $413,754.45 for the week ending J uly 4, 2014; Final Check List (156471 thru
156577) in the amount of $267,346.61 for the period ending J uly 17, 2014; and, Final
Check List (156325,156326,156470,156578 thru 156656) in the amount of $386,833.05
for the period ending J uly 18, 2014.

ORDINANCE URGENCY

12. URGENCY ORDINANCE AMENDING CHAPTER 2.50 AND 2.51 OF TITLE II OF THE
ALHAMBRA MUNICIPAL CODE TO IMPLEMENT CHANGES TO WORK PERIODS
FOR NON-EXEMPT FIRE SUPPRESSION EMPLOYEES F2M14-2, O2M14-4659

Staff requests that the City Council adopt an Urgency Ordinance amending Chapter 2.50
and 2.51 of Title II of the Alhambra Municipal Code to implement changes to work
periods for Non-Exempt Fire Suppression employees.

Recommended Action: Direct the City Attorney to introduce and give reading by
title only, waiving further reading to the following urgency ordinance entitled:

Ordinance No. O2M14-4659: An Urgency Ordinance of the City Council
of the City of Alhambra, California amending Chapters 2.50 and 2.51 of
Title II of the Alhambra Municipal Code to implement changes to work
periods for Non-Exempt Fire Suppression employees

after which such ordinance shall go into effect on August 8, 2014 upon its adoption by a

ADJOURNMENT: There being no further business for the Council to transact, the Mayor, with
the consent of the City Council, shall adjourn their meeting to 5:30 p.m., on Wednesday,
August 20, 2014, in the Council Chambers of Alhambra City Hall, 111 South First Street,
Alhambra, California; and, direct the City Clerk to cancel the August 11, 2014 meeting due to
an anticipated lack of quorum (Notice No. N2M14-107).
